The goal of the Arrestee Drug Abuse Monitoring (ADAM) Program is to determine the extent and correlates of illicit drug use in the population of booked arrestees in local areas. Data were collected in 2001 at four separate times (quarterly) during the year in 33 metropolitan areas in the United States. The ADAM program adopted a new instrument in 2000 in adult booking facilities for male (Part 1) and female (Part 2) arrestees. Data from arrestees in juvenile detention facilities (Part 3) continued to use the juvenile instrument from previous years, extending back through the DRUG USE FORECASTING series (ICPSR 9477). The ADAM program in 2001 also continued the use of probability-based sampling for male arrestees in adult facilities, which was initiated in 2000. Therefore, the male adult sample includes weights, generated through post-sampling stratification of the data. For the adult files, variables fell into one of eight categories: (1) demographic data on each arrestee, (2) ADAM facesheet (records-based) data, (3) data on disposition of the case, including accession to a verbal consent script, (4) calendar of admissions to substance abuse and mental health treatment programs, (5) data on alcohol and drug use, abuse, and dependence (6) drug acquisition data covering the five most commonly used illicit drugs, (7) urine test results, and (8) weights. The juvenile file contains demographic variables and arrestee's self-reported past and continued use of 15 drugs, as well as other drug-related behaviors.

This study examined adult drug treatment courts. Drug treatment courts are intended to reduce the recidivism of drug-involved offenders by changing their drug-use habits. These courts provide a connection between the criminal justice and treatment systems by combining treatment with structured sanctions and rewards. Researchers collected data between February 2001 and May 2002 on drug court participants, treatment services and staff, and organizations involved in drug court operations in four jurisdictions: Bakersfield, California, Jackson County, Missouri, Creek County, Oklahoma, and St. Mary Parish, Louisiana. Part 1, Retrospective Participant Data, contains recidivism and treatment data on 2,357 drug treatment court participants who were enrolled in one of the drug courts between January 1997 and December 2000. Part 2, Treatment Observation Data, contains data collected from observations of treatment sessions at each site from May through July 2001. Part 3, Staff Survey Data, provides data obtained through surveys of 54 treatment service staff members.

These data are part of NACJD's Fast Track Release and are distributed as they were received from the data depositor. The files have been zipped by NACJD for release, but not checked or processed except for the removal of direct identifiers. Users should refer to the accompanying readme file for a brief description of the files available with this collection and consult the investigator(s) if further information is needed.

The study integrated neighborhood-level data on robbery and burglary gathered from local police agencies across the United States, foreclosure data from RealtyTrac (a real estate information company), and a wide variety of social, economic, and demographic control variables from multiple sources. Using census tracts to approximate neighborhoods, the study regressed 2009 neighborhood robbery and burglary rates on foreclosure rates measured for 2007-2008 (a period during which foreclosure spiked dramatically in the nation), while accounting for 2007 robbery and burglary rates and other control variables that captured differences in social, economic, and demographic context across American neighborhoods and cities for this period. The analysis was based on more than 7,200 census tracts in over 60 large cities spread across 29 states. Core research questions were addressed with a series of multivariate multilevel and single-level regression models that accounted for the skewed nature of neighborhood crime patterns and the well-documented spatial dependence of crime.

The study contains one data file with 8,198 cases and 99 variables.

The purpose of the project was to assess the validity of two Voice Stress Analysis (VSA) tools currently on the market: the Layered Voice Analysis (LVA) and the Computer Voice Stress Analyzer (CVSA). The methodology and sampling protocols for this study were derived from the pre-existing methodology and sampling techniques employed in the National Institute of Justice-funded Arrestee Drug Abuse Monitoring (ADAM) program that operated in Oklahoma County from 1998 to 2004. The researchers interviewed arrestees in the Oklahoma County jail about their recent illicit drug use during the months of February and March 2006. The VSA data collected using each of the software systems in this study were sent to certified examiners from CVSA and LVA for their analysis. After the completion of the interview, the subjects were asked to complete the data collection process by supplying urine specimens. Answers from the 319 respondents were compared to the results of a urinalysis test to determine the extent to which they were being deceptive. Then, their "actual deceptiveness" was compared to the extent to which deception was indicated by the VSA programs. The dataset contains (1) demographic information obtained from the official booking records, (2) responses to survey questions about recent drug use, (3) the results of a urinalysis test on five drugs, (4) variables recording "deception" or "no deception" on each of the drugs, and (5) decisions by novice and expert analysts regarding the indication of deception.

