Assessing the Relationship Between Immigration Status, Crime, Gang Affiliation, and Victimization, Arizona, 2007-2023 (ICPSR 39107)

Over the last several years, the topic of immigration has gained increased attention from politicians, policymakers, and the media. This attention has centered on the prevalence of undocumented immigrants entering and residing within the United States, concern over increasing crime rates involving undocumented immigrants, and the appropriateness of the various policies aimed at controlling the influx of undocumented immigrants into the country. The recent wave of immigration from Latin America has led to a renewed public outcry and overall concerns regarding the relationship between immigration, crime and gang involvement, and the safety of the American public.

Thus, the goal of this project was to conduct a multi-methodological study to examine immigrants' involvement in crime, gang membership, and experiences with violent victimization. In addition, this project examined alcohol and drug use among immigrants. This project relied on data collected in Maricopa County, Arizona. Specifically, this project relied on

  1. analyses of previously collected quantitative self-report data from a sample of recently booked arrestees,
  2. analyses of quantitative self-report data collected from a community sample of immigrants (of different immigration statuses) and US-born citizens, and
  3. analysis of qualitative data collected from a community sample of immigrants (of different immigration statuses) and US-born citizens.

The results provide a more comprehensive understanding of the relationship between immigration status and crime, gang involvement, and victimization as well as an understanding of immigrants' alcohol and drug use, relative to US-born citizens.

Comprehensive Gang Model Evaluation: Integrating Research Into Practice, Massachusetts, 2014-2018 (ICPSR 37453)

The effects of a deliberate strategy to bolster organizational change in order to achieve the goals of the Comprehensive Gang Model (CGM) were tested in this study. The CGM goals of increasing community capacity to address gang and youth violence and reducing gang and youth violence were examined. A quasi-experimental design was used wherein two Massachusetts cities received a relational coordination intervention to boost organizational change and two similar Massachusetts cities were used as comparisons. Surveys, observational notes, and crime data assessed outcomes of interest. The intervention was carried out from March 2016 through August 2017. Survey and observational data were gathered during that time. Crime data from January 2014 through December 2018 was utilized to examine outcomes.

This data collection was designed to evaluate the effects of disorderly neighborhood conditions on community decline and residents' reactions toward crime. Data from five previously collected datasets were aggregated and merged to produce this collection: (1) REACTIONS TO CRIME PROJECT, 1977 [CHICAGO, PHILADELPHIA, SAN FRANCISCO]: SURVEY ON FEAR OF CRIME AND CITIZEN BEHAVIOR (ICPSR 8162), (2) CHARACTERISTICS OF HIGH AND LOW CRIME NEIGHBORHOODS IN ATLANTA, 1980 (ICPSR 8951), (3) CRIME FACTORS AND NEIGHBORHOOD DECLINE IN CHICAGO, 1979 (ICPSR 7952), (4) REDUCING FEAR OF CRIME PROGRAM EVALUATION SURVEYS IN NEWARK AND HOUSTON, 1983-1984 (ICPSR 8496), and (5) a survey of citizen participation in crime prevention in six Chicago neighborhoods conducted by Rosenbaum, Lewis, and Grant. Neighborhood-level data cover topics such as disorder, crime, fear, residential satisfaction, and other key factors in community decline. Variables include disorder characteristics such as loitering, drugs, vandalism, noise, and gang activity, demographic characteristics such as race, age, and unemployment rate, and neighborhood crime problems such as burglary, robbery, assault, and rape. Information is also available on crime avoidance behaviors, fear of crime on an aggregated scale, neighborhood satisfaction on an aggregated scale, and cohesion and social interaction.

Evaluating Anti-Gang Legislation and Gang Prosecution Units in Clark and Washoe Counties, Nevada, 1989-1995 (ICPSR 2753)

In response to several high profile, violent crimes by minority males, which were reported by law enforcement officials as being gang-related, Nevada lawmakers enacted an array of anti-gang legislation, much of it drafted by law enforcement personnel. This study attempted to provide answers to the following research questions: (1) How often and under what specific conditions were the various anti-gang statutes used in the prosecution of gang members? (2) How had the passage of anti-gang statutes and the development of the gang prosecution units influenced the use of more conventional charging practices related to gang cases? and (3) Did specialized gang prosecution produce higher rates of convictions, more prison sentences, and longer prison terms for gang offenders? Court monitoring data were collected from both Clark and Washoe counties to document the actual extent and nature of gang crime in both jurisdictions over several years. Variables include the year of the court case, whether the defendant was a gang member, total number of initial charges, whether all charges were dismissed before trial, whether the defendant was convicted of any charge, the length of the prison sentence imposed, whether the defendant was charged with a gang enhancement statute, and whether the defendant was charged with murder, sexual assault, robbery, kidnapping, burglary, auto theft, larceny, a drug offense, a weapon offense, or assault. Demographic variables include the race, sex, and age of the defendant.

