I'm attempting to download data, but only documentation files are being downloaded. Why can't I download the data?

In most cases, if the data you are attempting to download are freely available to the general public, this indicates that the data files are restricted-access. To gain access to restricted data, interested users must complete an application process and be approved for access. If access to the data you are attempting to download is limited to those at ICPSR member institutions, then this may indicate we are unable to verify your membership affiliation.
