The Bureau of Justice Statistics (BJS) Compendium of State Privacy and Security Legislation database consists of state laws, executive orders, and administrative regulations relating to the privacy and security of criminal history record information (CHRI). The Compendium database documents how the states and territories regulate the disclosure and security of CHRI. SEARCH (the National Consortium for Justice Information and Statistics) completed the previous version of the Compendium database for BJS in 2002. During 2014 and 2015, the Federal Research Division (FRD) of the Library of Congress updated the Compendium database for BJS.

Crime-Induced Business Relocations in the Austin [Texas] Metropolitan Area, 1995-1996 (ICPSR 3078)

There were three key objectives to this study: (1) to determine the relative importance of crime-related as well as business-related factors in business relocation decisions, including business ownership, type of business, and business size, (2) to ascertain how businesses respond to crime and fear of crime, such as by moving, adding more security, requesting police protection, or cooperating with other businesses, and (3) to identify the types of crime prevention measures and assistance that businesses currently need and to assess the roles of business associations and police departments in providing enhanced crime prevention assistance. From November 1995 through February 1996 a mail survey was distributed to a sample of three different groups of businesses in Austin's 14 highest crime ZIP codes. The groups consisted of: (1) businesses that remained within the same ZIP code between 1990 and 1993, (2) new firms that either moved into a high-crime ZIP code area between 1990 and 1993 or were created in a high-crime ZIP code between 1990 and 1993, and (3) businesses that relocated from high-crime ZIP code areas to other locations in Austin's metropolitan area or elsewhere in Texas. Variables include type of business, ownership of business, number of employees, reasons for moving or staying in neighborhood, types of crime that affected business, owner's response to business crime, customer safety, and the role of business associations and the police in preventing crime.

Evaluation of the Agriculture Crime Technology Information and Operation Network (ACTION) in Nine Counties in California, 2004-2005 (ICPSR 4686)

The Urban Institute and Florida State University multidisciplinary research team employed a multimethod approach to evaluate the Agricultural Crime, Technology, Information, and Operations Network (ACTION) project. The goal of the research was to provide policymakers, practitioners, program developers, and funders with empirically-based information about whether ACTION works. Two paper-and-pencil, self-administered surveys -- one in fall 2004 and the second in fall 2005 -- were sent to samples of farmers in the nine ACTION counties in California. The researchers identified farms using lists provided by Agricultural Commissioners in each county. The survey instruments asked farmers about experiences with agricultural crime victimization during the 12 months prior to the survey. It also asked questions about characteristics of their farm operations and the activities that they take to prevent agricultural crime. Advance notice of the study was given to farmers through the use of postcards, then surveys were sent to farmers in three waves at one-month intervals, with the second and third waves targeting nonrespondents. The Fall 2004 Agricultural Crime Survey (Part 1) contains data on 823 respondents (farms) and the Fall 2005 Agricultural Crime Survey (Part 2) contains data on 818 respondents (farms).

The Homeland Security in Small Law Enforcement Jurisdictions study drew upon data collected from 350 small (1-25 full time sworn officers) law enforcement agencies nationwide to address four gaps in the homeland security research literature and clarify/expand upon an empirically-derived model of homeland security preparedness and organizational efficacy.

  • Whether physical and relational proximity to large agency peers facilitates the development of homeland security preparedness and improves perceptions of organizational efficacy (the capacity of an organization to respond) in small agencies and, conversely, whether the geographic isolation of small, rural agencies inhibits homeland security efforts.
  • Whether efficacy of efforts to enhance homeland security is not just a function of perceived/actual risk or funding, but also other "institutional pressures", such as books and journal publications, as well as conferences, training, and other professional networks and channels.
  • Assessments of preparedness outcomes through "organizational efficacy", the perception about the organization's ability to accomplish its goals.

