Before the Prison Rape Elimination Act (PREA) of 2003, it was not clear the extent to which state departments of corrections (DOCs) were addressing sexual violence in systematic ways. In fact, little information existed about what strategies were being put into practice in prison systems across the country. PREA changed the way DOCs addressed prison sexual violence (PSV). Mandatory recordkeeping and a push for eliminating such incidents moved many DOCs to develop specific responses to PSV or to further refine approaches already in place. The purpose of this project was to provide a national snapshot of DOC initiatives to address PSV, as well as to identify specific practices that seemed to be, in the absence of formal evaluations, particularly promising or innovative in nature.
Researchers conducted three tasks: (1) The Survey of State Correctional Administrators (SSCA) involving written surveys and follow-up phone interviews with leaders of state DOCs. During the survey, state administrators described the state's overall approach to PSV and nominated specific strategies as particularly promising; (2) The Survey of Promising Practices (SPP) involving phone interviews with DOC representatives who spoke about promising practices nominated during the SSCA. Interviews were conducted with facility directors, service providers, or other state personnel affiliated with nominated approaches; and (3) Case studies involving site visits to states that researchers determined could provide the most informative lessons on addressing sexual violence in prison to the largest audience of practitioners, researchers, and policymakers.

Assessing the Impact of Parental Characteristics, Parental Attitudes, and Parental Engagement on Mentoring Relationship Outcomes, Louisville, Kentucky, and Kentuckiana, 2014-2017 (ICPSR 37206)
In October 2013, the Pacific Institute for Research and Evaluation (PIRE), in partnership with Big Brothers Big Sisters of Kentuckiana (BBBS-KY), was funded by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to implement a mentoring research best practices project that explored whether three types of parent/guardian level variables (psychosocial parent/family characteristics, parent engagement in the mentoring match, and parenting style) influence match quality, match length, and youth outcomes.
This study was designed to describe these factors, as well as investigate how these factors impact match length, match strength, and youth program outcomes. Data to inform both objectives was collected using a longitudinal multimode approach with youth, mentors and parents in the BBBS-KY program in the metro Louisville area. In addition, data from 16 local school districts provided measures of academic performance, school attendance, and disciplinary suspensions. Data were collected at multiple time points from youth, volunteer mentors, and parents/guardians. These data included BBBS-America standard surveys (Youth Outcomes Survey, and Volunteer and Youth Strength of Relationship Surveys). PIRE supplemented the standard BBBS data collection efforts with project-specific baseline volunteer mentor survey and several formative and outcome based inserts to supplement the data that was regularly collected from youth and mentors. The PIRE and BBBS-KY teams also created a project-specific parent/guardian survey to better understand the impact of parental factors on match dynamics and youth mentoring program outcomes. Due to low literacy levels of parents/guardians, this survey was administered as a mixed-mode, audio-computer assisted interview (ACASI). Additional data sources for this study included data from (a) coding of qualitative case review notes for selected aspects of matches by BBBS-KY match support specialists, (b) academic data collected from school districts, and (c) data collected on general match characteristics (e.g., match closure status) collected by BBBS-KY as part of their standard business operations. Most measures were collected early in the match (either match formation or three months into the match) and at 12 months into the match.

Drawing on the principles of Whole Person Dementia Assessment (Mast, 2011) and Appelbaum and Grisso's (1988) decision-making model, this project developed a tool, the Lichtenberg Financial Decision Rating Scale (LFDRS). The conceptual model for the LFDRS questionnaire integrates the measurement of contextual variables with financial capacity assessment. The purpose of the study was to establish reliability and validity of the LFDRS and to collect data on normative financial decision-making by older adults.
The researchers posited that as financial exploitation of older adults increases, investigation and prosecution of these cases remains difficult for criminal justice professionals who must balance protection of older adults with their right to autonomy; and that both under and over-protection of older adults can lead to damaging consequences. The project goal was to develop a set of new financial decision-making screening and comprehensive measures for criminal justice professionals and non-criminal justice professionals to aid in detecting and prosecuting financial exploitation of older adults. The LFDRS (described above) is meant to be used by mental health professionals, specially trained in assessment of older adults. In addition, the researchers developed a 10-item screening tool, the Lichtenberg Financial Decision Screening Scale or Short Scale (LFDSS), that was tested by multiple professionals working in diverse settings (e.g., APS workers, elder law attorneys, law enforcement personnel).
Family members are another group that are often aware of an older adult's vulnerability to financial exploitation and therefore, the researchers developed the Lichtenberg Financial Decision Rating Scale -- Family and Friends version (LFDRS - Family and Friends also known as the LFDRS Informant) to allow concerned professionals to interview confidantes of older adults to help measure financial capacity of a loved one. This tool may be particularly useful for Adult Protective Services to interview multiple people regarding their concerns about an older adult.

