Before the Prison Rape Elimination Act (PREA) of 2003, it was not clear the extent to which state departments of corrections (DOCs) were addressing sexual violence in systematic ways. In fact, little information existed about what strategies were being put into practice in prison systems across the country. PREA changed the way DOCs addressed prison sexual violence (PSV). Mandatory recordkeeping and a push for eliminating such incidents moved many DOCs to develop specific responses to PSV or to further refine approaches already in place. The purpose of this project was to provide a national snapshot of DOC initiatives to address PSV, as well as to identify specific practices that seemed to be, in the absence of formal evaluations, particularly promising or innovative in nature.
Researchers conducted three tasks: (1) The Survey of State Correctional Administrators (SSCA) involving written surveys and follow-up phone interviews with leaders of state DOCs. During the survey, state administrators described the state's overall approach to PSV and nominated specific strategies as particularly promising; (2) The Survey of Promising Practices (SPP) involving phone interviews with DOC representatives who spoke about promising practices nominated during the SSCA. Interviews were conducted with facility directors, service providers, or other state personnel affiliated with nominated approaches; and (3) Case studies involving site visits to states that researchers determined could provide the most informative lessons on addressing sexual violence in prison to the largest audience of practitioners, researchers, and policymakers.

Aftercare Services for Juvenile Parolees with Mental Disorders in Ohio, 2005-2006 (ICPSR 20624)
After Rescue: Evaluation of Strategies to Stabilize and Integrate Adult Survivors of Human Trafficking to the United States, 2006-2011 (ICPSR 36405)
This mixed-methods project examined comprehensive case management services provided from fiscal years 2006 to 2011 to adult survivors of human trafficking born outside of the United States. The purpose was to evaluate the effectiveness of different intervention strategies to stabilize, rehabilitate, and integrate survivors into wider society. Case management services were funded by the Anti-Trafficking in Persons (ATIP) Program of the Office of Refugee Resettlement (ORR) under the Per Capita Reimbursement Contract administered by the U.S. Conference of Catholic Bishops (USCCB). Several data sources were used for analysis: 1) A longitudinal, relational database of survivor cases as reported electronically by subcontracted social service providers throughout the United States, 2) intake assessment and case notes, and 3) group discussions and in-depth interviews with service providers to gain an understanding of the processes and dynamics involved in protecting survivors from repeat victimization and facilitating their reintegration into the mainstream society.
Two datasets are included in this collection: the Base dataset (DS1), a cleaned and merged version of USCCB records, and the Analysis dataset (DS2), which includes all base items and variables constructed for analysis. The qualitative interview data will be made available at a future date.
Alternative Sentencing Policies for Drug Offenders: Evaluating the Effectiveness of Kansas Senate Bill 123, 2001-2010 (ICPSR 30982)
The study examined the first five years of operation of Kansas senate bill 123 (November 2003-November 2008) examining individual-level and system-level outcomes over time and across community corrections districts and judicial actors. The study also assesses the impact of SB 123 on the work routines of criminal justice system actors, examining changes in sentencing and supervision practices and interactions across agencies following the implementation of SB 123.
Individual-level impacts of SB 123 on recidivism rates are assessed using sentencing and revocation data collected by the Kansas Sentencing Commission for drug possessors sentenced in Kansas between November 1, 2001 and October 31, 2008 (Dataset 1). Propensity score matching was used to compare the revocation and reconviction rates of drug possessors sentenced to SB 123 with the recidivism rates of similar individuals sentenced to regular probation (standard supervision by community corrections or court services) (Dataset 2). Supervision and program participation data provided by the Kansas Department of Corrections were used to assess the use of drug treatment services, education and employment services, and sanctions for individuals sentenced to SB 123 or standard community corrections (Dataset 3). These quantitative data were complemented by a set qualitative data derived from interviews with SB 123-eligible offenders (Dataset 4), community corrections managers, and courtroom actors (judges, prosecutors, public defenders) (Dataset 5).

