Access to Transportation and Outcomes for Women on Probation and Parole, Michigan, 2011-2013 (ICPSR 36986)
This study focused on transportation deprivation in women offenders. For the purpose of exploring transportation disadvantage for women on community supervision, interviews were conducted with 75 women on probation or parole. These interviews focused on women's struggles with transportation and featured questions regarding whether they have driving licenses, have social support, are stressed or unsafe when they travel, and whether transportation problems have impacted supervision violations or recidivism events.
The interviews were used to explore the following themes:
- Women's insights and experiences about getting from place to place while under supervision
- Their strategies for increasing transportation resources and access
- The connections of transportation access to attending required/needed programming and supervision appointments
- Whether any violations or new offenses resulted from inadequate transportation access

Alternative Sentencing Policies for Drug Offenders: Evaluating the Effectiveness of Kansas Senate Bill 123, 2001-2010 (ICPSR 30982)
The study examined the first five years of operation of Kansas senate bill 123 (November 2003-November 2008) examining individual-level and system-level outcomes over time and across community corrections districts and judicial actors. The study also assesses the impact of SB 123 on the work routines of criminal justice system actors, examining changes in sentencing and supervision practices and interactions across agencies following the implementation of SB 123.
Individual-level impacts of SB 123 on recidivism rates are assessed using sentencing and revocation data collected by the Kansas Sentencing Commission for drug possessors sentenced in Kansas between November 1, 2001 and October 31, 2008 (Dataset 1). Propensity score matching was used to compare the revocation and reconviction rates of drug possessors sentenced to SB 123 with the recidivism rates of similar individuals sentenced to regular probation (standard supervision by community corrections or court services) (Dataset 2). Supervision and program participation data provided by the Kansas Department of Corrections were used to assess the use of drug treatment services, education and employment services, and sanctions for individuals sentenced to SB 123 or standard community corrections (Dataset 3). These quantitative data were complemented by a set qualitative data derived from interviews with SB 123-eligible offenders (Dataset 4), community corrections managers, and courtroom actors (judges, prosecutors, public defenders) (Dataset 5).
Analysis of Rhode Island Domestic Violence Offenders on Probation, 1977-2012 (ICPSR 34571)

The purpose of the study was to:
- Describe the prosecution and sentencing histories for domestic violence and other offenses;
- Determine the severity gap in prosecution and sentencing between these domestic violence and non-domestic violence over a six year period; and
- To answer whether the variation in prosecution and sentencing severity predicts being subsequently charged for domestic violence in the future.
Rhode Island was selected as the study site because it has a high domestic violence arrest rate and specifically distinguishes domestic violence from non-domestic violence offenses based on the relationships of the parties, not by specific type of crime. Further, Rhode Island's judiciary maintains a public web-based database, called CourtConnect, that includes an index of defendants by name and date of birth and lists all arrests followed by prosecution and court actions through final sentence. The criminal history information includes all charges filed in any Rhode Island court for the last 25 years.
Two researchers independently coded offender data (Differential Sentencing Data - Persons, n=982) available on CourtConnect. Coders then determined whether the defendants were prosecuted for the charges brought against them (Differential Sentencing Data - Offenses, n=6,649). Offenses that were not prosecuted were differentiated from offenses that were prosecuted. Each charge was classified as domestic violence or non-domestic violence as defined by state statute.

This study compared the adult criminal justice and child welfare system outcomes of four pathways through the juvenile justice system - Traditional Probation, Intensive Probation, Specialty Court Docket (Crossroads Program), and commitment to state youth correction services (Department of Youth Services). The study compared the effectiveness of a continuum of services and supervision in improving public safety, including re-arrest and re-incarceration, and in improving outcomes in engagement with child welfare as parents, including child welfare complaints and dispositions.
The core research question is: "what is the relative effectiveness of four different juvenile justice interventions on improving public safety and child welfare outcomes?" The study population is all youths (n=2581) who entered the juvenile court from 2004-2008. It then included 7-10 years of follow-up in the adult justice and child welfare systems for all youths. The four interventions are on a continuum of intensity of services and supervision with Traditional Probation having the fewest services followed by Intensive Probation, Crossroads, and Division of Youth Services commitment.

