The goal of the Arrestee Drug Abuse Monitoring (ADAM) Program is to determine the extent and correlates of illicit drug use in the population of booked arrestees in local areas. Data were collected in 2001 at four separate times (quarterly) during the year in 33 metropolitan areas in the United States. The ADAM program adopted a new instrument in 2000 in adult booking facilities for male (Part 1) and female (Part 2) arrestees. Data from arrestees in juvenile detention facilities (Part 3) continued to use the juvenile instrument from previous years, extending back through the DRUG USE FORECASTING series (ICPSR 9477). The ADAM program in 2001 also continued the use of probability-based sampling for male arrestees in adult facilities, which was initiated in 2000. Therefore, the male adult sample includes weights, generated through post-sampling stratification of the data. For the adult files, variables fell into one of eight categories: (1) demographic data on each arrestee, (2) ADAM facesheet (records-based) data, (3) data on disposition of the case, including accession to a verbal consent script, (4) calendar of admissions to substance abuse and mental health treatment programs, (5) data on alcohol and drug use, abuse, and dependence (6) drug acquisition data covering the five most commonly used illicit drugs, (7) urine test results, and (8) weights. The juvenile file contains demographic variables and arrestee's self-reported past and continued use of 15 drugs, as well as other drug-related behaviors.

These data are part of NACJD's Fast Track Release and are distributed as they were received from the data depositor. The files have been zipped by NACJD for release, but not checked or processed except for the removal of direct identifiers. Users should refer to the accompanying readme file for a brief description of the files available with this collection and consult the investigator(s) if further information is needed.

The study integrated neighborhood-level data on robbery and burglary gathered from local police agencies across the United States, foreclosure data from RealtyTrac (a real estate information company), and a wide variety of social, economic, and demographic control variables from multiple sources. Using census tracts to approximate neighborhoods, the study regressed 2009 neighborhood robbery and burglary rates on foreclosure rates measured for 2007-2008 (a period during which foreclosure spiked dramatically in the nation), while accounting for 2007 robbery and burglary rates and other control variables that captured differences in social, economic, and demographic context across American neighborhoods and cities for this period. The analysis was based on more than 7,200 census tracts in over 60 large cities spread across 29 states. Core research questions were addressed with a series of multivariate multilevel and single-level regression models that accounted for the skewed nature of neighborhood crime patterns and the well-documented spatial dependence of crime.

This trends and best practices evaluation geared toward motor vehicle theft prevention with a particular focus on the Watch Your Car (WYC) program was conducted between October 2002 and March 2004. On-site and telephone interviews were conducted with administrators from 11 of 13 WYC member states. Surveys were mailed to the administrators of auto theft prevention programs in 36 non-WYC states and the 10 cities with the highest motor vehicle theft rates. Completed surveys were returned from 16 non-WYC states and five of the high auto theft rate cities. Part 1, the survey for Watch Your Car (WYC) program members, includes questions about how respondents learned about the WYC program, their WYC related program activities, the outcomes of their program, ways in which they might have done things differently if given the opportunity, and summary questions that asked WYC program administrators for their opinions about various aspects of the overall WYC program. The survey for the nonmember states, Part 2, and cities, Part 3, collected information about motor vehicle theft prevention within the respondent's state or city and asked questions about the respondent's knowledge of, and opinions about, the Watch Your Car program.

Battering, Work, and Welfare in Allegheny County, Pennsylvania, 2001-2002 (ICPSR 4081)

The project's primary research objective was to assess the degree to which violence, sabotage, and control present obstacles to waged work and job training for women in Allegheny County, Pennsylvania. It sought to develop and assess instruments and generate data to serve as guideposts for policy and service delivery. The study consisted of two parts: (1) a series of interviews with 40 female welfare recipients, and (2) a community literacy project that resulted in a collection of narratives by female welfare recipients. Interviews were conducted with 40 Temporary Assistance to Needy Families (TANF) recipients who were enrolled at the Reemployment Transition Center (RTC) in Allegheny County, Pennsylvania, between May 29, 2001, and June 27, 2001. After explaining the research project to the intake group, the interviewers met in private with interested potential subjects. The interviews consisted of an initial face-to-face retrospective interview (Parts 1 through 5), conducted when subjects enrolled at RTC, and three follow-up interviews designed to be administered quarterly. The first follow-up interview (Part 6) was conducted between October 15, 2001, and May 7, 2002. The second follow-up interview (Part 7) was conducted between March 12, 2002, and May 21, 2002. The final follow-up (Part 8) interview was conducted between July 3, 2002, and November 15, 2002. Follow-up interviews were in person or by telephone (depending on the respondent's preference). A key innovation of this research project was to gather data on school, work, welfare, and relationships with enough precision to trace the complex connections among battering, work, and welfare over the course of poor women's lives (Part 9). To do so, researchers collected data on the start and end dates of each period of education, each job, each period on welfare, and each relationship. These data enabled researchers to compare the number and length of spells at work and on welfare for women who did and women who did not report various obstacles, including battering. Finally, researchers summarized some elements of the longitudinal data such as relationship and employment information into a data file (Part 10). In all, there are 10 quantitative data files encompassing 1,895 variables. In addition to the 10 quantitative data files, there are respondent answers to open text questions (Part 11). Interviewers were able to record field notes, which included observations about the interview context, overall impressions of the process, elaborated answers to open-ended questions, etc. (Part 12). There are also 8 autobiographical narratives to serve as sources of qualitative data on the ways current and former welfare recipients experience and perceive work, welfare, and relationships (including abuse) (Part 13). The Part 1 (Retrospective Demographic and Hardship Data) data file contains demographic information including living arrangements and income. The Part 2 (Retrospective Education Data) data file contains information related to the respondent's prior education. The Part 3 (Retrospective Employment Data) data file contains information related to the respondent's employment history. The Part 4 (Retrospective Welfare Data) contains information related to the respondent's welfare history. The Part 5 (Retrospective Relationship Data) data file contains information related to the Work-Related Control, Abuse, and Sabotage Checklist (WORCASC) and the Work/School Abuse Scale (W/SAS), which asked questions about interference, sabotage, and violence in relationships. The Part 6 (First Follow-Up Interview Data), Part 7 (Second Follow-Up Interview Data), and Part 8 (Final Follow-Up Interview Data) data files include follow-up information to that collected in Parts 1-5. The Part 9 (Date and Spell Data) data file provides data on the start and end dates of each period of education, each job, each period on welfare, and each relationship, and the Part 10 (Summary Longitudinal Data) data file summarizes some elements of the longitudinal data.