This study examined the impact that a six-month broken windows style policing crackdown on disorder had on residents of three California cities: Colton, Ontario and Redlands. The study investigated four questions:
- What is the impact of broken windows policing on fear of crime among residents of the targeted hot spots?
- What is the impact of broken windows policing on police legitimacy in the targeted hot spots?
- What is the impact of broken windows policing on reports of collective efficacy in the targeted hot spots?
- Is broken windows policing at hot spots effective in reducing both actual and perceived levels of disorder and crime in the targeted hot spots?
To answer these questions, a block randomized experimental design was employed to deliver a police intervention targeting disorder to 55 treatment street segments with an equal number of segments serving as controls.
Data were collected on the type and amount of crime before, during, and after implementation as well as interviews of residents before and after the crackdown in order to gauge their perception of its success.

A Brief Motivational Interview Intervention to Reduce Dating Abuse Perpetration, Boston, Massachusetts, 2014-2017 (ICPSR 36879)
This study tests a brief intervention designed to reduce adolescent dating abuse (ADA) perpetration in a healthcare setting used primarily by low income, Black, and Hispanic youth. The Project READY (Reducing Aggression in Dating Relationships for Youth) is a theory-driven, empirically supported, brief intervention. READY intercepts youth who utilize an urban emergency department for non-urgent health care (e.g., sprains), provides them with tailored feedback about their relationship behavior, and uses motivational interviewing to move them towards non-violence and respect. READY was designed to avoid victim-blaming and is responsive to the gendered dynamic of ADA. A small feasibility pilot test of READY was completed in 2013 (N=27).
Participants were 173 youth ages 15-19 years old who were patients of an urban pediatric emergency department. Youth who perpetrated at least 1 act of physical or sexual ADA 3 months prior to baseline were eligible. The proposed experimental evaluation of READY used a randomized controlled trial (RCT) design, with 3- and 6-month follow-ups to assess changes in knowledge, attitude and perpetration behavior.
The hypotheses are: (1) Youth who participate in the brief intervention session and telephone booster call will report improved knowledge and attitudes, and less self-reported ADA perpetration up to 6 months post-intervention as compared to youth in the control group; and (2) the cost of providing the intervention will be less than the cost of the violence that occurs in its absence. Mixed effects linear and logistic models were used to analyze longitudinal data.
Building Late-Life Resilience to Prevent Elder Abuse: A Randomized Controlled Pilot Study of the EMPOWER Program, Arizona, 2019-2021 (ICPSR 38332)
Over the past two decades, as the proportion of older Americans has increased, so too have instances of elder abuse, including physical, emotional, and sexual abuse; financial exploitation; and caregiver neglect. The most recent national survey estimates show at least 1 in 10 community-residing older adults experience elder abuse each year, which translates to over 7 million Americans annually. Rates of abuse are magnified for older adults with the least financial and social resources, including those with low incomes, living in isolated rural communities, and facing structural barriers such as systemic racism. Emerging research on the COVID-19 pandemic prompts even greater concern for elder abuse: the virus has disproportionately affected older adults, resulting in increased social isolation, physical health impairment, and exposure to COVID-related fraud.
Recognizing the urgent need to develop and rigorously evaluate programs aimed at preventing elder abuse, the US Department of Justice's National Institute of Justice funded a demonstration from 2017 to 2021 during which researchers from the Urban Institute and practitioners at the Phoenix-based Area Agency on Aging, Region One ("the Area Agency") co-developed an elder abuse prevention program in Maricopa County, Arizona, which Urban's team then evaluated through a randomized controlled pilot study. This multiphase demonstration included an initial planning phase and a subsequent pilot study, which is the focus of this report.
The EMPOWER: Building Late-Life Resilience program is a 12-week in-home intervention, with one-hour weekly visits designed to empower community-residing older adults with the resiliency and resources to lead safe and healthy lives throughout the aging process. EMPOWER provides one-on-one assessments, client-centered prevention education, and needs-responsive life skills training embedded in a series of cognitive reframing conversations with an experienced facilitator. The program has eight modules, each of which culminates in an action plan focused on strengthening a client's internal assets and identifying sources of positive social support. Caseworkers facilitate motivational discussions centered on clients' self-identified goals and action planning, with the aim of optimizing clients' home safety, physical health, social connectedness, and emotional and financial well-being.
Building Tribal-Researcher Capacity to Inform Data-Driven Practices, Technology, and Tribal Justice, United States, 2019 (ICPSR 38013)
The Center for Court Innovation, in partnership with independent consultants from the public defender's office of certain tribes, conducted a comprehensive survey of tribal justice system stakeholders, focused on the existing use of risk-needs assessments and similar tools, and existing data collection/technology used by tribal jurisdictions around the country. The survey results create a comprehensive portrait of tribal court system risk and need assessment, data collection, management, and challenges reported by those directly involved in managing and working with people in the system.