This study tested a model of individual, familial, and peer variables that additively and synergistically increased or decreased the risk for sexual and teen dating violence based on bullying experiences in early adolescence. The study surveyed 1,162 students from three cohorts in four Midwestern middle schools, who were then followed into three high schools. Five waves of surveys collected information about the level of violence in student homes with parents and siblings or with other children, physical abuse, sexual abuse, exposure to domestic violence, frequency of bullying, self-reported delinquency, and exposure to delinquent friends during the middle school years. Waves six and seven were collected during high school and sexual violence and teen dating violence measures were added to the surveys.
Census of Publicly Funded Forensic Crime Laboratories, 2020 (ICPSR 38901)
This data collection contains data from the 2020 Census of Publicly Funded Forensic Crime Laboratories (CPFFCL). The CPFFCL collected data on organizational characteristics, functions, budget, staffing, workload, resources, and quality assurance practices of publicly funded forensic crime laboratories operating in the U.S. and serving federal, state, and local jurisdictions. The CPFFCL includes crime labs that employed one or more full-time scientists who possess a minimum of a bachelor's degree in chemistry, physics, biology, criminalistics, forensic science or a closely related field and whose principal functions are examining physical evidence in criminal matters and providing reports and testimony to courts of law with respect to such evidence. Private laboratories were excluded from the CPFFCL. Laboratories may operate independently or as part of a larger system. Respondents to the CPFFCL could choose to respond as individual labs or as one system. A total of 423 individual labs, constituting 326 standalone labs and multilab systems, received the questionnaire. A total of 382 (90%) individual labs responded to the 2020 CPFFCL and 293 (90%) standalone labs and multilab systems responded. For the 2020 study, data were collected from July 2021 to February 2022.
The Bureau of Justice Statistics (BJS) first surveyed forensic crime laboratories in 1998, focusing solely on agencies that performed DNA analysis. The National Institute of Justice (NIJ) funded the 1998 study as part of its DNA Laboratory Improvement Program. The BJS' National Study of DNA Laboratories was repeated in 2001. An expanded version of the data collection, called the Census of Publicly Funded Forensic Crime Laboratories, was first conducted among all forensic crime laboratories in 2002.

The research purpose of this project was to advance the scientific understanding of children's exposure to family violence and children's adjustment. This research examined the prevalence of child exposure to psychological and physical Intimate Partner Violence (IPV) and parent-to-child aggression (PCA), proximal associations with child externalizing and internalizing behavior, social and scholastic competence in early childhood and adolescence, and the developmental timing and intergenerational transmission of exposure to IPV and PCA related to child externalizing behavior. The study also looked at child effortful control and positive parenting as risk and protective factors theorized to mediate associations between child exposure to family violence and later child adjustment. Secondary analyses were conducted using a prospective multigenerational data set involving community families from lower socioeconomic status backgrounds that comprise the Three Generational Study.

This study was designed to provide a mixed methods comparative evaluation of three established court-based programs that serve offenders with serious mental illness (SMI). These programs were selected in response to criticism of similar research for studying young programs that are still in development, employing short follow up periods that are unable to indicate sustained effectiveness, and utilizing less than ideal comparison conditions. The study was conducted in Cook County, Illinois, and data were collected from three distinct court-based programs: the Cook County Felony Mental Health Court (MHC) which serves individuals with SMI who have been arrested for nonviolent felonies, the Specialized Mental Health Probation Unit which involves specially trained probation officers who supervise a reduced caseload of probationers diagnosed with SMI, and the Cook County Adult Probation Department which has an active caseload of approximately 25,000 probationers, a portion of whom have SMI. Probation officer interviews were coded for themes regarding beliefs about the relationship between mental illness and crime, views on the purpose of their program, and approaches used with probationers with SMI. The coding of probationer interviews focused on experiences related to having SMI and being on probation, including: the extent to which probation was involved with mental health treatment; development of awareness of mental health issues; evaluations of the programs based on subjective experiences; and the relationship dynamics between probationers and staff.

