The goal of the Arrestee Drug Abuse Monitoring (ADAM) Program is to determine the extent and correlates of illicit drug use in the population of booked arrestees in local areas. Data were collected in 2001 at four separate times (quarterly) during the year in 33 metropolitan areas in the United States. The ADAM program adopted a new instrument in 2000 in adult booking facilities for male (Part 1) and female (Part 2) arrestees. Data from arrestees in juvenile detention facilities (Part 3) continued to use the juvenile instrument from previous years, extending back through the DRUG USE FORECASTING series (ICPSR 9477). The ADAM program in 2001 also continued the use of probability-based sampling for male arrestees in adult facilities, which was initiated in 2000. Therefore, the male adult sample includes weights, generated through post-sampling stratification of the data. For the adult files, variables fell into one of eight categories: (1) demographic data on each arrestee, (2) ADAM facesheet (records-based) data, (3) data on disposition of the case, including accession to a verbal consent script, (4) calendar of admissions to substance abuse and mental health treatment programs, (5) data on alcohol and drug use, abuse, and dependence (6) drug acquisition data covering the five most commonly used illicit drugs, (7) urine test results, and (8) weights. The juvenile file contains demographic variables and arrestee's self-reported past and continued use of 15 drugs, as well as other drug-related behaviors.

Assessing the Validity of Voice Stress Analysis (VSA) Tools in a Jail Setting in Oklahoma City, Oklahoma, 2006 (ICPSR 20625)

The purpose of the project was to assess the validity of two Voice Stress Analysis (VSA) tools currently on the market: the Layered Voice Analysis (LVA) and the Computer Voice Stress Analyzer (CVSA). The methodology and sampling protocols for this study were derived from the pre-existing methodology and sampling techniques employed in the National Institute of Justice-funded Arrestee Drug Abuse Monitoring (ADAM) program that operated in Oklahoma County from 1998 to 2004. The researchers interviewed arrestees in the Oklahoma County jail about their recent illicit drug use during the months of February and March 2006. The VSA data collected using each of the software systems in this study were sent to certified examiners from CVSA and LVA for their analysis. After the completion of the interview, the subjects were asked to complete the data collection process by supplying urine specimens. Answers from the 319 respondents were compared to the results of a urinalysis test to determine the extent to which they were being deceptive. Then, their "actual deceptiveness" was compared to the extent to which deception was indicated by the VSA programs. The dataset contains (1) demographic information obtained from the official booking records, (2) responses to survey questions about recent drug use, (3) the results of a urinalysis test on five drugs, (4) variables recording "deception" or "no deception" on each of the drugs, and (5) decisions by novice and expert analysts regarding the indication of deception.

Calls for Service to Police as a Means of Evaluating Crime Trends in Oklahoma City, 1986-1988 (ICPSR 9669)

In an effort to measure the effectiveness of crime deterrents and to estimate crime rates, calls for assistance placed to police in Oklahoma City over a two-year period were enumerated. This type of call was studied in order to circumvent problems such as "interviewer's effect" and sampling errors that occur with other methods. The telephone calls were stratified by police district, allowing for analysis on the neighborhood level to determine whether deterrence operates ecologically--that is, by neighbors informing one another about arrests which took place as a result of their calls to the police. In measuring deterrence, only the calls that concerned robbery were used. To estimate crime rates, calls were tallied on a monthly basis for 18 types of offenses: aggravated assault, robbery, rape, burglary, grand larceny, motor vehicle theft, simple assault, fraud, child molestation, other sex offenses, domestic disturbance, disorderly conduct, public drunkenness, vice and drugs, petty larceny, shoplifting, kidnapping/hostage taking, and suspicious activity.

The Impact of Constitutional Carry Legislation Among Urban Settings in Kentucky and Oklahoma, 2010-2022 (ICPSR 39083)

Recently there has been an influx of changes in gun legislation in the United States. There is now a growing trend in states adopting "constitutional carry" laws, which allow citizens of legal age who have not been legislatively denied the right, to legally and publicly possess and carry a concealed firearm without a permit. As of April 2019, fifteen states have passed constitutional carry (i.e., permit-less) firearm legislation. Two additional states, Kentucky and Oklahoma, will become the 16th and 17th states to allow constitutional carry before the end of 2019, and additional states (e.g., Alabama) are currently considering adopting constitutional carry in the future. Though arguments for (e.g., deterrent effects) and against (e.g., increased exposure to firearms in public) the relaxation of concealed carry laws often cite the potential impact of such laws on public safety, a review of available research provides limited insight on the effects of constitutional carry legislation on crime, violence, and other outcomes. There is also little known about the impact of constitutional carry on changes in police-citizen encounters, officer safety, and changes in police training.

The proposed study seeks to fill this void in empirical knowledge through a multi-phase analytical approach using data gathered from three cities within two states that recently passed constitutional carry laws. Specifically, this study seeks to examine the impact of constitutional carry legislation on 1) firearm and offense counts in Lexington (KY), Oklahoma City (OK), and Tulsa (OK); 2) arrest reports related to firearm arrests; and (3) officer perceptions of safety, training, and police-citizen encounters. Each data source aligns with a specific analytic approach, including interrupted time series analysis and frequency/bivariate analyses

This study will contribute to the body of research using a strong multi-methodological approach, address a gap in rigorous empirical scholarship regarding the impact of gun legislation and crime and public/police safety.

This study examined the impacts of jurisdictions' domestic violence policies on violent behavior of family members and intimate partners, on the likelihood that the police discovered an incident, and on the likelihood that the police made an arrest. The research combined two datasets. Part 1 contains information on police, prosecution policies, and local victim services. Informants within the local agencies of the 50 largest cities in the United States were contacted and asked to complete a survey inventorying policies and activities by type and year of implementation. Data from completed surveys covered 48 cities from 1976 to 1996. Part 2 contains data on domestic violence laws. Data on state statutes from 1976 to 1997 that related to protection orders were collected by a legal expert for all 50 states and the District of Columbia.

Criminal justice researchers have studied caseload size to determine whether smaller caseloads improve probation outcomes. The purpose of this study was to investigate whether reduced caseloads improved supervision outcomes for medium to high risk offenders in a probation agency that trains its officers to apply a balance of controlling and correctional/rehabilitative measures. Three different probation agencies were selected to take part in this study. The first was Oklahoma City (Datasets 1 and 2), where a randomized controlled trial (RCT) experiment was implemented. The second site was Polk County, Iowa (Dataset 3), where a regression discontinuity design study (RDD) was implemented. Lastly, four judicial districts in Colorado (Dataset 4) were selected where a RDD study again was implemented. In Oklahoma City the RCT degenerated and the study team turned to a difference in differences (DD) estimator. The research team also collected Evidence-Based Practices Probation Officer Data (Dataset 5) from a set of survey questionnaires administered to the participating officers from the three research sites and the scoring of taped officers' supervision sessions with probationers on their caseloads by trained raters.

In 2015, the Bureau of Justice Assistance's (BJA) selected the team of National Shooting Sports Foundation (NSSF) and APCO Worldwide to distribute firearm locks and conduct safety education activities under its Firearm Locks Distribution and Safe Storage Program (FLD/SSP). The National Institute of Justice funded the RAND Corporation to conduct an process and implementation evaluation of the FLD/SSP. NSSF titled their effort Project ChildSafe (PCS) Communities, a community-focused effort that was developed using the framework of their national Project ChildSafe initiative. The main research objectives were to monitor and document the PCS Communities program's design; assess areas of success and strengths in the implementation process, including the effectiveness of partnerships; identify challenges to implementation of the program with fidelity to the planned design.