Numerous high-profile events involving student victimization on school buses have raised critical questions regarding the safety of school-based transportation for children, the efforts taken by school districts to protect students on buses, and the most effective transportation-based behavioral management strategies for reducing misconduct. To address these questions, a national web-based survey was administered to public school district-level transportation officials throughout the United States to assess the prevalence of misconduct on buses, identify strategies to address misconduct, and describe effective ways to reduce student misbehavior on buses. Telephone interviews were also conducted with a small group of transportation officials to understand the challenges of transportation-based behavioral management, to determine successful strategies to create safe and positive school bus environments, and to identify data-driven approaches for tracking and assessing disciplinary referrals.

The study contains data from a survey of 480 large (200+ sworn officers) state and local law enforcement agencies, and 63 additional smaller county and municipal agencies that experienced violent extremism. These data were collected as part of a project to perform a comprehensive assessment of challenges and opportunities when developing partnerships between police and communities to counter violent extremism. Qualitative data collected as a part of this project are not included in this release.

This study examined arrestee DNA laws (laws that allowed testing of arrestees DNA pre-adjudication), their implementation in the field and their subsequent effects on agency operations as well as their success in aiding investigations in the 28 states that have these laws. The study investigated five specific questions:
- What states have passed legislation authorizing the collection of DNA from arrestees?
- How do the laws and policies regarding collecting DNA from arrestees differ by state?
- How have the courts ruled on these new laws?
- How have arrestee DNA laws been implemented in each state?
- What has been the impact of requiring DNA collection from arrestees on state crime laboratories and other involved agencies?
- What evidence is available to determine the effects of collecting DNA from arrestees on public safety or other criminal justice outcomes?
To answer these questions, researchers used a mixed methods data collection plan, including reviewing relevant statutes and case law, interviewing state and federal Combined DNA Index System (CODIS) laboratory staff and other forensic experts, and collecting descriptive data from state laboratories.
Collecting DNA from Juveniles in 30 U.S. States, 2009-2010 (ICPSR 31281)
This study examined the laws, policies, and practices related to juvenile DNA collection, as well as their implications for the juvenile and criminal justice systems. DNA evidence proved valuable in solving crimes, which motivated a concerted effort to expand the categories of offenders who provided DNA samples for analysis and inclusion in the Combined DNA Index System (CODIS), the Federal Bureau of Investigation (FBI)-operated national database.
State requirements for DNA collection, which initially focused on adult offenders convicted of sexual or violent offenses, expanded to include other categories of convicted felons, convicted misdemeanants, arrestees, and juveniles. In 30 states, certain categories of juveniles handled in the juvenile justice system must now provide DNA samples. The study was designed to explore the practice and implications of collecting DNA from juveniles and addressed the following questions:
- How have state agencies, juvenile justice agencies and state laboratories implemented juvenile DNA collection laws?
- What were the number and characteristics of juveniles with profiles included in CODIS?
- How have juvenile profiles in CODIS contributed to public safety or other justice outcomes?
- What improvements to policies and practices needed to be made?
To examine these questions, researchers at the Urban Institute: (1) systematically reviewed all state DNA statutes; (2) conducted semi-structured interviews with CODIS lab representatives in states that collect DNA from juveniles to understand how the laws were implemented; (3) collected and analyzed descriptive data provided by these labs on the volume and characteristics of juvenile profiles in CODIS; (4) conducted semi-structured interviews with juvenile and criminal justice stakeholders in five case study states; and (5) convened a meeting of federal officials and experts from the forensic and juvenile justice committees to explore the broader impacts of juvenile DNA collection.
Community Restorative Healing Project, Los Angeles, California, 2017-2018 (ICPSR 37622)
The vision of the Community Restorative (CORE) Health Project was to increase awareness and availability of trauma-informed care and indigenous healing practices in the target communities for clients and families being served by the City of Los Angeles Mayor's Office of Gang Reduction and Youth Development (GRYD). Two agencies were contracted to provide either trauma-focused mental health treatment or training on indigenous healing practices to clients, families, and the community. A total of 115 individual or group therapy sessions were provided, 23 community based workshops on trauma-informed care or indigenous healing practices were offered, and 15 professional development events were attended by over 354 GRYD intervention workers or CORE staff.