Assessing the Efficacy of Treatment Modalities in the Context of Adult Drug Courts in Four Jurisdictions in the United States, 1997-2002 (ICPSR 3922)
Assessing the Impact of Plea Bargaining on Subsequent Violence for Firearm Offenders, Maryland, 2015-2019 (ICPSR 39244)
The purpose of this study was to assess how patterns of prosecution and plea bargaining in firearms cases shape subsequent case and defendant outcomes. Drawing on recent work (Johnson and Larroulet, 2019), the researchers developed measures of plea bargaining discounts and examined their effects on sentencing and recidivism for firearms-involved offenders. To do so, the investigators [1] analyzed unique data collected by the Client Legal Utility Engine (CLUE), a web-scraped database of court records for all criminal cases in the State of Maryland for a cohort of defendants charged with firearms-involved crimes in district and circuit courts between 2015 and 2019; [2] generated estimates of the average distance traveled in charge bargaining, or the magnitude of average sentencing discounts in gun cases in Maryland by comparing expected sentences based on the original filed charges to the final charges at conviction; and [3] explored the association between plea discounts and recidivism, measured by the defendant coming back into the criminal court system on new criminal charges. The resulting dataset includes information on criminal case processing outcomes for firearms-related cases processed in Maryland district and circuit courts for the time period 2015-2019.

Assessing the Relationship Between Treatment Quality, Matching and Dosage and Juvenile Justice Outcomes Among Youth With Co-Occurring Substance Abuse and Mental Health Disorders, Florida, 2016-2019 (ICPSR 39124)
The effective treatment of youth with co-occurring mental health and substance use disorders placed in juvenile justice residential facilities aims to effect positive change among youth in the system's care and promote public safety. This study aimed to examine the prevalence of co-occurring disorders among a multiyear, statewide sample of youth completing residential placement within the juvenile justice system in the state of Florida.
The study was developed to address three specific goals:- Determine the prevalence of mental health and substance use disorders, and their co-occurrence among youth placed in long-term juvenile justice facilities across the state of Florida

With the creation of the first drug court in Miami-Dade County, Florida in 1989, problem-solving courts emerged as an innovative effort to close the revolving door of recidivism. Designed to target the social and psychological problems underlying certain types of criminal behavior, the problem-solving model boasts a community-based, therapeutic approach. As a result of the anecdotal successes of early drug courts, states expanded the problem-solving court model by developing specialized courts or court dockets to address a number of social problems. Although the number and types of problem-solving courts has been expanding, the formal research and statistical information regarding the operations and models of these programs has not grown at the same rate. Multiple organizations have started mapping the variety of problem-solving courts in the county; however, a national catalogue of problem-solving court infrastructure is lacking. As evidence of this, different counts of problem-solving courts have been offered by different groups, and a likely part of the discrepancy lies in disagreements about how to define and identify a problem-solving court. What is known about problem-solving courts is therefore limited to evaluation or outcome analyses of specific court programs.
In 2010, the Bureau of Justice Statistics awarded the National Center for State Courts a grant to develop accurate and reliable national statistics regarding problem-solving court operations, staffing, and participant characteristics. The NCSC, with assistance from the National Drug Court Institute (NDCI), produced the resulting Census of Problem-Solving Courts which captures information on over 3,000 problem-solving courts that were operational in 2012.

Cognitive Behavioral Interventions and Misconduct Behind Bars: A Randomized Control Trial of Cognitive Behavioral Interventions Core Curriculum (CBI-CC), Delaware, 2019-2023 (ICPSR 39035)
Institutional misconduct, especially violent misconduct, poses a problem for all prisons. To address the misconduct concern, this study tested whether an evidence-based, cognitive behavioral treatment (CBT) program would reduce misconduct, including incidents of violent misconduct, and post-release arrests compared to non or less intensive CBT programming. The Delaware Department of Correction (DOC) implemented CBT-based programs in their institutions, which included the Cognitive Behavioral Interventions - Core Curriculum (CBI-CC) developed at the University of Cincinnati. The three programs addressed in this study include Thinking Things Through (TTT), Road to Recovery (R2R), and Reflections. TTT consisted of the instruments and materials of the CBI-CC, whereas R2R and Reflections focused on CBT skills and techniques. The Center for Drug and Health Studies (CDHS) in collaboration with DOC evaluated the impact of the program using administrative records and surveys with program participants.
Results indicated that all treatment groups performed better than the control group in terms of rearrest and incarceration. The group who received the intensive CBT treatment performed significantly better than all other groups. Intensive CBT treatment was thus effective in reducing recidivism. In terms of CBI-CC programming, participants had the highest rates of misconduct but saw a significant decrease after completing programming. In addition, both R2R and TTT have the lowest rates of rearrest after completing treatment programming compared to all other groups. This can be credited to the length and intensity of programming, as well CBT implemented within the programs.