Identifying Cost-Effective Security Barrier Technologies for K-12 Schools: An Interdisciplinary Evaluation, Arizona, 2021 (ICPSR 38455)

This multidisciplinary study included three objectives: (1) to conduct physical security surveys of K-12 schools in Arizona to compile a dataset of the physical security barrier technologies in use in those schools; (2) to survey parents and teachers about their perceptions of security in their schools, and compare their perceptions to those of security experts who conducted physical security surveys of participating schools; and (3) to test commonly used door and window materials in schools against ballistic and forced entry attack to determine the time necessary to penetrate the material.

To assess physical security, researchers visited 73 schools in 15 school districts and collected data on 3712 doors. The data collected included door material, door condition, hinges, locks, door knobs, door closers, and any windows adjacent to, or in, each door. Board certified security professionals and a retired law enforcement officer then scored the security value of each type of physical security device on a scale of 0 to 5. The scores were aggregated to arrive at an overall security score for each school that was compared to the survey responses of stakeholders. Commonly used door and window materials used in schools were also tested against ballistic and force entry attacks to establish baseline penetration times. The Penetration Test Protocols is available to download as study documentation, but the completed test report is not available with this collection.

Parent perceptions were assessed using a 45 item survey. Data were collected from 614 parents or guardians who had at least one child attending one of 43 K-12 schools in 9 Arizona school districts. Most parent respondents self-identified as females (n = 401; 94 missing data points). The average parent respondent age was 43.64 (SD = 8.70), with an age range from 23 to 78 years old (113 missing data points). Parent respondents identified as White, non-Hispanic (66 percent), Hispanic (10.3 percent), Black or African American (.5 percent), American Indian (4.6 percent), Asian (.7 percent), and Native Hawaiian or Pacific Islander (.2 percent; 110 missing data points).

Teacher perceptions were assessed using a 47 item survey. Data were collected from 384 teachers who taught at one of 43 K-12 schools in 8 Arizona school districts. Most teacher respondents self-identified as females (n = 292; 6 missing data points). The average teacher age was 45.38 (SD = 12.77), with an age range from 22 to 100 years old (39 missing data points). Teacher respondents identified as White, non-Hispanic (84.4 percent), Hispanic (7.8 percent), Black or African American (.5 percent), American Indian (1 percent), Asian (.3 percent), and Native Hawaiian or Pacific Islander (.3 percent; 18 missing data points). The participants' reported an average job tenure of 7.12 years (SD = 6.65), with a range from .17 to 40 years at their school (26 missing data points).

Impact of Information Security in Academic Institutions on Public Safety and Security in the United States, 2005-2006 (ICPSR 21188)

Despite the critical information security issues faced by academic institutions, little research has been conducted at the policy, practice, or theoretical levels to address these issues, and few policies or cost-effective controls have been developed. The purpose of this research study was three-fold: (1) to create an empirically-based profile of issues and approaches, (2) to develop a practical road map for policy and practice, and (3) to advance the knowledge, policy, and practice of academic institutions, law enforcement, government, and researchers. The study design incorporated three methods of data collection: a quantitative field survey, qualitative one-on-one interviews, and an empirical assessment of the institutions' network activity.

Survey data collection involved simple random sampling of 600 academic institutions from the Department of Education's National Center for Education Statistics (NCES) Integrated Postsecondary Education Data System (IPEDS) database, recruitment via postcard, telephone, and email, Web-based survey administration, and three follow-ups. Results are contained in Part 1, Quantitative Field Survey Data. Interview data collection involved selecting a sample size of 15 institutions through a combination of simple random and convenience sampling, recruitment via telephone and email, and face-to-face or telephone interviews. Results are contained in Part 2, Qualitative One-on-One Interview Data. Network analysis data collection involved convenience sampling of two academic institutions, recruitment via telephone and email, installing Higher Education Network Analysis (HENA) on participants' systems, and six months of data collection. Results are in Part 3, Subject 1 Network Analysis Data, and Part 4, Subject 2 Network Analysis Data.

