After Rescue: Evaluation of Strategies to Stabilize and Integrate Adult Survivors of Human Trafficking to the United States, 2006-2011 (ICPSR 36405)
This mixed-methods project examined comprehensive case management services provided from fiscal years 2006 to 2011 to adult survivors of human trafficking born outside of the United States. The purpose was to evaluate the effectiveness of different intervention strategies to stabilize, rehabilitate, and integrate survivors into wider society. Case management services were funded by the Anti-Trafficking in Persons (ATIP) Program of the Office of Refugee Resettlement (ORR) under the Per Capita Reimbursement Contract administered by the U.S. Conference of Catholic Bishops (USCCB). Several data sources were used for analysis: 1) A longitudinal, relational database of survivor cases as reported electronically by subcontracted social service providers throughout the United States, 2) intake assessment and case notes, and 3) group discussions and in-depth interviews with service providers to gain an understanding of the processes and dynamics involved in protecting survivors from repeat victimization and facilitating their reintegration into the mainstream society.
Two datasets are included in this collection: the Base dataset (DS1), a cleaned and merged version of USCCB records, and the Analysis dataset (DS2), which includes all base items and variables constructed for analysis. The qualitative interview data will be made available at a future date.

Defining Impact of Stress and Traumatic Events on Corrections Officers, Oregon, 2018-2020 (ICPSR 38442)
Correctional officers (CO's) have high stress levels affecting their well-being and work performance. The longer-term adverse consequences of stress have been well documented. However, the immediate impacts of stress on CO's neurocognitive function have not been assessed (or among other law enforcement groups). Functional magnetic resonance imaging (fMRI) can measure ability to attend to relevant information when making decisions, especially when the context is emotionally charged. This study will use technology to understand the impact of CO's stress on their neurocognitive and physiological function.
The study builds on research from the National Institute for Occupational Safety and Health (NIOSH)-funded Oregon Healthy Workforce Center that established an index of chronic stress among more than 1330 Oregon CO's. Researchers will perform a prospective 18-month observational study among CO's from two facilities (n=400) to relate their stress levels to work characteristics, work performance and economic costs. Researchers will identify a sub-cohort of higher/lower stress CO's (total n=60) and compare their fMRI findings; researchers will measure their biomarkers to develop predictive indices of fMRI findings and chronic stress levels. The overarching goal is to understand and effectively reduce chronic stress among corrections officers (COs).
The study attempts to ask the following questions:
- How did stress levels among COs relate to work contributors of stress and work performance?
- What were the relationships between fMRI, biomarker tests and stress in higher and lower stress sub-cohorts?

Evaluation of the Office for Victims of Crime Wraparound Victim Legal Assistance Network Demonstration Project, 5 U.S. states, 2013-2018 (ICPSR 38187)
The Office for Victims of Crime (OVC) created a new demonstration grant program, the OVC Wraparound Victim Legal Assistance Network Demonstration Project, to address the wide range of legal needs victims of crime have in relation to the victimization they experienced. The original four-year demonstration, which was increased to six years, included two phases: (1) a 15-month phase for planning, designing a new service delivery model in collaboration with local partners, and conducting a needs assessment, and (2) a second phase for grantees to implement the model as designed. The program originally funded six sites to plan and implement a new model of legal assistance for victims:
- Alaska Immigrant Justice Center (entire state of Alaska)
- Council on Crime and Justice (entire state of Minnesota)
- Legal Aid Foundation of Los Angeles (Los Angeles County, California)
- Lone Star Legal Aid (72 counties in East Texas)

The new wraparound service delivery models were expected to facilitate the implementation of wraparound pro bono legal assistance networks to provide legal services to victims. Because victims often receive legal services from a variety of uncoordinated organizations (e.g., victim legal clinics for help with enforcing rights, and legal aid offices or law school clinics for help with other specific civil legal needs), integrated networks may be better able to provide a wide array of legal services from a single, coordinated system. The demonstration grant requirements included: creating and actively engaging a steering committee, working cooperatively with technical assistance provider(s) as needed, and employing a local research partner to help perform the needs assessment and work closely with the evaluation team.

