Calls for Service to Police as a Means of Evaluating Crime Trends in Oklahoma City, 1986-1988 (ICPSR 9669)

In an effort to measure the effectiveness of crime deterrents and to estimate crime rates, calls for assistance placed to police in Oklahoma City over a two-year period were enumerated. This type of call was studied in order to circumvent problems such as "interviewer's effect" and sampling errors that occur with other methods. The telephone calls were stratified by police district, allowing for analysis on the neighborhood level to determine whether deterrence operates ecologically--that is, by neighbors informing one another about arrests which took place as a result of their calls to the police. In measuring deterrence, only the calls that concerned robbery were used. To estimate crime rates, calls were tallied on a monthly basis for 18 types of offenses: aggravated assault, robbery, rape, burglary, grand larceny, motor vehicle theft, simple assault, fraud, child molestation, other sex offenses, domestic disturbance, disorderly conduct, public drunkenness, vice and drugs, petty larceny, shoplifting, kidnapping/hostage taking, and suspicious activity.

Case Outcomes Following Investigative Interviews of Suspected Victims of Child Sexual Abuse in Salt Lake City and County, Utah, 1994-2000 (ICPSR 27721)

The purpose of this study was to examine whether the National Institute of Child Health and Human Development (NICHD) Investigative Interview Protocol impacted child sexual abuse case outcomes within the justice system. The researchers coded information from child protection and police reports, Children's Justice Center (CJC) intake forms, and the CJC electronic database to create a dataset on 1,280 alleged child sexual abuse cases involving children interviewed in Salt Lake County, Utah, between 1994 and 2000. Specifically, the research team gathered case characteristics and case outcomes data on 551 alleged child sexual abuse cases in which investigative interviews were conducted from 1994 to mid-September 1997 before the NICHD protocol was implemented, and 729 alleged child sexual abuse cases in which investigative interviews were conducted from mid-September 1997 to 2000 after the implementation of the NICHD protocol, so that pre-NICHD protocol and NICHD protocol interview case outcomes could be compared. The same police detectives conducted both the pre-NICHD protocol interviews and the NICHD protocol interviews. The dataset contains a total of 116 variables pertaining to cases of suspected child abuse. The major categories of variables include demographic data on the suspected child victim and on the suspected perpetrator, on case characteristics, on case outcomes, and on time delays.

Child Abuse, Neglect, and Violent Criminal Behavior in a Midwest Metropolitan Area of the United States, 1967-1988 (ICPSR 9480)

These data examine the relationships between childhood abuse and/or neglect and later criminal and violent criminal behavior. In particular, the data focus on whether being a victim of violence and/or neglect in early childhood leads to being a criminal offender in adolescence or early adulthood and whether a relationship exists between childhood abuse or neglect and arrests as a juvenile, arrests as an adult, and arrests for violent offenses. For this data collection, adult and juvenile criminal histories of sampled cases with backgrounds of abuse or neglect were compared to those of a matched control group with no official record of abuse or neglect. Variables contained in Part 1 include demographic information (age, race, sex, and date of birth). In Part 2, information is presented on the abuse/neglect incident (type of abuse or neglect, duration of the incident, whether the child was removed from the home and, if so, for how long, results of the placement, and whether the individual was still alive). Part 3 contains family information (with whom the child was living at the time of the incident, family disruptions, and who reported the abuse or neglect) and data on the perpetrator of the incident (relation to the victim, age, race, sex, and whether living in the home of the victim). Part 4 contains information on the charges filed within adult arrest incidents (occasion for arrest, multiple counts of the same type of charge, year and location of arrest, and type of offense or charge), and Part 5 includes information on the charges filed within juvenile arrest incidents (year of juvenile charge, number of arrests, and type of offense or charge). The unit of analysis for Parts 1 through 3 is the individual at age 11 or younger, for Part 4 the charge within the adult arrest incident, and for Part 5 the charge within the juvenile arrest incident.

This collection features secondary analyses of restricted-use data from the National Longitudinal Study of Adolescent to Adult Health (Add Health), a nationally representative longitudinal study of a sample of U.S. adolescents who were in grades 7-12 in the 1994-95 school year, who were interviewed at three key developmental junctures from adolescence to young adulthood. Self-reported data were used for both maltreatment (measured at the latter two time points) and delinquent or criminal behaviors (measured at all three time points). Linear mixed-effects analyses were used to model growth curves of the frequency of violent and non-violent offending, from ages 13 to 30. Next, maltreatment frequency was tested as a predictor, and then potential protective factors (at peer, family, school, and neighborhood levels) were tested as moderators. Sex, race/ethnicity, and sexual orientation were also tested as moderators of delinquent or criminal offense frequency, and as moderators of protective effects.

The study collection includes 1 Stata (.do) syntax file (AddHealthOJJDPAnalysis_StataSyntax.do) that was used by the researcher in secondary analyses of restricted-use data. The restricted archival data from the Add Health survey series are not included as part of this release.

Childhood Victimization and Delinquency, Adult Criminality, and Violent Criminal Behavior in a Large Urban County in the Northwest United States, 1980-1997 (ICPSR 3548)

This research project was designed as a replication and extension of earlier research on how childhood victimization relates to delinquency, adult criminality, and violent criminal behavior (CHILD ABUSE, NEGLECT, AND VIOLENT CRIMINAL BEHAVIOR IN A MIDWEST METROPOLITAN AREA OF THE UNITED STATES, 1967-1988 (ICPSR 9480)). The study consisted of a sample of abused and neglected children who were made dependents of the Superior Court of a large urban county in the Northwest between 1980 and 1984, and a matched control group of children. Dependency records were obtained from the county court house. Control match criteria were collected from Department of Health birth records data. Type of abuse/neglect precipitating the dependency petition was collected and coded using a modified version of the Maltreatment Classification Coding Scheme (MCS). Data on juvenile arrests from juvenile court records, including both number and types, were collected for each abused and/or neglected youth and each matched control subject. Adult criminal arrests, excluding routine traffic offenses, for all abused and neglected subjects and matched controls were collected from local, county, state, and federal law enforcement sources. A subset of arrests consisting of violent crimes was developed as a key outcome of interest. Major types of variables included in this study are demographics, criminal records, dependency records (only for those subjects abused/neglected as children), including type and severity of child abuse/neglect, and census socioeconomic variables. Several derived variables were also included.

Children and Domestic Violence Services (CADVS) Study: Co-Occurring Intimate Partner Violence and Child Maltreatment in the United States, 2003-2004 (ICPSR 4569)

The goal of the Children and Domestic Violence Services (CADVS) was to provide a rich description of the variation in state, county, and local policies and practices related to the issue of co-occurring child maltreatment and domestic violence. The CADVS collected state and local contextual data via telephone interviews with Child Welfare Services (CWS) and Domestic Violence Services (DVS) agencies to provide information on policies and practices for domestic violence and child maltreatment relevant to (1) child placement in out-of-home care, and (2) the use of family preservation services and residential stability among these families in the child welfare system. These contextual data then were linked to the National Survey of Child and Adolescent Well-Being (NSCAW), the parent study and longitudinal survey of youth, parents and other caregivers, child welfare workers, and teachers, which provided indicators needed for child characteristics, caregiver characteristics, child placement career, and mental health services. For this supplement to the NSCAW, a snowball interviewing technique was used. On the front end, CWS agencies were sent an overview letter about the study. Initial contacts were interviewed and, if appropriate, were asked to nominate and facilitate introductions to other contacts to locate the best informant for each interview domain. Each CWS informant then was asked to provide contact information for the local provider(s) of DVS, including a contact name, if possible. Data from these respondents was used to assess interagency agreement on local policies and practices. Identified DVS representative agencies then received the same introductory letters about the study sent to the CWS agencies. A snowball interviewing technique was again used to identify informants in each agency who would be best able to answer questions regarding related services. The key informants from both the CWS and DVS agencies received additional information on the study, an interview summary, and a copy of the informed consent agreement. Interview data then were collected from CWS and DVS agency informants by telephone. This process began in January 2003 and was completed in February 2004. The need for multiple informants to complete different survey modules for each agency resulted in a total of 860 interviews with 406 interviewees. The data file contains 89 cases and 1,209 variables where each case represents an agency. The measures for CADVS were an amalgamation of (1) child, caregiver and family measures collected in NSCAW and (2) contextual data on policy/practices collected through surveys of states, counties, and localities developed for this particular study. These include such issues as funding, policies regarding the reporting of child maltreatment, referrals made regarding the domestic violence victim or her children, what services are available for children of domestic violence victims, types of service providers, locations of mental and physical health evaluations, and types of training which CWS and DVS staff received.

