The goal of the Arrestee Drug Abuse Monitoring (ADAM) Program is to determine the extent and correlates of illicit drug use in the population of booked arrestees in local areas. Data were collected in 2001 at four separate times (quarterly) during the year in 33 metropolitan areas in the United States. The ADAM program adopted a new instrument in 2000 in adult booking facilities for male (Part 1) and female (Part 2) arrestees. Data from arrestees in juvenile detention facilities (Part 3) continued to use the juvenile instrument from previous years, extending back through the DRUG USE FORECASTING series (ICPSR 9477). The ADAM program in 2001 also continued the use of probability-based sampling for male arrestees in adult facilities, which was initiated in 2000. Therefore, the male adult sample includes weights, generated through post-sampling stratification of the data. For the adult files, variables fell into one of eight categories: (1) demographic data on each arrestee, (2) ADAM facesheet (records-based) data, (3) data on disposition of the case, including accession to a verbal consent script, (4) calendar of admissions to substance abuse and mental health treatment programs, (5) data on alcohol and drug use, abuse, and dependence (6) drug acquisition data covering the five most commonly used illicit drugs, (7) urine test results, and (8) weights. The juvenile file contains demographic variables and arrestee's self-reported past and continued use of 15 drugs, as well as other drug-related behaviors.

The Arrestee Drug Abuse Monitoring (ADAM) II program was designed to monitor trends in drug use among arrested populations in key urban areas across the United States. The first ADAM data collection was instituted in 2000 as a replacement for the Drug Use Forecasting program (DUF), which employed a non-scientific sampling procedure to select primarily felony arrestees in 23 urban areas throughout the country. The year 2000 revision of ADAM instituted a representative sampling strategy among booked male arrestees in an expanded network of 35 sites. The program was suspended by the National Institute of Justice in 2003 and restarted in 2007 with funding from the Office of National Drug Control Policy (ONDCP). With ADAM II, the ONDCP and Abt Associates have initiated a new data collection that replicates the ADAM methodology in order to obtain data comparable to previously established trends. ADAM II implemented two quarters of data collection in ten sentinel ADAM sites to revive monitoring drug trends, with a particular focus on obtaining valid and reliable information on methamphetamine use. A total of 8,296 arrestees were interviewed during the second and third quarters of 2007. Participation was voluntary and confidential, and the procedures included a personal interview (lasting approximately 20 minutes) and collection of a urine specimen. The Arrestee Drug Abuse Monitoring (ADAM) II survey collected data about drug use, drug and alcohol dependency and treatment, and drug market participation among booked male arrestees within 48 hours of arrest. Demographic variables include age, race, most serious charge, date of arrest, time of arrest, and education level. Differences in the Validity of Self-Reported Drug Use Across Five Factors in Indianapolis, Fort Lauderdale, Phoenix, and Dallas, 1994 (ICPSR 2706)

This study investigated the accuracy of self-reported drug use in three ways. First, the researchers examined differences in the accuracy of self-reported drug use across five factors: gender, race, age, type of drug, and offense seriousness. Second, an attempt was made to determine the specific sources of inaccurate self-reports in terms of differences in underreporting and overreporting. Third, the researchers sought to explain differences in underreporting and overreporting in terms of true differences or differences in opportunity to underreport or overreport. This study used data collected in 1994 as part of the Drug Use Forecasting (DUF) Program [DRUG USE FORECASTING IN 24 CITIES IN THE UNITED STATES, 1987-1997 (ICPSR 9477)]. The DUF drug testing and measurement methodology allows the accuracy of self-reported drug use to be checked with a biological criterion, namely urine tests. The sample for this study consisted of 4,752 white and Black adults from Indianapolis, Ft. Lauderdale, Phoenix, and Dallas. The five exogenous measures included in this study were type of drug (marijuana vs. crack/cocaine), age (18 through 30 vs. 31 or over), offense seriousness (misdemeanor vs. felony), race (Black vs. white), and gender (male vs. female). The endogenous measures were accuracy (self-report and drug test both positive or both negative vs. otherwise), underreporting (self-report negative but drug test positive vs. otherwise), and overreporting (self-report positive but drug test negative vs. otherwise). Variables include result of marijuana urine test, result of cocaine/crack urine test, marijuana self-report, cocaine/crack self-report, age group, sex, race, offense category, and ethnic/gender group.

The purpose of the study was to investigate the role and impact of forensic science evidence on the criminal justice process. The study utilized a prospective analysis of official record data that followed criminal cases in five jurisdictions (Los Angeles County, California; Indianapolis, Indiana; Evansville, Indiana; Fort Wayne, Indiana; and South Bend, Indiana) from the time of police incident report to final criminal disposition. The data were based on a random sample of the population of reported crime incidents between 2003 and 2006, stratified by crime type and jurisdiction. A total of 4,205 cases were sampled including 859 aggravated assaults, 1,263 burglaries, 400 homicides, 602 rapes, and 1,081 robberies. Descriptive and impact data were collected from three sources: police incident and investigation reports, crime lab reports, and prosecutor case files. The data contain a total of 175 variables including site, crime type, forensic variables, criminal offense variables, and crime dispositions variables.