This was a two phase project designed to investigate the decision-making process of the coroner/medical examiner (CME) offices who are charged with investigating suspicious elder deaths and to pilot an intervention that augmented the decision-making process in three CME offices. In phase one, researchers collected case data from CME offices, public data on elder deaths, and interviews with CME investigators. Researchers then developed a brief screening tool, Elder Suspicious Death Field Screen (ESDFS), to be used by CME employees fielding reports of elder deaths. In phase two, the ESDFS was implemented in three counties for a six-month data collection period. An expert panel reviewed a subsample of cases to assess whether CME investigators made appropriate decisions to investigate or not.

This exploratory study used the case of Palisades Park, New Jersey, to examine five problem areas: the political economy of migrant labor, prevalence and patterns of criminal victimization against undocumented migrant workers (UMWs), prevalence and patterns of violence against women among UMWs, police-migrant interactions, and criminal offending of UMWs. Data collection efforts were concentrated on the recruitment and survey of 160 male day laborers and 120 female migrant workers in face-to-face interviews. Additional data from focus group and key informant interviews were gathered to provide in-depth information on specific concerns and issues.
Cross-age Peer Mentoring to Enhance Resilience Among Low-Income Urban Youth Living in High Violence Chicago Communities, 2014-2019 (ICPSR 37494)
The goal of this mixed-methods study was to evaluate the effectiveness of community based cross-age mentoring to reduce negative outcomes related to violence exposure/engagement and promote positive development among African-American and Latinx youth from multiple sites serving four low-income, high violence urban neighborhoods, using youth mentors from the same high-risk environment. The program was named by youth mentors, "Saving Lives, Inspiring Youth" (or SLIY henceforth). Cross-age peer mentoring programs promise to solve problems and ineffectiveness of other types of mentoring programs, but few have been systematically studied in high-poverty, high-crime communities. In collaboration with several community organizations, a prospective approach was implemented to follow cross-age mentors and mentees for up to one year of mentoring. Both quantitative and qualitative methods were employed to examine possible changes in a number of relevant constructs, and to understand program impact in greater depth.
Mentoring sessions lasting one hour took place each week, with an hour debriefing session for mentors following each mentoring session. Quantitative data were collected pre, post and at a 9-12 month follow-up. Throughout the mentoring intervention, several forms of qualitative data were gathered to make it possible for youth voices to permeate understanding findings, to illuminate program processes that youth perceived as helpful and not helpful, and to provide multiple perspectives on youths' resilience and their understanding of the risks they faced. Both mentors and community collaborators were trained and engaged as community researchers. School-based data were also collected. Demographic variables include participants' age, race, and grade in school.

Effects of Intimate Partner Violence on the Workplace in the United States, 2005-2008 (ICPSR 26041)
This research, which was conducted in two phases, explored the effects of intimate partner violence (IPV) on the workplace between 2005 and 2008. Phase One (Dataset 1, Phase One Data) examined the prevalence of IPV among employed individuals, how IPV affects the personal and professional well-being of employees, and its costs for employers. Researchers focused on two research questions:
- Does IPV affect employees, and, if so, how?
- What is the impact of IPV on organizations?
Phase Two (Dataset 2, Phase Two Data) focused more specifically on the interactions between employed IPV victims and their coworkers, focusing on the following questions:
- Does work-related social support have positive effects on the well-being, attitudes, and behaviors of employed IPV victims?
- How and when will coworkers provide assistance to IPV victims at work?
- When and to whom will IPB victims disclose their victimization at work?
- What organizational conditions are associated with stronger feelings of hopefulness on the part of employed IPB victims?
Estimating the Prevalence of Trafficking Among Homeless and Runaway Youth, Georgia, 2017-2018 (ICPSR 37628)
The 2018 Atlanta Youth Count (AYC18), a follow-up to the 2015 Atlanta Youth Count and Needs Assessment (AYCNA), was expanded in 2018 to specifically address sex and labor trafficking among youth experiencing homelessness in metro Atlanta. This project was designed to provide impact on court, law enforcement, and victim service practices at the jurisdictional level in Georgia, and beyond.
Homeless youth in metro Atlanta and surrounding counties were contacted through outreach efforts at youth shelters, motels, and street locations where homeless youth tend to congregate. Data collection focused on basic demographic information, history of homelessness, health, sexual experiences, and social supports.
Ethnic Albanian Organized Crime in New York City, 1975-2014 (ICPSR 35487)

