Assessing the Role of School Discipline In Disproportionate Minority Contact With the Juvenile Justice System, Texas, 1999-2008 (ICPSR 37186)

This project utilized data originally collected for the project Breaking Schools' Rules (Fabelo et al., 2011), a joint project of the Public Policy Research Institute at Texas A and M University and the Council of State Governments Justice Center on which the Principal Investigator, Miner Marchbanks was a lead data analyst and co-author. Research was conducted at the Education Research Centers of the University of Texas, Austin, and Texas A and M University utilizing individual-level data from the Public Education Information Management System (PEIMS), a data system of the Texas Education Agency (TEA), and CASEWORKER, a data management system of the Texas Probation Commission (now the Texas Juvenile Justice Department). The link between these records was conducted by TEA and is described in greater detail in Fabelo et al.

Through secondary analyses of these data, researchers attempted to measure the institutional and individual mechanisms that disproportionately pull and push students of color into the "school-to-prison pipeline." The project explores the predictors of school discipline contact and the resulting consequences of encountering this discipline. The project then moves to an examination of the determinants of progressing through the various decision points in a juvenile justice case. Additionally, the project explores the relationship between school strictness and various educational and juvenile justice outcomes. The "school-to-prison pipeline" (Wald and Losen, 2003) describes an "increasingly punitive and isolating" path through the education system for African American and other at-risk students.

The study collection includes 1 Stata (.do) syntax file (master_final.do) that was used by the researcher(s) in secondary analyses.

This collection features secondary analyses of restricted-use data from the National Longitudinal Study of Adolescent to Adult Health (Add Health), a nationally representative longitudinal study of a sample of U.S. adolescents who were in grades 7-12 in the 1994-95 school year, who were interviewed at three key developmental junctures from adolescence to young adulthood. Self-reported data were used for both maltreatment (measured at the latter two time points) and delinquent or criminal behaviors (measured at all three time points). Linear mixed-effects analyses were used to model growth curves of the frequency of violent and non-violent offending, from ages 13 to 30. Next, maltreatment frequency was tested as a predictor, and then potential protective factors (at peer, family, school, and neighborhood levels) were tested as moderators. Sex, race/ethnicity, and sexual orientation were also tested as moderators of delinquent or criminal offense frequency, and as moderators of protective effects.

The study collection includes 1 Stata (.do) syntax file (AddHealthOJJDPAnalysis_StataSyntax.do) that was used by the researcher in secondary analyses of restricted-use data. The restricted archival data from the Add Health survey series are not included as part of this release.

The overall goal of this study was to acquire a greater understanding of the development of adolescent antisocial behavior using data from the Project on Human Development in Chicago Neighborhoods (PHDCN). Longitudinal cohort data from PHDCN were analyzed to assess patterns of substance use and delinquency across three waves for three age cohorts and 78 neighborhoods. This analysis of existing PHDCN data used multiple cohort and multilevel latent growth models as well as several ancillary approaches to answer questions pertinent to the development of adolescent antisocial behavior.

The Denver Youth Survey (DYS) is part of the larger "Program of Research on the Causes and Correlates of Delinquency" initiated by the Office of Juvenile Justice and Delinquency Prevention in 1986. The DYS is a longitudinal study of problem and successful behavior over the life course that focuses on delinquency, drug use, victimization, and mental health. The DYS is based on a probability sample of households in "high-risk" neighborhoods of Denver, Colorado. These neighborhoods were selected on the basis of their social ecology in terms of population and housing characteristics. Only socially disorganized neighborhoods with high official crime rates (top one-third) were included. The survey respondents include 1,528 children and youth who were 7, 9, 11, 13, or 15 years old in 1987, and one of their parents, who lived in one of the more than 20,000 randomly selected households.

The survey respondents include 807 boys and 721 girls and include White (10 percent), Latino (45 percent), and African American (33 percent) youth, as well as 12 percent from other racial/ethnic backgrounds. The child and youth respondents, along with one caretaker, were interviewed annually from 1988 until 1992, and annually from 1995 until 1999. The age range covered by the study is from age 7 through age 26.