Calls for Service to Police as a Means of Evaluating Crime Trends in Oklahoma City, 1986-1988 (ICPSR 9669)

In an effort to measure the effectiveness of crime deterrents and to estimate crime rates, calls for assistance placed to police in Oklahoma City over a two-year period were enumerated. This type of call was studied in order to circumvent problems such as "interviewer's effect" and sampling errors that occur with other methods. The telephone calls were stratified by police district, allowing for analysis on the neighborhood level to determine whether deterrence operates ecologically--that is, by neighbors informing one another about arrests which took place as a result of their calls to the police. In measuring deterrence, only the calls that concerned robbery were used. To estimate crime rates, calls were tallied on a monthly basis for 18 types of offenses: aggravated assault, robbery, rape, burglary, grand larceny, motor vehicle theft, simple assault, fraud, child molestation, other sex offenses, domestic disturbance, disorderly conduct, public drunkenness, vice and drugs, petty larceny, shoplifting, kidnapping/hostage taking, and suspicious activity.

CJRP replaced the Census of Public and Private Juvenile Detention, Correctional, and Shelter Facilities, also known as the Children in Custody (CIC) census, which had been conducted since the early 1970s. The CJRP differs fundamentally from CIC in that the CIC collected aggregate data on juveniles held in each facility (e.g., number of juveniles in the facility) and the CJRP collects an individual record on each juvenile held in the residential facility to provide a detailed picture of juveniles in custody. The CJRP, which is conducted biennially, asked juvenile residential custody facilities in the United States to describe each youth assigned a bed in the facility on a specified reference date. For 1997, the reference date was the fifth Wednesday in October. For 1999-2003 and 2007, the reference date was the fourth Wednesday in October. For 2006 and 2010, the reference date was the fourth Wednesday in February. Characteristics of the facility, treatment services, and facility population were also collected. Each record in the data that provides information about a juvenile also includes the characteristics of the facility in which the juvenile was held. Therefore, the CJRP data can be analyzed at the juvenile or facility level. Some state and regional agencies provide CJRP data for more than one facility under their jurisdiction. The census was not sent to adult facilities or to facilities exclusively for drug or mental health treatment or for abused or neglected children. The concatenated data include the seven years of CJRP data in one file. Data were harmonized so that variables present across years are identically named to facilitate analysis.

The Census of Juveniles in Residential Placement (CJRP) was administered for the first time in 1997 by the United States Bureau of the Census, for the Office of Juvenile Justice and Delinquency Prevention (OJJDP). CJRP replaced the Census of Public and Private Juvenile Detention, Correctional, and Shelter Facilities, also known as the Children in Custody (CIC) census, which had been conducted since the early 1970s. The purpose of the Census of Juveniles on Probation (CJP) was to collect individual-level data about youth on probation, including their numbers and characteristics. The CJP survey asked respondents to report the total number of juveniles on formal probation within their reporting jurisdiction on the reference date of October 24, 2012.

For each youth on probation, responding agencies were asked to provide the following information: sex, date of birth, race, most serious offense, state and county where most serious offense was committed, and the state and county where the juvenile resided on the census reference date.