The Quantitative Field Survey Data (Part 1) contains 19 variables on characteristics of institutions that participated in the survey component of this study, as well as 263 variables derived from responses to the Information Security in Academic Institutions Survey, which was organized into five sections: Environment, Policy, Information Security Controls, Information Security Challenges, and Resources. The Qualitative One-on-One Interview Data (Part 2) contains qualitative responses to a combination of closed-response and open-response formats. The data are divided into the following seven sections: Environment, Institution's Potential Vulnerability, Institution's Potential Threat, Information Value and Sharing, End Users, Countermeasures, and Insights. Data collected through the empirical analysis of network activity (Part 3 and Part 4) include type and protocol of attack, source and destination information, and geographic location.

Improving School Safety in the District of Columbia: Evaluating the Safe School Certification Program, 2016-2020 (ICPSR 37892)

From 2016 through 2020, Child Trends, in partnership with the D.C. Office of Human Rights and the D.C. Office of the State Superintendent of Education, and with funding from the National Institute of Justice's Comprehensive School Safety Initiative, implemented and evaluated the Safe School Certification (SSC) Program, a three-year technical assistance model to support schools in strengthening organizational capacity across eight elements key to improving school climate: leadership, data, buy-in, policy and policy enforcement, student engagement, family and community engagement, training, and programs and practices. To help support schools' efforts, and to evaluate SSC's effectiveness, survey data were collected annually from students, parents, instructional staff, and non-instructional staff at participating schools using the U.S. Department of Education's School Climate Survey (EDSCLS), which was adapted to include measures of sexual orientation and gender identity, grit, and personal experiences of bullying and fights. Additionally, observations using the Classroom Assessment Scoring System - Secondary (CLASS-S) were conducted in a random sample of five classrooms in each participating school each year. Finally, as part of the implementation evaluation, interviews were conducted with the technical assistance providers, points of contact or leadership at participating schools, the SSC developer, and the manager of the Certification Advisory Board (CAB), which provided feedback to schools over the course of implementation through reviews of compiled workbooks.

This study seeks to inform about the effectiveness and impact of school safety programs in the state of Virginia. In many Virginia schools, ensuring school safety often involves the use of School Resource Officers (SRO) and School Security Officers (SSO), or some combination of SROs and SSOs. This study investigated the current state of SRO and SSO programs in Virginia to illuminate how SRO and SSO programs are operating and uncover best practices associated with program development, implementation, and evaluation. Specifically, the research questions were:

  • RQ1: How are SROs and SSOs trained to operate in K-12 public schools in the Commonwealth of Virginia?
  • RQ2:What are the criteria that are being used to select SROs and SSOs to operate in schools?
  • RQ3: How are the activities of SROs and SSOs that do not result in an arrest being documented?
  • RQ4: How are SROs and SSOs operating in schools supervised by their own department and/or by the school(s) in which they operate?
  • RQ5: What criteria are used to assess SRO and SSO performance?
  • RQ6: To what extent are SROs and SSOs involved addressing school disciplinary matters that do not rise to the level of criminal activity?
  • RQ7: Are there differences when comparing between school districts that have MOUs with local law enforcement, and school districts that do not have formal arrangements with local law enforcement?

National Assessment of Gangs in Correctional Facilities, 1992 (ICPSR 6147)

This study sought to identify and examine current policies and strategies for controlling prison gangs and to determine the ways in which correctional facilities were dealing with gangs in their institutions. Respondents to the mail survey included 55 local jail systems and 52 state prison systems (the 50 state Departments of Corrections, the District of Columbia, and the Federal Bureau of Prisons). The survey question text used the term "security threat group" (STG), which was defined as "two or more inmates, acting together, who pose a threat to the security or safety of staff/inmates and/or are disruptive to programs and/or to the orderly management of the facility/system," rather than the generic term "gang." Data contain information on total inmate population, number of STGs, number of inmates identified as confirmed, suspected, associate, and drop-out members of STGs, total incidents of violence, number of violent incidents by STG members, management strategies to deal with gangs, and names of STGs known to be present within the system.