Bethlehem [Pennsylvania] Police Family Group Conferencing Project, 1993-1997 (ICPSR 2679)

The purpose of this study was to evaluate the implementation of conferencing as a restorative policing practice. Family group conferencing is considered an important new development in restorative justice practice as a means of dealing more effectively with young first-time offenders by diverting them from court and involving their extended families and victims in conferences to address their wrongdoing. Cases deemed eligible for the study were property crimes including retail and other thefts, criminal mischief and trespass, and violent crimes including threats, harassment, disorderly conduct, and simple assaults. A total of 140 property crime cases and 75 violent crime cases were selected for the experiment, with two-thirds of each type randomly assigned to a diversionary conference (treatment group) and one-third of each type assigned to formal adjudication (control group). Participation in the conference was voluntary. If either party declined or if the offender did not admit responsibility for the offense, the case was processed through normal criminal justice channels. Those cases constituted a second treatment group (decline group). The Bethlehem, Pennsylvania, Police Department and the Community Service Foundation conducted a two-year study on the effectiveness of police-based family group conferencing. Beginning on November 1, 1995, 64 conferences were conducted for the study. Approximately two weeks after their cases were disposed, victims, offenders, and offenders' parents in the three experimental groups (control, conference, decline) were surveyed by mail, in-person interviews, or telephone interviews. Those who participated in conferences (Parts 4, 6, and 8) received a different questionnaire than those whose cases went through formal adjudication (Parts 5, 7, and 9), with similar questions to allow for comparison and some questions particular to the type of processing used on their case. Disposition data on cases were collected from five district magistrates in Bethlehem from January 1, 1993, to September 12, 1997. Data on recidivism and outcomes of the control and decline group cases were obtained from (1) the Bethlehem Police Department arrest database (Part 1) and (2) a database of records from the five district magistrates serving Bethlehem, drawn from a statewide magistrate court database compiled by the Administrative Office of Pennsylvania Courts (Part 2). An attitudinal and work environment survey was administered to the Bethlehem Police Department on two occasions, just before the conferencing program commenced (pre-test) and eighteen months later (post-test) (Part 3). Part 1 variables include offender age, year of offense, charge code, amounts of fine and payments, crime type, offender crime category, and disposition. Part 2 collected disposition data on cases in the study and officers' observations on the conferences. Demographic variables include offender's age at current arrest, ethnicity, and gender. Other variables include type of charge, arrest, disposition, sentence, and recidivism, reason not conferenced, current recorded charge class, amounts of total fines, hours of community service, and conditions of sentence. Part 3 collected information on police attitudes and work environment before and after the conferencing program. Variables on organizational issues include ratings on communication, morale, co-workers, supervision, administration, amenities, equipment, and promotions. Variables on operational issues include ratings on danger, victims, frustration, external activities, complaints, workload, and driving. In Parts 4 to 9, researchers asked offenders, parents of offenders, and victims about their perceptions of how their cases were handled by the justice system and the fairness of the process, their attitudes and beliefs about the justice system, and their attitudes toward the victim and offender. Variables include whether the respondent was satisfied with the way the justice system handled the case, if the offender was held accountable for the offense, if meeting with the victim was helpful, if the respondent was surprised by anything in the conference, if the respondent told the victim/offender how he/she felt, if there was an opportunity to reach an agreement acceptable to all, if the offender/parents apologized, if the victim/parents had a better opinion of the offender after the conference, what the respondent's attitude toward the conference was, if the respondent would recommend a conference to others, if the offender was pressured to do all the talking, if the offender was treated with respect, if victim participation was insincere, if the respondent had a better understanding of how the victim was affected, if the victim only wanted to be paid back, and if conferences were responsive to needs.