Children's Allegations of Sexual Abuse in Criminal Trials: Assessing Defense Attacks on Credibility and Identifying Effective Prosecution Methods, Maricopa County, Arizona, 2005-2015 (ICPSR 37465)

Child maltreatment is widely recognized as a severe crisis in the United States (Norman, Byambaa, Butchart, Scott, & Vos, 2012), incurring costs of $124 billion annually (Fang, Brown, Florence, & Mercy, 2012). Accordingly, children in the United States are frequently called to testify in criminal proceedings about their allegations (Hamblen & Levine, 1997). To effectively develop procedures that better distinguish true from false allegations, one must be equally concerned about false convictions and false acquittals; assessing best practices that minimize children's vulnerabilities and maximize competencies. To do so, the justice system must assess whether children are credible. As such, is necessary for the prosecutor to establish children's credibility, particularly by preempting or rebuffing concerns from the defense. Further, it is necessary for the defense to evaluate whether children's allegations are honest or suggestively influenced, productive, consistent and plausible. However, it is undetermined how to do this effectively. The purpose of the present investigation is to assess how children's credibility is established and questioned in courtroom investigations of sexual abuse allegations, with a particular focus on how children respond. It is expected that: 1) defense attorneys will use likely use subtle means to attack children's honesty and suggestibility, whereas prosecutors will ask overtly about such topics, 2) children will exhibit productivity differences depending on the questioner, 3) defense attorneys will frequently ask children specific questions about prior inconsistencies, 4) prosecutors will infrequently establish the plausibility of abuse, 5) prosecutors will infrequently preempt defense attorneys' concerns of credibility, and will only sometimes rebuff their attacks during re-direct examination, 6) both prosecutors and defense attorneys may ask developmentally inappropriate questions, and that 7) case characteristics will be related to questioning patterns. The proposed investigation will: develop an understanding of current prosecution and defense methods in cases involving allegations of child sexual abuse, contribute to prosecutors' abilities to effectively try such cases, providing concrete recommendations for defense attorneys when assessing children's credibility, and facilitate better decision making in cases of alleged child sexual abuse.

Children's Out-of-Court Statements: Effects of Hearsay on Jurors' Decisions in Sacramento County, California, and Maricopa County, Arizona, 1994-1997 (ICPSR 2791)

The goal of this project was to investigate the effects of children's out-of-court hearsay statements on jurors' perceptions of witness credibility and defendant guilt. To accomplish this goal, three studies were conducted. The studies represented a series of increasingly ecologically valid investigations: mock jurors' perceptions of children's live and hearsay statements about a mock crime (Study 1), mock jurors' perceptions of real child sexual abuse victims' hearsay statements (Study 2), and actual jurors' perceptions of real child sexual abuse victims' hearsay statements (Study 3). In these contexts, "hearsay statements" are the repetition of a child's out-of-court statements in a court trial, either via a videotaped recording of the child's testimony in a forensic interview with a social worker or as described by an adult (the social worker or a police officer) who interviewed the child. The three studies permitted researchers to examine factors that jurors use to evaluate the reliability of children's hearsay evidence. The mock crime in Study 1 was touching the child on the stomach, nose, or neck. Jurors were instructed to consider those acts as if they were battery against a child. In Study 1, elaborate mock trials concerning the above mock crime were conducted under three trial conditions: (1) the child testified live in court, (2) a videotape of a simulated forensic interview with the child was presented, or (3) adult hearsay was presented (i.e., a social worker testified about what the child had said in the simulated forensic interview). A total of 370 mock jurors participated in Study 1, which was conducted in Sacramento County, California. In Study 2, videotapes of actual forensic interviews from real child sexual abuse cases were incorporated into mock trials instead of having live child testimony. The last two trial conditions in Study 2 were the same as those for Study 1, except that a police officer provided the adult hearsay testimony instead of a social worker. For Study 2, 170 mock jurors served on 15 main juries, which were held in Sacramento County, California. For both Studies 1 and 2, pre- and post-deliberation questionnaires were completed by mock jurors to ascertain their views on the credibility of the child and adult testimonies, the importance of various pieces of evidence, and the guilt of the defendant. Demographic questionnaires were also filled out before the mock trials. In Study 3, real jurors from actual child sexual abuse trials were surveyed regarding their judgments of child and adult testimonies. The three trial conditions that were present in Studies 1 and 2 (live child testimony, videotaped testimony, and adult hearsay testimony) were also experienced by the Study 3 participants. These jurors also indicated the importance of various types of evidence and provided demographic data. A total of 248 jurors representing 43 juries from Sacramento County, California, and Maricopa County, Arizona, participated in Study 3. This collection includes aggregated data prepared from the Study 3 data to provide mean values for each of the 42 juries, as calculated from the individual juror responses. Data for one jury were eliminated from the aggregated data by the principal investigators. Variables from the demographic questionnaire for Studies 1 and 2 include trial condition, respondent's age, gender, marital status, occupation, ethnic background, religious orientation, and highest grade attained in school, if the respondent supported the death penalty, if the respondent was ever a victim of crime, number of children the respondent had, if the respondent was a United States citizen, if the respondent's native language was English, and if he or she had ever been a police officer, a convicted felon, a lawyer, or a judge. The pre-deliberation questionnaire for Study 1 asked jurors if they felt that the defendant was guilty, and how confident they were of the defendant's guilt or innocence. Jurors were also asked to assess the accuracy of various facts as given in the social worker's interview of the child and the child's statements in the taped interview, and what the likelihood was of the child's being influenced by the social worker, prosecutor, and/or defense attorney. Questions about the trial included the juror's assessment of the defendant, the social worker, and the research assistant. Jurors were also asked about the influence of various factors on their decisions regarding whether to believe the individuals in the case. Jurors' open-ended comments were coded on the most important factors in believing or doubting the child or the social worker, the most important evidence in the case, and whether anything could have been done to make the trial more fair. Post-deliberation questions in Study 1 included whether the defendant was guilty, how confident the juror was of the defendant's guilt or innocence regarding various charges in the case, and the final verdict of the jury. Questions similar to those in Study 1 were asked in the pre-deliberation questionnaire for Study 2, which also included respondents' opinions of the police officer, the mother, the doctor, and the use of anatomical dolls. The Study 2 post-deliberation questionnaire included questions on whether the defendant was guilty, how confident the juror was of the defendant's guilt or innocence, and the juror's assessment of the social worker's videotaped interview and the police officer's testimony. Variables from the Study 3 juror survey include the county/state where the trial was held, the juror's age, gender, ethnic background, and highest grade attained in school, if the juror supported the death penalty, if he or she was ever a victim of crime, and the amount of contact he or she had with children. Questions about the trial include the number of children the defendant was charged with abusing, the main child's age and gender, if a videotape was shown at trial, who interviewed the child on the videotape, the impact of seeing the videotape on the juror's decision to believe the child, the number of children who testified at the trial, and if the child was involved in a custody dispute. Additional questions focused on the defendant's relationship to the main child, who the first person was that the child told about the abuse, if the main child testified in court, the most important evidence in the case in the opinion of the juror, the jury's verdict, and how fair the juror considered the trial. Finally, jurors were asked about the influence of various factors on their decision to believe or doubt the individuals in the case. Data in Study 3 also include coded open-ended responses to several questions. Variables provided for the Study 3 aggregated data consist of the calculated mean values for each of the 42 juries for most of the variables in the Study 3 juror survey data.

This multi-method project sought to gain a better understanding of the commercial sexually exploited children (CSEC) population, particularly its size, characteristics, needs, and geographic spread in New York City. It represents a first attempt to understand the CSEC population in a major metropolitan area and to examine a concerted institutional effort to meet its needs. Three forms of data were collected in the project: questionnaire data, interview data, and network data. The project used Respondent Driven Sampling (RDS) to identify commercial sexually exploited children (CSEC) in New York City. Interviews were conducted with 230 youths between January 2006 and December 2007. Quantitative surveys regarding the frequency and quality of cross-stakeholder communication were administered at the beginning of the evaluation and one year later. For the purpose of trend analysis of CSEC related offenses, research staff obtained citywide arrest and prosecution data on child prostitution, exploitation, and solicitation of a minor. The New York City Criminal Justice Agency (CJA) provided arrest data for arrestees under 19 years of age in all five boroughs of New York City from January 1, 1998 through December 31, 2006.