Background information was collected during the initial stages of the GRYD program, and a youth's eligibility for GRYD services was determined. The Posttraumatic Screening Inventory was used to assess the presence of posttraumatic stress, exposure to a traumatic event, and whether participants should be referred for treatment. Youths were then exposed to the GRYD's Summer Night Lights program, which raised trauma awareness, taught coping strategies, and increased access to services.
Then the National Compadres Network was chosen to administer three training sessions on indigenous healing practices: La Cultura Cura, El Joven Noble, and Circle Keepers. Pre-test surveys collected demographics such as age, gender, ethnicity, and religiosity, as well as their expectations heading into training. Post-test surveys assessed how much information participants received, the usefulness of information, if training rationale made sense, and whether or not participants planned to use what they had learned. After training sessions were completed, researchers conducted 10 follow up interviews with services providers and leadership from CORE.
A Comprehensive Evaluation of a Drug Market Intervention Training Cohort in Roanoke, Virginia; Jacksonville, Florida; and Guntersville, Alabama, 2011-2013. (ICPSR 36322)
The Drug Market Intervention (DMI) has been identified as a promising practice for disrupting overt-drug markets, reducing the crime and disorder associated with drug sales, and improving police-community relations. Montgomery County, Maryland; Flint, Michigan; Guntersville, Alabama; Lake County, Indiana; Jacksonville, Florida; New Orleans, Louisiana; and Roanoke, Virginia applied for and received DMI training and technical assistance from Michigan State University in 2010 and 2011. This study followed the seven sites that were trained in the program to determine how the program was implemented, how the DMI affected the targeted drug market, whether the program affected crime and disorder, whether the program improved police-community relations, and how much the program cost.
Comprehensive Gang Model Evaluation: Integrating Research Into Practice, Massachusetts, 2014-2018 (ICPSR 37453)
Comprehensive School Safety in Atlanta Public Schools, Georgia, 2015-2021 (ICPSR 38459)
The Comprehensive School Safety Initiative (CSSI) is a research-focused initiative that was launched by the National Institute of Justice in response to high-profile incidents of school violence. The CSSI grant program aimed to identify and understand the root causes of school violence and identify effective strategies for responding to and resolving safety and security issues. The Atlanta Comprehensive School Safety Initiative (Atlanta CSSI) project, funded in 2016 under the National Institute of Justice's CSSI grant program, and as a partnership between researchers and practitioners, centered around the fundamental question of how to design and implement safe and supportive learning environments for students in Atlanta Public Schools (APS).
Since 2014, district leadership from APS and researchers from WestEd and Georgia State University (GSU) developed a blended research and technical assistance approach to make progress towards improving school safety. The findings are based on data gathered through:
- focus groups with school-and district-based staff;
- observational protocols and meeting notes; and
- school-level student climate and discipline data gathered by the state.
The Comprehensive School Safety Initiative: Study of Police in Schools, California and Florida, 2011-2019 (ICPSR 37591)
Although the placement of school resource officers (SROs) in schools is widespread, little is known about its effectiveness in preventing school crime or the extent to which placement may harm schools and students (e.g., by facilitating the formal processing of minor offenses). The Study of Police in Schools sought to strengthen the evidence base on the effects of SROs on schools and students. Specifically, this study addressed two research questions: (1) What are the effects of SROs on school disciplinary offenses and disciplinary actions? and (2) Do the effects of SROs vary by implementation, school, and student characteristics?
The study focused on public secondary schools that increased SRO staffing through the 2013 and 2014 Department of Justice's Community Policing Services (COPS) Hiring Program (CHP) and on matched comparison schools that neither received SROs funded by CHP grants nor increased SRO staffing at the same time as treatment schools. Using longitudinal analyses of monthly school-level administrative data, the study compared the treatment and comparison schools on disciplinary incidents/offenses and actions. In addition, the study analyzed data from web surveys of school administrators and SROs at the sample schools, and from interviews with law enforcement officials at the agencies that placed the SROs in the schools. To assess the extent to which the presence of SROs affects the measurement of school crime, research staff also collected and analyzed qualitative information from interviews with school administrators in select treatment schools.