Evaluation of CeaseFire, a Chicago-based Violence Prevention Program, 1991-2007 (ICPSR 23880)

This study evaluated CeaseFire, a program of the Chicago Project for Violence Prevention. The evaluation had both outcome and process components.

The outcome evaluation assessed the program's impact on shootings and killings in selected CeaseFire sites. Two types of crime data were compiled by the research team: Time Series Data (Dataset 1) and Shooting Incident Data (Dataset 2). Dataset 1 is comprised of aggregate month/year data on all shooting, gun murder, and persons shot incidents reported to Chicago police for CeaseFire's target beats and matched sets of comparison beats between January 1991 and December 2006, resulting in 1,332 observations. Dataset 2 consists of data on 4,828 shootings that were reported in CeaseFire's targeted police beats and in a matched set of comparison beats for two-year periods before and after the implementation of the program (February 1998 to April 2006).

The process evaluation involved assessing the program's operations and effectiveness. Researchers surveyed three groups of CeaseFire program stakeholders: employees, representatives of collaborating organizations, and clients.

The three sets of employee survey data examine such topics as their level of involvement with clients and CeaseFire activities, their assessments of their clients' problems, and their satisfaction with training and management practices. A total of 154 employees were surveyed: 23 outreach supervisors (Dataset 3), 78 outreach workers (Dataset 4), and 53 violence interrupters (Dataset 5).

The six sets of collaborating organization representatives data examine such topics as their level of familiarity and contact with the CeaseFire program, their opinions of CeaseFire clients, and their assessments of the costs and benefits of being involved with CeaseFire. A total of 230 representatives were surveyed: 20 business representatives (Dataset 6), 45 clergy representatives (Dataset 7), 26 community representatives (Dataset 8), 35 police representatives (Dataset 9), 36 school representatives (Dataset 10), and 68 service organization representatives (Dataset 11).

The Client Survey Data (Dataset 12) examine such topics as clients' involvement in the CeaseFire program, their satisfaction with aspects of life, and their opinions regarding the role of guns in neighborhood life. A total of 297 clients were interviewed.

Evaluation of the Gang Resistance Education and Training (GREAT) Program in the United States, 1995-1999 (ICPSR 3337)

This study sought to evaluate the effectiveness of the Gang Resistance Education And Training (GREAT) program by surveying five different groups: students in a cross-sectional design (Part 1), law enforcement officers (Part 2), educators (Part 3), parents (Part 4), and students in a longitudinal design (Part 5). Middle school students in the cross-sectional design were surveyed to examine GREAT's short- and long-term effects, and to assess the quality and effectiveness of officer training. Law enforcement officers were surveyed to determine whether their perceptions and expectations of the GREAT program varied depending on sex, race, rank, age, level of education, and length of time working in policing. Data were collected from middle school personnel (administrators, counselors, and teachers) in order to assess educators' attitudes toward and perceptions of the effectiveness of the GREAT program, including the curriculum's appropriateness for middle school students and its effectiveness in delinquency and gang prevention both in the school and in the community. Parents were surveyed to assess their attitudes toward crime and gangs in their community, school prevention programs, the role of police in the school, and their satisfaction with and perceptions of the effectiveness of the GREAT program. The middle school students participating in the longitudinal aspect of this study were surveyed to examine the change in attitudes and behavior, germane to gang activity, over time. Variables for all parts were geared toward assessing perception and attitudes about the police and the GREAT program and their overall effectiveness, community involvement, neighborhood crime, and gang-related activities.

This study was a secondary analysis of Survey of Youth in Residential Placement (SYRP) 2003 [United States] ICPSR 34304. In recent years, considerable empirical and theoretical attention has been given to the overlap between gang membership and victimization. Gang-involved youth are significantly more likely to experience both violent and nonviolent victimization than are their non-gang peers. Much of what is known about the gang-victimization link, however, comes from studies of youth in the community. In this study, we explore the relationship between gang affiliation and victimization in a nationally representative sample of youth in residential placement.

