This study aimed to improve the understanding of procedural justice during police-citizen encounters with a comprehensive approach including officer surveys, systematic social observations, and citizen surveys.
First, the study used officer surveys to evaluate the effectiveness of a procedural justice training program in Norfolk, Virginia. In 2017, an eight-hour training was conducted for all Norfolk police officers. A pretest and posttest survey was given to each officer during the training, which asked about their opinions on a multitude of statements representing the key elements of procedural justice in policing (e.g., voice, respect, trustworthiness, and neutrality). In 2019, the officers were given a second-wave survey to assess the long-term effects of the training.
The study also examined officers' procedurally fair behavior during interactions and citizens' behavioral responses through systematic social observations of police-citizen interactions captured by the police body-worn cameras. Patrol shifts were randomly selected and observed between December 2017 and March 2019.
The third component included a survey of citizens who interacted with the police during the observation period. Randomly selected officers were, prior to the shift, encouraged to hand out survey cards to all citizens they encountered. These cards invited the citizens to take a survey online. Citizens could also give their phone numbers to the officers so that they could be contacted to take the survey over the phone. The goal of the citizen survey was to obtain information about the citizens' opinions of the Norfolk police in general and the specific encounters they had with the Norfolk police.
Taken together, the three components of this study offered a systematic understanding of the policing issues related to procedural justice, including officers' perceptions about procedural justice, officers' procedurally fair behavior during interactions, citizens' behavioral responses, and citizens' subjective evaluations of their encounters.
Assessing the Link Between Foreclosure and Crime Rates: A Multi-level Analysis of Neighborhoods Across 29 Large United States Cities, 2007-2009 (ICPSR 34570)

The study integrated neighborhood-level data on robbery and burglary gathered from local police agencies across the United States, foreclosure data from RealtyTrac (a real estate information company), and a wide variety of social, economic, and demographic control variables from multiple sources. Using census tracts to approximate neighborhoods, the study regressed 2009 neighborhood robbery and burglary rates on foreclosure rates measured for 2007-2008 (a period during which foreclosure spiked dramatically in the nation), while accounting for 2007 robbery and burglary rates and other control variables that captured differences in social, economic, and demographic context across American neighborhoods and cities for this period. The analysis was based on more than 7,200 census tracts in over 60 large cities spread across 29 states. Core research questions were addressed with a series of multivariate multilevel and single-level regression models that accounted for the skewed nature of neighborhood crime patterns and the well-documented spatial dependence of crime.

The purpose of the Census of Juveniles on Probation (CJP) was to collect individual-level data about youth on probation, including their numbers and characteristics. The CJP survey asked respondents to report the total number of juveniles on formal probation within their reporting jurisdiction on the reference date of October 24, 2012.
For each youth on probation, responding agencies were asked to provide the following information: sex, date of birth, race, most serious offense, state and county where most serious offense was committed, and the state and county where the juvenile resided on the census reference date.
This data collection contains the national data.

This study examined arrestee DNA laws (laws that allowed testing of arrestees DNA pre-adjudication), their implementation in the field and their subsequent effects on agency operations as well as their success in aiding investigations in the 28 states that have these laws. The study investigated five specific questions:
- What states have passed legislation authorizing the collection of DNA from arrestees?
- How do the laws and policies regarding collecting DNA from arrestees differ by state?
- How have the courts ruled on these new laws?
- How have arrestee DNA laws been implemented in each state?
- What has been the impact of requiring DNA collection from arrestees on state crime laboratories and other involved agencies?
- What evidence is available to determine the effects of collecting DNA from arrestees on public safety or other criminal justice outcomes?
To answer these questions, researchers used a mixed methods data collection plan, including reviewing relevant statutes and case law, interviewing state and federal Combined DNA Index System (CODIS) laboratory staff and other forensic experts, and collecting descriptive data from state laboratories.
Collecting DNA from Juveniles in 30 U.S. States, 2009-2010 (ICPSR 31281)
This study examined the laws, policies, and practices related to juvenile DNA collection, as well as their implications for the juvenile and criminal justice systems. DNA evidence proved valuable in solving crimes, which motivated a concerted effort to expand the categories of offenders who provided DNA samples for analysis and inclusion in the Combined DNA Index System (CODIS), the Federal Bureau of Investigation (FBI)-operated national database.
State requirements for DNA collection, which initially focused on adult offenders convicted of sexual or violent offenses, expanded to include other categories of convicted felons, convicted misdemeanants, arrestees, and juveniles. In 30 states, certain categories of juveniles handled in the juvenile justice system must now provide DNA samples. The study was designed to explore the practice and implications of collecting DNA from juveniles and addressed the following questions:
- How have state agencies, juvenile justice agencies and state laboratories implemented juvenile DNA collection laws?
- What were the number and characteristics of juveniles with profiles included in CODIS?
- How have juvenile profiles in CODIS contributed to public safety or other justice outcomes?
- What improvements to policies and practices needed to be made?
To examine these questions, researchers at the Urban Institute: (1) systematically reviewed all state DNA statutes; (2) conducted semi-structured interviews with CODIS lab representatives in states that collect DNA from juveniles to understand how the laws were implemented; (3) collected and analyzed descriptive data provided by these labs on the volume and characteristics of juvenile profiles in CODIS; (4) conducted semi-structured interviews with juvenile and criminal justice stakeholders in five case study states; and (5) convened a meeting of federal officials and experts from the forensic and juvenile justice committees to explore the broader impacts of juvenile DNA collection.