Commercial Sexual Exploitation of Children in the United States, 1997-2000 (ICPSR 3366)

This project undertook the systematic collection of first-generation data concerning the nature, extent, and seriousness of child sexual exploitation (CSE) in the United States. The project was organized around the following research objectives: (1) identification of the nature, extent, and underlying causes of CSE and the commercial sexual exploitation of children (CSEC) occurring in the United States, (2) identification of those subgroups of children that were at the greatest risk of being sexually exploited, (3) identification of subgroups of adult perpetrators of sex crimes against children, and (4) identification of the modes of operation and other methods used by organized criminal units to recruit children into sexually exploitative activities. The study involved surveying senior staff members of nongovernment organizations (NGOs) and government organizations (GOs) in the United States known to be dealing with persons involved in the transnational trafficking of children for sexual purposes. Part 1 consists of survey data from nongovernment organizations. These were local child and family agencies serving runaway and homeless youth. Part 2 consists of survey data from government organizations. These organizations were divided into local, state, and federal agencies. Local organizations included municipal law enforcement, county law enforcement, prosecutors, public defenders, and corrections. State organizations included state child welfare directors, prosecutors, and public defenders. Federal organizations included the Federal Bureau of Investigation, Federal Public Defenders, Immigration and Naturalization Service, United States Attorneys, United States Customs, and the United States Postal Service. Variables in Parts 1 and 2 include the organization's city, state, and ZIP code, the type of services provided or type of law enforcement agency, how the agency was funded, the scope of the agency's service area, how much emphasis was placed on CSEC as a policy issue or a service issue, conditions that might influence the number of CSEC cases, how staff were trained to deal with CSEC cases, how victims were identified, the number of children that experienced child abuse, sexual abuse, pornography, or other exploitation in 1999 and 2000 by age and gender, methods of recruitment, family history of victims, gang involvement, and substance abuse history of victims.

Effects of Child Maltreatment, Cumulative Victimization Experiences, and Proximal Life Stress on Adult Outcomes of Substance Use, Mental Health Problems, and Antisocial Behavior, 2 Pennsylvania counties, 1976-2010 (ICPSR 36592)

The study investigates protective factors for maltreated children and predictors of self-reported crime desistence among maltreated and multiply victimized children. Data are from the Lehigh Longitudinal Study, a prospective investigation of children and families that began in the 1970s. The original sample was comprised of 457 children and their families. Over 80 percent of the children, now adults, were most recently assessed in 2010, at an average of 36 years, using a comprehensive, interviewer-administered survey. Data on child maltreatment and related risk and protective factors were collected much earlier, beginning when participants were preschoolers, 18 months to 6 years of age. Childhood data are from multiple sources, including child welfare case observations of parents and children, school records, and parent and adolescent surveys. Data collected during adolescence and adulthood offer detailed accounts of the psychosocial adjustment and well-being of participants and their families at later life stages, ongoing experiences of abuse and victimization, self-reported crime and antisocial behavior, and protection and resilience.

Evaluating the Virginia Court-Appointed Special Advocate (CASA) Program, 1991-1995 (ICPSR 2812)

In 1990, the Virginia General Assembly enacted legislation that established the Court-Appointed Special Advocate (CASA) Program, a program providing child advocates in juvenile court proceedings, especially those involving abuse and neglect. The Virginia Department of Criminal Justice Services (DCJS) administered this program. In this capacity, the DCJS coordinated services, provided funds, and participated in the development and dissemination of program information and regulations. Given these responsibilities, DCJS' Juvenile Services Section and the Criminal Justice Research Center Evaluation Section agreed that an assessment of the CASA program was needed. This study sought to evaluate the Virginia CASA program in order to provide a better understanding of CASA activities and program characteristics, and determine the impact of CASA intervention on its client population. Qualitative and quantitative data were collected from three sources: (1) administrative records gathered for a sample of 78 cases (Part 1) involving 164 children (Part 2) taken from the files of local juvenile courts, social service agencies, and CASA programs, (2) telephone interviews administered to judges (Part 3) presiding in all operational CASA jurisdictions across Virginia, and (3) surveys distributed to CASA social workers (Part 4) and volunteers (Part 5). Variables common to both Part 1 and Part 2 include the total number of abuse/neglect, custody, and Children in Need of Supervision/Services (CHINS) petitions, date of first petition, petition type, type of child abuse/neglect case, number and date of prior removals from home, number of out-of-home, group home, psychiatric, detention, and family/friend placements since the case opened, whether there was any alcohol or drug abuse involved, and the onset of these behaviors, whether there were any mental, intellectual, academic, or behavioral limitations or problems, dates of first and last court proceeding, date of finding (a social service agency determination of whether abuse/neglect occurred), permanency date, date of final placement, and the number of weeks a Court-Appointed Special Advocate (CASA) was on the case. Variables unique to Part 1 include the age, sex, and date of birth for up to six victims and up to three abusers, as well as whether any adult or child sibling of the victim had been legally removed from the household, the relationship of each abuser to each victim, and whether any of the victim's siblings, mother, biological father, or caretaker had a criminal history, mental illness, disabilities, or abused drugs or alcohol. Other variables include the number of orders partially or fully complied with or not complied with, the number of services ordered for each victim and abuser, and whether there were any changes in the family structure. For Part 3, judges were surveyed to determine their perceptions regarding the role of CASAs, social workers, and Guardians ad Litem (GALs) in abuse/neglect cases, the benefits of the CASA program, how successful CASA case monitoring was, how useful CASA information was, and the impact CASA programs had on the court process. Judges also recommended changes or improvements they felt were needed by the CASA program that served their court. The percent of abuse/neglect, custody, and CHINS cases that each judge presided over is also included. Demographic variables for Part 4 include the age, sex, and race of each social worker. The respondents' perceptions of the role of CASA, social workers, and GALs, how the CASA program was beneficial or detrimental to a child, and suggestions for changes or improvements to the CASA program complete the file. Variables for Part 5 include the number of physical abuse, neglect, custody, and CHINS cases worked on by a CASA volunteer. Additional variables include the percent of time used to investigate and monitor the child, family, foster family, the GALs, the social worker, and other CASA staff, as well as the volunteer's relationship with social workers, GALs, and judges. The current study was a national evaluation that examined the effects of implementing The Greenbook recommendations on collaboration, systems change, and practice within and across the three primary systems of child welfare agencies, courts, and domestic violence service providers. The national evaluation utilized data collected through stakeholder surveys, direct service worker surveys, child welfare case file reviews, and site visit interviews between 2001 and 2006. The purpose of the national evaluation was to develop and implement a strategy for gaining a formative understanding of sites' planning and implementation processes and a summative assessment of the impact of such work on communities, systems, and families. Part 1 (Stakeholder Survey Data) includes variables on the respondent's level of involvement in the organization and barriers to implementing Greenbook initiatives. The baseline stakeholder survey was conducted in 2002 with a total of 86 respondents across sites, and follow-up data were collected three years later (2005) with a total of 62 respondents. Part 2 through Part 7 (Direct Service Worker, and Supervisor Data) include variables on the respondents' race, gender, and length of time at the child welfare agency, court, or domestic violence service provider. Respondents are asked about the hours of training received over the past year, the presence of written reporting guidelines, screening tools, and working relationships with the other agency types. The baseline direct service worker survey was conducted after the end of the demonstration planning period (2003) with a total of 275 respondents across sites, and follow-up data were collected two years later (2005) with a total of 224 respondents. Part 8 (Case Abstractions Data) includes variables on substantiated cases of child maltreatment, risk factors contributing to maltreatment attributed to the mother, the father, or other caregiver, documentation of domestic violence and services provided to the victims and perpetrators. A random sample of substantiated cases of child maltreatment was reviewed in each site at the beginning of the demonstration initiative (2001) with a total of 616 case files reviewed across sites, after the end of the planning period (2003) with a total of 642 case files reviewed across sites, and toward the end of the implementation period (2005) with a total of 562 case files reviewed across sites. Part 9 (Site Visit Interview Notes Qualitative Data) includes questions on structure of services, policies and procedures, training, and the strengths and needs of the site. Site visits were conducted between January 2001 and June 2006 with interviewers with at least one collaborative member from each of the three primary systems (child welfare agency, courts, domestic violence service provider).

