The goal of the Arrestee Drug Abuse Monitoring (ADAM) Program is to determine the extent and correlates of illicit drug use in the population of booked arrestees in local areas. Data were collected in 2001 at four separate times (quarterly) during the year in 33 metropolitan areas in the United States. The ADAM program adopted a new instrument in 2000 in adult booking facilities for male (Part 1) and female (Part 2) arrestees. Data from arrestees in juvenile detention facilities (Part 3) continued to use the juvenile instrument from previous years, extending back through the DRUG USE FORECASTING series (ICPSR 9477). The ADAM program in 2001 also continued the use of probability-based sampling for male arrestees in adult facilities, which was initiated in 2000. Therefore, the male adult sample includes weights, generated through post-sampling stratification of the data. For the adult files, variables fell into one of eight categories: (1) demographic data on each arrestee, (2) ADAM facesheet (records-based) data, (3) data on disposition of the case, including accession to a verbal consent script, (4) calendar of admissions to substance abuse and mental health treatment programs, (5) data on alcohol and drug use, abuse, and dependence (6) drug acquisition data covering the five most commonly used illicit drugs, (7) urine test results, and (8) weights. The juvenile file contains demographic variables and arrestee's self-reported past and continued use of 15 drugs, as well as other drug-related behaviors.

Demographic information for each defendant includes sex, race, age, and employment status. There are five files in the dataset. Parts 4 and 5 must be merged to form the complete Jacksonville burglaries dataset.

This dataset replicates the citizen reporting component of POLICE RESPONSE TIME ANALYSIS, 1975 (ICPSR 7760). Information is included on 4,095 reported incidents of aggravated assault, auto theft, burglary, larceny/theft offenses, forcible rape, and robbery. The data cover citizen calls to police between April 21 and December 7, 1979. There are four files in this collection, one each for Jacksonville, Florida, Peoria, Illinois, Rochester, New York, and San Diego, California. The data are taken from police dispatch records and police interviews of citizens who requested police assistance. Variables taken from the dispatch records include the dispatch time, call priority, police travel time, age, sex, and race of the caller, response code, number of suspects, and area of the city in which the call originated. Variables taken from the citizen interviews include respondent's role in the incident (victim, caller, victim-caller, witness-caller), incident location, relationship of caller to victim, number of victims, identification of suspect, and interaction with police.

The National Crime Surveys, of which these Commercial Victimization Surveys are a part, were conducted to obtain current and reliable measures of serious crime in the United States. The Commercial Victimization Surveys are restricted to coverage of burglary and robbery incidents. They include all types of commercial establishments as well as political, cultural, and religious organizations. The survey includes a series of questions about the business, e.g., type and size, form of ownership, insurance, security, and break-in and robbery characteristics. Time and place, weapon, injury, entry evidence, offender characteristics, and stolen property data were collected for each of the incidents. Data on both victimized and nonvictimized establishments in 26 different cities were collected during 1972, 1973, and 1974. In the 1975 survey, data from the 13 cities surveyed during 1972 and 1973 were collected again.

These Commercial Victimization Surveys were collected as part of the National Crime Surveys. They document burglary and robbery incidents for all types of commercial establishments, as well as political, cultural, and religious organizations. Business characteristics gathered include form of ownership and operation, size and type of business, and security measures. Information regarding the reported incidents includes time and place, weapon involvement, offender and entry characteristics, injuries and deaths, and type and value of stolen property. Data were collected by calendar quarter for four quarters in 1973-1976 and for two quarters in 1977, while the actual incidents reported in the files reflect those occurring six months prior to the interview date.

Community Supervision of Drug-Involved Probationers in San Diego County, California, 1991-1993 (ICPSR 2023)

The Probationers in Recovery (PIR) program, developed by the San Diego County Probation Department, targeted high-risk, drug-abusing offenders with the goal of controlling offender behavior without increasing risks to communities. This evaluation of PIR was based on a quasiexperimental design that compared program activities and outcomes for two matched groups of high-risk probationers receiving different levels of service and supervision. The assessment included both a process evaluation to discover if expected service levels were implemented as designed, and an impact evaluation to assess the effectiveness of drug treatment within an intensive community supervision program. The experimental group included 209 PIR participants who received intensive community supervision and drug treatment, and the control group consisted of 151 probationers who were assigned to regular high-risk probation caseloads and who met the PIR screening criteria. The samples were selected from probationers entering community supervision from February to December 1991. The length of the PIR program varied, but for purposes of analysis the minimum time in the program to represent the intervention period was set at eight months, including relapse prevention. A comparable period was used for the control group. The subsequent six-month period was used to measure the effects of PIR and regular high-risk probation after intervention. Intake interviews were conducted with a subsample of 96 probationers in PIR and 80 in the control group (Part 1). The interviews were conducted within the first two weeks after intake. Follow-up interviews were conducted with these probationers after they had completed eight months of PIR or regular high-risk probation to measure experiences on probation and changes in behavior and attitudes (Part 2). Follow-up interviews were completed with 47 probationers from the experimental group in the PIR program and 35 in the control group. The case tracking portion of the study involved the review of probation, treatment, and state and local criminal history files (Part 3). Data on technical violations and arrests for new crimes were compiled for the following time periods: (1) six months prior to the instant offense (the baseline), (2) the first eight months of community supervision (the in-program period), (3) the six months after intervention, and (4) the combined 14-month period. The initial interview (Part 1) included questions regarding sociodemographic characteristics, current offense, awareness of probation conditions ordered, perceived consequences for violations of probation, drug use and drug history, prior drug treatment and treatment needs, criminal history, expectations regarding the probation term, opinions regarding probation and treatment, daily activities prior to the current offense, current life satisfaction, and prospects for the future. Questions on the follow-up interview (Part 2) focused on changes in probationers' personal lives (e.g., employment, income, education, marital status, living situation, and relationships with family and friends), technical probation violations and new offenses committed during the eight-month period, sanctions imposed by probation staff, contacts with probation and treatment staff, changes in drug use and daily activities, expectations with regard to remaining crime- and drug-free in the future, attitudes regarding probation and treatment, treatment needs, and significant life changes over the eight-month period. Variables in the tracking data file (Part 3) include sociodemographic characteristics, current offense and sentence imposed, probation conditions ordered, drug use history, offense and probation violations occurring before, during, and after an eight-month probation period, custody time, changes in level of probation supervision, and program interventions such as drug tests, services delivered, and sanctions imposed.