The Drug Market Intervention (DMI) has been identified as a promising practice for disrupting overt-drug markets, reducing the crime and disorder associated with drug sales, and improving police-community relations. Montgomery County, Maryland; Flint, Michigan; Guntersville, Alabama; Lake County, Indiana; Jacksonville, Florida; New Orleans, Louisiana; and Roanoke, Virginia applied for and received DMI training and technical assistance from Michigan State University in 2010 and 2011. This study followed the seven sites that were trained in the program to determine how the program was implemented, how the DMI affected the targeted drug market, whether the program affected crime and disorder, whether the program improved police-community relations, and how much the program cost.

The study includes data collected with the purpose of creating an integrated dataset that would allow researchers to address significant, policy-relevant gaps in the literature--those that are best answered with cross-jurisdictional data representing a wide array of economic and social factors. The research addressed five research questions:
- What is the impact of gentrification and suburban diversification on crime within and across jurisdictional boundaries?
- How does crime cluster along and around transportation networks and hubs in relation to other characteristics of the social and physical environment?
- What is the distribution of criminal justice-supervised populations in relation to services they must access to fulfill their conditions of supervision?

Development and Validation of an Actuarial Risk Assessment Tool for Juveniles with a History of Sexual Offending, 5 U.S. states, 2009-2013 (ICPSR 38335)
Because there are few existing tools for assessing the risk of recidivism for youth with a history of sexual offending that are empirically valid and reliable, knowledge and practice in this area has historically been limited. This project examined current practice and policy in the assessment, treatment, and management of juvenile sex offenders across multiple jurisdictions (Florida, New York, Oregon, Pennsylvania, and Virginia). The researchers developed a prototype assessment tool, state-specific risk assessment models, and practical guidance for building a risk assessment for sexual recidivism in juvenile justice settings.
The data file contains individual records for the full sample (n=8,035), including their risk predictors, recidivism measures, and resulting outputs (i.e., predicted probabilities of sexual recidivism) from the risk models.