The Census of Juveniles in Residential Placement (CJRP) was administered for the first time in 1997 by the United States Bureau of the Census, for the Office of Juvenile Justice and Delinquency Prevention (OJJDP). CJRP replaced the Census of Public and Private Juvenile Detention, Correctional, and Shelter Facilities, also known as the Children in Custody (CIC) census, which had been conducted since the early 1970s. The CJRP differs fundamentally from CIC in that the CIC collected aggregate data on juveniles held in each facility (e.g., number of juveniles in the facility) and the CJRP collects an individual record on each juvenile held in the residential facility to provide a detailed picture of juveniles in custody. The CJRP, which is conducted biennially, asked juvenile residential custody facilities in the United States to describe each youth assigned a bed in the facility on a specified reference date. For 1997, the reference date was the fifth Wednesday in October. For 1999-2003 and 2007, the reference date was the fourth Wednesday in October. For 2006 and 2010, the reference date was the fourth Wednesday in February. Characteristics of the facility, treatment services, and facility population were also collected. Each record in the data that provides information about a juvenile also includes the characteristics of the facility in which the juvenile was held. Therefore, the CJRP data can be analyzed at the juvenile or facility level. Some state and regional agencies provide CJRP data for more than one facility under their jurisdiction. The census was not sent to adult facilities or to facilities exclusively for drug or mental health treatment or for abused or neglected children. The concatenated data include the seven years of CJRP data in one file. Data were harmonized so that variables present across years are identically named to facilitate analysis.

For 1997, the reference date was the fifth Wednesday in October. For 1999-2003 and 2007, the reference date was the fourth Wednesday in October. For 2006 and 2010, the reference date was the fourth Wednesday in February. Characteristics of the facility, treatment services, and facility population were also collected in the CJRP. The JRFC collected information on facility characteristics, including size, structure, security arrangements, ownership, and use of bed space in the facility. The JRFC used four modules to collect information on the physical health services, educational services, substance abuse treatment, and mental health treatment provided to youth in these facilities. These four modules were not always collected each year. The JRFC also identified the type of facility, which was complemented with a series of questions about other residential services provided by the facility, such as independent living, foster care, or other arrangements. This collection includes data from the CENSUS OF JUVENILES IN RESIDENTIAL PLACEMENT (CJRP) AND JUVENILE RESIDENTIAL FACILITY CENSUS (JRFC), 1997-2010 -- CONCATENATED MATCHED DATA [UNITED STATES] (ICPSR 27543) that were aggregated to the state level. The CJRP asked juvenile residential custody facilities in the United States to describe each youth assigned a bed in the facility on a specified reference date. For 1997, the reference date was the fifth Wednesday in October. For 1999-2003 and 2007, the reference date was the fourth Wednesday in October. For 2006 and 2010, the reference date was the fourth Wednesday in February. Characteristics of the facility, treatment services, and facility population were also collected in the CJRP. The JRFC collected information on facility characteristics, including size, structure, security arrangements, ownership, and use of bed space in the facility. The JRFC used four modules to collect information on the physical health services, educational services, substance abuse treatment, and mental health treatment provided to youth in these facilities. These four modules were not always collected each year. The JRFC also identified the type of facility, which was complemented with a series of questions about other residential services provided by the facility, such as independent living, foster care, or other arrangements. The JRFC has been administered biennially since 2000, in even-numbered years. The JRFC census reference date is the fourth Wednesday in October. Records in the concatenated matched data file (ICPSR 27543) were aggregated to the state level. Therefore, the CJRP/JRFC concatenated matched state-level data provide information about the characteristics of juvenile residential facilities in the state from both the CJRP and JRFC collections and the juvenile population held in these facilities from the CJRP collection. Only facilities that held at least one juvenile for an offense on the CJRP census reference date were included in the concatenated matched file, i.e., all facilities in the biennial JRFC data may not have been included in the file used for the aggregation. Variables providing United States Census population data and upper age of juvenile court jurisdiction were also added. Data were harmonized so that variables present across years are identically named to facilitate analysis.

The purpose of the Census of Juveniles on Probation (CJP) was to collect individual-level data about youth on probation, including their numbers and characteristics. The CJP survey asked respondents to report the total number of juveniles on formal probation within their reporting jurisdiction on the reference date of October 24, 2012.

For each youth on probation, responding agencies were asked to provide the following information: sex, date of birth, race, most serious offense, state and county where most serious offense was committed, and the state and county where the juvenile resided on the census reference date.

This data collection contains the national data.

This study sought to assess changes in the volume and types of homicide committed in Philadelphia, Phoenix, and St. Louis from 1980 to 1994 and to document the nature of those changes. Three of the eight cities originally studied by Margaret Zahn and Marc Riedel (NATURE AND PATTERNS OF HOMICIDE IN EIGHT AMERICAN CITIES, 1978 [ICPSR 8936]) were revisited for this data collection. In each city, police records were coded for each case of homicide occurring in the city each year from 1980 to 1994. Homicide data for St. Louis were provided by the St. Louis Homicide Project with Scott Decker and Richard Rosenfeld as the principal investigators. Variables describing the event cover study site, year of the case, date and time of assault, location of fatal injury, method used to kill the victim, and circumstances surrounding the death. Variables pertaining to offenders include total number of homicide and assault victims, number of offenders arrested, number of offenders identified, and disposition of event for offenders. Variables on victims focus on whether the victim was killed at work, if the victim was using drugs or alcohol, the victim's blood alcohol level, and the relationship of the victim to the offender. Demographic variables include age, sex, race, and marital status of victims and offenders.