Extended National Assessment Survey of Law Enforcement Anti-Gang Information Resources, 1993-1994 (ICPSR 6565)

This survey extended a 1992 survey (NATIONAL ASSESSMENT SURVEY OF LAW ENFORCEMENT ANTI-GANG INFORMATION RESOURCES, 1990-1992 [ICPSR 6237]) in two ways: (1) by updating the information on the 122 municipalities included in the 1992 survey, and (2) by including data on all cities in the United States ranging in population from 150,000 to 200,000 and including a random sample of 284 municipalities ranging in population from 25,000 to 150,000. Gang crime problems were defined in the same manner as in the 1992 survey, i.e., a gang (1) was identified by the police as a "gang," (2) participated in criminal activity, and (3) involved youth in its membership. As in the 1992 survey, a letter was sent to the senior law enforcement departmental administrator of each agency describing the nature of the survey. For jurisdictions included in the 1992 survey, the letter listed the specific information that had been provided in the 1992 survey and identified the departmental representative who provided the 1992 data. The senior law enforcement administrator was asked to report whether a gang crime problem existed within the jurisdiction in 1994. If a problem was reported, the administrator was asked to identify a representative of the department to provide gang crime statistics and a representative who was most knowledgeable on anti-gang field operations. Annual statistics on gang-related crime were then solicited from the departmental statistical representative. Variables include city, state, ZIP code, and population category of the police department, and whether the department reported a gang problem in 1994. Data on the number of gangs, gang members, and gang-related incidents reported by the police department are also provided. If actual numbers were not provided by the police department, estimates of the number of gangs, gang members, and gang-related incidents were calculated by sampling category.

Gang Affiliation and Radicalization to Violent Extremism within Somali-American Communities, 5 North American Cities, 2013-2019 (ICPSR 37466)

How is the process of radicalization understood over time? Do current radicalization to violence differ from earlier waves? How can these understandings be utilized to prevent radicalization to violence and--equally important--understand the reach and impact of programs designed to do so? The overall goal of this project was to pursue the following aims:

  • Aim 1: To understand how adversity and social bonds relate to changes in openness to violent extremism over time.
  • Aim 2: To evaluate experience and perception of, and the effectiveness of, Countering Violent Extremism (CVE) activities.
  • Aim 3: To evaluate mechanisms of change in violent extremism.
  • Aim 4: To understand similarities/ differences in experiences and/or histories of Somali youth who joined Al-Shabab vs. those known to have been killed in Syria, fighting with ISIS and other terrorist groups.

The above aims were accomplished through extending an ongoing longitudinal research program to span 5 years, and expanding a psychological autopsy sample to include Somali youth who have left Minneapolis and been killed fighting with ISIS and other terrorist groups in Syria. Data collection for the longitudinal study consisted of conducting an additional wave of structured interviews with Somali youth (between the ages of 21-33); interviews included assessments of structural adversity (resettlement hardships, trauma exposure, and discrimination), social factors (connection to the resettlement community and/or Somali diaspora community, internet use, and level of acculturation) delinquency, gang involvement, civic engagement, and support for legal and illegal (violent) actions in support of political change. The researchers used latent transition analysis (LTA), generalized estimating equation modeling, and linear regression modeling to accomplish Aims 1-3. Aim 4 was accomplished by using a combination of open source data analysis, psychological autopsy and case analysis methodology. The researchers expanded our current in-depth case studies of Somali youth who left Minneapolis to join al-Shabaab (N = 23, males aged 22-30) to include those who joined ISIS or Al-Nusra (N=4, males aged 18-29). Research questions associated with Aim 4 were analyzed using a psychological autopsy method of developing case histories. Case histories were coded for themes and analyzed for convergence or divergence with case histories of youth who joined Al-Shabab. Scholarly products include manuscripts in journals relevant to criminal justice, policy briefs, and interim and final reports. This project builds on partnerships between Boston Children's Hospital, Somali communities, and Georgia State University.