In response to growing concerns about recidivism and the welfare of youth who return to communities from incarceration, the federal government passed the Second Chance Act (SCA) in 2008 to authorize funding to support the development, implementation, and evaluation of juvenile reentry programs (H.R. 1593, 110th Cong. 2007). Since then, more than 100 juvenile SCA awards have been made to grantees across the U.S. to improve reentry programming and outcomes for youth returning home after placement in juvenile correctional institutions (State Government Justice Center, 2017).
The purpose of this evaluation was to evaluate five FY2010 juvenile SCA grantees who were funded to implement comprehensive reentry programs for high-risk youth, and to provide policymakers, practitioners, and funders with empirical evidence about the degree to which the SCA program effectively reduced recidivism and improved reintegration outcomes for youth offenders, and to inform future comprehensive juvenile reentry efforts.
Specific goals of this study included:
- identifying strong sites for an impact evaluation;
- assessing the extent to which the sites successfully implemented a comprehensive and integrated model of juvenile reentry for a high-risk, high-needs population;
- assessing program operations and adherence to reentry principles;
- evaluating the impact of the SCA programs;
- determining the cost effectiveness of the SCA programs, and their cost-benefit in terms of crime prevented; and
- disseminating evaluation findings to practitioner and researcher audiences.
Exploratory Spatial Data Approach to Identify the Context of Unemployment-Crime Linkages in Virginia, 1995-2000 (ICPSR 4546)
Financial Abuse of Elderly People vs. Other Forms of Elder Abuse in Virginia, 2003-2008 (ICPSR 29301)
This study examined financial exploitation of elderly people compared to other forms of elder maltreatment (physical abuse, neglect, and hybrid, i.e., financial exploitation and physical abuse and/or neglect) that occurred in a domestic setting. The cases were explored by obtaining information from a variety of sources including:
- Three different individuals about a given case including (1) the caseworker from APS that managed the reported case, (2) the person who had been reported to have experienced elder abuse and, (3) where they were available, a non-offending third party who knew the elder at the time of the APS response to the report of elder abuse (e.g., the elder's domestic partner, care provider, friend, or family member).
- Data derived from the Virginia Department of Social Services' Adult Services Adult Protective Services (ASAPS) Database which contains information drawn from several sources.
- Prosecutors in four states that were interviewed about their experience prosecuting elder abuse, barriers and facilitators associating with prosecuting such cases, and possible reforms.
The specific goals of this research were to (1) Determine unique aspects of financial exploitation as compared to other forms of elder maltreatment, including risk factors, reporting, investigation, and case outcomes; (2) Determine the degree of congruence between the perceptions of victims of elder maltreatment and APS caseworkers regarding these cases; and (3) Develop recommendations based on these findings for addressing the financial abuse of the elderly.
Impact of Legal Advocacy on Intimate Partner Homicide in the United States, 1976-1997 (ICPSR 25621)
Improvement of School Climate Assessment in Virginia Secondary Schools, 2013-2020 (ICPSR 38022)
This study sought to advance understanding of how school climate is a critical factor in school safety and violence prevention. Middle school and high school students and staff were surveyed over the span of eight years from 2013-2020. Middle school students and staff were surveyed during odd years (4 waves of data collection), and high school students and staff were surveyed the other even years (again four years of data collection). All four years of data per group were combined into a single dataset. A final file was created pooling all eight years of data collection averaging student and staff responses by school.
Both the student and teacher/staff surveys covered two domains: school climate and safety conditions. The school climate domain included perceptions of the school's disciplinary practices, student support efforts, and degree of student engagement in school. The safety conditions domain covered reports of bullying, teasing, sexual harassment, and other forms of peer aggression, including threats of violence, physical assault, dating aggression, and gang activity.
Previous research conducted by the Principal Investigators showed that an authoritative school climate characterized by high structure (strict but fair discipline and high academic expectations) and high support (positive teacher-student relationships) is associated with many positive outcomes. Students who attend schools with an authoritative school climate demonstrated more engagement in school, have higher school attendance and academic achievement, and are more likely to graduate. Students who experience a structured and supportive school climate may be more willing to follow school rules, respond to their teachers, and treat one another in a respectful manner. This study continues that prior work.
An Investigation of School Resource and Safety Programs Policy and Practice in Virginia, 2016-2019 (ICPSR 37685)
This study seeks to inform about the effectiveness and impact of school safety programs in the state of Virginia. In many Virginia schools, ensuring school safety often involves the use of School Resource Officers (SRO) and School Security Officers (SSO), or some combination of SROs and SSOs. This study investigated the current state of SRO and SSO programs in Virginia to illuminate how SRO and SSO programs are operating and uncover best practices associated with program development, implementation, and evaluation. Specifically, the research questions were:
- RQ1: How are SROs and SSOs trained to operate in K-12 public schools in the Commonwealth of Virginia?
- RQ2:What are the criteria that are being used to select SROs and SSOs to operate in schools?
- RQ3: How are the activities of SROs and SSOs that do not result in an arrest being documented?
- RQ4: How are SROs and SSOs operating in schools supervised by their own department and/or by the school(s) in which they operate?
- RQ5: What criteria are used to assess SRO and SSO performance?
- RQ6: To what extent are SROs and SSOs involved addressing school disciplinary matters that do not rise to the level of criminal activity?
- RQ7: Are there differences when comparing between school districts that have MOUs with local law enforcement, and school districts that do not have formal arrangements with local law enforcement?