Optimizing Video Surveillance in Correctional Settings, Minnesota, 2015-2019 (ICPSR 37984)

The Urban Institute and the Minnesota Department of Corrections (MnDOC) attempted to improve the surveillance system in two state correctional facilities: Stillwater (STW) and Moose Lake (ML). The goal of this study was to conduct a rigorous process and impact evaluation of the steps that STW and ML took to optimize their surveillance systems, which included repositioning existing cameras, installing new cameras, and making other infrastructural upgrades. In addition, ML integrated an audio analytic technology in their system that would alert on-unit security staff through a visual and audio alert when it detected sounds associated with anger, fear, or verbal aggression.

The evaluation used a mixed-methods research design. Qualitative data collection included stakeholder interviews and in-depth observations of the camera operations at ML and STW before, during, and after the upgrades. The research team interviewed wardens, supervisors and officers working in the intervention units, and numerous other individuals who oversaw operations, investigations, information technology, and camera installation and configuration in ML and STW.

Quantitative administrative data were collected from ML and comparison facilities and comparative interrupted time-series (CITS) analyses were employed to examine changes in two outcomes (total misconduct incidents and guilty dispositions) following the intervention. To support the CITS, another unit in ML was identified that did not upgrade its surveillance system but was similar to the intervention housing unit in terms of population, architecture, and misconduct levels (internal comparison unit), and used the synthetic control method to create another comparison unit derived from the three other medium-security prisons operated by MnDOC (external comparison unit).

Preparedness of Large Retail Malls to Prevent and Respond to Terrorist Attack, 2004 [United States] (ICPSR 21140)

The purpose of this project was to assess the level of security in large indoor shopping malls. The researchers administered surveys to the security directors of the nation's largest indoor retail malls. The researchers sent letters with surveys attached, to 1,372 security directors of enclosed retail malls across the country, which were at least 250,000 square feet in size. A total of 120 completed surveys were returned. The survey instrument was divided into the following nine sections: (1) Hiring Standards, (2) Training, (3) Security Budget, (4) Human Surveillance Strategies, (5) Access Control Plans, (6) Technological Enhancements, (7) Emergency Preparedness Procedures, (8) Relations with the Public Sector, and (9) Opinions about Terrorist Threat.

Robbery of Financial Institutions in Indiana, 1982-1984 (ICPSR 9310)

The goals of this data collection were to provide information on robbery-related security measures employed by financial institutions, to identify factors that contribute to robbery, and to study the correlates of case disposition and sentence length of convicted robbers. The collection compares banking institutions that have been robbed with those bank offices that have not been robbed to provide information on factors that contribute to these robberies. The office-based file includes variables designed to measure general office characteristics, staff preparation and training, security measures, characteristics of the area in which the banking institution is located, and the robbery history of each institution. The incident-based file includes variables such as the robber's method of operation and behavior, the employee's reaction, the characteristics of the office at the time of the robbery, and the apprehension of the offender. Also included is information on the status of the investigation, reasons involved in solving the robbery, status of prosecution, ultimate prosecution, and sentence in length.

Role of Law Enforcement in Public School Safety in the United States, 2002 (ICPSR 4457)