ICPSR Instructional Subset: Justifying Violence: Attitudes of American Men, 1969 (ICPSR 7517)

This survey of attitudes of 1,374 American men aged 16-64 toward violence was conducted in the summer of 1969 by the Survey Research Center of the Institute for Social Research at the University of Michigan. The investigators examined the level of violence that respondents viewed as justified to accomplish social control and social change and also probed the respondents' personal values, their definition of violence, and their identification with groups involved in violence. To examine the degree of violence that American men felt could be justified for social control, the investigators asked respondents to react to situations involving protests and other disturbances. These situations included hoodlum gang disturbances, student protests, and Black protest demonstrations. The respondents were asked what police actions from "letting it go" to "shooting to kill" were appropriate as police control measures. Several such items were combined to form an index of "violence for social control." In questions dealing with the level of violence necessary to bring about social change, respondents were asked if they agreed with the necessity of "protest in which some people will be killed" in order to bring about changes sought by Blacks, by student demonstrators, and in general. These items were combined into an index of "violence for social change." This instructional subset from the original study also includes an initial series of questions that asked whether respondents viewed such actions as protest demonstrations, police frisking, looting, burglary, and draft-card burning as violence. This was followed by inquiries into the possible causes of violence and motives of those who participate in violence. Another set of variables deals with respondents' relative views of property damage and personal injury and their opinions on the use of violence to prevent violence, violence as a teaching tool, forgiveness of one's attacker, and the roles of courts and police agencies in combating crime. The subset concludes with a number of derived indices of violence attitudes that drew upon survey questions to form general patterns. These derived indices include retributive justice, self-defense, humanism, property-person priority, kindness, police-court power, court fairness, social causes, trust, and peer consensus indices. Finally, several summary measures gauge the respondents' general approval of violence for social control and social change purposes. Demographic variables specify education, age, religion, socioeconomic status, and region of the country.

Impact of Gang Migration: Effective Responses by Law Enforcement Agencies in the United States, 1992 (ICPSR 2570)

This study was the first attempt to investigate gang migration systematically and on a national level. The primary objectives of the study were (1) to identify the scope of gang migration nationally, (2) to describe the nature of gang migration, (3) to assess the impact of gang migration on destination cities, and (4) to describe the current law enforcement responses to the migration of gangs and identify those that appeared to be most effective for various types of migration. Two phases of data collection were used. The major objective of the initial phase was to identify cities that had experienced gang migration (Part 1). This was accomplished by distributing a brief mail questionnaire in 1992 to law enforcement agencies in cities identified as potential gang or gang migration sites. The second major phase of data collection involved in-depth telephone interviews with law enforcement officers in cities that had experienced gang migration in order to develop descriptions of the nature of migration and police responses to it (Part 2). For Part 1, information was collected on the year migration started, number of migrants in the past year, factors that deter gang migration, number of gang members, names of gangs, ethnic distribution of gang members and their drug market involvement, number of gang homicides, number of 1991 gang "drive-bys", and if gangs or narcotics were specified in the respondent's assignment. For Part 2, information was collected on the demographics of gang members, the ethnic percentage of drug gang members and their involvement in distributing specific drugs, and the influence of gang migrants on local gang and crime situations in terms of types and methods of crime, drug distribution activities, technology/equipment used, and targets of crime. Information on patterns of gang migration, including motivations to migrate, drug gang migration, and volume of migration, was also collected. Local responses to gang migration covered information sources, department policies relative to migration, gang specialization in department, approaches taken by the department, and information exchanges and coordination among local, state, and federal agencies.

Intercity Variation in Youth Homicide, Robbery, and Assault, 1984-2006 [United States] (ICPSR 30981)

The research team collected data on homicide, robbery, and assault offending from 1984-2006 for youth 13 to 24 years of age in 91 of the 100 largest cities in the United States (based on the 1980 Census) from various existing data sources. Data on youth homicide perpetration were acquired from the Supplementary Homicide Reports (SHR) and data on nonlethal youth violence (robbery and assault) were obtained from the Uniform Crime Reports (UCR). Annual homicide, robbery, and assault arrest rates per 100,000 age-specific populations (i.e., 13 to 17 and 18 to 24 year olds) were calculated by year for each city in the study. Data on city characteristics were derived from several sources including the County and City Data Books, SHR, and the Vital Statistics Multiple Cause of Death File. The research team constructed a dataset representing lethal and nonlethal offending at the city level for 91 cities over the 23-year period from 1984 to 2006, resulting in 2,093 city year observations.