By law, Pennsylvania trial courts were required to submit all felony and misdemeanor convictions under the Pennsylvania Sentencing Guidelines to the Pennsylvania Commission on Sentencing on a yearly basis.
These data were supplemented with county-level data from the American Community Survey, Administrative Office of Pennsylvania Courts' Annual Caseload Statistics of the Unified Judicial System of Pennsylvania, Associated Religion Data Archives, and Pennsylvania Department of State, Voter Registration Statistics Archives.

Cross-Site Evaluation of the Bureau of Justice Assistance Second Chance Act Adult Offender Reentry Demonstration Programs, United States, 2011-2016 (ICPSR 37042)
The cross-site evaluation of the Adult Offender Reentry Demonstration Projects (AORDP) was a seven-site study designed to 1) describe the implementation and sustainability of each AORDP project through a process evaluation, 2) determine the per capita program costs of each AORDP project through a cost study, and 3) determine the effectiveness of the programs through a multicomponent outcome study. The seven evaluation sites were located in California, Connecticut, Florida, Massachusetts, Minnesota, New Jersey, and Pennsylvania. The objectives of the outcome evaluation were to determine the effects of program participation on recidivism and other outcomes and assess whether program participation increased engagement in services, including substance abuse treatment and mental health services. The outcome evaluation consisted of two components:
1. Cross-site prospective study designed to collect longitudinal survey data with a sample of program participants and appropriate comparison or control subjects to assess the impact of the SCA funding on access to services and reentry outcomes, such as substance use, employment, housing, and health.
2. Site-specific recidivism analyses using administrative data to assess the impact of AORDP program participation on recidivism outcomes for all individuals enrolled in the AORDP programs and a matched comparison group in each site

Desistance from Crime Over the Life Course, South Carolina, 2005-2017 (ICPSR 36987)
The current study focused on 479 men and women from South Carolina who were enrolled as participants in the Serious and Violent Offender Reentry Initiative (SVORI) multi-site program evaluation shortly before prison release in 2004 or 2005. The original SVORI data suggested that the South Carolina respondents were similar to the multi-site sample with "committed to not going back to prison" as the most common reason for desisting and using drugs or alcohol as the most common reason for persisting. The goals of the current study were to (1) update information on the current status of these individuals across multiple domains (e.g., housing, employment, substance use); (2) gather additional administrative recidivism data to examine long-term offending; and (3) acquire information about the factors individuals associated with their decisions to desist from criminal activity, as well as circumstances associated with renewed criminal activity or desistence. Interviews were conducted with those that the study team were able to locate and additional administrative arrest and incarceration data were acquired for the full sample, providing recidivism follow-up over at least a 10-year period.
Official administrative data were obtained from the South Carolina Law Enforcement Division (rearrests) and South Carolina Department of Corrections (reincarcerations). Arrest data span the entire arrest history (from first arrest through December 2015); reincarceration data span the period between the SVORI study prison release in 2005 and 2006 through June 2014. These data were obtained for the full sample of 479 South Carolina SVORI participants.
Three components of interview data were collected.
- Desistance study interview data: 1 wave of in-person interviews was conducted with 208 study subjects who consented to participate in an interview. The research team used computer-assisted personal interviewing (CAPI) to administer the survey, and interviews were conducted from September 2016 through March 2017.
- Life event data: The Life Events Calendar (LEC) is a tool used in qualitative and quantitative research to gather retrospective information about a person's life, experiences, and history. The approach is based on autobiographical memory and how entering events on a calendar or page help facilitate memory recall. LECs typically encompass periods of 5 years or less; this study's LEC covered a 10- to 12-year span to allow analysis since last contact with the study cohort. Data were collected from the 208 subjects who consented to be interviewed.
- SVORI interview data: This inventory includes files with select baseline and outcome data (e.g., self-reported employment, drug use, criminal behavior) for desistance study subjects who responded to follow-up interviews at Wave 2 (3-month), Wave 3 (9-month), and Wave 4 (15-month).

Development and Validation of an Actuarial Risk Assessment Tool for Juveniles with a History of Sexual Offending, 5 U.S. states, 2009-2013 (ICPSR 38335)
Because there are few existing tools for assessing the risk of recidivism for youth with a history of sexual offending that are empirically valid and reliable, knowledge and practice in this area has historically been limited. This project examined current practice and policy in the assessment, treatment, and management of juvenile sex offenders across multiple jurisdictions (Florida, New York, Oregon, Pennsylvania, and Virginia). The researchers developed a prototype assessment tool, state-specific risk assessment models, and practical guidance for building a risk assessment for sexual recidivism in juvenile justice settings.
The data file contains individual records for the full sample (n=8,035), including their risk predictors, recidivism measures, and resulting outputs (i.e., predicted probabilities of sexual recidivism) from the risk models.