This was a two phase project designed to investigate the decision-making process of the coroner/medical examiner (CME) offices who are charged with investigating suspicious elder deaths and to pilot an intervention that augmented the decision-making process in three CME offices. In phase one, researchers collected case data from CME offices, public data on elder deaths, and interviews with CME investigators. Researchers then developed a brief screening tool, Elder Suspicious Death Field Screen (ESDFS), to be used by CME employees fielding reports of elder deaths. In phase two, the ESDFS was implemented in three counties for a six-month data collection period. An expert panel reviewed a subsample of cases to assess whether CME investigators made appropriate decisions to investigate or not.

Children exposed to domestic violence are at increased risk of experiencing and perpetrating violence against their partners when they become adolescents and adults. Despite this increased risk and the fact that approximately 15 million children are exposed to domestic violence yearly, there have been no evaluated dating abuse prevention programs conducted specifically with this population.

Dating Violence Among Latino Adolescents (DAVILA) Study [United States], 2010-2012 (ICPSR 34630)

The Dating Violence among Latino Adolescents (DAVILA) study assessed the victimization experience of a national sample of 1,525 Latino adolescents living in the United States. Trained professionals from an experienced survey research firm conducted the interviews over the phone in either English or Spanish, from September 2011 through February 2012.
The purpose of the study was to:
- Determine extent of dating violence in a sample of male and female Latino adolescents;
- Determine the coexistence of other forms of victimization among those who experienced dating violence;
- Examine formal service utilization among Latino adolescents who experienced dating violence;
- Examine informal help-seeking among Latino adolescents who experienced data violence;
- Examine culturally-relevant factors associated with the experience of and responses to dating violence;
- Determine the psychological impact of dating violence on Latino adolescents; and
- Evaluate the role of social resources on victimizations and psychosocial functioning among victimized Latino adolescents.
Delivery and Evaluation of the 2012 International Association of Forensic Nurses (IAFN) National Blended Sexual Assault Forensic Examiner (SAFE) Training [UNITED STATES] (ICPSR 34903)