This study examined arrestee DNA laws (laws that allowed testing of arrestees DNA pre-adjudication), their implementation in the field and their subsequent effects on agency operations as well as their success in aiding investigations in the 28 states that have these laws. The study investigated five specific questions:

  1. What states have passed legislation authorizing the collection of DNA from arrestees?
  2. How do the laws and policies regarding collecting DNA from arrestees differ by state?
  3. How have the courts ruled on these new laws?
  4. How have arrestee DNA laws been implemented in each state?
  5. What has been the impact of requiring DNA collection from arrestees on state crime laboratories and other involved agencies?
  6. What evidence is available to determine the effects of collecting DNA from arrestees on public safety or other criminal justice outcomes?

To answer these questions, researchers used a mixed methods data collection plan, including reviewing relevant statutes and case law, interviewing state and federal Combined DNA Index System (CODIS) laboratory staff and other forensic experts, and collecting descriptive data from state laboratories.

The study was conducted to determine law enforcement's role in protecting American agriculture from terrorism. In particular, the study looked at what effect a widespread introduction of Foot and Mouth disease to America's livestock supply would have on the nation's economy, and law enforcement's ability to contain such an outbreak. The study had two primary components. One component of the study was designed to take an initial look at the preparedness of law enforcement in Kansas to respond to such acts. This was done through a survey completed by 85 sheriffs in Kansas (Part 1). The other component of the study was an assessment of the attitudes of persons who work in the livestock industry with regard to their attitudes about vulnerabilities, prevention strategies, and working relationships with public officials and other livestock industry affiliates. This was done through a survey completed by 133 livestock industry members in Kansas (Parts 2-3, 6-9, 12-13), Oklahoma (Parts 4, 10, 14), and Texas (Parts 5, 11, 15).

The Principal and School Climate project was a National Institute of Justice (NIJ) funded study in participating schools across the state of Oklahoma investigating the efficacy of Safe and Civil School Leadership (SCSL) with an additional program called START on Time (START). START was a training program for school principals teaching them skills to foster a safe and positive learning environment for students. This training program consisted of student support as well as resources for principals to use efficacious and data-driven discipline with students. Although first developed over a decade ago, there have been no evidence-based studies investigating the central role principals play within school environments.

Evaluation of the OJJDP FY2010 Second Chance Act Juvenile Offender Reentry Demonstration Projects, 5 United States cities, 2010 (ICPSR 37212)

In response to growing concerns about recidivism and the welfare of youth who return to communities from incarceration, the federal government passed the Second Chance Act (SCA) in 2008 to authorize funding to support the development, implementation, and evaluation of juvenile reentry programs (H.R. 1593, 110th Cong. 2007). Since then, more than 100 juvenile SCA awards have been made to grantees across the U.S. to improve reentry programming and outcomes for youth returning home after placement in juvenile correctional institutions (State Government Justice Center, 2017).

The purpose of this evaluation was to evaluate five FY2010 juvenile SCA grantees who were funded to implement comprehensive reentry programs for high-risk youth, and to provide policymakers, practitioners, and funders with empirical evidence about the degree to which the SCA program effectively reduced recidivism and improved reintegration outcomes for youth offenders, and to inform future comprehensive juvenile reentry efforts.

Specific goals of this study included:

  1. identifying strong sites for an impact evaluation;
  2. assessing the extent to which the sites successfully implemented a comprehensive and integrated model of juvenile reentry for a high-risk, high-needs population;
  3. assessing program operations and adherence to reentry principles;
  4. evaluating the impact of the SCA programs;
  5. determining the cost effectiveness of the SCA programs, and their cost-benefit in terms of crime prevented; and
  6. disseminating evaluation findings to practitioner and researcher audiences.

This study evaluated the Tribal Strategies Against Violence (TSAV) Initiative. The TSAV was a federal-tribal partnership, lasting from 1995 to 1999, designed to develop comprehensive strategies in tribal communities to reduce crime, violence, and substance abuse. This study involved four of the seven TSAV sites: the Chickasaw Nation in Oklahoma, Fort Peck Assiniboine and Sioux Tribes in Montana, the Grand Traverse Band of Ottawa and Chippewa Indians in Michigan, and the Turtle Mountain Band of Chippewa Indians in North Dakota. A survey of TSAV stakeholders at the four sites was conducted in the summer and fall of 1999. The objectives of the survey were to gauge TSAV stakeholders' perceptions about the following: (1) the serious crime, violence, and quality of life issues in each community and the extent to which the local TSAV initiative had addressed those issues, (2) the intent and ultimate outcomes of the TSAV program, (3) obstacles to successful implementation of TSAV activities, and (4) decision-making processes used in planning and implementing TSAV locally. Offense data were also gathered at the Fort Peck site for 1995 to 1998 and at the Grand Traverse Band site for 1997 to 1999.