Comparison of Drug Control Strategies in San Diego, 1989 (ICPSR 9990)

This study assesses the consequences for offenders of various drug enforcement strategies employed by the San Diego Police Department and profiles the factors that characterize street-level and mid-level dealers, drug users, and the drug market. The drug enforcement strategies examined include the use of search warrants, body wires, police decoys, surveillance, officer buys and sells, wiretaps, and sweeps. Measures of the consequences of arrests include drug and property seizures, convictions, and sentences. The data were drawn from police and court records of drug arrests made by three special sections of the police department in San Diego, California. Additionally, data were collected through personal interviews conducted at the time of arrest with a subsample of persons arrested for drug charges. The arrest tracking file, Part 1, contains demographic information about the offenders, including criminal history and gang membership, as well as data on each arrest through final disposition, charges, and sentencing. The interview portion of the study, Part 2, provides information about the demographics and characteristics of drug users and dealers, criminal history and drug use history, current arrest information, and offenders' opinions about drug use, drug sales, police strategies, and the drug market.

Crack, Powder Cocaine, and Heroin: Drug Purchase and Use Patterns in Six Cities in the United States, 1995-1996 (ICPSR 2564)

This study was designed to address the practical and policy implications of various drug market participation patterns. In 1995, the Office of National Drug Control Policy (ONDCP) and the National Institute of Justice (NIJ) collaborated on a project called the Procurement Study. This study was executed as an addendum to NIJ's Drug Use Forecasting (DUF) program (DRUG USE FORECASTING IN 24 CITIES IN THE UNITED STATES, 1987-1997 [ICPSR 9477]) with the goal of extending previous research in which heroin users were interviewed on various aspects of drug market activity. The present study sought to explore additional features of drug market participation and use, both within and across drug types and cities, and included two additional drugs -- powder cocaine and crack cocaine. Data were collected from recently arrested users of powder cocaine, crack cocaine, and heroin in six DUF cities (Chicago, New York, Portland, San Diego, San Antonio, and Washington, DC). Each of the three files in this collection, Crack Data (Part 1), Heroin Data (Part 2), and Powder Cocaine Data (Part 3), is comprised of data from a procurement interview, urine test variables, and a DUF interview. During the procurement interview, information was collected on purchase and use patterns for specific drugs. Variables from the procurement interview include the respondent's method of using the drug, the term used to refer to the drug, whether the respondent bought the drug in the neighborhood, the number of different dealers the respondent bought the drug from, how the respondent made the connection with the dealer (i.e., street, house, phone, beeper, business/store, or friends), their main drug source, whether the respondent went to someone else if the source was not available, how the respondent coped with not being able to find drugs to buy, whether the respondent got the drug for free, the means by which the respondent obtained money, the quantity and packaging of the drug, and the number of minutes spent searching for, traveling to, and waiting for their last purchase. Urine tests screened for the presence of ten drugs, including marijuana, opiates, cocaine, PCP, methadone, benzodiazepines (Valium), methaqualone, propoxyphene (Darvon), barbiturates, and amphetamines (positive test results for amphetamines were confirmed by gas chromatography). Data from the DUF interview provide detailed information about each arrestee's self-reported use of 15 drugs. For each drug type, arrestees were asked whether they had ever used the drug, the age at which they first used the drug, whether they had used the drug within the past three days, how many days they had used the drug within the past month, whether they had ever needed or felt dependent on the drug, and whether they were dependent on the drug at the time of the interview. Data from the DUF interview instrument also included alcohol/drug treatment history, information about whether arrestees had ever injected drugs, and whether they were influenced by drugs when the crime that they were charged with was committed. The data also include information about whether the arrestee had been to an emergency room for drug-related incidents and whether he or she had had prior arrests in the past 12 months. Demographic data include the age, race, sex, educational attainment, marital status, employment status, and living circumstances of each respondent.

This study focused on the effect of economic resources and racial/ethnic composition on the change in crime rates from 1970-2004 in United States cities in metropolitan areas that experienced a large growth in population after World War II. A total of 352 cities in the following United States metropolitan areas were selected for this study: Atlanta, Dallas, Denver, Houston, Las Vegas, Miami, Orange County, Orlando, Phoenix, Riverside, San Bernardino, San Diego, Silicon Valley (Santa Clara), and Tampa/St. Petersburg. Selection was based on the fact that these areas developed during a similar time period and followed comparable development trajectories. In particular, these 14 areas, known as the "boomburbs" for their dramatic, post-World War II population growth, all faced issues relating to the rapid growth of tract-style housing and the subsequent development of low density, urban sprawls. The study combined place-level data obtained from the United States Census with crime data from the Uniform Crime Reports for five categories of Type I crimes: aggravated assaults, robberies, murders, burglaries, and motor vehicle thefts. The dataset contains a total of 247 variables pertaining to crime, economic resources, and race/ethnic composition.

This collection presents survey data from 12 cities in the United States regarding criminal victimization, perceptions of community safety, and satisfaction with local police. Participating cities included Chicago, IL, Kansas City, MO, Knoxville, TN, Los Angeles, CA, Madison, WI, New York, NY, San Diego, CA, Savannah, GA, Spokane, WA, Springfield, MA, Tucson, AZ, and Washington, DC. The survey used the current National Crime Victimization Survey (NCVS) questionnaire with a series of supplemental questions measuring the attitudes in each city. Respondents were asked about incidents that occurred within the past 12 months. Information on the following crimes was collected: violent crimes of rape, robbery, aggravated assault, and simple assault, personal crimes of theft, and household crimes of burglary, larceny, and motor vehicle theft. Part 1, Household-Level Data, covers the number of household respondents, their ages, type of housing, size of residence, number of telephone lines and numbers, and language spoken in the household. Part 2, Person-Level Data, includes information on respondents' sex, relationship to householder, age, marital status, education, race, time spent in the housing unit, personal crime and victimization experiences, perceptions of neighborhood crime, job and professional demographics, and experience and satisfaction with local police. Variables in Part 3, Incident-Level Data, concern the details of crimes in which the respondents were involved, and the police response to the crimes.