This study was designed to evaluate the Defending Childhood Demonstration Program, a nationwide initiative to address children's exposure to violence. The Defending Childhood Demonstration Program sought to prevent children's exposure to violence, mitigate the negative impact of such exposure when it occurred, and develop and share knowledge about children's exposure to violence. The six sites chosen for the program evaluation were located in Boston, MA; Chippewa Cree Tribe, Rocky Boy's Reservation, MT; Cuyahoga County, OH; Grand Forks, ND; Rosebud Sioux Tribe, SD; and Shelby County, TN.

The evaluation consisted of a process evaluation and an impact evaluation. The impact evaluation examined the influence of Defending Childhood through a professional survey, a community survey, and analysis of core community indicators. The process evaluation portion of this study, which consists of qualitative data, is not available at this time due to confidentiality concerns.

Evaluation of the Healthy Families New York Home Visiting Program, Age Seven Follow Up, 2007-2009 (ICPSR 30441)

Healthy Families New York (HFNY), which was based on the Healthy Families America (HFA) model, was established as a strengths-based, intensive home visitation program with the explicit goals of promoting positive parenting skills and parent-child interaction; preventing child abuse and neglect; supporting optimal prenatal care, and child health and development; and improving parent's self-sufficiency.

In 2000, a randomized controlled trial was initiated at three sites with the HFNY home visiting program. Families eligible for HFNY at each site were randomly assigned to either an intervention group that was offered HFNY services or to a control group that was given information on and referral to appropriate services other than home visiting. Baseline interviews were conducted with 1,173 of the eligible women (intervention, n=579; control, n=594), and follow up interviews at Years 1, 2, and 3. In addition to data gathered during the follow up interviews, information regarding study participants' involvement in reports of child maltreatment was also extracted and coded from Child Protection Services records.

For the current study, mothers in both the intervention and control groups were re-interviewed at the time of the target child's seventh birthday. Interviews (Dataset 1: Mother Interview Data, n=942) included information about parenting, the child, earnings, and household composition. Interviewers also completed face-to-face assessments (Dataset 2: Target Child Interview Data) with 800 of the children who were born and reached the age of 7 at the time of interview. The target child interviews assessed children's receptive vocabulary skills, emotional health, self-regulatory abilities, and problem behaviors. The research team also extracted or obtained administrative data pertaining to Child Protective Service reports, foster care placements, federal and state supported benefits, and programs services and costs (Datasets 3-8).

In 1998 Florida law required that the responsibility for child maltreatment investigations be transferred from a statewide child welfare agency to the sheriff's offices in Manatee, Pasco, and Pinellas Counties. The aim of this study was to evaluate the outcomes produced by this change. This study used a nonequivalent control group design. Performance in Manatee, Pasco, and Pinellas Counties was compared to performance in selected counties before and after the change in service took place. Data were obtained from the Florida Abuse Hotline Information System (FAHIS), an online data system that contained records of all reported incidents of abuse and neglect in the state of Florida.

Exploring Women's Histories of Survival of Violence and Victimization in a Midwestern State, 2004-2005 (ICPSR 4579)

This study explored the histories of physical and sexual victimization reported by incarcerated and non-incarcerated women. It sought to identify the survival strategies women activated at various points in their life span. In Phase One, 424 women were interviewed from March 2004 to March 2005 on a variety of topics covering victimization and disclosure experiences and risk and protective factors. Information from those interviews is contained in Part 1, Phase One, Interview Data. In Phase Two, 17 women from the prison and/or the community who had participated in the Phase One interviews were again interviewed in an effort to provide more depth about their experiences of victimization and of the resources, social services, and supports they may have received or not, subsequent to the victimization(s). Information from these qualitative follow-up interviews is contained in Parts 2-18. Variables cover topics such as personal attitudes, health and well-being, relationships with family and friends, coping with stress, emotional health, alcohol and drug use, childhood maltreatment, intimate partner violence, sexual experiences, services and resources received, traumatic experiences, suicide, resource generating strategies, legal issues, and demographics.

This project had three goals. One, to provide a more detailed description of injury evidence and biological evidence in sexual assault cases, including their timing relative to arrests. A second goal was to examine the relationship of forensic evidence to arrests. A third goal was to examine injury evidence and biological evidence in certain types of cases in which it may have had greater impact. To achieve these goals, the researchers created analysis data files that merged data from the Massachusetts Provided Sexual Crime Report, forensic evidence data from the two crime laboratories serving the state and data on arrests and criminal charges from 140 different police agencies.

This study offers novel insights into mechanisms associated with sexual assault (SA) among sexual minority women (SMW). Experiences of bias and stigma contribute to lower rates of SA reporting by this population. This results in victims with unmet needs and fewer criminal prosecutions of SA perpetrators. This study used a mixed-methods approach to collect data from lesbian, bisexual, and heterosexual women to instigate changes that would improve responses from law enforcement, victim services, and anti-violence programs that serve SMW.

This study comprised of three parts a: baseline survey, qualitative interview, and daily survey. Self-reported baseline questionnaires included topics like lifetime victimization (childhood sexual abuse, adult sexual aggression, and assault), discrimination, distress, mental health, alcohol use, and sexual history. The qualitative interviews focused on the most recent, and when applicable, the most salient adult sexual assault (ASA) incident. Interviews began by asking the participants to describe their ASA incidents with follow-probes asking about the victimization, perpetrator characteristics (gender and relationship to participant), and context of assault (role of alcohol or drugs and setting). Participants were also asked if they discussed the assault with anyone and their reasons for disclosure or non-disclosure. As well as short and long-term coping patterns. The daily survey asked participants about their mood, alcohol use, drinking contexts, and sexual experiences (consensual and non-consensual).

This study contains demographic information such as: age, race, income, education, and BMI.

The major aim of this study was to test the hypothesis that legal representation of the Intimate Partner Violence (IPV) victim in child custody decisions leads to greater legal protections being awarded in these decisions compared to similar cases of unrepresented IPV victims. A retrospective cohort study was conducted among King County couples with minor children filing for marriage dissolution in King County, Washington between January 1, 2000 and December 31, 2010 who had a history of police or court documented intimate partner violence (IPV). The study examined the separate effects of private legal representation and legal aid representation relative to propensity score-matched, unrepresented comparison subjects. Primary study outcomes were measured at the time the first "Final Parenting Plan" was awarded. Researchers also examined the two-year period post-decree among the subset of cases with filing between January 1, 2000 and December 31, 2009 for post-decree court proceedings indicative of continued child custody or visitation disputes.

Impact of the Court Process on Sexually Abused Children in North Carolina, 1983-1986 (ICPSR 9985)

This data collection examines the psychological impact of judicial processes on child sexual abuse victims. More specifically, it provides information on how sexual abuse and the subsequent judicial processes affect the mental health functioning of child victims by assessing the impact of (1) additional harm to victims from out-of-home placement, (2) criminal prosecution of the offender/family member, (3) subject testimony in juvenile or criminal court, and (4) family and professional support for the children. Children were enrolled in the study at the time that social services personnel substantiated claims of sexual abuse, and they were followed for a period of 18 months. Assessments of the mental health functioning of the children were made at the time of initial investigation, five months later, and 18 months later, using a combination of self-reports, parent and teacher reports, and psychological tests. After obtaining informed consent from the parent or guardian, each child was interviewed using a structured psychiatric inventory. The specific impacts of the various judicial processes or interventions under study were examined through comparisons of subgroups of the sample that did and did not experience particular interventions. The interventions included social services investigation, court process, foster placement, and psychological therapy. Other information in the file includes the type of sexual abuse experienced, judicial interventions the child experienced, and the child's level of depression, anxiety, and social adjustment. The project goal was to collect data on approximately 100 Unified Family Court (UFC) cases at each of the three selected jurisdictions -- Maricopa County, Arizona, Deschutes County, Oregon, and Jackson County, Oregon -- that have developed systems to address the special needs of families with multiple court cases. The purpose of the study was to examine research questions related to: (1) dependency case processing and outcomes, (2) delinquency case processing and outcomes, (3) domestic relations/probate case processing and outcomes, and (4) criminal case processing and outcomes. The data used in this study were generated from a review of the court records of 602 families including 406 families served by the UFC as well as comparison groups of 196 non-UFC multi-case families. During the study's planning phase, an instrument was drafted for use in extracting this information. Data collectors were recruited from former UFC staff and current and former non-UFC court staff. All data collectors were trained by the principal investigator in the use of the data collection form. The vast majority of all data extraction required a manual review of paper files. Variables in this dataset are organized into the following categories: background variables, items from dependency/abuse and neglect filings, delinquency filings, domestic relations/probate filings, civil domestic violence/protection order filings, criminal domestic violence filings, criminal child abuse filings, other criminal filings, and variables from a summary across cases.