This study is a secondary analysis of data from ICPSR Study Number 27101, Serious and Violent Offender Reentry Initiative (SVORI) Multi-site Impact Evaluation, 2004-2011 [United States]- specifically the adult male dataset -to examine the associations among child support obligations, employment and reentry outcomes. The study addressed the following research questions:

  1. Are the demographic, criminal justice and employment-related characteristics of incarcerated men with child support orders significantly different in any important way from incarcerated males without child support orders?
  2. Did SVORI clients receive more support and services related to child support orders and modification of debt after release from prison compared to non-SVORI participants?
  3. Does having legal child support obligations decrease the likelihood of employment in later waves, net of key demographic and criminal justice history factors?
  4. How does employment influence the relationship between child support debt and recidivism? and
  5. Is family instrumental support a significant predictor of reduced recidivism or increased employment in models assessing the relationship between child support obligations, employment and recidivism?

The study includes one document (Syntax_ChildSupport_Reentry_forICPSR_2012-IJ-CX-0012.docx) which contains SPSS and Stata syntax used to create research variables.

Exploration of RNA Degradation in Dried Body Fluid Stains as a Means of Estimating the Age of the Samples, Oklahoma, 2018-2019 (ICPSR 39458)

The overall goal of this project was to understand the degradation characteristics of mRNA molecules in dried body fluid stains such that the relationship between degradation and the passage of time could be explored and used to develop a forensic tool to estimate the age of the stain (i.e., determine the time since deposition, TsD). Research has demonstrated that RNA degradation correlates with the passage of time in dried stains and have defined degradation kinetics for multiple mRNA transcripts present in dried blood, semen, and saliva stains. The current study collected detailed degradation kinetics for multiple transcripts in stains stored in real world environments with varying conditions of temperature, relative humidity, and sunlight exposure. Results suggest it may be possible to model degradation kinetics mathematically and develop an algorithm useful for estimating TsD in biological evidence recovered from crime scenes.

The Impact of Constitutional Carry Legislation Among Urban Settings in Kentucky and Oklahoma, 2010-2022 (ICPSR 39083)

Recently there has been an influx of changes in gun legislation in the United States. There is now a growing trend in states adopting "constitutional carry" laws, which allow citizens of legal age who have not been legislatively denied the right, to legally and publicly possess and carry a concealed firearm without a permit. As of April 2019, fifteen states have passed constitutional carry (i.e., permit-less) firearm legislation. Two additional states, Kentucky and Oklahoma, will become the 16th and 17th states to allow constitutional carry before the end of 2019, and additional states (e.g., Alabama) are currently considering adopting constitutional carry in the future. Though arguments for (e.g., deterrent effects) and against (e.g., increased exposure to firearms in public) the relaxation of concealed carry laws often cite the potential impact of such laws on public safety, a review of available research provides limited insight on the effects of constitutional carry legislation on crime, violence, and other outcomes. There is also little known about the impact of constitutional carry on changes in police-citizen encounters, officer safety, and changes in police training.

The proposed study seeks to fill this void in empirical knowledge through a multi-phase analytical approach using data gathered from three cities within two states that recently passed constitutional carry laws. Specifically, this study seeks to examine the impact of constitutional carry legislation on 1) firearm and offense counts in Lexington (KY), Oklahoma City (OK), and Tulsa (OK); 2) arrest reports related to firearm arrests; and (3) officer perceptions of safety, training, and police-citizen encounters. Each data source aligns with a specific analytic approach, including interrupted time series analysis and frequency/bivariate analyses

This study will contribute to the body of research using a strong multi-methodological approach, address a gap in rigorous empirical scholarship regarding the impact of gun legislation and crime and public/police safety.