Effectiveness of Alternative Victim Assistance Service Delivery Models in the San Diego Region, 1993-1994 (ICPSR 2789)

This study had a variety of aims: (1) to assess the needs of violent crime victims, (2) to document the services that were available to violent crime victims in the San Diego region, (3) to assess the level of service utilization by different segments of the population, (4) to determine how individuals cope with victimization and how coping ability varies as a function of victim and crime characteristics, (5) to document the set of factors related to satisfaction with the criminal justice system, (6) to recommend improvements in the delivery of services to victims, and (7) to identify issues for future research. Data were collected using five different survey instruments. The first survey was sent to over 3,000 violent crime victims over the age of 16 and to approximately 60 homicide witnesses and survivors in the San Diego region (Part 1, Initial Victims' Survey Data). Of the 718 victims who returned the initial survey, 330 victims were recontacted six months later (Part 2, Follow-Up Victims' Survey Data). Respondents in Part 1 were asked what type of violent crime occurred, whether they sustained injury, whether they received medical treatment, what the nature of their relationship to the suspect was, and if the suspect had been arrested. Respondents for both Parts 1 and 2 were asked which service providers, if any, contacted them at the time of the incident or afterwards. Respondents were also asked what type of services they needed and received at the time of the incident or afterwards. Respondents in Part 2 rated the overall service and helpfulness of the information received at the time of the incident and after, and their level of satisfaction regarding contact with the police, prosecutor, and judge handling their case. Respondents in Part 2 were also asked what sort of financial loss resulted from the incident, and whether federal, state, local, or private agencies provided financial assistance to them. Finally, respondents in Part 1 and Part 2 were asked about the physical and psychological effects of their victimization. Demographic variables for Part 1 and Part 2 include the marital status, employment status, and type of job of each violent crime victim/witness/survivor. Part 1 also includes the race, sex, and highest level of education of each respondent. Police and court case files were reviewed six months after the incident occurred for each initial sample case. Data regarding victim and incident characteristics were collected from original arrest reports, jail booking screens, and court dockets (Part 3, Tracking Data). The variables for Part 3 include the total number of victims, survivors, and witnesses of violent crimes, place of attack, evidence collected, and which service providers were at the scene of the crime. Part 3 also includes a detailed list of the services provided to the victim/witness/survivor at the scene of the crime and after. These services included counseling, explanation of medical and police procedures, self-defense and crime prevention classes, food, clothing, psychological/psychiatric services, and help with court processes. Additional Part 3 variables cover circumstances of the incident, initial custody status of suspects, involvement of victims and witnesses at hearings, and case outcome, including disposition and sentencing. The race, sex, and age of each victim/witness/survivor are also recorded in Part 3 along with the same demographics for each suspect. Data for Part 4, Intervention Programs Survey Data, were gathered using a third survey, which was distributed to members of the three following intervention programs: (1) the San Diego Crisis Intervention Team, (2) the EYE Counseling and Crisis Services, Crisis and Advocacy Team, and (3) the District Attorney's Victim-Witness Assistance Program. A modified version of the survey with a subset of the original questions was administered one year later to members of the San Diego Crisis Intervention Team (Part 5, Crisis Intervention Team Survey Data) and to the EYE Counseling and Crisis Services, Crisis and Advocacy Team (Part 6, EYE Crisis and Advocacy Team Survey Data). The survey questions for Parts 4-6 asked each respondent to provide their reasons for becoming involved with the program, the goals of the program, responsibilities of the staff or volunteers, the types of referral services their agency provided, the number of hours of training required, and the topics covered in the training. Respondents for Parts 4-6 were further asked about the specific types of services they provided to victims/witnesses/survivors. Part 4 also contains a series of variables regarding coordination efforts, problems, and resolutions encountered when dealing with other intervention agencies and law enforcement agencies. Demographic variables for Parts 4-6 include the ethnicity, age, gender, and highest level of education of each respondent, and whether the respondent was a staff member of the agency or volunteer. The fourth survey was mailed to 53 referral agencies used by police and crisis interventionists (Part 7, Service Provider Survey Data). Part 7 contains the same series of variables as Part 4 on dealing with other intervention and law enforcement agencies. Respondents in Part 7 were further asked to describe the type of victims/witnesses/survivors to whom they provided service (e.g., domestic violence victims, homicide witnesses, or suicide survivors) and to rate their level of satisfaction with referral procedures provided by law enforcement officers, hospitals, paramedics, religious groups, the San Diego Crisis Intervention Team, the EYE Crisis Team, and the District Attorney's Victim/Witness Program. Part 7 also includes the hours of operation for each service provider organization, as well as which California counties they serviced. Finally, respondents in Part 7 were given a list of services and asked if they provided any of those services to victims/witnesses/survivors. Services unique to this list included job placement assistance, public awareness campaigns, accompaniment to court, support groups, and advocacy with outside agencies (e.g., employers or creditors). Demographic variables for Part 7 include the ethnicity, age, and gender of each respondent. The last survey was distributed to over 1,000 law enforcement officers from the Escondido, San Diego, and Vista sheriff's agencies (Part 8, Law Enforcement Survey Data). Respondents in Part 8 were surveyed to determine their familiarity with intervention programs, how they learned about the program, the extent to which they used or referred others to intervention services, appropriate circumstances for calling or not calling in interventionists, their opinions regarding various intervention programs, their interactions with interventionists at crime scenes, and suggestions for improving delivery of services to victims. Demographic variables for Part 8 include the rank and agency of each law enforcement respondent.

This study measures the size and structure of the underground commercial sex economy in eight major US cities: San Diego, Seattle, Dallas, Denver, Washington, DC, Kansas City, Atlanta, and Miami. The goals of this study were to derive a more rigorous estimate of the underground commercial sex economy (UCSE) in eight major US cities and to provide an understanding of the structure of this underground economy.

Researchers relied on a multi-method approach using both qualitative and quantitative data to estimate the size of UCSE including:

  1. Collecting official data on crime related to the underground weapons and drugs economies
  2. Conducting semi-structured interviews with convicted traffickers, pimps, child pornographers, and sex workers at the federal, state, and local levels
  3. Conducting semi-structured interviews with local and federal police investigators and prosecutors to inform our analysis of the interrelationship across different types of underground commercial sex activity.