This study examined the laws, policies, and practices related to juvenile DNA collection, as well as their implications for the juvenile and criminal justice systems. DNA evidence proved valuable in solving crimes, which motivated a concerted effort to expand the categories of offenders who provided DNA samples for analysis and inclusion in the Combined DNA Index System (CODIS), the Federal Bureau of Investigation (FBI)-operated national database.

State requirements for DNA collection, which initially focused on adult offenders convicted of sexual or violent offenses, expanded to include other categories of convicted felons, convicted misdemeanants, arrestees, and juveniles. In 30 states, certain categories of juveniles handled in the juvenile justice system must now provide DNA samples. The study was designed to explore the practice and implications of collecting DNA from juveniles and addressed the following questions:

  1. How have state agencies, juvenile justice agencies and state laboratories implemented juvenile DNA collection laws?
  2. What were the number and characteristics of juveniles with profiles included in CODIS?
  3. How have juvenile profiles in CODIS contributed to public safety or other justice outcomes?
  4. What improvements to policies and practices needed to be made?

To examine these questions, researchers at the Urban Institute: (1) systematically reviewed all state DNA statutes; (2) conducted semi-structured interviews with CODIS lab representatives in states that collect DNA from juveniles to understand how the laws were implemented; (3) collected and analyzed descriptive data provided by these labs on the volume and characteristics of juvenile profiles in CODIS; (4) conducted semi-structured interviews with juvenile and criminal justice stakeholders in five case study states; and (5) convened a meeting of federal officials and experts from the forensic and juvenile justice committees to explore the broader impacts of juvenile DNA collection.

The National Crime Surveys, of which these Commercial Victimization Surveys are a part, were conducted to obtain current and reliable measures of serious crime in the United States. The Commercial Victimization Surveys are restricted to coverage of burglary and robbery incidents. They include all types of commercial establishments as well as political, cultural, and religious organizations. The survey includes a series of questions about the business, e.g., type and size, form of ownership, insurance, security, and break-in and robbery characteristics. Time and place, weapon, injury, entry evidence, offender characteristics, and stolen property data were collected for each of the incidents. Data on both victimized and nonvictimized establishments in 26 different cities were collected during 1972, 1973, and 1974. In the 1975 survey, data from the 13 cities surveyed during 1972 and 1973 were collected again.

They document burglary and robbery incidents for all types of commercial establishments, as well as political, cultural, and religious organizations. Business characteristics gathered include form of ownership and operation, size and type of business, and security measures. Information regarding the reported incidents includes time and place, weapon involvement, offender and entry characteristics, injuries and deaths, and type and value of stolen property. Data were collected by calendar quarter for four quarters in 1973-1976 and for two quarters in 1977, while the actual incidents reported in the files reflect those occurring six months prior to the interview date.

By law, Pennsylvania trial courts were required to submit all felony and misdemeanor convictions under the Pennsylvania Sentencing Guidelines to the Pennsylvania Commission on Sentencing on a yearly basis.

These data were supplemented with county-level data from the American Community Survey, Administrative Office of Pennsylvania Courts' Annual Caseload Statistics of the Unified Judicial System of Pennsylvania, Associated Religion Data Archives, and Pennsylvania Department of State, Voter Registration Statistics Archives.

A Comprehensive Measure of Youth Experiences with Bias Victimization: Findings from the Youth Bias Victimization Questionnaire (YBVQ), Boston, MA and Philadelphia, PA, Tennessee, 2017 (ICPSR 37193)

These data were collected as part of a mixed-methods study to develop a comprehensive youth bias crime violence exposure instrument, the Youth Bias Victimization Questionnaire (YBVQ). With input from a panel of violence and delinquency experts, the research team produced initial drafts of the questionnaire, then conducted focus groups and cognitive interviews with youth and young adults to inform development and item comprehension. To pilot test the YBVQ, a sample of 854 youth aged 11-21 were surveyed across three research sites: 1) Boston (n=262); 2) Philadelphia (n=318); and 3) Appalachian areas of Tennessee (n=274). This convenience sample was recruited using an intercept strategy, with a combination of recruitment occurring at youth-serving organizations, community festivals or events, and schools. Participants completed the YBVQ through a computer-assisted self-interview (CASI) on a tablet or through an online link to a web-based survey.

Only the pilot survey data are available in this collection. Measures include demographic variables (gender, race/ethnicity, sexual orientation, religion, age, grade level), bias victimization based on six potential target characteristics, incident specifics, witnessing bias victimization, school and neighborhood climate, alcohol use, resiliency, emotional distress, and other experiences of bias, microaggressions, and victimization.