The dataset contains 1,528 cases and 22,081 variables.

Disrupting the Pathways to Gang Violence for Youth of Color, Oregon, 2002-2022 (ICPSR 38685)

Guided by a life course perspective, this study used a mixed methodological approach (i.e., quantitative administrative data and qualitative interviews) to identify the differences in events, motivations, and experiences related to gang affiliation and the differences across (a) system-documented, gang-involved individuals, (b) system-documented gang-involved individuals who have gang-involved family members, and (c) other high-risk youth who are suspected of involvement. The overall goal of this research was to identify distinct pathways to gang activity that could inform practitioners and policymakers about useful intervention strategies. The study context was specific to Multnomah County, Oregon.

To achieve this, separate and distinct juvenile and adult systems databases were integrated to create critical linkages between juvenile services data (including risk assessments), adult community corrections data, and federal corrections data (n=2,210 individual records). This allowed for the examination of the trajectory of each individual - regardless of gang system documented gang status - from juvenile services through state adult corrections through federal adult corrections. It also permitted the investigation into the similarities or differences among different system-identified groups (i.e., gang involved, suspected gang involved, or no documentation of gang involvement). Additionally, the inclusion of familial and peer criminal justice records and system gang identification enabled the research team to control for family and peer influences while focusing on how the father's criminality and gang status might be a risk factor for youth criminal legal involvement and escalation into the adult system. Research questions for the quantitative data collection were:

  1. What aspects of early criminal offending and other problematic behaviors differ between gang-affiliated youth, gang-affiliated youth with gang-involved parents, and other high-risk youth?
  2. Are there significant differences in the likelihood of youth escalation into the adult criminal justice system and the Federal Corrections System between gang-affiliated youth, gang-affiliated youth with gang-involved parents, and other high-risk youth?
  3. Are there consistent age-related trends in risk as measured by the Juvenile Crime Prevention (JCP) tool? Do these trends vary by gang-affiliated youth, gang-affiliated youth with gang-involved parents, and other high-risk youth?
  4. What is the timing of important life events across the life course of justice-involved youth? Does the timing differ between gang-affiliated youth, gang-affiliated youth with gang-involved parents, and other high-risk youth?
  5. Does the close proximity of the timing of these life events increase the likelihood of youth escalation into the adult criminal justice system and the Federal Corrections System? Do these predictions differ between gang-affiliated youth, gang-affiliated youth with gang-involved parents, and other high-risk youth?
  6. How do parental offending and incarceration patterns predict their child's likelihood of becoming gang-affiliated and likelihood of escalation into the adult criminal justice system?
  7. How do the answers to the above research questions vary by youth race, ethnicity, geography, and offense type?

In addition to quantitative measures of gang pathways, semi-structured interviews were conducted with two groups: gang-affiliated and gang-involved youth supervised in the Department of Community Justice Gang Unit during the study time period (n=32), and corrections staff who had current or previous experience working with gang-affiliated or gang-involved youth (n=12). Original research questions for the qualitative data collection were:

  1. What are the critical transition periods for becoming gang-affiliated, and how are they experienced as an emotional event and/or a deliberate decision? How do these differ between individuals who have no criminal justice system involved family members, individuals with criminal justice involved family members, and individuals with gang-affiliated family members?
  2. What is the relational and emotional experience of recruiting a familial relation to gang affiliation, and of being recruited by a familial relation to gang affiliation and gang activities?
  3. What are the motivations for recruiting a familial relation into gang affiliation, and for allowing oneself to be successfully recruited by a family member?
  4. What are the methods employed by gang-affiliated individuals in recruiting their family members?
  5. Do the recruiter and recruited have significant or patterned differences in the event and experience of recruitment into gang affiliation and activities?
  6. Do the recruiter and recruited have significant or patterned differences in their views and experiences of the criminal justice system?