This study examined the implementation of a specialized domestic violence unit within the San Diego County Sheriff's Department to determine whether the creation of the new unit would lead to increased and improved reporting, and more filings for prosecution. In order to evaluate the implementation of the specialized domestic violence unit, the researchers conducted the following tasks: (1) They surveyed field deputies to assess their level of knowledge about domestic violence laws and adherence to the countywide domestic violence protocol. (2) They studied a sample from the case tracking system that reported cases of domestic violence handled by the domestic violence unit to determine changes in procedures compared to an earlier case tracking study with no specialized unit. (3) They interviewed victims of domestic violence by phone to explore the responsiveness of the field deputies and the unit detectives to the needs of the victims. Part 1 (Deputy Survey Data) contains data on unit detectives' knowledge about the laws concerning domestic violence. Information includes whether or not the person considered the primary aggressor was the person who committed the first act of aggression, if a law enforcement officer could decide whether or not to complete a domestic violence supplemental report, whether an arrest should be made if there was reasonable cause to believe that a misdemeanor offense had been committed, and whether the decision to prosecute a suspect lay within the discretion of the district or city attorney. Demographic variables include deputy's years of education and law enforcement experience. Part 2 (Case Tracking Data) includes demographic variables such as race and sex of the victim and the suspect, and the relationship between the victim and the suspect. Other information was collected on whether the victim and the suspect used alcohol and drugs prior to or during the incident, if the victim was pregnant, if children were present during the incident, highest charge on the incident report, if the reporting call was made at the same place the incident occurred, suspect actions described on the report, if a gun, knife, physical force, or verbal abuse was used in the incident, if the victim or the suspect was injured, and if medical treatment was provided to the victim. Data were also gathered on whether the suspect was arrested or booked, how the investigating officer decided whether to request that the prosecutor file charges, type of evidence collected, if a victim or witness statement was collected, if the victim had a restraining order, prior history of domestic violence, if the victim was provided with information on domestic violence law, hotline, shelter, transportation, and medical treatment, highest arrest charge, number of arrests for any drug charges, weapon charges, domestic violence charges, or other charges, case disposition, number of convictions for the charges, and number of prior arrests and convictions. Part 3 (Victim Survey Data) includes demographic variables such as victim's gender and race. Other variables include how much time the deputy spent at the scene when s/he responded to the call, number of deputies the victim interacted with at the scene, number of deputies at the scene that were male or female, if the victim used any of the information the deputy provided, if the victim used referral information for counseling, legal, shelter, and other services, how helpful the victim found the information, and the victim's rating of the performance of the deputy.

This study sought to examine the effects of no-drop policies on court outcomes, victim satisfaction with the justice system, and feelings of safety. Moreover, researchers wanted to determine whether (1) prosecution without the victim's cooperation was feasible with appropriate increases in resources, (2) implementing a no-drop policy resulted in increased convictions and fewer dismissals, (3) the number of trials would increase in jurisdictions where no-drop was adopted as a result of the prosecutor's demand for a plea in cases in which victims were uncooperative or unavailable, and (4) prosecutors would have to downgrade sentence demands to persuade defense attorneys to negotiate pleas in the new context of a no-drop policy. Statutes implemented in San Diego, California, were designed to make it easier to admit certain types of evidence and thereby to increase the prosecutor's chances of succeeding in trials without victim cooperation. To assess the impact of these statutes, researchers collected official records data on a sample of domestic violence cases in which disposition occurred between 1996 and 2000 and resulted in no trial (Part 1), and cases in which disposition occurred between 1996 and 1999, and resulted in a trial (Part 2). In Everett, Washington (Part 3), Klamath Falls, Oregon (Part 4), and Omaha, Nebraska (Part 5), researchers collected data on all domestic violence cases in which disposition occurred between 1996 and 1999 and resulted in a trial. Researchers also conducted telephone interviews in the four sites with domestic violence victims whose cases resolved under the no-drop policy (Part 6) in the four sites. Variables for Part 1 include defendant's gender, court outcome, whether the defendant was sentenced to probation, jail, or counseling, and whether the counseling was for batterer, drug, or anger management. Criminal history, other domestic violence charges, and the relationship between the victim and defendant are also included. Variables for Part 2 include length of trial and outcome, witnesses for the prosecution, defendant's statements to the police, whether there were photos of the victim's injury, the scene, or the weapon, and whether medical experts testified. Criminal history and whether the defendant underwent psychological evaluation or counseling are also included. Variables for Parts 3-5 include the gender of the victim and defendant, relationship between victim and defendant, top charges and outcomes, whether the victim had to be subpoenaed, types of witnesses, if there was medical evidence, type of weapon used, if any, whether the defendant confessed, any indications that the prosecutor talked to the victim, if the victim was in court on the disposition date, the defendant's sentence, and whether the sentence included electronic surveillance, public service, substance abuse counseling, or other general counseling. Variables for Part 6 include relationship between victim and defendant, whether the victim wanted the defendant to be arrested, whether the defendant received treatment for alcohol, drugs, or domestic violence, if the court ordered the defendant to stay away from the victim, and if the victim spoke to anyone in the court system, such as the prosecutor, detective, victim advocate, defense attorney, judge, or a probation officer. The victim's satisfaction with the police, judge, prosecutor, and the justice system, and whether the defendant had continued to threaten, damage property, or abuse the victim verbally or physically are also included. Demographic variables on the victim include race, income, and level of education.

Evaluation of the Regional Auto Theft Task (RATT) Force in San Diego County, 1993-1996 (ICPSR 3483)