Crime Hot Spot Forecasting with Data from the Pittsburgh [Pennsylvania] Bureau of Police, 1990-1998 (ICPSR 3469)

This study used crime count data from the Pittsburgh, Pennsylvania, Bureau of Police offense reports and 911 computer-aided dispatch (CAD) calls to determine the best univariate forecast method for crime and to evaluate the value of leading indicator crime forecast models.

The researchers used the rolling-horizon experimental design, a design that maximizes the number of forecasts for a given time series at different times and under different conditions. Under this design, several forecast models are used to make alternative forecasts in parallel. For each forecast model included in an experiment, the researchers estimated models on training data, forecasted one month ahead to new data not previously seen by the model, and calculated and saved the forecast error. Then they added the observed value of the previously forecasted data point to the next month's training data, dropped the oldest historical data point, and forecasted the following month's data point. This process continued over a number of months.

A total of 15 statistical datasets and 3 geographic information systems (GIS) shapefiles resulted from this study.

The cross-site evaluation of the Adult Offender Reentry Demonstration Projects (AORDP) was a seven-site study designed to 1) describe the implementation and sustainability of each AORDP project through a process evaluation, 2) determine the per capita program costs of each AORDP project through a cost study, and 3) determine the effectiveness of the programs through a multicomponent outcome study. The seven evaluation sites were located in California, Connecticut, Florida, Massachusetts, Minnesota, New Jersey, and Pennsylvania. The objectives of the outcome evaluation were to determine the effects of program participation on recidivism and other outcomes and assess whether program participation increased engagement in services, including substance abuse treatment and mental health services. The outcome evaluation consisted of two components:

1. Cross-site prospective study designed to collect longitudinal survey data with a sample of program participants and appropriate comparison or control subjects to assess the impact of the SCA funding on access to services and reentry outcomes, such as substance use, employment, housing, and health.

2. Site-specific recidivism analyses using administrative data to assess the impact of AORDP program participation on recidivism outcomes for all individuals enrolled in the AORDP programs and a matched comparison group in each site

The purpose of this data collection was to follow a birth cohort born in Philadelphia during 1958 with a special focus on delinquent activities as children and as adults. The respondents were first interviewed in DELINQUENCY IN A BIRTH COHORT IN PHILADELPHIA, PENNSYLVANIA, 1945-1963 (ICPSR 7729). Part 1 offers basic demographic information, such as sex, race, date of birth, church membership, age, and socioeconomic status, on each cohort member. Two files supply offense data: Part 2 pertains to offenses committed while a juvenile and Part 3 details offenses as an adult. Offense-related variables include most serious offense, police disposition, location of crime, reason for police response, complainant's sex, age, and race, type of victimization, date of offense, number of victims, average age of victims, number of victims killed or hospitalized, property loss, weapon involvement, and final court disposition. Part 4, containing follow-up survey interview data collected in 1988, was designed to investigate differences in the experiences and attitudes of individuals with varying degrees of involvement with the juvenile justice system. Variables include individual histories of delinquency, health, household composition, marriage, parent and respondent employment and education, parental contacts with the legal system, and other social and demographic variables.

This data collection was designed to assess the effects of the New York Juvenile Offender Law on the rate of violent crime committed by juveniles. The data were collected to estimate the deterrent effects of the law and to permit the use of an interrupted time-series model to gauge the effects of intervention. The deterrent effects of the law are assessed on five types of violent offenses over a post-intervention period of 75 months using two comparison time series to control for temporal and geographical characteristics. One time series pertains to the monthly juvenile arrests of 16- to 19-year-olds in New York City, and the other covers monthly arrests of juveniles aged 13 to 15 years in Philadelphia, Pennsylvania, the control jurisdiction. Included in the collection are variables concerning the monthly rates of violent juvenile arrests for homicide, rape, assault, arson, and robbery for the two juvenile cohorts. These time series data were compiled from records of individual police jurisdictions that reported monthly arrests to the Uniform Crime Reporting Division of the Federal Bureau of Investigation.

Developing Self-Regulation, Delinquency Trajectories, and Juvenile Justice Outcomes in Young Women, Pittsburgh, Pennsylvania, 1999-2016 (ICPSR 36689)

There is much variability in the adult outcomes of youth who have been involved in the Juvenile Justice System (JJS). It is increasingly recognized that disparate outcomes may reflect the extent to which JJS involvement intersects with developmental patterns of delinquency and is attuned to normative adolescent development, such as maturing self-regulation. However, little is known about the ways in which JJS services influence maturing self-regulation, and how change in these processes will impact delinquency trajectories extending through early adulthood. Even less is known about the impact of JJS on developmental trajectories of delinquency and self-regulation in adolescent girls, despite the rapid increase of girls' involvement in the JJS in recent years. The goal of the current study was to advance knowledge to support effective JJS programs and policies by examining the interface between adolescent self-regulation development, delinquency, and JJS involvement. This project built on the Pittsburgh Girls Study (PGS): a large, longitudinal, racially diverse, urban community sample of females that had been followed annually for 13 years since childhood. New data were collected with support from grant 2013-JF-FX-0058 from a subset of PGS participants at ages 19 and 20 years to capture patterns of delinquency persistence and desistance and to assess outcomes in young adulthood. At the end of the funding period, 88% of the original sample of participants had been interviewed through age 20. In addition, official juvenile justice criminal records were gathered for all 2,450 PGS participants. Analyses were conducted to examine: 1) the impact of JJS involvement on developmental trajectories of delinquency and young adult adjustment; 2) the impact of JJS involvement on self-regulation maturation; 3) the relationship between self-regulation development and change in delinquency and young adult adjustment; and 4) mechanisms during adolescence that explain the link between JJS involvement and delinquency. Results showed JJS involvement predicted concurrent and subsequent changes in self-control during adolescence as well as increased risk for subsequent delinquent behavior, poor educational attainment, employment status, and less satisfaction with life in young adulthood. Moreover, self-control in adolescence partially mediated several of the observed prospective associations between JJS involvement and young adult outcomes. These findings add to a research base that can help policymakers better understand how JJS interventions impact normative developmental processes in ways that influence the course of delinquency. Such information is a critical step in improving outcomes of adolescent girls involved in the JJS through the improvement of interventions promoting self-regulation maturation, accountability, resilience and desistance.