This data collection contains information gathered to evaluate certain activities of a number of organizations dedicated to the advancement of law-related education (LRE) in elementary, junior high, and senior high schools. The organizations whose activities were evaluated were (1) the Constitution Rights Foundation, (2) Law in a Free Society, (3) the National Street Law Institute, (4) the American Bar Association's Special Committee on Youth Education for Citizenship, (5) the Children's Legal Rights Information and Training Program, and (6) the Phi Alpha Delta Committee for Juvenile Justice. The evaluation research dealt primarily with two types of issues: (1) the degree of increase in awareness of and receptivity toward LRE among the nation's educators, juvenile justice, and other related professionals, as well as the degree of institutionalization of LRE in certain targeted states (i.e., California, Michigan, and North Carolina), and (2) the degree to which LRE could produce changes in students' knowledge of and attitudes about the law, and reduce juvenile delinquency (measured both by self-reported delinquency rates and by attitudes previously shown to be correlated with delinquent behavior). In 1981 (Part 1) and again in 1982 (Part 2), questionnaires were mailed to a sample of professionals in state educational organizations as well as to elementary and secondary school principals, juvenile justice specialists, juvenile and family court judges, police chiefs, and law school deans. Respondents were asked whether they had heard of the various projects, what they thought of LRE in terms of its impact on students and usefulness in the curriculum, whether LRE should be required, what type of publicity had contributed to their awareness of LRE, and the degree of involvement they would be willing to have in promoting or developing LRE programs. In a second component of the study, primary and secondary school students were selected for an impact evaluation of the LRE activities run by the six organizations under evaluation. Questionnaires were administered to students during academic years 1982-1983 (Part 3) and 1983-1984 (Part 4), before and after participating in LRE courses offered by the programs under evaluation. Control students (not taking LRE courses) were also used for the comparisons. The questionnaires tested the knowledge, attitudes (measuring such factors as isolation from school, delinquent peer influence, negative labeling, and attitudes toward violence), and self-reported delinquency of school children. Demographic information collected about the student respondents includes sex, age, race, grade in school, and grade-point average.

Two supplemental data files (DS8 and DS9) have been included this year by the Principal Investigators. National Survey of Youth, 1972 (ICPSR 7593)

Conducted five years after NATIONAL SURVEY OF YOUTH, 1967 (ICPSR 3509), this study also was designed to measure the frequency and seriousness of delinquent activity among a representative sample of American boys and girls. Interviews were conducted in the spring of 1972 with 1,395 respondents who were 11 to 18 years old. Part 1 contains data gathered about the teenager's and his or her family's characteristics, including job history, family size, parents' education, attitudes toward school, school grades, peer group activities, dating history, self image, body image, physical health and maturation, attitudes about authority and youth culture, relationship with parents, political opinions and participation, and job aspirations. Part 2 contains each respondent's indication of which of 17 specific offenses he or she had committed in the previous three years. Information was coded on up to three incidents of each type of delinquency for each respondent. Data detailing the circumstances of each offense is also included. The 17 offenses are: (1) hitting a parent, (2) skipping school, (3) damaging property on purpose, (4) trying to get something by lying about age or identity, (5) trying to get something by lying about what you would do for a person, (6) taking something not belonging to you, even if you return it, (7) hurting or injuring someone on purpose, (8) threatening to hurt or injure someone, (9) trespassing on property, (10) trespassing in a house or building, (11) drinking beer or liquor without parental permission, (12) smoking marijuana, (13) using drugs (other than marijuana) or chemicals, (14) taking part in a fight with friends against other kids, (15) carrying a gun or knife, (16) taking a car without permission of the owner, and (17) "going all the way" with a member of the opposite sex. The Project on Human Development in Chicago Neighborhoods (PHDCN) was a large-scale, interdisciplinary study of how families, schools, and neighborhoods affect child and adolescent development. One component of the PHDCN was the Longitudinal Cohort Study, which was a series of coordinated longitudinal studies that followed over 6,000 randomly selected children, adolescents, and young adults, and their primary caregivers over time to examine the changing circumstances of their lives, as well as the personal characteristics, that might lead them toward or away from a variety of antisocial behaviors. Numerous measures were administered to respondents to gauge various aspects of human development, including individual differences, as well as family, peer, and school influences. The Deviance of Peers was a self-report interview that obtained information about peer involvement in conventional and delinquent activities. Information about peer pressure to use drugs and/or alcohol was also collected.