Justifying Violence: Attitudes of American Men, 1969 (ICPSR 3504)

This study contains data on the attitudes of 1,374 American men aged 16-64 toward violence in 1969. The study was undertaken to examine the levels of violence that can be viewed as justified to bring about social control or social change. Also emphasized were the role of the respondents' personal values, their definitions of violence, and their identification with the groups involved in violence. Some of the open-ended questions in the structured interview probed the respondents' general concerns, their attitudes toward violence, and their views on the causes of and ways of preventing violence. In questions grouped into categories of "violence for social control" and "violence for social change", respondents were asked to react to situations involving protests and other disturbances such as hoodlum gang disturbances, students' protests, and Black protest demonstrations. Repondents' opinions were sought on the appropriate police actions in these situations and the frequency with which certain control measures should be utilized. Respondents were also asked in three different situations whether they believed change could be effected without action involving property damage or injury, or if change could only be effected with protests in which some people were killed. Demographic variables describe age, sex, date of birth, nationality, occupation, education, religion, and family income. A supplementary sample of Black men is also included in this study in order to permit separate analysis on the basis of race.

National Assessment Survey of Law Enforcement Anti-Gang Information Resources, 1990-1991 (ICPSR 6237)

This study constituted a systematic national assessment of local law enforcement perceptions of the distribution of gang and gang-like problems in large cities in the United States, law enforcement reactions to gangs, and their policies toward gang problems. One purpose of the study was to examine changes in law enforcement perceptions of the U.S. gang problem that have occurred since NATIONAL YOUTH GANG INTERVENTION AND SUPPRESSION SURVEY, 1980-1987 (ICPSR 9792) was undertaken. The overall goal was to obtain as "conservative" as possible an estimate of the magnitude of the gang problem in the United States as reflected by the official reaction, record-keeping, and reporting of local law enforcement agencies. The agencies were asked to refer the interviewer to the individual representative of the agency who could provide the most information about the agency's processing of information on gangs and other youth-based groups engaged in criminal activity. To obtain each law enforcement agency's official, not personal, perspective on gang problems, anonymity was intentionally avoided. Each respondent was first asked whether the respondent's agency officially identified a "gang problem" within their jurisdiction. Gangs were defined for this study as groups involving youths engaging in criminal activity. Respondents were then asked if their department officially recognized the presence of other kinds of organized groups that engaged in criminal activity and involved youths and that might be identified by their department as crews, posses, or some other designation. Based on affirmative answers to questions on the officially recognized presence of gangs and the kinds of record-keeping employed by their departments, agencies were sent customized questionnaire packets asking for specifics on only those aspects of the gang problem that their representative had reported the agency kept information on. Variables include city name, state, ZIP code, whether the city participated in National Youth Gang Intervention and Suppression Survey, 1980-1987, and, if so, if the city reported a gang problem. Data on gangs include the number of homicides and other violent, property, drug-related, and vice offenses attributed to youth gangs and female gangs, total number of gang incidents, gangs, gang members, female gang members, and gangs comprised only of females for 1991, number of juvenile gang-related incidents and adult gang-related incidents in 1991, number of drive-by shootings involving gang members or female gang members in 1991, and numbers or percent estimates of gang members by ethnic groups for 1990 and 1991. Respondents also indicated whether various strategies for combating gang problems had been attempted by the department, and if so, how effective each of the crime prevention measures were.

National Youth Gang Intervention and Suppression Survey, 1980-1987 (ICPSR 9792)

This survey was conducted by the National Youth Gang Intervention and Suppression Program. The primary goals of the program were to assess the national scope of the gang crime problem, to identify promising programs and approaches for dealing with the problem, to develop prototypes from the information gained about the most promising programs, and to provide technical assistance for the development of gang intervention and suppression programs nationwide. The survey was designed to encompass every agency in the country that was engaged in or had recently engaged in organized responses specifically intended to deal with gang crime problems. Cities were screened with selection criteria including the presence and recognition of a youth gang problem and the presence of a youth gang program as an organized response to the problem. Respondents were classified into several major categories and subcategories: law enforcement (mainly police, prosecutors, judges, probation, corrections, and parole), schools (subdivided into security and academic personnel), community, county, or state planners, other, and community/service (subdivided into youth service, youth and family service/treatment, comprehensive crisis intervention, and grassroots groups). These data include variables coded from respondents' definitions of the gang, gang member, and gang incident. Also included are respondents' historical accounts of the gang problems in their areas. Information on the size and scope of the gang problem and response was also solicited.