The study was conducted to determine the prevalance of physical and sexual victimization, and to develop a new model of victimization. A total of 600 women participated in the study, consisting of two samples: a sample of 403 incarcerated women at the Metro State Women's Prison in Atlanta, Georgia, and a sample of 197 poor urban women in nonemergency health care clinics. Participants were interviewed once for approximately 1 1/2 to 2 hours, and answered questions about intimate partner violence (with their most recent partner and/or with a previous partner), physical health, emotional well-being, experiences of traumatic life events, strategic responses to abuse, experiences of child abuse, and other related experiences/knowledge. In addition to self-reports, data was gathered from prison records for the incarcerated sample.

Justice Systems Processing of Child Abuse and Neglect Cases in a Local Jurisdiction (County) in the United States, 1993-1994 (ICPSR 2310)

The purpose of this study was to provide a comprehensive, case-level examination of the full spectrum of case processing of serious child abuse and neglect cases as they flowed through the justice process, from initial receipt of a report to final disposition in the criminal and/or civil court. This was accomplished by in-depth, detailed tracking, from a single jurisdiction, of both prospective and retrospective samples of serious child abuse cases reported to child protective services and law enforcement agencies. The four agencies that participated directly by providing case samples and case files for tracking were: (1) Child Protective Services (CPS), (2) the sheriff's office, (3) Dependency Court Legal Services (DCLS), and (4) the county prosecutor's office. Each case was abstracted at the point of sampling and then tracked throughout the other participating agencies. Data were collected over a nine-month period. Part 1, Maltreatment Abstract, Person Roster, and CPS Abstract Data, contains three types of data. First, information is provided on each maltreatment incident committed by each perpetrator, background of the perpetrator and the victim, and characteristics of the incident. The data continue with a roster of persons, which covers the relationships among the individuals in the case and whether any of these individuals were living together at the time of the maltreatment. Data from the CPS abstract include which source brought the case to the attention of Protective Services, the dates, priority, and investigation level of the report, if any prior allegations of maltreatment had occurred that involved either the same victims and/or perpetrators and, if so, information on those reports, and the perpetrator's response to the incident and level of cooperation with the investigation. For each victim, information is given on medical findings, if applicable, whether photographs were taken, whether a guardian was appointed, whether the victim was assigned an interim placement, and the CPS disposition of the case. Part 1 concludes with information on interviews with the victim, where the case was referred, the assessment of risk in the case, and whether the victim was placed in foster care. Part 2, Dependency Court Abstract Data, provides information on the case, the reason the case was closed, and the outcome as determined by the court. Part 3, Juvenile Court Schedule of Hearings Data, focuses on the schedule of hearings, such as who was present and if they were represented by an attorney, whether the hearing took place, and, if not, the reason for delay. Part 4, Law Enforcement Abstract Data, contains dates of incidents, reports, and arrests, details of the case, and how the case was handled. Part 5, State Attorney's Office Abstract Data, offers data on the case closing, charges, and sentencing, as well as information on the type of defense attorney representing the perpetrator, if a juvenile, how the defendant was referred to adult court, whether the state attorney filed cases on other perpetrators in the case, whether the victim was interviewed by the prosecutor prior to filing, and whether the victim was deposed by the state attorney after the case was filed. Part 6, Criminal Court Schedule of Hearings Data, contains information on date of arrest, filing, and court hearing, whether a public defender was assigned, number of hearings, type of hearing, and coded remarks about the hearing. Part 7, State Attorney Addendum Data, provides "no-file" data from the State Attorney Questionnaire Addendum, including if the no-file was a warrant or arrest, date of the no-file, and reason for the no-file.

Long-Term Consequences of Delinquency: Child Maltreatment and Crime in Early Adulthood in New York, 1990-2006 (ICPSR 25441)

The purpose of the study was to expand understanding of the long-term consequences of juvenile delinquency by describing the prevalence and frequency of two adult outcomes -- arrest and the perpetration of abuse and neglect -- within a gender-diverse sample of known offenders. The researchers also sought to better inform the development and provision of services targeted to delinquent youth in residential care by exploring whether characteristics assessed at intake into care predict adult offending risk. The research team tracked a large sample of delinquent boys and girls released from juvenile correctional facilities/programs in New York State in the early 1990s and used state administrative databases to document their involvement with criminal justice and child protective services in young adulthood. Sample youth were initially drawn from a research database originally created to examine short-term criminal recidivism rates and associated risk factors among known juvenile delinquents (Frederick, 1999). As part of that study, a comprehensive list of adjudicated delinquents discharged from the custody of the New York State (NYS) Division of Youth between January 1, 1991, and December 31, 1994, was generated. The research team selected a stratified, random subsample of 999 youths with case reviews and tracked them forward through time from age 16 to age 28. The Administrative/Case File Review Data (Part 1) contain information on the experiences prior to being admitted into state custody of 999 youths. Specifically, Part 1 includes early risk factors taken from items coded during the initial recidivism study conducted by Frederick (1999). Part 1 also includes information on a youth's childhood experiences with child welfare services collected by the research team as part of this study. Information on a youth's prior receipt of child welfare services was obtained by extracting records from the NYS Child Care Review Service system (CCRS). The Child Protective Services Reports Data (Part 2) contain information on the sampled subjects' involvement with Child Protective Services (CPS) as young adults (ages 16-28). CPS data were collected by conducting person-based searches of CONNECTIONS, the NYS Statewide Automated Child Welfare Information System. For Part 2, adult perpetration of child maltreatment outcome data were collected on a total of 1,543 child protective services (CPS) reports. The Criminal History Data (Part 3) contain information on the sampled subjects' early adult involvement (ages 16-28) with the NYS adult criminal justice system. The research team documented adult crime and perpetration of child abuse and neglect via searches of two independent state administrative databases: (1) the NYS Offender-Based Transaction Statistics Computerized Criminal History (OBTS/CCH) database, which records all New York state-based arrests of individuals age 16 or older from point of arrest through disposition and sentencing; (2) the Department of Correctional Services (DOCS) database, which tracks all New York State prison admissions and discharges. For Part 3, data were collected on a total of 6,627 adult arrest events. Part 1 contains 30 variables detailing information on the study participants, including demographic variables and variables related to offense history, individual functioning, child maltreatment, receipt of child welfare services, and family environment. Part 2 includes 22 variables derived from child protective services (CPS) reports linked to a study participant, including variables relating to the participant's perpetration of child maltreatment, type of alleged maltreatment, investigation outcome, and outcome variables reflecting participants' involvement in various types of maltreatment allegations. Finally, Part 3 of the study contains 147 variables derived from specific adult arrest events associated with the participants, including arrest-specific variables, case outcome variables, and criminal history variables.

Mandatory Custody Mediation in San Diego, California, 1996 (ICPSR 20365)