This study examined the impacts of jurisdictions' domestic violence policies on violent behavior of family members and intimate partners, on the likelihood that the police discovered an incident, and on the likelihood that the police made an arrest. The research combined two datasets. Part 1 contains information on police, prosecution policies, and local victim services. Informants within the local agencies of the 50 largest cities in the United States were contacted and asked to complete a survey inventorying policies and activities by type and year of implementation. Data from completed surveys covered 48 cities from 1976 to 1996. Part 2 contains data on domestic violence laws. Data on state statutes from 1976 to 1997 that related to protection orders were collected by a legal expert for all 50 states and the District of Columbia.

This study, funded under the Measuring What Matters Program, was conducted to identify general neighborhood strengthening, or community building, processes and police contributions to them. The purpose of the study, also known as the Police-Community Interaction Project (PCIP), was to conceive, identify, or define recognizable patterns of interaction and to find ways to treat these as quantities that vary in amount and can be shown to fluctuate over time or across places. To that end, researchers conducted surveys of block clubs, neighborhood associations, and umbrella groups to gauge the issues that were important to them, steps they were taking to address these issues, and the ways in which they interacted with the police. Researchers also attended the meetings and events held by the Westside Cooperative Organization (WESCO), an umbrella group, and gathered coded data about the meetings, events and issues discussed. Specific variables in the study include demographic variables about the blocks, neighborhoods, and districts represented by the organizations, descriptive variables on the organizations themselves, variables describing issues of importance to the organizations and steps those organizations were taking to address the issues, variables to describe the interaction between the organizations and police, and variables describing police involvement in community activities.

This study examined trends in the use of five widely abused drugs among arrestees at 10 geographically diverse locations from 2000 to 2010: Atlanta, Charlotte, Chicago, Denver, Indianapolis, Manhattan, Minneapolis, Portland Oregon, Sacramento, and Washington DC. The data came from the Arrestee Drug Abuse Monitoring Program reintroduced in 2007 (ADAM II) and its predecessor the ADAM program. ADAM data included urinalysis results that provided an objective measure of recent drug use, provided location specific estimates over time, and provided sample weights that yielded unbiased estimates for each location. The ADAM data were analyzed according to a drug epidemics framework, which has been previously employed to understand the decline of the crack epidemic, the growth of marijuana use in the 1990s, and the persistence of heroin use. Similar to other diffusion of innovation processes, drug epidemics tend to follow a natural course passing through four distinct phases: incubation, expansion, plateau, and decline. The study also searched for changes in drug markets over the course of a drug epidemic.

Problem Solving Approaches to Issues of Inmate Reentry in Indianapolis, Indiana, 2000-2003 (ICPSR 30281)

This study involved an evaluation of the reentry component of the Indianapolis Violence Reduction Partnership (IVRP). The IVRP included a problem solving approach to the issue of inmate reentry. On the basis of a problem analysis, the IVRP officials decided to implement a pilot project that involved having recently released inmates attend a neighborhood-based group meeting convened by criminal justice officials and including community representatives and service providers. The meetings were based on the notion of combining deterrence and social support (linkage to services). The pilot project was evaluated using a quasi-experimental design. The treatment group consisted of 82 former inmates who attended one of five meetings. The comparison group consisted of 103 former inmates released at the same time period as the treatment group but in a different neighborhood. Reentry lever-pulling meeting participants and comparison group members were tracked for a period of up to 24 months to determine whether they had been re-arrested during the study period.