Formative Evaluation of a Medical-Legal Partnership on the Westside of Chicago, Illinois, 2016-2021 (ICPSR 38258)
In February 2016, Under the Rainbow (UTR), a pediatric trauma-based therapy program within Sinai Chicago's Behavioral Health department, joined with the Legal Council for Health Justice (LC), the scope of which includes assistance in accessing public benefits and special education, to form a medical-legal partnership (MLP). Integrating legal services with health care, the partnership allows patients seeking services at UTR to receive referrals for legal services through LC. The partnership is built on access to judicial and legal services as a social determinant of health that can lead to improved health outcomes, and thus the goal is to provide training and support to providers on legal and social barriers to health and provide free legal assistance to patients.
In this study, the research team conducted a formative evaluation of the existing MLP between the two organizations (located in Chicago, Illinois, United States). The specific aims of this evaluation were to:
- Determine how a medical-legal partnership (MLP) can improve knowledge and understanding of domestic and community violence
- Understand how the MLP can serve different populations by looking at program process and implementation in-depth
- Prepare the MLP for impact evaluation to determine how the MLP can fill gaps in victimization research and legal intervention programs
Existing data from patient health risk assessments collected by UTR and legal services data collected by LC were obtained and analyzed. Clients had been served by UTR and referred to LC between July 2016 and May 2021. Interviews with staff at both organizations were conducted in 2019 and 2020. The research team also completed documentation review and created other artifacts (e.g. protocols, implementation guides, process maps) as a result of the evaluation.

This study, with assistance from the National Institute of Justice's Data Resources Program (FY2012), is a reanalysis of data from the national evaluation of the federal Serious and Violent Offender Reentry Initiative (SVORI). SVORI provided funding to 69 agencies across the United States to enhance reentry programs and coordination between corrections and community services. The national evaluation covered 16 of these sites, twelve of which provided services to the 2,054 adult ex-prisoners who are the focus of the present study.
The purpose of this study is to understand whether or not offenders receive the services they say they need, and whether the degree of 'fit' between this self-reported criminogenic need and services received is related to recidivism. This study analyzes data from the SVORI multisite evaluation to assess the potential explanations for the mixed effectiveness of reentry programs. The goal is to understand whether or not service-risk/need fit is related to successful reentry outcomes, or whether the needs of returning prisoners are unrelated to their risk of recidivism regardless of how well they are addressed. For the present study researchers obtained the SVORI (ICPSR 27101) outcome evaluation datasets from the National Archive of Criminal Justice Data (NACJD). The archive holds four separate datasets from the evaluation: Adult Males Data (Part 1, N=1,697), Adult Females Data (Part 2, N=357), Juvenile Males Data (Part 3, N=337) and official recidivism and reincarceration data (Part 4, N=35,469), which can be linked on a one-to-many basis with the individual-level data in the other three datasets. To prepare the SVORI data for analysis researchers merged Datasets 1 and 2 (Adult Males and Adult Females) and created seven separate datasets containing Waves 1 through 4 survey data, National Crime Information Center (NCIC) crime data, administrative data, and sampling weights.
This deposit to NACJD is intended to complement the existing SVORI dataset (ICPSR 27101). It contains an R syntax file to be used with the datasets contained in the ICPSR 27101 collection.

Probation officers' Compliance with the Youth Level of Service/Case Management Inventory (YLS/CMI): A Multi-level Study of Post-implementation Practice across Pennsylvania counties, 2015-2018 (ICPSR 37201)
This research uses in-depth cases studies in five counties, combining interviews and observations, interviews with state reform leaders, and a statewide survey, to examine juvenile probation officers' use of the Youth Level of Service/Case Management Inventory (YLS/CMI) in local practice. In particular, the study assessed the form YLS/CMI policies take in local Pennsylvania counties and their consistency with the Risk-Need-Responsivity (RNR) model, the extent to which officers' routine practices align with policies and RNR principles, and how state and county factors have shaped local policies and practices. In doing so, it sought to highlight promising strategies for effective RNA implementation. Study findings describe an example of an apparently well-planned statewide effort to implement and support the YLS/CMI in local counties, involving a sustained attention to attention to training, quality assurance, and problem-solving. Local county policies, while showing some variation, focused on strategies for conducting the YLS/CMI assessment and applying its results to a variety of decisions and activities--supporting, in particular, risk and need principles. Study results further suggest a substantial statewide level of practitioner adherence to a general policy model, though this pattern was stronger for some activities than others, and varied substantially by local county. Variation in implementation across counties seemed to relate, in particular, to the extent of local quality assurance processes, leadership enthusiasm for the YLS/CMI, staff enthusiasm for evidence-based practices (with implications for training and recruitment), and organizational climate.