The Criminal Justice Research Division of the San Diego Association of Governments (SANDAG) received funds from the National Institute of Justice to assist the Regional Auto Theft Task (RATT) force and evaluate the effectiveness of the program. The project involved the development of a computer system to enhance the crime analysis and mapping capabilities of RATT. Following the implementation of the new technology, the effectiveness of task force efforts was evaluated. The primary goal of the research project was to examine the effectiveness of RATT in reducing auto thefts relative to the traditional law enforcement response. In addition, the use of enhanced crime analysis information for targeting RATT investigations was assessed. This project addressed the following research questions: (1) What were the characteristics of vehicle theft rings in San Diego and how were the stolen vehicles and/or parts used, transported, and distributed? (2) What types of vehicles were targeted by vehicle theft rings and what was the modus operandi of suspects? (3) What was the extent of violence involved in motor vehicle theft incidents? (4) What was the relationship between the locations of vehicle thefts and recoveries? (5) How did investigators identify motor vehicle thefts that warranted investigation by the task force? (6) Were the characteristics of motor vehicle theft cases investigated through RATT different than other cases reported throughout the county? (7) What investigative techniques were effective in apprehending and prosecuting suspects involved in major vehicle theft operations? (8) What was the impact of enhanced crime analysis information on targeting decisions? and (9) How could public education be used to reduce the risk of motor vehicle theft? For Part 1 (Auto Theft Tracking Data), data were collected from administrative records to track auto theft cases in San Diego County. The data were used to identify targets of enforcement efforts (e.g., auto theft rings, career auto thieves), techniques or strategies used, the length of investigations, involvement of outside agencies, property recovered, condition of recoveries, and consequences to offenders that resulted from the activities of the investigations. Data were compiled for all 194 cases investigated by RATT in fiscal year 1993 to 1994 (the experimental group) and compared to a random sample of 823 cases investigated through the traditional law enforcement response during the same time period (the comparison group). The research staff also conducted interviews with task force management (Parts 2 and 3, Investigative Operations Committee Initial Interview Data and Investigative Operations Committee Follow-Up Interview Data) and other task force members (Parts 4 and 5, Staff Initial Interview Data and Staff Follow-Up Interview Data) at two time periods to address the following issues: (1) task force goals, (2) targets, (3) methods of identifying targets, (4) differences between RATT strategies and the traditional law enforcement response to auto theft, (5) strategies employed, (6) geographic concentrations of auto theft, (7) factors that enhance or impede investigations, (8) opinions regarding effective approaches, (9) coordination among agencies, (10) suggestions for improving task force operations, (11) characteristics of auto theft rings, (12) training received, (13) resources and information needed, (14) measures of success, and (15) suggestions for public education efforts. Variables in Part 1 include the total number of vehicles and suspects involved in an incident, whether informants were used to solve the case, whether the stolen vehicle was used to buy parts, drugs, or weapons, whether there was a search warrant or an arrest warrant, whether officers used surveillance equipment, addresses of theft and recovery locations, date of theft and recovery, make and model of the stolen car, condition of vehicle when recovered, property recovered, whether an arrest was made, the arresting agency, date of arrest, arrest charges, number and type of charges filed, disposition, conviction charges, number of convictions, and sentence. Demographic variables include the age, sex, and race of the suspect, if known. Variables in Parts 2 and 3 include the goals of RATT, how the program evolved, the role of the IOC, how often the IOC met, the relationship of the IOC and the executive committee, how RATT was unique, why RATT was successful, how RATT could be improved, how RATT was funded, and ways in which auto theft could be reduced. An Exploratory Study of Labor Trafficking Among U.S. Citizen Victims, 2019-2020 (ICPSR 38137)

Recent research has identified numerous challenges facing victims of labor trafficking in the U.S. (Owens, et al., 2014; Brennan, 2014). Most of the research on labor trafficking occurring in the U.S., however, has focused on the experiences of non-citizen and foreign national victims. There are many reasons to suspect that labor trafficking victimization occurs among U.S. citizens, although the identification of this phenomenon has been difficult. For example, the homeless and those with insecure housing, individuals with intellectual and physical disability, low-wage and transitional workers, and those working in illicit economic markets or within sexualized labor services are anticipated to be at higher risk for labor trafficking victimization.

In this exploratory mixed-methods study, the research team answered four main questions to help illuminate the phenomenon of labor trafficking of U.S. citizens.

  1. What are the personal, economic, or structural vulnerabilities that put U.S. citizens at risk for labor trafficking?
  2. What does labor trafficking looks like for U.S. citizens and where does it fall on a continuum of labor exploitation?
  3. How are U.S. citizens recruited into, move to, experience, and escape from labor trafficking victimization?
  4. How do U.S. citizen labor trafficking victims seek help or exit exploitative labor situations?

These questions were answered through surveys with individuals at high risk for labor trafficking victimization across four U.S. sites (n=240), individual interviews with a subsample of survey respondents (n=27), and interviews with service providers (n=20). The surveyed population were citizens who were born in the U.S., those who were naturalized citizens at the time of their victimization, and legal permanent residents. The sampling strategy relied on several snowball and purposive sampling techniques and were developed in partnership with social service agencies, government agencies, and community contacts with knowledge of or contact with labor trafficking in each of the sites. As such, the study was not designed to generate prevalence estimation or to claim any representativeness of labor trafficking violations among U.S. citizens.

This study examined the impacts of jurisdictions' domestic violence policies on violent behavior of family members and intimate partners, on the likelihood that the police discovered an incident, and on the likelihood that the police made an arrest. The research combined two datasets. Part 1 contains information on police, prosecution policies, and local victim services. Informants within the local agencies of the 50 largest cities in the United States were contacted and asked to complete a survey inventorying policies and activities by type and year of implementation. Data from completed surveys covered 48 cities from 1976 to 1996. Part 2 contains data on domestic violence laws. Data on state statutes from 1976 to 1997 that related to protection orders were collected by a legal expert for all 50 states and the District of Columbia.

Impact of Oleoresin Capsicum Spray on Respiratory Function in Human Subjects in the Sitting and Prone Maximal Restraint Positions in San Diego County, 1998 (ICPSR 2961)