Because there are few existing tools for assessing the risk of recidivism for youth with a history of sexual offending that are empirically valid and reliable, knowledge and practice in this area has historically been limited. This project examined current practice and policy in the assessment, treatment, and management of juvenile sex offenders across multiple jurisdictions (Florida, New York, Oregon, Pennsylvania, and Virginia). The researchers developed a prototype assessment tool, state-specific risk assessment models, and practical guidance for building a risk assessment for sexual recidivism in juvenile justice settings.

This study is a collaboration between Consortium for Policy Research in Education (CPRE) and the School District of Philadelphia (SDP) that examines the intersection of SDP's Positive Behavior Interventions and Supports (PBIS) initiative with schools' suspension and practices. This study aims to generate new evidence about the effects of schools' disciplinary practices on patterns of student suspension in Philadelphia and inform the alignment of policies with the SDP's shift toward PBIS. This study contributes significantly to the knowledge base about implementing PBIS in fiscally challenged urban districts where exclusionary disciplinary practices have long been used.

Early Identification of the Serious Habitual Juvenile Offender Using a Birth Cohort in Philadelphia, 1958-1984 (ICPSR 2312)

Beginning in the mid-1980s, the Office of Juvenile Justice and Delinquency Prevention (OJJDP) funded the creation of Habitual Offender Units (HOUs) in 13 cities. HOUs were created to prosecute habitual juvenile offenders by deploying the most experienced attorneys to handle these cases from start to finish. By targeting the earliest points in the career sequence of the juvenile offenders, the greatest number of serious offenses can potentially be averted. Selection criteria to qualify for priority prosecution by an HOU usually encompassed one or more generic components relating to aspects of a juvenile's present and prior offense record. In Philadelphia, to be designated a serious habitual offender and to qualify for priority prosecution by the HOU, a youth had to have two or more prior adjudications or open cases for specific felonies, as well as a current arrest for a specified felony. The first three police contacts in a Philadelphia juvenile offender's record were of special interest because they included the earliest point (i.e., the third contact) at which a youth could be prosecuted in the Philadelphia HOU, under their selection criteria. The main objectives of this study were to determine how well the selection criteria identified serious habitual offenders and which variables, reflecting HOU selection criteria, criminal histories, and personal characteristics, were most strongly and consistently related to the frequency and seriousness of future juvenile and young adult offending. To accomplish this, an assessment was conducted using a group of juveniles born in 1958 whose criminal career outcomes were already known. Applying the HOU selection criteria to this group made it possible to determine the extent to which the criteria identified future habitual offending. Data for the analyses were obtained from a birth cohort of Black and white males born in 1958 who resided in Philadelphia from their 10th through their 18th birthdays. Criminal careers represent police contacts for the juvenile years and arrests for the young adult years, for which police contacts and arrests are synonymous. The 40 dependent variables were computed using 5 different criminal career aspects for 4 crime type groups for 2 age intervals. The data also contain various dummy variables related to prior offenses, including type of offense, number of prior offenses, disposition of the offenses, age at first prior offense, seriousness of first prior offense, weapon used, and whether it was a gang-related offense. Dummy variables pertaining to the current offenses include type of offense, number of crime categories, number of charges, number of offenders, gender, race, and age of offenders, type of intimidation used, weapons used, number of crime victims, gender, race, and age of victims, type of injury to victim, type of victimization, characteristics of offense site, type of complainant, and police response. Percentile of the offender's socioeconomic status is also provided. Continuous variables include age at first prior offense, age at most recent prior offense, age at current offense, and average age of victims.