The purpose of the study was to provide empirical data to inform the debate and lead to meaningful answers to questions in custody mediation and domestic violence including equity of outcomes for families with partner violence versus those without any evidence of violence, and the issue of health and safety outcomes for the children. Researchers examined every seventh action filed in the Family Court in San Diego during the calendar year 1996. Each of the 512 nonagreement mediation reports and its associated Court Screening Form were scanned in its entirety and subsequently printed. Each report also contained an appended page, containing a detailed parenting plan in which the mediator summarized the percentage of physical custody recommended for each parent. Each report was studied and content analyzed by three trained raters who had no access to the Court Screening Form and so were blind to any a prior domestic violence allegations. The majority of coding items called for yes/no responses. Other coding items allowed the raters to choose from among more than two options. A variable was coded in a particular direction if all three raters agreed or if two of the three raters agreed. The domestic violence sample (n = 200) included all of the selected cases with domestic violence indicators on the current screening form, prior allegation of domestic violence on a court screening form and/or a permanent domestic violence restraining order in the case file that was available to the mediator, and clear cases of domestic violence as documented by the mediator in which there was absolutely no indication of domestic violence on any screening form or in the case file. The nondomestic violence sample (n = 200) included 200 of the remaining 312 cases that had no indicators of domestic violence in the file and no mention of domestic violence in the mediation report. The data includes five categories of variables: general case information, parental factors, child factors, family interaction factors, and current parental relationship.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP)'s Internet Crimes Against Children (ICAC) Training and Technical Assistance (TTA) Program provides TTA to ICAC task force members and their affiliate agencies to support the investigation of ICAC cases. However, little is known about the quality, implementation fidelity, outcomes, and costs associated with ICAC TTA Program training. This study was designed to fill this gap and focused on examining the quality, implementation fidelity, and costs of OJJDP-funded ICAC trainings, as well as participant reactions to training such as perceptions of quality and satisfaction, perceived changes in knowledge and skills, and perceived training results. Using a descriptive design, this study used multiple data collection and analysis approaches, including those that involved extant data collected by TTA providers (i.e., surveys, pre-post tests, implementation data, cost data) and original data collected by the evaluation team (i.e., observations, surveys, interviews, cost data). Findings suggest that overall, ICAC investigative training was rated highly by both trainees and their ICAC commanders in terms of the quality of training delivery, expertise of instructors, knowledge gains, and applicability to on-the-job ICAC investigations. Costs associated with ICAC training suggest a total cost of about $10.3 million to provide ICAC training over the three-year evaluation period, with annual average costs ranging from $2.9 million to $4.3 million over this period. Findings from this study are intended to support OJJDP in its understanding of the ICAC TTA Program to develop and deliver investigative TTA to ICAC task forces.

National Study of Innovative and Promising Programs for Women Offenders, 1994-1995 (ICPSR 2788)

The purpose of this study was to conduct a national-scale evaluation of correctional facilities housing female offenders in order to assess the effectiveness of current programs, including alternative sanctions and treatment programs, and management practices. The goal was to gather information on "what works for which women" with respect to the program characteristics most related to positive outcomes. The first stage of the study consisted of gathering the opinions of administrators in state departments of corrections, including state-level administrators and administrators in institutions for women (Part 1). Administrators from jails that housed women were also interviewed (Part 2). Data collected for Parts 1 and 2 focused on attitudes toward the influx of women into jails and prisons, the needs of incarcerated women, and management and program approaches for meeting those needs. Respondents were asked to identify programs that in their view stood out as especially effective in meeting the needs of incarcerated women. From this list of nominated programs, researchers conducted 62 in-depth telephone interviews with administrators of programs located in jails, prisons, and the community (Part 3). A supplement to this study consisted of telephone interviews with 11 program directors who headed mental health programs that appeared to be "state of the art" for incarcerated women (Part 4). Variables in Parts 1-4 that concern the nominated programs include the underlying principles guiding the programs, whom the programs targeted, what types of staff were employed by the programs, the most positive effects of the programs, and whether program evaluations had been completed. Program effort variables found in Parts 1-4 cover whether the programs focused on trying to treat substance abuse, stop child abuse, provide women with nontraditional job skills, parenting skills, HIV/AIDS education, and life skills, change cognitive thinking, and/or promote self-esteem. Several variables common to Parts 1-3 include whether the programs provided women with follow-up/transitional help, helped to stimulate pre-release planning, allowed visits between women and children, or used ex-offenders, ex-substance users, volunteers, or outside community groups to work with the women. Variables focusing on the types of assessment tools used cover medical assessments, VD screening, reading/math ability screening, mental health screening, substance abuse screening, needs regarding children screening, and victim-spouse abuse screening. Variables pertaining to institution management include background knowledge needed to manage a facility, the types of management styles used for managing female offenders, security and other operational issues, problems with cross-sex supervision, and handling complaints. Similar variables across Parts 1, 2, and 4 deal with the impact of private or state funding, such as respondents' views on the positive and negative outcomes of privatization and of using state services. Both Parts 1 and 2 contain information on respondents' views regarding the unique needs of women offenders, which programs were especially for women, and which program needs were more serious than others. Planning variables in Parts 1 and 2 include whether there were plans to have institutions link with other state agencies, and which programs were most in need of expansion. Further common variables concerned the influx of women in prison, including how administrators were dealing with the increasing number of women offenders, whether the facilities were originally designed for women, how the facilities adapted for women, and the number of women currently in the facilities. In addition, Part 1 contains unique variables on alternative, intermediate sanction options for women, such as the percentage of women sent to day supervision/treatment and sent to work release centers, why it was possible to use intermediate sanctions, and how decisions were made to use intermediate sanctions. Variables dealing with funding and the provision of services to women include the type of private contractor or government agency that provided drug treatment, academic services, and vocational services to women, and the nature of the medical and food services provided to women. Variables unique to Part 2 pertain to the type of offender the jail housed, including whether the jurisdiction had a separate facility for pretrial or sentenced offenders, the total rated capacity of the jail, the average daily population of pretrial females, whether the jail was currently housing state inmates, and the impact on local inmates of being housed with state inmates. Variables concerning classification and assessment focused on the purpose of the classification process for female offenders, whether the classification process was different for male and female offenders, and a description of the process used. Variables specific to Part 3 deal with characteristics of the participants, such as whether program participants were involved in a case management system, the approximate number of women and men participating in the programs, whether offenders were tried and awaiting sentence or were on probation, and the number of hours a week that individuals participated in the program. Program structure variables include whether the program was culture- or gender-specific, restrictions on program participants, and who established the restrictions. Programming strategy variables cover identifying strategies used for meeting the needs of women offenders with short sentences, strategies for women with long sentences, and what stood in the way of greater use of intermediate sanctions. Part 4 contains variables on the size of the mental health program/unit, including the number of beds in the mental health unit, the number of beds set aside for different types of diagnoses, and the number of women served annually. Diagnosis variables provide information on who was responsible for screening women for mental health needs, whether women were re-evaluated at any time other than at intake, and the most common mental health problems of women in the unit. Variables on running the program include whether the program/unit worked with private or public hospitals, the factors that hindered coordination of services among local or state facilities, the types of services affected by budget constraints, and the strategies used to prevent women from harming themselves and others. Staffing variables cover the number of psychologists, social workers, nurses, and correctional officers that worked in the mental health unit. Demographic variables were similar for all four data files. These include the institution level, the type of respondent interviewed, respondents' gender and educational background, and the number of years they had been in their positions, were employed in corrections, and had worked in women's facilities.

The National Survey of Children's Exposure to Violence I was designed to obtain lifetime and one-year incidence estimates of a comprehensive range of childhood victimizations across gender, race, and developmental stage. Conducted between January and July, 2008, it assessed the experiences of a nationally representative sample of 4,549 children aged 1 month to 17 years living in the contiguous United States (excluding New Hampshire).

The primary sample of households was selected from a nationwide sampling frame of residential telephone numbers by random digit dialing (RDD). A second sample was drawn by over-sampling United States telephone exchanges that had a population of 70 percent or more of African American, Hispanic, or low-income households.

A short interview was conducted with an adult caregiver (usually a parent) to obtain family demographic information. One child was randomly selected from all eligible children in a household by selecting the child with the most recent birthday. The survey used an enhanced version of the Juvenile Victimization Questionnaire (JVQ), an inventory of childhood victimization. This version of the JVQ obtains reports on 48 forms of offenses against youth that cover five general areas of concern including: conventional crime, child maltreatment, peer and sibling victimization, sexual assault, and witnessing and indirect victimization. Follow-up questions for each victimization item gathered additional information about the victimization incident.

The data set has 1,824 variables and 4,549 cases.

The National Survey of Children's Exposure to Violence II was designed to obtain lifetime and one-year incidence estimates of a comprehensive range of childhood victimizations across gender, race, and developmental stage. Conducted between March, 2011 and January, 2012, it assessed the experiences of a nationally representative sample of 4,503 children aged 1 month to 18 years living in the contiguous United States (excluding New Hampshire).

A nationwide sample which excluded any phone numbers with area codes assigned within the state of New Hampshire was constructed using four frames: (1) 801,317 landline telephone numbers from which telephone households could be drawn by random digit dialing (RDD); (2) 5,000 cell-phone telephone numbers from which a sample of cell phone users could be drawn by RDD; (3) an address-based sample (ABS) of 70,924 cell phone and residential numbers; and (4) a pre-screened sample of 3,573 telephone numbers of households with children from a recent national RDD survey. The compiled frame yielded 3,259 residential RDD interviews, 31 cell phone RDD interviews, 750 ABS interviews, and 463 pre-screened sample interviews for a total of 4,503 interviews.