The main aim of this research is to study the criminal mobility of ethnic-based organized crime groups. The project examines whether organized crime groups are able to move abroad easily and to reproduce their territorial control in a foreign country, or whether these groups, and/or individual members, start a life of crime only after their arrival in the new territories, potentially as a result of social exclusion, economic strain, culture conflict and labeling. More specifically, the aim is to examine the criminal mobility of ethnic Albanian organized crime groups involved in a range of criminal markets and operating in and around New York City, area and to study the relevance of the importation/alien conspiracy model versus the deprivation model of organized crime in relation to Albanian organized crime. There are several analytical dimensions in this study: (1) reasons for going abroad; (2) the nature of the presence abroad; (3) level of support from ethnic constituencies in the new territories; (4) importance of cultural codes; (5) organizational structure; (6) selection of criminal activities; (7) economic incentives and political infiltration. This study utilizes a mixed-methods approach with a sequential exploratory design, in which qualitative data and documents are collected and analyzed first, followed by quantitative data. Demographic variables in this collection include age, gender, birth place, immigration status, nationality, ethnicity, education, religion, and employment status.
Two main data sources were employed: (1) court documents, including indictments and court transcripts related to select organized crime cases (84 court documents on 29 groups, 254 offenders); (2) in-depth, face-to-face interviews with 9 ethnic Albanian offenders currently serving prison sentences in U.S. Federal Prisons for organized crime related activities, and with 79 adult ethnic Albanian immigrants in New York, including common people, undocumented migrants, offenders, and people with good knowledge of Albanian organized crime modus operandi. Sampling for these data were conducted in five phases, the first of which involved researchers examining court documents and identifying members of 29 major ethnic Albanian organized crime groups operating in the New York area between 1975 and 2013 who were or had served sentences in the U.S. Federal Prisons for organized crime related activities. In phase two researchers conducted eight in-depth interviews with law enforcement experts working in New York or New Jersey. Phase three involved interviews with members of the Albanian diaspora and filed observations from an ethnographic study. Researchers utilized snowball and respondent driven (RDS) recruitment methods to create the sample for the diaspora dataset. The self-reported criteria for recruitment to participate in the diaspora interviews were: (1) age 18 or over; (2) of ethnic Albanian origin (foreign-born or 1st/2nd generation); and (3) living in NYC area for at least 1 year. They also visited neighborhoods identified as high concentrations of ethnic Albanian individuals and conducted an ethnographic study to locate the target population. In phase four, data for the cultural advisors able to help with the project data was collected. In the fifth and final phase, researchers gathered data for the second wave of the diaspora data, and conducted interviews with offenders with ethnic Albanian immigrants with knowledge of the organized crime situation in New York City area. Researchers also approached about twenty organized crime figures currently serving a prison sentence, and were able to conduct 9 in-depth interviews.