The purpose of this research was to develop an accurate description of the current involvement of law enforcement in schools. The researchers administered a school survey (Part 1) as well as a law enforcement survey (Part 2 and Part 3). The school survey was designed specifically for this research, but did incorporate items from previous surveys, particularly the School Survey on Crime and Safety and the National Assessment of School Resource Officer Programs Survey of School Principals. The school surveys were then sent out to a total of 3,156 school principals between January 2002 and May 2002. The researchers followed Dillman's mail survey design and received a total of 1,387 completed surveys. Surveys sent to the schools requested that each school identify their primary and secondary law enforcement providers. Surveys were then sent to those identified primary law enforcement agencies (Part 2) and secondary law enforcement agencies (Part 3) in August 2002. Part 2 and Part 3 each contain 3,156 cases which matches the original sample size of schools. For Part 2 and Part 3, a total of 1,508 law enforcement surveys were sent to both primary and secondary law enforcement agencies. The researchers received 1,060 completed surveys from the primary law enforcement agencies (Part 2) and 86 completed surveys from the secondary law enforcement agencies (Part 3). Part 1, School Survey Data, included a total of 309 variables pertaining to school characteristics, type of law enforcement relied on by the schools, school resource officers, frequency of public law enforcement activities, teaching activities of law enforcement officers, frequency of private security activities, safety plans and meetings with law enforcement, and crime/disorder in schools. Part 2, Primarily Relied Upon Law Enforcement Agency Survey Data, and Part 3, Secondarily Relied Upon Law Enforcement Agency Survey Data, each contain 161 variables relating to school resource officers, frequency of public law enforcement activities, teaching activities of law enforcement agencies, safety plans and meetings with schools, and crime/disorder in schools reported to police according to primary/secondary law enforcement.

Security by Design: Revitalizing Urban Neighborhoods in the United States, 1994-1996 (ICPSR 2777)

This study was designed to collect comprehensive data on the types of "crime prevention through environmental design" (CPTED) methods used by cities of 30,000 population and larger, the extent to which these methods were used, and their perceived effectiveness. A related goal was to discern trends, variations, and expansion of CPTED principles traditionally employed in crime prevention and deterrence. "Security by design" stems from the theory that proper design and effective use of the built environment can lead to a reduction in the incidence and fear of crime and an improvement in quality of life. Examples are improving street lighting in high-crime locations, traffic re-routing and control to hamper drug trafficking and other crimes, inclusion of security provisions in city building codes, and comprehensive review of planned development to ensure careful consideration of security. To gather these data, the United States Conference of Mayors (USCM), which had previously studied a variety of issues including the fear of crime, mailed a survey to the mayors of 1,060 cities in 1994. Follow-up surveys were sent in 1995 and 1996. The surveys gathered information about the role of CPTED in a variety of local government policies and procedures, local ordinances, and regulations relating to building, local development, and zoning. Information was also collected on processes that offered opportunities for integrating CPTED principles into local development or redevelopment and the incorporation of CPTED into decisions about the location, design, and management of public facilities. Questions focused on whether the city used CPTED principles, which CPTED techniques were used (architectural features, landscaping and landscape materials, land-use planning, physical security devices, traffic circulation systems, or other), the city department with primary responsibility for ensuring compliance with CPTED zoning ordinances/building codes and other departments that actively participated in that enforcement (mayor's office, fire department, public works department, planning department, city manager, economic development office, police department, building department, parks and recreation, zoning department, city attorney, community development office, or other), the review process for proposed development, security measures for public facilities, traffic diversion and control, and urban beautification programs. Respondents were also asked about other security-by-design features being used, including whether they were mandatory or optional, if optional, how they were instituted (legislation, regulation, state building code, or other), and if applicable, how they were legislated (city ordinance, city resolution, or state law). Information was also collected on the perceived effectiveness of each technique, if local development regulations existed regarding convenience stores, if joint code enforcement was in place, if banks, neighborhood groups, private security agencies, or other groups were involved in the traffic diversion and control program, and the responding city's population, per capita income, and form of government.

Sequencing Terrorists' Precursor Behaviors: A Crime Specific Analysis, United States, 1980-2012 (ICPSR 36676)

This study identified the temporal dimensions of terrorists' precursor conduct to determine if these behaviors occurred in a logically sequenced pattern, with a particular focus on the identification of sequenced patterns that varied by group type, group size, and incident type. The study specifically focused on how these pre-incident activities were associated with the successful completion or prevention of terrorist incidents and how they differed between categories of terrorism. Data utilized for this study came from the American Terrorism Study (ATS), a database that includes "officially designated" federal terrorism cases from 1980-October 1, 2016, collected for the National Institute of Justice.

The project focused on three major issues related to terrorists' precursor behaviors:

  • A subgroup analysis of temporal, crime-specific patterns by group type,
  • The nature of the planning process, and
  • Factors associated with the outcomes of terrorist incidents (success or failure).