One child was randomly selected from all eligible children in a household by selecting the child with the most recent birthday. If the selected child was 1 month to 9 years old, the main interview was conducted with the caregiver. If the selected child was 10-17 years old, the main interview was conducted with the child.

The NatSCEV III questionnaire was very similar to the previous wave minus the extended family exposure to violence follow-up section that was included in NatSCEV II. The questionnaire asked for household demographics and questions about the focal child's health. A series of 52 juvenile victimization screening questions (JVQ) were asked, and for every screener the respondent endorsed, a series of follow-up questions about that victimization was asked. In addition, the survey included sections on lifetime and past year adversity, internet victimization, community disorder, bullying, delinquency, and the child/parent relationship.

Established in 1995, the Northwestern Juvenile Project assessed alcohol, drug, or mental (ADM) service needs of juvenile detainees. The study took place between the years of 1995 and 1998, sampling 1,829 male and female juvenile detainees within Cook County, Illinois. This study had two specific aims:

  1. To assess the juvenile detainees ADM service needs (including psychiatric disorder, comorbidity and functional impairment); and,
  2. To determine the extent that juvenile detainees who need ADM services received them while in the custody of the criminal justice system.

This study has four methodological advantages over prior research:

  1. Stratified random sampling;
  2. Sufficiently large N (approximately 600 females and 1200 males);
  3. Reliable instruments; and
  4. Comorbidity data.

Questions for respondents generally pertain to demographics, medical and sexual history, criminal history, aptitude and mental health assessment, familial and social relations, drug abuse, and education.

The Oklahoma Multi-Site Family Drug Court Model Standards Study utilized mixed-methods research in an attempt to advance implementation research on family treatment courts (FTCs), which serve families involved in the child welfare system due to caregiver substance use. The researchers developed the Model Standards Implementation Scale (MSIS), a tool used to assess FTC alignment with national best practices through interviews, courtroom observation, and document review. Administrative data from child welfare, substance use treatment, and court systems were linked to examine treatment completion, child welfare outcomes, and cost-effectiveness. These administrative data were also linked with court-level implementation data to assess the impact of FTC best practice implementation on the likelihood of reunification. Survey data were collected from two groups: 1) caregivers involved in maltreatment cases, to capture baseline demographic and clinical characteristics and clarify the FTC target population, and 2) child welfare professionals, to assess the presence and quality of cross-system collaboration. When merged with court implementation data, the professional survey data were used in an attempt to identify factors that support or hinder implementation of best practices.

Variables include drug use, addiction severity measures, abuse indicators, family dynamics, physical and mental health, along with FTC dynamic and structural traits.

'Parents Anonymous' is a self-help group aimed at strengthening families and reducing child maltreatment outcomes. This study assessed whether parent's participation in the program was associated with child maltreatment outcomes and with their change in risk and protective factors. The study contains both qualitative and quantitative data.

For the quantitative segment, group facilitators completed a survey at the beginning of the study. Through these surveys facilitators provided information regarding their level of education, how they heard about their positions, whether they were paid workers or volunteers, and more. Following the completion of facilitator surveys, 206 parents new to the 'Parents Anonymous' program were interviewed. The first interview took place 1 month into the program and the third 6 months later. Parents were asked about their demographics, their living situations, parenting style, and stressors in their lives.

In the qualitative segment 36 parents from two states participating in the Spanish-language 'Parents Anonymous' groups were assessed with semi-structured in-person and over the phone interviews. The interviews were conducted once at the beginning of the program, 1 month into the program, and again at 6 months. Additional qualitative data was collected through group observations and focus groups.

The purpose of this study was to examine two sets of children -- those alleged dependent and neglected and those alleged delinquent -- in order to better understand the influence of maltreatment on delinquent conduct. Data were collected from official court records. The first group of children was selected from the dependency and neglected cases filed with the Juvenile Court in 1984 and 1985. The 1984-1985 Non-Pooled Dependency and Neglect Cohort Data (Part 1) contains a total of 1,062 cases, representing 1,062 alleged dependent and neglected children and their siblings. The 1984-1985 Pooled Dependency and Neglect Cohort Data (Part 3) includes 4,474 cases which correspond to up to 20 complaints for each of the 1,062 alleged dependent and neglected children. The second group was selected from delinquency petitions of children 16 and 17 years old filed in the years 2000 and 2001. The 2000-2001 Non-Pooled Delinquency Cohort Data (Part 2) contains a total of 549 cases, representing 549 delinquent children. The 2000-2001 Pooled Delinquency Cohort Data (Part 4) includes 2,076 cases which correspond to up to 20 complaints for each of the 549 delinquent children. Part 1 contains a total of 11 and Part 2 contains a total of 10 demographics and summary count information variables. Part 3 and Part 4 contain a total of 68 and 58 variables, respectively, including demographics and information on delinquent charges, complaints of maltreatment, placements, and dispositions for each child.

This study was conducted by the Police Foundation and the American Enterprise Institute to document municipal and county law enforcement agencies' policies for dealing with child abuse, neglect, and sexual assault and exploitation, and to identify emerging police practices. The researchers investigated promising approaches for dealing with child abuse and also probed for areas of weakness that are in need of improvement. Data were collected from 122 law enforcement agencies on topics including interagency reporting and case screening procedures, the existence and organizational location of specialized units for conducting child abuse investigations, actual procedures for investigating various types of child abuse cases, factors that affect the decision to arrest in physical and sexual abuse cases, the scope and nature of interagency cooperative agreements practices and relations, the amount of training received by agency personnel, and ways to improve agency responses to child abuse and neglect cases.

The Project on Human Development in Chicago Neighborhoods (PHDCN) was a large-scale, interdisciplinary study of how families, schools, and neighborhoods affect child and adolescent development. One component of the PHDCN was the Longitudinal Cohort Study, which was a series of coordinated longitudinal studies that followed over 6,000 randomly selected children, adolescents, and young adults, and their primary caregivers over time to examine the changing circumstances of their lives, as well as the personal characteristics, that might lead them toward or away from a variety of antisocial behaviors. Numerous measures were administered to respondents to gauge various aspects of human development, including individual differences, as well as family, peer, and school influences. One such measure was the Caregiver-Subject Conflict Scale (CSC). The CSC was administered to the primary caregiver (PC) of subjects belonging to Cohorts 0-15. This Wave 2 study was modified from the Wave 1 parent-child version of the Conflict Tactics Scale (PROJECT ON HUMAN DEVELOPMENT IN CHICAGO NEIGHBORHOODS (PHDCN): CONFLICT TACTICS SCALE FOR PARENT AND CHILD, WAVE 1, 1994-1997 [ICPSR 13584]) by adding items related to more positive forms of disciplinary tactics, modifying the response scale, and inquiring about tactics used not only by the PC, but by any adult household member. The CSC asked if any of several different ways of settling problems with the subject were used by any adult household member in the past year.

Project on Human Development in Chicago Neighborhoods (PHDCN): Conflict Tactics Scale for Parent and Child, Wave 3, 2000-2002 (ICPSR 13689)

The Project on Human Development in Chicago Neighborhoods (PHDCN) was a large-scale, interdisciplinary study of how families, schools, and neighborhoods affect child and adolescent development. One component of the PHDCN was the Longitudinal Cohort Study, which was a series of coordinated longitudinal studies that followed over 6,000 randomly selected children, adolescents, and young adults, and their primary caregivers over time to examine the changing circumstances of their lives, as well as the personal characteristics, that might lead them toward or away from a variety of antisocial behaviors. Numerous measures were administered to respondents to gauge various aspects of human development, including individual differences, as well as family, peer, and school influences. One such was the Conflict Tactics Scale for Parent and Child (CTSS). The CTSS, administered to the primary caregiver (PC) of subjects belonging to Cohorts 0, 3, 6, and 9, measured psychological and physical maltreatment and neglect of children by their PC or any other adult family or household member, as well as nonviolent modes of discipline. The CTSS also measured the extent to which an adult carried out specific acts of physical and psychological aggression, regardless of whether the child was injured. This Wave 3 study was modified from the Wave 1 parent-child version of the Conflict Tactics Scale used in PROJECT ON HUMAN DEVELOPMENT IN CHICAGO NEIGHBORHOODS (PHDCN): CONFLICT TACTICS SCALE FOR PARENT AND CHILD, WAVE 1, 1994-1997 (ICPSR 13584). This study was a secondary analysis of National Violence Against Women Survey (NVAWS) data from Violence and Threats of Violence Against Women and Men in the United States, 1994-1996 (ICPSR 2566 - http://doi.org/10.3886/ICPSR02566.v1). This analysis examined the levels and patterns of repeat and multiple violent victimization, and their effects. Distributed here are the codes used to create the datasets and preform the secondary analysis. Please refer to the User Guide, distributed with this study, for more information.