Prior to 1996, surveys pertaining to youth gangs in the United States were conducted infrequently, and methodology and samples had been inconsistent. No single source of data pertaining to the nature, size, and scope of youth gangs existed. From 1996 through 2012, the National Youth Gang Survey (NYGS) collected data annually from a large, representative sample of local law enforcement agencies to track the span and seriousness of gang activity nationwide. The NYGS collected data from a sample of the universe of law enforcement agencies in the United States from which data can be extrapolated to determine the scope of youth gangs nationally.

This collection includes one SPSS data file "1996-2001_cleaned_for_NACJD.sav" with 330 variables and 3,018 cases.

The National Youth Gang Survey (NYGS) 2002-2012 is a continuation of data collected annually from a representative sample of all law enforcement agencies in the United States that began in 1996. In 2002, the NYGS resampled law enforcement agencies based on updated data from the United States Census Bureau and the Federal Bureau of Investigation (FBI), and the NYGS continued to collect law enforcement data through 2012. This longitudinal study allows for examination of the trends in scope and magnitude of youth gangs nationally by measuring the presence, characteristics, and behaviors of local gangs in jurisdictions throughout the United States.

Operation Hardcore [Crime] Evaluation: Los Angeles, 1976-1980 (ICPSR 9038)

This evaluation was developed and implemented by the Los Angeles District Attorney's Office to examine the effectiveness of specialized prosecutorial activities in dealing with the local problem of rising gang violence, in particular the special gang prosecution unit Operation Hardcore. One part of the evaluation was a system performance analysis. The purposes of this system performance analysis were (1) to describe the problems of gang violence in Los Angeles and the ways that incidents of gang violence were handled by the Los Angeles criminal justice system, and (2) to document the activities of Operation Hardcore and its effect on the criminal justice system's handling of the cases prosecuted by that unit. Computer-generated listings from the Los Angeles District Attorney's Office of all individuals referred for prosecution by local police agencies were used to identify those individuals who were subsequently prosecuted by the District Attorney. Data from working files on all cases prosecuted, including copies of police, court, and criminal history records as well as information on case prosecution, were used to describe criminal justice handling. Information from several supplementary sources was also included, such as the automated Prosecutors Management Information System (PROMIS) maintained by the District Attorney's Office, and court records from the Superior Court of California in Los Angeles County, the local felony court.

Policing by Injunction: Problem-Oriented Dimensions of Civil Gang Abatement in the State of California, 1987-2001 (ICPSR 3583)

This study examined whether civil gang abatement is consistent with the model of problem-oriented intervention. Civil gang abatement is a legal strategy that employs the civil remedy of the preventive injunction to address persistent public nuisances caused by gangs in specific neighborhoods. This study focused on injunction initiatives, which are efforts by prosecutors to acquire a preliminary injunction against a gang, regardless of the decision by the court. The researcher examined all identified gang injunction cases filed with the Superior Court of California from October 1987 through June 2001. Data on gang activities that led to efforts to obtain injunctions were gathered from court records, and additional data were gathered through surveys of the prosecutors involved in each injunction initiative. Questions in the survey covered the nature of the gang problem, the entity responsible for initiating the effort to get an injunction, specific events that triggered the initiative and influenced it after initiation, the existence of other interventions or programs conducted in conjunction with the initiative, the prosecutors' perceptions of the nature and impact of community involvement, and information on community entities that supported and opposed the initiatives.

Prevalence of Five Gang Structures in 201 Cities in the United States, 1992 and 1995 (ICPSR 2792)

The goal of this study was to provide useful data on how street gang crime patterns (by amount and type of offense) relate to common patterns of street gang structure, thus providing focused, data-based guidelines for gang control and intervention. The data collection consists of two components: (1) descriptions of cities' gang activities taken from an earlier study of gang migration in 1992, IMPACT OF GANG MIGRATION: EFFECTIVE RESPONSES BY LAW ENFORCEMENT AGENCIES IN THE UNITED STATES, 1992 (ICPSR 2570), and (2) gang structure data from 1995 interviews with police agencies in a sample of the same cities that responded to the 1992 survey. Information taken from the 1992 study includes the year of gang emergence in the city, numbers of active gangs and gang members, ethnic distribution of gang members, numbers of gang homicides and "drive-bys" in 1991, state in which the city is located, and population of the city. Information from the 1995 gang structures survey provides detail on the ethnic distributions of gangs, whether a predominant gang structure was present, each gang structure's typical size, and the total number of each of the five gang structures identified by the principal investigators -- chronic traditional, emergent traditional, emergent integrated, expanded integrated, and specialty integrated. City crime information was collected on the spread of arrests, number of serious arrests, volume and specialization of crime, arrest profile codes and history, uniform crime rate compared to city population, ratio of serious arrests to total arrests, and ratio of arrests to city population.