Oleoresin capsicum (OC), or pepper spray, has gained wide acceptance as standard police equipment in law enforcement as a swift and effective method to subdue violent, dangerous suspects in the field. As a use-of-force method, however, OC spray has been alleged in the media to have been associated with a number of in-custody deaths. The goal of this study was to assess the safety of a commercially available OC spray in use by law enforcement agencies nationwide. The study was conducted as a randomized, cross-over, controlled trial on volunteer human subjects recruited from the local law enforcement training academy in San Diego County, California. Subjects participated in four different experimental trials in random order over two separate days in a pulmonary function testing laboratory: (a) placebo spray exposure followed by sitting position, (b) placebo spray exposure followed by restraint position, (c) OC spray exposure followed by sitting position, and (d) OC spray exposure followed by restraint position. Prior to participation, subjects completed a short questionnaire regarding their health status, history of lung disease and asthma, smoking history, medication use, and respiratory inhaler medication use. Prior to exposure, subjects also underwent a brief screening spirometry in the sitting position by means of a portable spirometry device to determine baseline pulmonary function. Subjects then placed their heads in a 5' x 3' x 3' exposure box that allowed their faces to be exposed to the spray. A one-second spray was delivered into the box from the end opposite the subject (approximately five feet away). Subjects remained in the box for five seconds after the spray was delivered. During this time, subjects underwent impedance monitoring to assess whether inhalation of the OC or placebo spray had occurred. After this exposure period, subjects were placed in either the sitting or prone maximal restraint position. Subjects remained in these positions for ten minutes. Repeat spirometric measurements were performed, oxygen saturation, blood pressure, end-tidal carbon dioxide levels, and pulse rate were recorded, and an arterial blood sample was drawn. A total of 34 subjects completed the study, comprising 128 separate analyzable study trials. Variables provided in all three parts of this collection include subject's age, gender, ethnicity, height, weight, body mass index, past medical history, tobacco use history, and history of medication use, as well as OC spray or placebo exposure and sitting or restraint position during the trial. Part 1 also includes tidal volume, respiratory rate, and heart rate at baseline and at 1, 5, 7, and 9 minutes, and systolic and diastolic blood pressure at baseline and at 3, 6, and 9 minutes. Additional variables in Part 2 include predicted forced vital capacity and predicted forced expiratory volume in 1 second, and the same measures at baseline, 1.5 minutes, and 10 minutes. Derived variables include percent predicted and mean percent predicted values involving the above variables. Part 3 also provides end-tidal carbon dioxide and oxygenation levels, oxygen saturation, oxygen consumption at baseline and at 1, 5, 7, and 9 minutes, blood pH, partial pressure of oxygen, and partial pressure of carbon dioxide at 8 minutes.

The Longitudinal Examination of Victimization Experiences of Latinos (LEVEL) study surveyed Latino adults from four major cities across the United States to evaluate the past-year incidence and prevalence of bias or hate motivated victimization. This study is a follow-up to the Understanding and Measuring Bias Victimization Against Latinos study, ICPSR 37598, that was conducted in 2018-2019. The hope of this follow-up study, in conjunction with the original study "Wave 1", is to provide greater context into bias victimization by breaking apart the diverse nature of Latinx communities in regards to immigration status, language use, origin, acculturation, and enculturation.

Mandatory Custody Mediation in San Diego, California, 1996 (ICPSR 20365)

The purpose of the study was to provide empirical data to inform the debate and lead to meaningful answers to questions in custody mediation and domestic violence including equity of outcomes for families with partner violence versus those without any evidence of violence, and the issue of health and safety outcomes for the children. Researchers examined every seventh action filed in the Family Court in San Diego during the calendar year 1996. Each of the 512 nonagreement mediation reports and its associated Court Screening Form were scanned in its entirety and subsequently printed. Each report also contained an appended page, containing a detailed parenting plan in which the mediator summarized the percentage of physical custody recommended for each parent. Each report was studied and content analyzed by three trained raters who had no access to the Court Screening Form and so were blind to any a prior domestic violence allegations. The majority of coding items called for yes/no responses. Other coding items allowed the raters to choose from among more than two options. A variable was coded in a particular direction if all three raters agreed or if two of the three raters agreed. The domestic violence sample (n = 200) included all of the selected cases with domestic violence indicators on the current screening form, prior allegation of domestic violence on a court screening form and/or a permanent domestic violence restraining order in the case file that was available to the mediator, and clear cases of domestic violence as documented by the mediator in which there was absolutely no indication of domestic violence on any screening form or in the case file. The nondomestic violence sample (n = 200) included 200 of the remaining 312 cases that had no indicators of domestic violence in the file and no mention of domestic violence in the mediation report. The data includes five categories of variables: general case information, parental factors, child factors, family interaction factors, and current parental relationship.

This sample of the National Crime Survey contains information about victimization in 26 central cities in the United States. The data are designed to achieve three primary objectives: 1) to develop detailed information about the victims and consequences of crime, 2) to estimate the numbers and types of crimes not reported to police, and 3) to provide uniform measures of selected types of crimes and permit reliable comparisons over time and between areas of the country. Information about each household or personal victimization was recorded. The data include type of crime (attempts are covered as well), description of offender, severity of crime, injuries or losses, time and place of occurrence, age, race and sex of offender(s), relationship of offenders to victims, education, migration, labor force status, occupation, and income of persons involved.

Nature and Scope of Violence Against Women in San Diego [California], 1996-1998 (ICPSR 3019)

The goal of this study was to compile and analyze data about incidents of domestic violence in San Diego County, California, in order to enhance understanding of the nature and scope of violence against women. The following objectives were set to achieve this goal: (1) to develop a standardized interview instrument to be used by all emergency shelters for battered women in the region, and (2) to conduct interviews with shelter staff. For this study, the San Diego Association of Governments (SANDAG) collected information about domestic violence in San Diego County from clients admitted to battered women's shelters. The Compilation of Research and Evaluation (CORE) intake interview (Part 1) was initiated in March of 1997. Through this interview, researchers gathered data over a 22-month period, through December 1998, for 599 clients. The CORE discharge interview (Part 2) was theoretically completed at the time of exit with each client who completed the CORE intake interview in order to document the services received. However, data collection at exit was not reliable, due to factors beyond the researchers' control, and thus researchers did not receive a discharge form for each individual who had an intake form. For Part 1 (Intake Data), demographic variables include the client's primary language, and the client and batterer's age, education, race, how they supported themselves, their annual incomes, and their children's sex, age, and ethnicity. Other variables cover whether the client had been to this shelter within the last 12 months, the kind of housing the client had before she came to the shelter, person's admitted along with the client, drug and alcohol use by the client, the batterer, and the children, relationship between the client and the batterer (e.g., spouse, former spouse), if the client and batterer had been in the military, if the client or children were military dependents, the client's citizenship, if the client and batterer had any physical/mental limitations, abuse characteristics (e.g., physical, verbal, sexual, weapon involved), and the client's medical treatment history (e.g., went to hospital, had been abused while pregnant, witnessed abuse while growing up, had been involved in other abusive relationships, had attempted suicide). Additional variables provide legal information (number of times police had been called to the client's household as a result of domestic violence, if anyone in the household had been arrested as a result of those calls, if any charges were filed, if the client or batterer had been convicted of abuse), if the client had a restraining order against the batterer, how the client found out about the shelter, the number of times the client had been admitted to a domestic violence shelter, the client's assessment of her needs at the time of admittance, and the interviewer/counselor's assessment of the client's needs at the time of admittance. Part 2 (Discharge Data) provides information on services the client received from the shelter during her stay (food, clothing, permanent housing, transitional housing, financial assistance, employment, education, medical help, assistance with retrieving belongings, assistance with retrieving/replacing legal documents, law enforcement, temporary restraining order), and services this client received as a referral to another agency (attorney, divorce, child care, counseling, transportation, safety plan, victim/witness funds, mental health services, department of social services, Children's Services Bureau, help with immigration, drug treatment).