Effectiveness of Culturally-Focused Batterer Counseling for African American Men in Pittsburgh, Pennsylvania, 2001-2004 (ICPSR 4362)

This study used an experimental clinical trial to test the effectiveness of culturally-focused batterer counseling against conventional cognitive-behavioral counseling in African American men. A total of 503 men, including all African American men mandated by the domestic violence court in Pittsburgh, Pennsylvania, to batterer counseling between November 2001 and May 2004, were randomly assigned to one of three counseling options: culturally-focused counseling in an all African American group, conventional counseling in an all African American group, or conventional counseling in a racially mixed group. All three counseling options required a minimum of 16 weekly group sessions. At program intake, the men completed a background questionnaire, the Short Michigan Alcoholism Screening Test (SMAST) and the Racial Identity Scale (RAIS), contained in Part 1, Men's Intake Questionnaire Data. The men later completed a survey of past experiences of violence, contained in Part 2, Men's Past Violence Survey Data. The men were interviewed once at five months after program intake about their impressions of and ratings of the counseling. Results of those interviews are in Part 3, Men's Five-Month Follow-up Data. A female partner was interviewed for 399 of the male subjects at program intake. Their responses are contained in Part 4, Women's Background Data. Female partners (both initial victims and new partners) were interviewed at 3, 6, 9, and 12 months after the initial interview at the time of the men's program intake (Parts 5-8). The follow-up interviews asked about the women's relationship status, abusive behavior and its circumstances, help seeking, and additional intervention.

The study investigates protective factors for maltreated children and predictors of self-reported crime desistence among maltreated and multiply victimized children. Data are from the Lehigh Longitudinal Study, a prospective investigation of children and families that began in the 1970s. The original sample was comprised of 457 children and their families. Over 80 percent of the children, now adults, were most recently assessed in 2010, at an average of 36 years, using a comprehensive, interviewer-administered survey. Data on child maltreatment and related risk and protective factors were collected much earlier, beginning when participants were preschoolers, 18 months to 6 years of age. Childhood data are from multiple sources, including child welfare case observations of parents and children, school records, and parent and adolescent surveys. Data collected during adolescence and adulthood offer detailed accounts of the psychosocial adjustment and well-being of participants and their families at later life stages, ongoing experiences of abuse and victimization, self-reported crime and antisocial behavior, and protection and resilience.

Effects of Defense Counsel on Homicide Case Outcomes in Philadelphia, Pennsylvania, 1995-2004 [United States] (ICPSR 32541)

This study measured the difference that defense counsel made to the outcome of homicide and death penalty cases. One in five indigent murder defendants in Philadelphia were randomly assigned representation by the Defender Association of Philadelphia while the remainder received court-appointed private attorneys. This study's research design utilized this random assignment to measure how defense counsel affected murder case outcomes. The research team collected data on 3,157 defendants charged with murder in Philadelphia Municipal Court between 1995-2004, using records provided by the Philadelphia Courts (First Judicial District of Pennsylvania). Data were also obtained from the Philadelphia Court of Common Pleas, the Pennsylvania Unified Judicial System web portal, the National Corrections Reporting Program, and the 2000 Census. This study contains a total of 47 variables including public defender representation, defendant demographics, ZIP code characteristics, prior criminal history, case characteristics, case outcomes, and case handling procedures.

The purpose of this project was to evaluate the alcohol and other drug (AOD) treatment programs at a specialized treatment prison, the State Correctional Institution (SCI) at Chester, Pennsylvania. The Chester prison is a 1,215-bed medium security prison for male inmates with a documented history of substance abuse. Programs included an intensive, 12-month therapeutic community (TC) drug treatment for high-need inmates and a 12-month outpatient (OP) program for inmates requiring less intensive treatment. Inmates who met eligibility criteria for the Chester facility were randomly assigned to the TC (n = 347) or OP (n = 384) program. The researchers utilized individual measures and outcome measures in this study.

Evaluation of Grants to Encourage Arrest Policies for Domestic Violence Cases in the State College, Pennsylvania, Police Department, 1999-2000 (ICPSR 3166)

This project was an 18-month long research-practitioner partnership to conduct a process evaluation of the State College Police Department's implementation of a grant to encourage arrest policies for domestic violence. The general goals of the process evaluation were to assess how and to what extent the State College Police Department's proposed activities were implemented as planned, based on the rationale that such activities would enhance the potential for increasing victim safety and perpetrator accountability systemically. As part of the grant, the police department sought to improve case tracking and services to victims by developing new specialized positions for domestic violence, including: (1) a domestic violence arrest coordinator from within the State College Police Department who was responsible for monitoring case outcomes through the courts and updating domestic violence policies and training (Part 1, Victim Tracking Data from Domestic Violence Coordinator), (2) a victims service attorney from Legal Services who was responsible for handling civil law issues for domestic violence victims, including support, child custody, employment, financial, consumer, public benefits, and housing issues (Part 2, Victim Tracking Data From Victim Services Attorney), and (3) an intensive domestic violence probation officer from the Centre County Probation and Parole Department who was responsible for providing close supervision and follow-up of batterers (Part 3, Offender Tracking Data). Researchers worked with practitioners to develop databases suitable for monitoring service provision by the three newly-created positions for domestic violence cases. Major categories of data collected on the victim tracking form (Parts 1 and 2) included location of initial contact, type of initial contact, referral source, reason for initial contact, service/consultation provided at initial contact, meetings, and referrals out. Types of services provided include reporting abuse, filing a Protection from Abuse order, legal representation, and assistance with court procedures. Major categories of data collected on the offender tracking form (Part 3) included location of initial contact, type of initial contact, referral source, reason for initial contact, service/consultation provided, charges, sentence received, relationship between the victim and perpetrator, marital status, children in the home, referrals out, presentencing investigation completed, prior criminal history, and reason for termination. Types of services provided include pre-sentence investigation, placement on supervision, and assessment and evaluation. In addition to developing these new positions, the police department also sought to improve how officers handled domestic violence cases through a two-day training program. The evaluation conducted pre- and post-training assessments of all personnel training in 1999 and conducted follow-up surveys to assess the long-term impact of training. For Part 4, Police Training Survey Data, surveys were administered to law enforcement personnel participating in a two-day domestic violence training program. Surveys were administered both before and after the training program and focused on knowledge about domestic violence policies and protocols, attitudes and beliefs about domestic violence, and the background and experience of the officers. Within six months after the training, the same participants were contacted to complete a follow-up survey. Variables in Part 4 measure how well officers knew domestic violence arrest policies, their attitudes toward abused women and how to handle domestic violence cases, and their opinions about training. Demographic variables in Part 4 include age, sex, race, education, and years in law enforcement.