Research-Based Practice Guide to Address Gang Violence, 9 U.S. states, 2018-2021 (ICPSR 38327)

The project focused specifically on strategies and approaches explicitly intended to reduce gun-related violence committed by young people between the ages of 10 and 25 who may also be associated with gangs/groups, including interventions that solely or primarily serve youth. The study team did not focus on all strategies designed to reduce youth violence, nor on gang prevention and intervention efforts not expressly intended to reduce gun violence and homicide. Based on this framing, the study team focused on interventions that are immediate responses to an acute problem, rather than those that address risk factors associated with violence broadly. This work drew on three main models of interventions: Spergel Model of Gang Intervention and Suppression ("Spergel")/Office of Juvenile Justice and Delinquency Prevention (OJJDP) Comprehensive Gang Model (CGM) intervention models, focused deterrence models, and public health models. Both the review of literature and scan of practice include some interventions that do not fit into any of these models.

The review of literature included identification and synthesis of research on the implementation and impact of relevant violence prevention, reduction, and control strategies. The literature review only included interventions that have published research about their efficacy. The scan of practice identified 14 interventions and conducted 13 virtual site visits including interviews and observations. Site selection was based on criteria and with input from a group of subject-matter experts, National Institute of Justice (NIJ), and OJJDP. The scan of practice was not a comprehensive scan and did not include a representative sample by type or location of intervention.

Substance Use Among Violently Injured Youth in an Urban Emergency Department: Services and Outcomes in Flint, Michigan, 2009-2013 (ICPSR 36558)

This project was an investigation into the natural course of service needs, use, and trajectories among high-risk youth and young adults with drug use who presented to an inner-city Emergency Department with multiple risk behaviors (with and without acute violent injury). Eligible participants included youth/young adults (ages 14-24) who sought care at the Hurley Medical Center (HMC) Emergency Department (ED) located in Flint, Michigan between December 19, 2009 and September 7, 2011. Consenting youth completed a self-administered computerized screening survey. All participants who self-reported past year drug use were recruited for the longitudinal study. For a comparison group, a randomly selected sample of drug using youth seeking ED care for other reasons (e.g. abdominal pain, motor vehicle crash) were selected for longitudinal study (equilibrated monthly proportionally for age/gender with the acute violent injury group). Participants in the violent injury and comparison group completed a baseline assessment during their ED visit.

Dataset 1 (DS1) contains the Baseline Screener Data of both young adults and youth. This data file has 1,448 cases and 314 variables. Each case represents an individual seeking treatment in the emergency department.

Dataset 2 (DS2) contains the Baseline Youth Data. This data file has 89 cases and 531 variables. Of these 89 cases, 51 of the youths (ages 14-17) presented to the Emergency Department with a violent injury. The remaining 38 respondents reported to the Emergency Department for non-violent injury and are part of the comparison group.

Dataset 3 (DS3) contains the Baseline Young Adult Data. This file contains 511 cases and 483 variables. Of these 511 cases, 299 of the young adults (ages 18-24) presented to the Emergency Department with a violent injury. The remaining 212 respondents reported to the Emergency Department for non-violent injury and are part of the comparison group.

The Baseline Screener Data includes demographics and information about public assistance, income, work, marital status, insurance, the injury visit, school/grades, retaliation attitudes, fights, violence, gang affiliation, weapons, partner violence, nicotine use, alcohol use, drug use, HIV risk-taking behaviors, needle use, sexual behavior, STD/HIV, past adolescent injuries, age on onset of drug use, and current conflict and aggression.