Risk Assessment and Schemes for Sexual Recidivism: A 25 Year Follow-Up of Convicted Sex Offenders Referred to the Massachusetts Treatment Center, 1959-1984 (ICPSR 25928)

The aim of the study was to evaluate and to improve the decision-making algorithms that have been generated to assess risk in sexual offenders. More specifically, it was the task of this research project to evaluate the extant actuarials in a sample of sexual offenders on whom long-term follow-up data were available. Researchers attempted to assess the comparative accuracy of the major risk instruments over time and over subsamples, explore their underlying factor structure, examine the accuracy of a new assessment protocol, and explore the potential for generating improved predictive instruments. The sample was drawn from an earlier study in which researchers had followed 599 offenders who had been referred to the Massachusetts Treatment Center (MTC) for evaluation between 1959 and 1984. Of these, 266 (the Bridgewater Treatment [BT] sample) had been committed to MTC as "sexually dangerous" and subsequently released, and 333 (the Bridgewater Observation [BO] sample) had been determined not to be sexually dangerous and returned to finish their sentences. There were two sources of data for the study. The first source was the offender's MTC clinical and criminal archival records. The second comprised four record sources that were accessed to obtain comprehensive follow-up data. In this study, researchers coded these records both on modern empirically-derived, mechanical actuarials that have been developed since 1997 for predicting sexual recidivism, and on a new experimental measure. Two coding teams were created. In general Team A was responsible for (a) purifying, redacting, and scanning detailed copies of offenders' files, (b) classifying all BO sample using both the MTC typologies and the DSM-IV Conduct Disorder and Antisocial Personality Disorder categories, and (c) classifying a subset of the BT sample using the DSM-IV Conduct Disorder and Antisocial Personality Disorder categories. Team B was responsible for coding all actuarials and the Psychopathy Checklist-Revised on all offenders in the study, and for classifying all BT sample using the DSM-IV Conduct Disorder and Antisocial Personality Disorder categories.

Risk Factors for Violent Victimization of Women in a Major Northeastern City, 1990-1991 and 1996-1997 (ICPSR 3052)

This study addressed the question of whether women who were sexually abused as children were at increased risk of either sexual abuse or domestic violence victimization later in life. It also investigated the role of other potential risk factors, including family background, sexual behavior, alcohol problems, and a woman's own aggressive behavior. The investigators sought to answer the following questions: (1) Are victims of child sexual abuse at increased risk of adolescent or adult sexual victimization as compared to nonvictims? (2) Are victims of child sexual abuse at increased risk of physically violent nonsexual victimization as compared to nonvictims? (3) How is the risk of sexual revictimization and physical victimization among abuse survivors affected by their engaging in violent behavior, such as physical fighting, engaging in heavy drinking, and practicing risky sexual behavior, such as having multiple sexual partners? (4) Were women who reported drinking problems and physical fighting in Wave 2 at increased risk of domestic violence victimization at Wave 3, compared to the other child abuse victims in the study? This study consisted of a secondary analysis of selected variables collected during two waves of a three-wave prospective study of the consequences of child abuse and sexual assault for adult, adolescent, and child victims (McCahill, Meyer, and Fischman, 1979). During the first wave of the study, data were gathered on 206 girls ranging in age from 10 months to 12 years who were victims of reported cases of sexual abuse and who were examined at a municipal hospital in 1973-1975. In 1990 and 1991, follow-up interviews (Wave 2) were conducted with 136 of the original 206 girls, then aged 18 to 31. During this wave, a comparison group of girls treated at a hospital for reasons other than child sexual abuse was matched to the 206 victims on the basis of race, age, and date of hospital visit, for purposes of analysis of their official criminal records. The criminal records data are not included in this data collection. Also, none of the women in the comparison group were interviewed during Wave 2. In 1996 and 1997, another wave of follow-up interviews (Wave 3) was conducted. Using the same criteria as in Wave 2, a new matched comparison group was identified, resulting in an additional 85 girls in the sample. Of the 174 women interviewed during Wave 3, 80 were known victims of child sexual abuse who also had been interviewed during Wave 2. The data in Part 2 (Wave 3 Women Also Interviewed at Wave 2) are a subset of Part 1 (All Wave 3 Interviews). Part 1 variables supply information on self-reported family history of substance abuse and criminal activity, parental care and neglect, and family violence when the respondent was a child. Topics focusing on respondents' current (adult) experiences include violence in relationships, injuries as a result of domestic violence, use of a weapon during domestic violence, sexual history, sexual victimization, and parental attachment. Variables in Part 2 cover parental affection and support received by the respondent when she was a teenager, history of fighting, physical abuse by a partner, dating and sexual history, alcohol abuse, and sexual victimization. Demographic variables (found in Part 1 only) include age, marital status, race, and education.

SpeakOut: Polyvictimization Prevalence Rates for Sexual and Gender Minority Adolescents - Online, 2015 [United States] (ICPSR 36774)

The purpose of the study was to identify lifetime polyvictimization rates by gender identity and sexual orientation, for a national sample of sexual and gender minority adolescents. The study used an anonymous, incentivized, online survey which was completed by 1,177 sexual and gender minority adolescents who were currently enrolled in middle or high school (14 to 19-years-old).

The collection includes a README file, 1 STATA data file, (n=1,177; 520 variables) and 1 STATA syntax file.

Survey of Prosecutors' Views on Children and Domestic Violence in the United States, 1999 (ICPSR 3103)

This survey of prosecutors was undertaken to describe current practice and identify "promising practices" with respect to cases involving domestic violence and child victims or witnesses. It sought to answer the following questions: (1) What are the challenges facing prosecutors when children are exposed to domestic violence? (2) How are new laws regarding domestic violence committed in the presence of children, now operating in a small number of states, affecting practice? (3) What can prosecutors do to help battered women and their children? To gather data on these topics, the researchers conducted a national telephone survey of prosecutors. Questions asked include case assignment, jurisdiction of the prosecutor's office, caseload, protocol for coordinating cases, asking about domestic violence when investigating child abuse cases, asking about children when investigating domestic violence cases, and how the respondent found out when a child abuse case involved domestic violence or when a domestic violence case involved children. Other variables cover whether police routinely checked for prior Child Protective Services (CPS) reports, if these cases were heard by the same judge, in the same court, and were handled by the same prosecutor, if there were laws identifying exposure to domestic violence as child abuse, if there were laws applying or enhancing criminal penalties when children were exposed to domestic violence, if the state legislature was considering any such action, if prosecutors were using other avenues to enhance penalties, if there was pertinent caselaw, and if the respondent's office had a no-drop policy for domestic violence cases. Additional items focus on whether the presence of children influenced decisions to prosecute, if the office would report or prosecute a battered woman who abused her children, or failed to protect her children from abuse or from exposure to domestic violence, how often the office prosecuted such women, if there was a batterers' treatment program in the community, how often batterers were sentenced to attend the treatment program, if there were programs to which the respondent could refer battered mothers and children, what types of programs were operating, and if prosecutors had received training on domestic violence issues.

Understanding the Role of Trauma and Violence Exposure on Justice-Involved LGBTQA and GNC Youth in Hennepin County, Minnesota, 2018 (ICPSR 37444)

The Hennepin County Department of Community Corrections and Rehabilitation Office of Policy, Planning and Evaluations surveyed 150 youth to examine the role of trauma and violence on justice-involved lesbian, gay, bisexual, transgender, questioning/unsure or asexual (LGBTQA) and gender non-conforming youth (GNC).

Youth were surveyed and administrative human services and juvenile justice data were also analyzed. The correctional staff were surveyed with an organizational self-assessment on employee perceptions of trauma-informed practices and policies. A subset of youth (N = 60) were interviewed using the Juvenile Victimization Questionnaire Revised Version 2 (JVQ-R2) and the Adverse Childhood Experiences (ACEs) tool to assess trauma and victimization.

This survey also collected demographic information as well as the participants' history of harassment, bullying, suspension, expulsion, housing arrangements, and foster care involvement.
