Summary

In 2016, there were approximately 132,000 full-time federal law enforcement officers who were authorized to make arrests and carry firearms in the United States and its territories. This data collection comes from the Census of Federal Law Enforcement Officers (CFLEO) and describes the agencies, functions, sex, and race of these officers. The data cover federal officers with arrest and firearm authority in both supervisory and non-supervisory roles employed as of September 30, 2016. The Bureau of Justice Statistics (BJS) administered the CFLEO to 86 federal agencies employing officers with arrest and firearm authority. The data do not include officers stationed in foreign countries and also exclude officers in the U.S. Armed Forces.

Study Design

BJS compiled a frame of federal agencies employing officers with arrest and firearm authorities based on a 2016 Attorney General memo requesting information for the Federal Law Enforcement Deaths in Custody Reporting Program and the 2008 CFLEO. BJS contacted the agencies that were determined to be eligible to provide a point of contact for the study. After receiving the points of contact, BJS sent the census form to the agency contacts to obtain the requested information.

Sample

Data came from all federal agencies employing officers with arrest and firearm authority. However, this excludes law enforcement officers stationed in foreign countries and in the U.S. Armed Forces. Due to classified information restrictions, this does not include the Central Intelligence Agency or the Transportation Security Administration's Federal Air Marshal Service.

Description of Variables

Staff members categorized based on arrest authority only, firearm authority only, arrest and firearm authority, and neither arrest nor firearm authority.

Race categories included White, Black, Hispanic, American Indian or Alaskan Native, Asian, Native Hawaiian or Pacific Islander, two or more races, and race unknown. Staff members were also categorized based on male and female within each race and by total number of males and females.

Staff functions included criminal investigations/enforcement, patrol, noncriminal investigation, corrections, security, and courts. Functional categories were further classified based on firearm and arrest capabilities.

Response Rates

Seventy-eight out of 86 eligible federal agencies were included for a response rate of 91%.

2020-03-24 ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data.