The Baseline Youth and Young Adult Data include sexual behavior, threat of retaliation, brief symptom inventory/suicide risk, drug and alcohol refusal efficacy, drinking and driving (DUI), community involvement, peer influences, non-partner aggression, parental support, parent influence on drug and alcohol use, family conflict, mentors, fight self-efficacy, community violence, sexual risk behaviors, medical care, alcohol dependence/abuse, drug dependence/abuse, substance abuse service utilization, post traumatic stress disorder (PTSD), conduct disorder (youth) or antisocial personality disorder (young adult), legal system involvement, major depressive episodes, and mental health service utilization.

Understanding Pathways To and Away From Violent Radicalization Among Resettled Somali Refugees, 4 North American cities, 2013-2015 (ICPSR 37449)

Somalis in North America offer a window into the remarkable potential that can be realized by refugees/immigrants despite experiences of severe adversity as well as the challenges some subgroups encounter when adjusting to life in a new country. Somalia has endured one of the longest and most brutal wars of the past 30 years. This enduring conflict has led to millions of Somalis being dispersed as refugees across the globe. As refugees with limited resources, many Somalis in North America are resettled in poor urban neighborhoods where they are visibly different, not only because of race or ethnicity but also because of dress, especially for women who wear a Muslim head covering.

In addition, the community has been plagued by violence. While the number of Somali American youth joining these groups are small and while the majority of Somali Americans are law-abiding citizens, the terrorist groups' ability to recruit these youth and to convince some of them to engage in violent acts is concerning, not only to policymakers and law enforcement, but also to the Somali community, which fears losing more youth to violence or having the community's reputation sullied by being associated with terrorism.

While some of the social and cultural factors affecting Somalis are unique to that ethnic group, they also share experiences common to many immigrants, navigating identity development and duality as they move between home and host cultures, contending with discrimination as religious, racial and ethnic minorities, and striving to achieve their dreams while struggling to gain socioeconomic stability. Thus, understanding their developmental trajectories may inform the understanding of other immigrant and refugee groups as well.

No valid and reliable measurement for risk for violent extremism exists; there is no single profile or set of risk factors that can accurately determine who is most at risk for engaging in violent extremist acts. The study did not attempt to determine who is most at risk. Rather, the researchers sought to identify broad attitudes that would indicate a general openness to, or rejection of, the use of violence or illegal actions in support of a political cause.

The qualitative interviews feature experiences of formal (e.g. police) and informal (e.g. community) institutions over the past year. Examples of interview prompts include questions related to social bonds with family and community, and interactions with police.

Understanding the Fear of Street Gangs: The Importance of Community Conditions [Santa Ana, California, 1997] (ICPSR 32161)

This study was designed as an exploratory study to understand fear of gang crime among residents living in an urban area plagued by gangs. During the Summer of 1997, six focus groups were conducted in Santa Ana, California -- two in lower income neighborhoods, two in middle income neighborhoods, and two in upper income neighborhoods. After the focus groups ended, participants were asked to take disposable cameras with them and take pictures of examples of neighborhood factors that prompted them to fear gangs and then mail them back to me in a postage-paid envelope.

The research questions guiding this study were: How do the fear-of-crime perspectives apply to fear of gang crime specifically? When worrying about gang crime, do different people focus primarily on different problems (e.g., some diversity or some disorder), or do the same people think about all of these factors? Findings first showed that all four theoretical perspectives on fear of crime applied to the same people at once, rather than to different people (e.g., some being worried about racial and ethnic differences but others about disorder). Second, findings illustrated specifically how these residents connected the factors into one thought process leading to fear of gangs. Residents in these groups clearly believed that ethnic and cultural diversity, or in this case, recent "illegal" Latino immigrants, brought disorder, which in turn caused community decline and brought gangs. This thought process led to personal fear of gang-related victimization. Their beliefs about these causal connections were primarily influenced by their knowledge and observations that gangs in the area were Latino; by direct observation of area diversity disorder, and decline; and by experience living in their changing neighborhoods over time. In addition, beliefs were fueled by indirect victimization, or knowledge gained primarily through acquaintances such as neighbors and community policing officers.

This study examined the structural evolution of street gang violence as it corresponds to the use of civil gang injunctions (CGIs) in the City of Los Angeles, 1998-2013. CGIs impose significant behavioral restrictions on individuals (i.e., setting curfews and restricting social activity) to reduce social interactions that may lead to conflict. Yet, despite their widespread use, little is known about what effects CGIs may have on the pattern of conflict relations within the local neighborhood of specific gangs and at the network level for a community of gangs.