The Rochester Intergenerational Study (RIGS), is an extension of the Rochester Youth Development Study (RYDS). RIGS investigates intergenerational continuity and discontinuity of drug use in a three-generation prospective design. The focal participant is the oldest biological child (G3) of the original participant in the RYDS study. The project contains developmental data collected since 1988 on the G2 parents and G1 grandparents; combining those data with the prospective data collected from 1999 to 2019 allows examination of how the parent's own developmental course influences their transition to adulthood and their behavior as parents which, in turn, can be used to explain the onset and development of the G3 child's drug use.

Variables included pertain to the parent's stressors, drug use and problem behaviors, prosocial bonds, peer networks, gang affiliation, family context, major family events, and parenting behaviors. G3 assessments include their general psychosocial development, with detailed information on the onset and course of their drug use, problem behaviors, school behavior, and prosocial behavior.

Rochester Youth Development Study Phase 1 Data, 1988-1992 [Rochester, New York] (ICPSR 35167)

The Rochester Youth Development Study (RYDS) is part of the larger "Program of Research on the Causes and Correlates of Delinquency" initiated by the Office of Juvenile Justice and Delinquency Prevention in 1986. The RYDS examines causes and consequences of delinquency and drug use in an urban sample of adolescents. A sample of 1,000 seventh and eighth grade students was selected from Rochester, New York, public schools during the 1987-1988 academic year. These students were selected to over-represent youth at high risk for serious delinquency and drug use. In Phase 1 each student was interviewed nine times at six-month intervals from the Spring of 1988 until the Spring of 1992. In addition, interviews with one primary caretaker of each student were conducted eight times at six-month intervals from the Spring of 1988 until the Fall of 1991. The interviews lasted about an hour and cover a wide range of topics including social class position, family structure and processes, educational success, peer relationships, neighborhood characteristics, psychological functioning, social networks, and social support systems, and involvement in prosocial and antisocial behaviors. When appropriate, the research team collected similar information from both the students and parents to provide multiple perspectives on these developmental issues. The research team also collected extensive information about problem behaviors including self-reported delinquency and drug use, gang membership, gun ownership, problem drug use, teenage parenthood, school dropout, and other problem behaviors.

Survey of Parents and Children, 1990: [United States] (ICPSR 9595)

This data collection was designed to assess the well-being, attitudes, and life circumstances of American families. Interviews were conducted with a sample of parents and their children between the ages of 10 and 17. Children were asked questions about their neighborhood and school, such as whether they thought their neighborhood was a good place for children to grow up, whether they liked school, and whether they experienced peer pressure to engage in various behaviors. They were also asked how they spent their time during the summer, whether they could confide in their parents, and whether they often spent time in the house alone. Children who did not reside with their biological parents were asked about frequency and nature of contact with biological parents. Additional questions concerned weekend, after-school, and family activities. Parents were asked similar questions about their children's activities and behavior, as well as questions about their own attitudes and concerns regarding parenting.

Unpacking the Influence of Neighborhood Context and Antisocial Propensity on Violent Victimization of Children and Adolescents in Chicago, Illinois, 1990-2000 (ICPSR 39287)

This secondary data analysis study combined social disorganization and self-control theories to understand violent victimization among children and adolescents. The study used data from 1,889 youth from the 9, 12, and 15-year-old cohorts of the Longitudinal Cohort Study in the Project on Human Development in Chicago Neighborhoods (PHDCN). The PHDCN was an interdisciplinary study on how the contexts in which children and adolescents reside contribute to their behavior and psychological development.

Data analyzed for this study were from self-reports of children, adolescents, and their primary caregivers during waves 1 and 2 of the longitudinal data collection effort. In addition, neighborhood structural characteristics from the U.S. Census were also analyzed.