This study examined the impacts of jurisdictions' domestic violence policies on violent behavior of family members and intimate partners, on the likelihood that the police discovered an incident, and on the likelihood that the police made an arrest. The research combined two datasets. Part 1 contains information on police, prosecution policies, and local victim services. Informants within the local agencies of the 50 largest cities in the United States were contacted and asked to complete a survey inventorying policies and activities by type and year of implementation. Data from completed surveys covered 48 cities from 1976 to 1996. Part 2 contains data on domestic violence laws. Data on state statutes from 1976 to 1997 that related to protection orders were collected by a legal expert for all 50 states and the District of Columbia.

These data were collected to examine the use of quantitative decision aids in making probation and parole decisions in Oklahoma. The quantitative aids implemented in Oklahoma were modifications of the Wisconsin risks/needs assessment instruments. To determine the uses of and attitudes towards such instruments, Oklahoma probation and parole officers were queried regarding the appropriateness of the instruments in making probation and parole decisions, the specific circumstances in which the instruments were useful, the reasons why the instruments were used, and the extent to which the instruments were manipulated. In addition, data were collected from the officers on job satisfaction and age, length of employment, sex, education, and race.

This study, with assistance from the National Institute of Justice's Data Resources Program (FY2012), is a reanalysis of data from the national evaluation of the federal Serious and Violent Offender Reentry Initiative (SVORI). SVORI provided funding to 69 agencies across the United States to enhance reentry programs and coordination between corrections and community services. The national evaluation covered 16 of these sites, twelve of which provided services to the 2,054 adult ex-prisoners who are the focus of the present study.

The purpose of this study is to understand whether or not offenders receive the services they say they need, and whether the degree of 'fit' between this self-reported criminogenic need and services received is related to recidivism. This study analyzes data from the SVORI multisite evaluation to assess the potential explanations for the mixed effectiveness of reentry programs. The goal is to understand whether or not service-risk/need fit is related to successful reentry outcomes, or whether the needs of returning prisoners are unrelated to their risk of recidivism regardless of how well they are addressed. For the present study researchers obtained the SVORI (ICPSR 27101) outcome evaluation datasets from the National Archive of Criminal Justice Data (NACJD). The archive holds four separate datasets from the evaluation: Adult Males Data (Part 1, N=1,697), Adult Females Data (Part 2, N=357), Juvenile Males Data (Part 3, N=337) and official recidivism and reincarceration data (Part 4, N=35,469), which can be linked on a one-to-many basis with the individual-level data in the other three datasets. To prepare the SVORI data for analysis researchers merged Datasets 1 and 2 (Adult Males and Adult Females) and created seven separate datasets containing Waves 1 through 4 survey data, National Crime Information Center (NCIC) crime data, administrative data, and sampling weights.

This deposit to NACJD is intended to complement the existing SVORI dataset (ICPSR 27101). It contains an R syntax file to be used with the datasets contained in the ICPSR 27101 collection.

It also collected information on the use of bedspace in the facility to indicate whether the facility was experiencing crowding. The JRFC included questions about the type of facility, such as detention center, training school, ranch, or group home. This information was complemented by a series of questions about other residential services provided by the facility, such as independent living, foster care, or other arrangements. In 2004, the JRFC used two modules to collect information on the physical health and educational services provided to youth in these facilities. While not evaluating the effectiveness or quality of these services, the JRFC gathered important information about the youth the services were directed toward and how the services were provided. The census indicated the use of screenings or tests conducted to determine counseling, education, health, or substance abuse needs, and also examined prominent issues about conditions of confinement, including the restraint of youth and improper absences from the facility. Congress requires the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to report annually on the number of deaths of juveniles in custody; JRFC collected information on such deaths for the one-year period just prior to the census reference date.