Evaluation of Pennsylvania's Residential Substance Abuse Treatment Program for Drug-Involved Parole Violators, 1998 (ICPSR 3075)

This study was a process evaluation of Pennsylvania's two Residential Substance Abuse Treatment (RSAT) programs in their first year of implementation. These programs were maintained through the joint management of the state Department of Corrections (DOC), Board of Probation and Parole, Pennsylvania Commission on Crime and Delinquency, and two private sector providers that operated the programs. Opened in early 1998 in two correctional facilities for men, each of these programs could serve up to 60 male technical parole violators (TPVs) with a history of substance abuse. Instead of the nine- to 36-month terms typical for parolees recommitted for violations, RSAT participants served six months in prison-based intensive therapeutic communities (TCs), followed by six months of aftercare in a DOC-sponsored Community Corrections Center (CCC), similar to a halfway house. Both programs took a cognitive-behavioral approach to drug treatment. This study focused on the prison-based component of the RSAT programs. It examined the extent to which components of RSAT treatment were in place and the integrity of program operations. Interviews for this study were conducted between February and December 1998. At intake, program staff interviewed RSAT participants (Part 1, Intake Data), and Vera Institute of Justice onsite researchers conducted participant interviews upon exit (Part 2, Exit Data). Through December 31, 1998, 160 intake interviews and 77 exit interviews with program graduates were administered.

Evaluation of Prison-Based Drug Treatment in Pennsylvania, 2000-2001 (ICPSR 3540)

The purpose of this study was to examine multiple treatment process measures and post-release outcomes for inmates who participated in Therapeutic Community (TC) drug treatment programs or comparison groups provided by the Pennsylvania Department of Corrections at five state prisons. The project attempted to examine more closely the relationships among inmate characteristics, treatment process, and treatment outcomes than previous studies in order to explore critical issues in prison-based drug treatment programming and policies. Researchers examined in-treatment measures and multiple post-release outcomes for inmates who participated in TC drug treatment programs or comparison groups at five state prisons: Graterford, Houtzdale, Cresson, Waymart, and Huntingdon. Matched comparison groups were made up of TC-eligible inmates who participated in less intensive forms of treatment (e.g., short-term drug education and outpatient treatment groups) due to a shortage of intensive treatment slots at the five institutions. Included in the treatment sample were all current TC residents as of January 1, 2000. New subjects were added to the study as they were admitted to treatment programs. Between January 1 and November 30, 2000, data on all inmates admitted to or discharged from alcohol or drug treatment programs were collected on a monthly basis. Monthly tracking was continued throughout the study to determine treatment outcomes (e.g., successful vs. unsuccessful). TC clients were asked to complete additional self-report measures that tapped psychological constructs and inmate perceptions of the treatment experience, and TC counselors were asked to complete periodic reassessments of each inmate's participation in treatment. Self-reports of treatment process and psychological functioning were gathered within 30 days after admission, again after six months, again at the end of 12 months, and again at discharge if the inmate remained in TC longer than 12 months. Counselor ratings of inmate participation in treatment were similarly gathered one month, six months, and 12 months following admission to treatment. After release, both treatment and comparison groups were tracked over time to monitor rearrest, reincarceration, drug use, and employment. Measures can be broken down into the following four categories and their sources: (1) Inmate Background Factors were collected from the Pennsylvania Additive Classification System (PACT), the Pennsylvania Department of Corrections Screening Instrument (PACSI), and the TCU (Texas Christian University) Drug Screen. (2) Institutional Indicators: Impacts Internal to the Prison Environment were collected from the Department of Corrections Misconduct Database, research and program records, and TCU Resident Evaluation of Self and Treatment (REST) forms. (3) Intermediate or "Proximal" Outcomes: Reductions in Risk for Drug Use and Criminal Behavior were collected from research and program records, TCU Counselor Rating of Client (CRC) forms, and TCU Resident Evaluation of Self and Treatment (REST) forms. (4) Post-Release Indicators: Inmate Behavior Upon Release from Prison were collected from the Pennsylvania Board of Probation and Parole, Pennsylvania state police records provided by the Pennsylvania Commission on Crime and Delinquency (PCCD), and the Department of Corrections inmate records system.