A Process & Impact Evaluation of the Veterans Moving Forward: Best Practices, Outcomes, and Cost-Effectiveness, United States, 2015-2016 (ICPSR 37192)

In 2014, the San Diego Association of Governments applied for and received funding from the National Institute of Justice (NIJ) to conduct a process and impact evaluation of the Veterans Moving Forward (VMF) program that was created by the San Diego County Sheriff's Department in partnership with the San Diego Veterans Administration (VA) in 2013. VMF is a veteran-only housing unit for male inmates who have served in the U.S. military. When the grant was written, experts in the field had noted that the population of veterans returning to the U.S. with numerous mental health issues, including post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), and depression, were increasing and as a result, the number of veterans incarcerated in jails and prisons was also expected to increase. While numerous specialized courts for veterans had been implemented across the country at the time, veteran-specific housing units for those already sentenced to serve time in custody were rarer and no evaluations of these units had been published. Since this evaluation grant was awarded, the number of veteran-only housing units has increased, demonstrating the need for more evaluation information regarding lessons learned.

A core goal when creating VMF was to structure an environment for veterans to draw upon the positive aspects of their shared military culture, create a safe place for healing and rehabilitation, and foster positive peer connections. There are several components that separate VMF from traditional housing with the general population that relate to the overall environment, the rehabilitative focus, and initiation of reentry planning as early as possible. These components include the selection of correctional staff with military backgrounds and an emphasis on building on their shared experience and connecting through it; a less restrictive and more welcoming environment that includes murals on the walls and open doors; no segregation of inmates by race/ethnicity; incentives including extended dayroom time and use of a microwave and coffee machine (under supervision); mandatory rehabilitative programming that focuses on criminogenic and other underlying risks and needs or that are quality of life focused, such as yoga, meditation, and art; a VMF Counselor who is located in the unit to provide one-on-one services to clients, as well as provide overall program management on a day-to-day basis; the regular availability of VA staff in the unit, including linkages to staff knowledgeable about benefits and other resources available upon reentry; and the guidance and assistance of a multi-disciplinary team (MDT) to support reentry transition for individuals needing additional assistance.

The general criteria for housing in this veteran module includes: (1) not being at a classification level above a four, which requires a maximum level of custody; (2) not having less than 30 days to serve in custody; (3) no state or federal prison holds and/or prison commitments; (4) no fugitive holds; (5) no prior admittance to the psychiatric security unit or a current psychiatric hold; (6) not currently a Post-Release Community Supervision Offender serving a term of flash incarceration; (7) not in custody for a sex-related crime or requirement to register per Penal Code 290; (8) no specialized housing requirements including protective custody, administration segregation, or medical segregation; and (9) no known significant disciplinary incidents.

Prosecuting Trafficking in Persons Cases: An Analysis of Local Strategies and Approaches, United States, 2009-2018 (ICPSR 37451)

This project examined practices and initiatives undertaken by prosecutors across the United States to address trafficking in persons (TIP) in order to learn about TIP case identification and case building; when jurisdictions prosecute utilizing their state's TIP statute or alternative charges; and how prosecutors approach victim identification, serving victims, and increasing convictions and penalties for traffickers and buyers. It also sought to draw lessons learned that other jurisdictions can use to begin this work or increase their capacity and effectiveness, regardless of size or location. This project was a partnership between the Justice Research and Statistics Association (JRSA) and the National District Attorney's Association (NDAA) and consisted of two phases. Phase I was a national survey of prosecutors and Phase II was a series of four case studies in jurisdictions undertaking anti-TIP initiatives.

The results of the survey are intended to provide a national snapshot of trends in local TIP prosecutions and the use of state-level TIP statutes by local prosecutors. It serves as a ten-year update to, and expansion of, previous research on local prosecutorial approaches to trafficking that had used data on cases prosecuted through 2008.

This collection includes data gathered through three separate study designs. The first study called for tracking cases and forensic evidence through local criminal justice processes for five offenses: homicide, sexual assault, aggravated assault, robbery and burglary. Two sites, Denver, Colorado, and San Diego, California, participated in the study. Demographic data were collected on victims (Victim Data n = 7,583) and defendants (Defendant Data n = 2,318). Data on forensic evidence collected at crime scenes included DNA material (DNA Evidence Data n = 1,894), firearms evidence (Ballistics Evidence Data n = 488), latent prints (Latent Print Evidence Data n = 766), trace evidence (Other Impressions Evidence Data n = 49), and drug evidence (Drug Evidence Data n = 43). Comparisons were then made between open and closed cases from the participating sites. Two smaller studies were conducted as part of this grant. The second study was an analysis of an experiment in the Miami-Date, Florida Police Department (Miami-Data County Data n = 1,421) to determine whether clearance rates for no-suspect property crimes could be improved through faster processing of DNA evidence. The third study was a survey of 75 police departments across the nation (Crime Labs Survey Data) to obtain information on the organizational placement, staffing and responsibilities of crime lab units.

This data collection offers information on socioeconomic and demographic characteristics of synthetic drug users, characteristics of synthetic drug use such as frequency and method of intake, and factors that prompt drug users to begin to use synthetic drugs or to switch from agricultural drugs to synthetic drugs. Synthetic drugs investigated in the collection include PCP, ice, ecstasy, and speed, while nonsynthetic drugs include alcohol, marijuana, heroin, cocaine, and crack. Patterns of use for all of these drugs are explored. Questions about specific drugs include whether the respondent had ever used the drug, age first used, number of days in the past 30 days the drug was used, whether the drug was used more than two times per week, method of drug intake, and the drug used most often by the respondent and by the respondent's friends. Additional variables include reasons for preferring synthetic or nonsynthetic drugs, reasons the respondent would discontinue use or switch to another drug, availability and cost of certain drugs, and extent of involvement in selling, money handling, and protection. Finally, demographic variables such as sex, ethnicity, age, highest grade completed, employment activity in the past month, geographical location, and subject source (criminal justice system or drug treatment center) are included in the file. The unit of analysis is the individual drug user.