Validation data (Human Trafficking Data, n = 180) was collected through 180 structured interviews with victim service provider clients who responded to the screening tool. The screening tool was administered by the victim service providers at regular intakes or subsequent interview sessions between July 2012 and June 2013. Service providers were instructed to invite any potential trafficking victims, that is persons who may have been trafficked or subject to similar crimes, whom they judge to be emotionally stable enough to participate. Status as a trafficking victim did not have to be determined in advance of the interview, since a mix of trafficked and non-trafficked clients in the study sample was necessary to establish the validity and predictive ability of the screening tool.
Researchers also conducted confidential case file reviews during site visits at partner agencies, and in-depth interviews with service providers (n = 12 from 11 agencies), clients (n = 7 from 6 agencies) and key informant interviews (n = 12) with law enforcement officers, prosecutors and probation officers.
Evaluation of CeaseFire, a Chicago-based Violence Prevention Program, 1991-2007 (ICPSR 23880)
This study evaluated CeaseFire, a program of the Chicago Project for Violence Prevention. The evaluation had both outcome and process components.
The outcome evaluation assessed the program's impact on shootings and killings in selected CeaseFire sites. Two types of crime data were compiled by the research team: Time Series Data (Dataset 1) and Shooting Incident Data (Dataset 2). Dataset 1 is comprised of aggregate month/year data on all shooting, gun murder, and persons shot incidents reported to Chicago police for CeaseFire's target beats and matched sets of comparison beats between January 1991 and December 2006, resulting in 1,332 observations. Dataset 2 consists of data on 4,828 shootings that were reported in CeaseFire's targeted police beats and in a matched set of comparison beats for two-year periods before and after the implementation of the program (February 1998 to April 2006).
The process evaluation involved assessing the program's operations and effectiveness. Researchers surveyed three groups of CeaseFire program stakeholders: employees, representatives of collaborating organizations, and clients.
The three sets of employee survey data examine such topics as their level of involvement with clients and CeaseFire activities, their assessments of their clients' problems, and their satisfaction with training and management practices. A total of 154 employees were surveyed: 23 outreach supervisors (Dataset 3), 78 outreach workers (Dataset 4), and 53 violence interrupters (Dataset 5).
The six sets of collaborating organization representatives data examine such topics as their level of familiarity and contact with the CeaseFire program, their opinions of CeaseFire clients, and their assessments of the costs and benefits of being involved with CeaseFire. A total of 230 representatives were surveyed: 20 business representatives (Dataset 6), 45 clergy representatives (Dataset 7), 26 community representatives (Dataset 8), 35 police representatives (Dataset 9), 36 school representatives (Dataset 10), and 68 service organization representatives (Dataset 11).
The Client Survey Data (Dataset 12) examine such topics as clients' involvement in the CeaseFire program, their satisfaction with aspects of life, and their opinions regarding the role of guns in neighborhood life. A total of 297 clients were interviewed.

These data were collected as part of a larger effort to evaluate the implementation and effectiveness of a new computerized decision support system (Elder Abuse Decision Support System, EADSS) in elder abuse investigation and intervention programs in Illinois. Information on individuals with substantiated allegations of abuse includes basic demographics, physical, mental, and financial condition, and available resources. Variables describing the allegation cover the nature and severity of the abuse. Where possible, the alleged abuser(s) is(are) also evaluated physically, mentally, and financially, in addition to having basic demographics noted.
Evaluation of the My Life My Choice (MLMC) Program for Victims of Sex Trafficking, Connecticut, Florida, Massachusetts, and New Jersey, 2015-2018 (ICPSR 37599)
Commercial sexual exploitation (CSE) is an increasingly urgent problem for criminal justice systems in the United States. Despite the staggering individual and societal consequences of CSE, evidence-based prevention and intervention programs are profoundly lacking. This study used a quasi-experimental, mixed methods, longitudinal follow-up design to evaluate a service provision program for CSE survivors or those identified as high-risk for CSE, My Life My Choice (MLMC). Researchers followed youth who received MLMC services from baseline to multiple follow-up points to see how they progressed over time in terms of building up resistance to being sexually exploited.
Youth received one of two different type of MLMC services. One group (Source 1) received one-on-one survivor mentoring, otherwise known as "tertiary prevention." Participants in this program are paired with mentors who have been trained and free from CSE for at least five years. Mentors provide long-term and consistent emotional support to exploited youth or those MLMC believes are at high-risk for exploitation. The Source 1 youth were recruited only from Massachusetts. They participated in quantitative and qualitative data collection at baseline, six months post-baseline, and 12 months post-baseline.
A second group (Source 2) received 3-10 sessions of a psychoeducational prevention group following the MLMC curriculum, otherwise known as "secondary prevention." These groups are led by trained facilitators and are intended for youth at high-risk for exploitation. Participants are taught about sexual exploitation, healthy relationships, sexual health, and how to find help. Source 2 youth received MLMC services in Massachusetts, Florida, New Jersey, or Connecticut. They participated in quantitative data collection at baseline, time of the last group session, and six months post-baseline.
Measured outcomes included instances of sexual exploitation in the past six months, frequency and type of substance use, partner abuse victimization, and housing stability. Researchers hypothesized that, among the secondary prevention group, youth who chose to interact with MLMC staff more often (in terms of attending educational sessions) would score higher on desired outcomes than those frequently absent or who do not interact with staff as often. Among the tertiary prevention group, researchers hypothesized that those who participated would demonstrate improved outcomes from baseline to six months and baseline to 12 months.