The collection contains 2 SPSS data files, Final_Hypothesis_Data_Set.sav (n=550; 16 variables) and Final_Sequencing_Antecedent_Temporal.sav (n=2354; 16 variables), and 1 plain text file, Recode_Syntax.txt.

The study examined the situational and contextual influences on violence in bars and apartment complexes in Cincinnati, Ohio. Interviews of managers and observations of sites were made for 199 bars (Part 1). Data were collected on 1,451 apartment complexes (Part 2). For apartment complexes owners were interviewed for 307 and observations were made at 994. Crime data were obtained from the Cincinnati Police Department records of calls for service and reported crimes.

Understanding Crime Victimization Among College Students in the United States, 1993-1994 (ICPSR 3074)

This study was designed to collect college student victimization data to satisfy four primary objectives: (1) to determine the prevalence and nature of campus crime, (2) to help the campus community more fully assess crime, perceived risk, fear of victimization, and security problems, (3) to aid in the development and evaluation of location-specific and campus-wide security policies and crime prevention measures, and (4) to make a contribution to the theoretical study of campus crime and security. Data for Part 1, Student-Level Data, and Part 2, Incident-Level Data, were collected from a random sample of college students in the United States using a structured telephone interview modeled after the redesigned National Crime Victimization Survey administered by the Bureau of Justice Statistics. Using stratified random sampling, over 3,000 college students from 12 schools were interviewed. Researchers collected detailed information about the incident and the victimization, and demographic characteristics of victims and nonvictims, as well as data on self-protection, fear of crime, perceptions of crime on campus, and campus security measures. For Part 3, School Data, the researchers surveyed campus officials at the sampled schools and gathered official data to supplement institution-level crime prevention information obtained from the students. Mail-back surveys were sent to directors of campus security or campus police at the 12 sampled schools, addressing various aspects of campus security, crime prevention programs, and crime prevention services available on the campuses. Additionally, mail-back surveys were sent to directors of campus planning, facilities management, or related offices at the same 12 schools to obtain information on the extent and type of planning and design actions taken by the campus for crime prevention. Part 3 also contains data on the characteristics of the 12 schools obtained from PETERSON'S GUIDE TO FOUR-YEAR COLLEGES (1994). Part 4, Census Data, is comprised of 1990 Census data describing the census tracts in which the 12 schools were located and all tracts adjacent to the schools. Demographic variables in Part 1 include year of birth, sex, race, marital status, current enrollment status, employment status, residency status, and parents' education. Victimization variables include whether the student had ever been a victim of theft, burglary, robbery, motor vehicle theft, assault, sexual assault, vandalism, or harassment. Students who had been victimized were also asked the number of times victimization incidents occurred, how often the police were called, and if they knew the perpetrator. All students were asked about measures of self-protection, fear of crime, perceptions of crime on campus, and campus security measures. For Part 2, questions were asked about the location of each incident, whether the offender had a weapon, a description of the offense and the victim's response, injuries incurred, characteristics of the offender, and whether the incident was reported to the police. For Part 3, respondents were asked about how general campus security needs were met, the nature and extent of crime prevention programs and services available at the school (including when the program or service was first implemented), and recent crime prevention activities. Campus planners were asked if specific types of campus security features (e.g., emergency telephone, territorial markers, perimeter barriers, key-card access, surveillance cameras, crime safety audits, design review for safety features, trimming shrubs and underbrush to reduce hiding places, etc.) were present during the 1993-1994 academic year and if yes, how many or how often. Additionally, data were collected on total full-time enrollment, type of institution, percent of undergraduate female students enrolled, percent of African-American students enrolled, acreage, total fraternities, total sororities, crime rate of city/county where the school was located, and the school's Carnegie classification. For Part 4, Census data were compiled on percent unemployed, percent having a high school degree or higher, percent of all persons below the poverty level, and percent of the population that was Black.
