How can I access restricted data if I do not have a PhD or otherwise meet the application requirements?

If you are a current student, you must list a faculty advisor or sponsor who currently holds a terminal degree (e.g., PhD, MD, JD) as the PI within your application, and must list yourself as research staff. All forms, including the Data Use Agreement and NIJ Privacy Certificate (if applicable), must be signed by this PI as well as by a legally authorized representative of your institution.

If your institution does not have its own Institutional Review Board (IRB), Ethics Committee, or equivalent, you are encouraged to have the project reviewed by an independent IRB that is listed with the Association for the Accreditation of Human Research Protection Program, Inc. (AAHRPP).