This study assessed the occupational experiences of forensic scientists working in laboratories across the United States. The sample included 899 forensic scientists in public and private laboratories operating at the local, state, and federal level across the United States. The study addressed the levels of work stressors and satisfaction among forensic scientists across the various disciplines, along with any correlates to working conditions, requests from various criminal justice system actors, policies, procedures, and demographic conditions. The use of positive and negative coping strategies by scientists was also measured to assess how individuals working in the field are affected by their job. Finally, the ergonomic and working environment of bench scientists were assessed to consider any influence they might have on their reported levels of stress and satisfaction.

The Social Reactions Questionnaire (SRQ) is a widely used instrument designed to measure perceptions of social reactions. Studies using the SRQ have generally asked women to report on social reactions from "other persons told about the assault," without specifying which persons. The purpose of this study was to test a modified version of the SRQ that asked women to report separately on social reactions from criminal justice personnel, community-based providers, and informal supports. The researchers sought to examine changes in social reactions longitudinally as well as the impact of social reactions on criminal justice engagement and post-traumatic distress among diverse women following a recent sexual assault. The study included testing hypotheses about the inter-relationships among social reactions, victim well-being (e.g., psychological distress), and criminal justice variables (e.g., victim engagement with prosecution). Addressing the dearth of longitudinal research on social reactions, this study examined causal links among variables. In particular, researchers tested hypotheses about changes in social reactions over time in relation to criminal justice cases and victims' post-traumatic reactions.
The data included as part of this collection includes one SPSS data file (2_1-Data_Quantiative-Variables-Updated-20180611.sav) with 3,310 variables for 228 cases. Demographic variables included: respondent's age, race, ethnicity, country of origin, sexual orientation, marital status, education level, employment status, income source, economic level, religion, household characteristics, and group identity. The data also contain transcripts of qualitative interviews and one SPSS qualitative coding dataset (file7-2_4_Data_Open_ended_Codes_from_Transcripts.sav) with 19 variables and 225 cases, which are not included in this fast track release.
Exploring Life-Course and Daily Experiences of Veteran Offenders in the Criminal Justice System, Illinois, 2017-2019 (ICPSR 37489)
This study explored the life-course experiences of criminally involved veterans. The topics of maladaptive behavior patterns, criminal conduct, diverging demographic and social statuses, impacts of mental illness, social support, substance use, propensity for criminal involvement before entering the military, and combat exposure, of the veterans were explored. The project aimed to uncover common links to problematic life-course outcomes thematically shared across cohorts of criminally involved veterans and/or differences between cohorts of veterans resulting in unique needs across the life-course.
This study included three aims of analysis:
- To explore the life-course experiences of veterans who are in the criminal justice system by assessing the perspectives of this particularly important group - those under the control of the criminal justice system, but also navigating their problems while living in the community.
- To document the ecological momentary day-to-day experience of these individuals, in order to better understand how experience shapes normative daily behavior, mood fluctuation, self-esteem, and psychological well-being.
- To explore the relationships of these individuals tapping into the perspectives of family/social networks members who are closest to the criminally involved veterans to better understand how deviance impacts family and social support systems - in addition to considering the complex dynamics of these relationships.
Users should note that this study included interviews, provided in qualitative transcripts. The associated qualitative data is currently not included in this release, but will be provided at a later date.
Federal Law Enforcement Agency Deaths in Custody Reporting Program (FDCRP), [United States], 2016 (ICPSR 38562)
The Death in Custody Reporting Act of 2013 (DICRA) requires the head of each federal law enforcement agency to submit to the U.S. attorney general, information about the death of any person who is
- detained, under arrest, or in the process of being arrested by a federal law enforcement officer (or by a state or local law enforcement officer while participating in a federal law enforcement operation, task force, or other capacity)
- being transported to, incarcerated at, or detained at any facility (including immigration or juvenile facilities) pursuant to a contract with a federal law enforcement agency, state or local government facility used by a federal law enforcement agency, or federal correctional or pre-trial detention facility located within the United States (Death in Custody Reporting Act of 2013, P.L. 113-242).
The Bureau of Justice Statistics (BJS) created the Federal Deaths in Custody Reporting Program (FDCRP) to collect the data required of federal law enforcement agencies. Federal law enforcement agencies are surveyed on an annual basis about deaths that fall under the scope of DICRA. This data collection includes the 2016 Arrest-Related Death Incident Report (CJ-13A) data and the 2016 Detention/Incarceration Incident Report (CJ-13B) data.