Effectiveness of Restorative Justice Principles in Juvenile Justice: A Meta-Analysis (ICPSR 37000)
The objective of this study was to systematically review and statistically synthesize all available research that, at a minimum, compared participants in a restorative justice program to participants processed in a more traditional way using meta-analytic methods. Ideally, these studies would include research designs with random assignment to condition groups, as this provides the most credible evidence of program effectiveness.
The systematic search identified 99 publications, both published and unpublished, reporting on the results of 84 evaluations nested within 60 unique research projects or studies. Results were extracted from these studies, related to delinquency, non-delinquency, and victim outcomes for the youth and victims participating in these programs.

Evaluating Medicaid Access for Halfway House Residents: A Research Partnership with the Connecticut Department of Correction, 2013-2017 (ICPSR 37580)
The goals of this study were to examine how providing Medicaid coverage for halfway house residents may affect care seeking, improve health care usage, and decrease criminal recidivism relative to providing health care through prison or jail medical facilities. To achieve these goals, we developed a researcher-practitioner partnership with the Connecticut Department of Correction (DOC) to implement a mixed-methods research design.
Qualitative data collection included focus groups with halfway house residents; interviews with halfway house staff, correctional health providers, correctional officers, and state-level DOC officials; and site observations of DOC medical facilities. Quantitative data collection included collection of administrative and recidivism data from DOC, coding of study participants' DOC medical charts to measure their baseline health status and health care usage in prison or jail, and collection of Medicaid enrollment and claims data from Connecticut's Department of Social Services (DSS) to measure Medicaid enrollment and health care usage in the community.

In 2014, the researchers began work on a grant from the National Institute of Justice to evaluate the effectiveness of home and field contacts in community supervision. The study was designed to describe the varying practices of home and other field contacts in community supervision, to document their use nationwide, and to evaluate their effectiveness in maintaining public safety and promoting compliance with supervision requirements. The research is designed to address the gap in the understanding of home and field contacts as part of community supervision.
While home and field contacts with clients are common practice within many probation and parole agencies, little is known about how they are conducted, the goals of their use, and whether they impact client outcomes. Researchers conducted a mixed methods study of home and field contact practices within multiple agencies. A nationwide survey of community supervision agencies at the federal, state, and local levels was conducted to understand common policies and practices for home and field contacts. To analyze the effectiveness of home and field contacts, quasi-experimental designs were employed using administrative data. To understand the activities that make up home and field contacts and the goals behind them within each agency, officers were asked to complete a qualitative home and field contact checklist and participate in focus groups.
An Evaluation of 24/7 Sobriety Program Implementation, North Dakota, 2001-2015 (ICPSR 37369)
The 24/7 Sobriety Program was created in South Dakota in 2005 to reduce repeat driving under the influence (DUI) offenses and jail populations, with the idea being to compel DUI defendants to abstain from alcohol and/or drug use for a period of time (Jackley and Long, 2017). The evidence-based program works as a continuous monitoring program where DUI defendants submit to scheduled and/or random testing for controlled substances. If a participant does not appear for testing or tests positive, they are subject to swift, certain, proportional, and consistent sanctions (e.g., immediate short-term incarceration). Compliant participants receive immediate positive feedback. As of March 2017, 24/7 Sobriety programs were authorized in 9 states: South Dakota, North Dakota, Montana, Washington, Idaho, Wyoming, Wisconsin, Utah, and Alaska.
In this study, the research team examined the implementation of the 24/7 Sobriety program in South Dakota, Montana, North Dakota, Jacksonville (Duval County), Florida, and Yavapai County, Arizona. The researchers sought to answer questions about the program's mechanics and effectiveness across several states, and to illuminate what aspects of program delivery are central to achieving outcomes that are relevant to criminal justice researchers and practitioners, such as recidivism, public safety, and alternatives to incarceration. This multi-site, mixed-methods evaluation consisted of secondary analysis of administrative program data and arrest records from North Dakota, case studies of pilot programs in Jacksonville and Yavapai County involving stakeholder interviews and on-site observations, and secondary analysis of breathalyzer test results from South Dakota, North Dakota, and Montana.
The North Dakota 24/7 Sobriety implementation and outcomes data are a county-by-month panel of driving under the influence of alcohol (DUI) arrest events compiled from state Department of Transportation reports and a set of variables based on restricted 24/7 Sobriety program data describing program implementation by county in North Dakota from 2008 to 2015, with pre-program arrest data dating back to 2001.
