Access Mechanisms

NACJD currently offers four mechanisms for restricted data access: secure download, online analysis, virtual data enclave, and physical data enclave. Upon initiating an application for restricted data, users will be presented with information about the available access mechanisms and application procedures for the data being requested.

The majority of NACJD restricted data is available via secure download. When a request for restricted data has been approved, the Investigator will receive a temporary URL from which the password-protected files can be downloaded. After the files have been downloaded, they must be moved to a secure location that adheres with their selected Confidential Data Security Plan.

Some studies are available via The Restricted Survey Documentation and Analysis (RSDA) system. This system allows remote access to the data using NACJD's online analysis system, without providing any access to the microdata. This system also limits the kinds of analysis that can be performed and the output that can be provided.

Additionally, certain studies funded by BJS and OJJDP are offered via ICPSR's Virtual Data Enclave (VDE). The VDE is a virtual machine launched from the researcher's own desktop but operating on a remote server, similar to remotely logging into another physical computer. The virtual machine is isolated from the user's physical desktop computer, restricting the user from downloading files or parts of files to their physical computer. The virtual machine is also restricted in its external access, preventing users from emailing, copying, or otherwise moving files outside of the secure environment, either accidentally or intentionally. The VDE operates just like a standard Windows desktop and includes many of the most popular statistical analysis packages.

When studies contain highly sensitive data, access is restricted to ICPSR's Physical Data Enclave (PDE). The Enclave is a secure data analysis laboratory that allows access to the original data in a controlled setting on site at ICPSR/University of Michigan. Note that users interested in accessing enclave-only data are required to travel to Ann Arbor, MI to perform their analyses, and all work in the enclave is monitored.