The purpose of the Project on Policing Neighborhoods (POPN) was to provide an in-depth description of how the police and the community interact with each other in a community policing (CP) environment. Research was conducted in Indianapolis, Indiana, in 1996 and in St. Petersburg, Florida, in 1997. Several research methods were employed: systematic observation of patrol officers (Parts 1-4) and patrol supervisors (Parts 5-14), in-person interviews with patrol officers (Part 15) and supervisors (Parts 16-17), and telephone surveys of residents in selected neighborhoods (Part 18). Field researchers accompanied their assigned patrol or supervising officer during all activities and encounters with the public during the shift. Field researchers noted when various activities and encounters with the public occurred during these "ride-alongs," who was involved, and what happened. In the resulting data files coded observation data are provided at the ride level, the activity level (actions that did not involve interactions with citizens), the encounter level (events in which officers interacted with citizens), and the citizen level. In addition to encounters with citizens, supervisors also engaged in encounters with patrol officers. Patrol officers and patrol supervisors in both Indianapolis and St. Petersburg were interviewed one-on-one in a private interviewing room during their regular work shifts. Citizens in the POPN study beats were randomly selected for telephone surveys to determine their views about problems in their neighborhoods and other community issues. Administrative records were used to create site identification data (Part 19) and data on staffing (Part 20). This data collection also includes data compiled from census records, aggregated to the beat level for each site (Part 21). Census data were also used to produce district populations for both sites (Part 22). Citizen data were aggregated to the encounter level to produce counts of various citizen role categories and characteristics and characteristics of the encounter between the patrol officer and citizens in the various encounters (Part 23). Ride-level data (Parts 1, 5, and 10) contain information about characteristics of the ride, including start and end times, officer identification, type of unit, and beat assignment. Activity data (Parts 2, 6, and 11) include type of activity, where and when the activity took place, who was present, and how the officer was notified. Encounter data (Parts 3, 7, and 12) contain descriptive information on encounters similar to the activity data (i.e., location, initiation of encounter). Citizen data (Parts 4, 8, and 13) provide citizen characteristics, citizen behavior, and police behavior toward citizens. Similarly, officer data from the supervisor observations (Parts 9 and 14) include characteristics of the supervising officer and the nature of the interaction between the officers. Both the patrol officer and supervisor interview data (Parts 15-17) include the officers' demographics, training and knowledge, experience, perceptions of their beats and organizational environment, and beliefs about the police role. The patrol officer data also provide the officers' perceptions of their supervisors while the supervisor data describe supervisors' perceptions of their subordinates, as well as their views about their roles, power, and priorities as supervisors. Data from surveyed citizens (Part 18) provide information about their neighborhoods, including years in the neighborhood, distance to various places in the neighborhood, neighborhood problems and effectiveness of police response to those problems, citizen knowledge of, or interactions with, the police, satisfaction with police services, and friends and relatives in the neighborhood. Citizen demographics and geographic and weight variables are also included. Site identification variables (Part 19) include ride and encounter numbers, site beat (site, district, and beat or community policing areas [CPA]), and sector. Staffing variables (Part 20) include district, shift, and staffing levels for various shifts. Census data (Part 21) include neighborhood, index of socioeconomic distress, total population, and total white population. District population variables (Part 22) include district and population of district. The aggregated citizen data (Part 23) provide the ride and encounter numbers, number of citizens in the encounter, counts of citizens by their various roles, and by sex, age, race, wealth, if known by the police, under the influence of alcohol or drugs, physically injured, had a weapon, or assaulted the police, counts by type of encounter, and counts of police and citizen actions during the encounter.

This data collection represents the sixth in a series of statistical reports sponsored by the Bureau of Justice Statistics. The purpose of the series is to provide statistical information on how prosecutors and the courts dispose of criminal cases involving adults arrested for felony crimes. With this purpose in mind, information was collected on items such as an individual's arrest date, sentencing date, court charge, and case disposition.

The lever-pulling model was first developed as part of a broad-based, problem-solving effort implemented in Boston in the mid-1990s. The lever-pulling strategy was a foundational element of many collaborative partnerships across the country and it was a central element of the strategic plans of many Project Safe Neighborhoods (PSN) jurisdictions. This effort attempted to deter the future violent behavior of chronic offenders by first communicating directly to them about the impact that violence had on the community and the implementation of new efforts to respond to it, and then giving credibility to this communication effort by using all available legal sanctions (i.e., levers) against these offenders when violence occurred. The purpose of the study was to perform an experimental evaluation of a lever-pulling strategy implemented in Indianapolis, Indiana. Probationers were randomly assigned to the law enforcement focused lever-pulling group, the community leader lever-pulling group, or a regular probation control group during six months between June 2003 and March 2004. There were a total of 540 probationers in the study--180 probationers in each group. Probationers in the law enforcement focused lever-pulling group had face-to-face meetings with federal and local law enforcement officials and primarily received a deterrence-based message, but community officials also discussed various types of job and treatment opportunities. In contrast, probationers in the community leader lever-pulling group attended meetings with community leaders and service providers who exclusively focused on the impact of violence on the community and available services. Three types of data were collected to assess perceptions about the meeting: offending behavior, program participation behavior, and the levers pulled. First, data were collected using a self-report survey instrument (Part 1). Second, the complete criminal history for probationers (Part 2) was collected one-year after their meeting date. Third, all available probation data (Part 3) were collected 365 days after the meeting date. Part 1, Self-Report Survey Data, includes a total of 316 variables related to the following three types of data: Section I: meeting evaluation and perception of risk, Section II: Self-reported offense and gun use behavior, and Section III: Demographics. Part 2, Criminal History Data, includes a total of 94 variables collected about the probationer's complete offending history as well as their criminal activities after the treatment for one year. Part 3, Probation Data, includes a total of 249 variables related to probation history and other outcome data.