The purpose of the study was to provide statistically sound estimates on the prevalence of trafficking victimization and investigate the type of trafficking victimization among unauthorized migrant laborers in San Diego. Data were collected through face to face interviews using respondent driven sampling (Labor Trafficking Main Data, n=826 and Specific Trafficking Incident Data, n=826). There were sixteen interview sites spread across San Diego county. All interviews were conducted with at least two interviewers present. The study used a total of seven bilingual interviewers who conducted 826 valid interviews. Each subject was paid thirty dollars for participating in the interview, and given three referral coupons worth ten dollars each. The Respondent Driven Sampling (RDS) began with an initial set of "seeds" recruited from the target population through a combination of recruiting strangers at day labor sites and existing community contacts within the social networks of Center for Social Advocacy (CSA) outreach workers. To be eligible for participation in the study, one had to be unauthorized in the United States and be working (or have worked within) the past 3 months. Other than the seeds, all subsequent referrals had to call the project phone number to schedule interviews with their coupon numbers.

This study surveyed immigrant and non-immigrant populations residing in high Latino population communities in order to:

  • Assess the nature and pattern of bias motivated victimization.
  • Explore the co-occurrence of bias motivated victimization with other forms of victimization.
  • Measure reporting and help-seeking behaviors of individuals who experience bias motivated victimization.
  • Identify cultural factors which may contribute to the risk of bias victimization.
  • Evaluate the effect of bias victimization on negative psychosocial outcomes relative to other forms of victimization.
  • The study's sample was a community sample of 910 respondents which included male and female Latino adults across three metropolitan areas within the conterminous United States. These respondents completed the survey in one of two ways. One set of respondents completed the survey on a tablet with the help of the research team, while the other group self-administered the survey on their own mobile device. The method used to complete the survey was randomly selected. A third option (paper and pencil with an administrator) was initially included but was removed early in the survey's deployment. The survey was administered from May 2018 to March 2019 in the respondent's preferred language (English or Spanish).

    This collection contains 1,620 variables, and includes derived variables for several scales used in the questionnaire. Bias victimization measures considered both hate crimes (e.g. physical assault) and non-criminal bias events (e.g. racial slurs) and allowed the respondent to report multiple incidents, perpetrators, and types of bias victimization. The respondents were asked about their help-seeking and reporting behaviors for the experience of bias victimization they considered to be the most severe and the measures considered both formal (e.g. contacting the police) and informal (e.g. communicating with family) help-seeking behaviors. The victimization scale measured exposure to traumatic events (e.g. witnessing a murder) as well as experiences of victimization (e.g. physical assault). Acculturation and enculturation scales measured topics such as the respondent's use of Spanish and English and their consumption of media in both languages. The variables pertaining to acculturative stress considered factors such as feelings of social isolation, experiences of racism, and conflict with family members. The variables for mental health outcomes measured symptoms of anger, anxiety, depression, and disassociation.

    Understanding the Use of Force By and Against the Police in Six Jurisdictions in the United States, 1996-1997 (ICPSR 3172)

    This study examined the amount of force used by and against law enforcement officers and more than 50 characteristics of officers, civilians, and arrest situations associated with the use of different levels of force. An important component of this multijurisdiction project was to employ a common measurement of elements of force and predictors of force. Data were gathered about suspects' and police officers' behaviors from adult custody arrests in six urban law enforcement agencies. The participating agencies were the Charlotte-Mecklenburg (North Carolina) Police Department, Colorado Springs (Colorado) Police Department, Dallas (Texas) Police Department, St. Petersburg (Florida) Police Department, San Diego (California) Police Department, and San Diego County (California) Sheriff's Department. Data collection began at different times in the participating departments, so the total sample included arrests during the summer, fall, and winter of 1996-1997. Forms were completed and coded for 7,512 adult custody arrests (Part 1). This form was used to record officer self-reports on the characteristics of the arrest situation, the suspects, and the officers, and the specific behavioral acts of officers, suspects, and bystanders in a particular arrest. Similar items were asked of 1,156 suspects interviewed in local jails at the time they were booked following arrest to obtain an independent assessment of officer and suspect use of force (Part 2). Officers were informed that some suspects would be interviewed, but they did not know which would be interviewed or when. Using the items included on the police survey, the research team constructed four measures of force used by police officers -- physical force, physical force plus threats, continuum of force, and maximum force. Four comparable measures of force used by arrested suspects were also developed. These measures are included in the data for Part 1. Each measure was derived by combining specific actions by law enforcement officers or by suspects in various ways. The first measure was a traditional conceptual dichotomy of arrests in which physical force was or was not used. For both the police and for suspects, the definition of physical force included any arrest in which a weapon or weaponless tactic was used. In addition, police arrests in which officers used a severe restraint were included. The second measure, physical force plus threats, was similar to physical force but added the use of threats and displays of weapons. To address the potential limitations of these two dichotomous measures, two other measures were developed. The continuum-of-force measure captured the levels of force commonly used in official policies by the participating law enforcement agencies. To construct the fourth measure, maximum force, 503 experienced officers in five of the six jurisdictions ranked a variety of hypothetical types of force by officers and by suspects on a scale from 1 (least forceful) to 100 (most forceful). Officers were asked to rank these items based on their own personal experience, not official policy. These rankings of police and suspect use of force, which appear in Part 3, were averaged for each jurisdiction and used in Part 1 to weight the behaviors that occurred in the sampled arrests. Variables for Parts 1 and 2 include nature of the arrest, features of the arrest location, mobilization of the police, and officer and suspect characteristics. Part 3 provides officer rankings on 54 items that suspects might do or say during an arrest. Separately, officers ranked a series of 44 items that a police officer might do or say during an arrest. These items include spitting, shouting or cursing, hitting, wrestling, pushing, resisting, fleeing, commanding, using conversational voice, and using pressure point holds, as well as possession, display, threat of use, or use of several weapons (e.g., knife, chemical agent, dog, blunt object, handgun, motor vehicle).