The project sought to address the shortage of sexual assault forensic examiners (SAFE) by delivering and evaluating a comprehensive SAFE training program developed by the International Association of Forensic Nurses (IAFN). To assess if the training was effective, researchers conducted an outcome evaluation using a mixed methods approach, including quantitative pre-post training and qualitative interviews with instructors and students. The evaluation had three main components: 1) to assess training completion, including the percentage of students who completed the training and the factors that contributed to their completion; 2) to ascertain whether students attained knowledge through pre-test/post-tests and the factors that contributed to knowledge attainment; and 3) to determine whether students retained their knowledge using a post-training exam approximately three months following the training, and whether the students incorporated the core concepts of the training into their SAFE practice.
The researchers divided the project into 3 studies. Study 1 examined how many students completed the training and what predicted training completion. Study 2a utilized a one-group pre-test post-test design where researchers assessed students' knowledge attainment for 12 online modules. Study 2b utilized a qualitative framework to understand the instructors' pedagogical approach to teaching clinical skills. In addition, researchers conducted qualitative interviews to examine the students' perceptions of the patient care and medical forensic exam skills gained from the clinical component in the SAFE training, and how the clinical training contributed to their skill development. Study 3a explored knowledge retention using an online post-training survey given to students three months following the training. Study 3b utilized the same qualitative framework as Study 2b. Only data for studies 1, 2a, and 3a are available with this collection. The data file has 198 cases and 675 variables. The qualitative interviews for Studies 2b and 3b are not available as part of this data collection at this time.
Denver Youth Survey Waves 1-5, (1988-1992) [Denver, Colorado] (ICPSR 36473)
The Denver Youth Survey (DYS) is part of the larger "Program of Research on the Causes and Correlates of Delinquency" initiated by the Office of Juvenile Justice and Delinquency Prevention in 1986. The DYS is a longitudinal study of problem and successful behavior over the life course that focuses on delinquency, drug use, victimization, and mental health. The DYS is based on a probability sample of households in "high-risk" neighborhoods of Denver, Colorado. These neighborhoods were selected on the basis of their social ecology in terms of population and housing characteristics. Only socially disorganized neighborhoods with high official crime rates (top one-third) were included. The survey respondents include 1,528 children and youth who were 7, 9, 11, 13, or 15 years old in 1987, and one of their parents, who lived in one of the more than 20,000 randomly selected households.
The survey respondents include 807 boys and 721 girls and include White (10 percent), Latino (45 percent), and African American (33 percent) youth, as well as 12 percent from other racial/ethnic backgrounds. The child and youth respondents, along with one caretaker, were interviewed annually from 1988 until 1992, and annually from 1995 until 1999. The age range covered by the study is from age 7 through age 26.
The dataset contains 1,528 cases and 22,081 variables.

Developing Methods for Assessing Outcomes of Law and Policy on Drug Trafficking Offenders, Organizations, and Criminal Justice Responses, United States, 2000-2018 (ICPSR 38441)
This project sought to gather and analyze data on the effects of marijuana legalization from primary and secondary data sources that are both local and national in scope, and at both the individual and aggregate level. Since 1996, 37 states have passed statutes legalizing marijuana for medical and/or recreational use, while it has remained illegal under federal law. Jurisdictional and temporal variation in law creates a complex environment and substantial challenges for police and prosecutors charged with enforcement, and little is known about the justice system processing, public safety, and public health outcomes of evolving laws and policies.
Secondary criminal justice and public health data were gathered from federal, state, and local sources. Each source has a sufficiently long time series to provide statistical power and to allow for sometimes gradual implementation. The design exploits geographic and temporal variation in the implementation of marijuana law, using a difference-in-differences design that compares outcomes in states which implemented the policies with states that did not, before and after implementation.

Development of a New Measure of Adolescent Dating Aggression (ADA): National Norms with a Focus on Marginalized Youth, United States, 2019-2020 (ICPSR 37664)
This study collection was formed from two distinct data collection periods and respondent samples to test and validate a newly formed measure regarding adolescent dating abuse (ADA). The new measure named MARSHA (Measure of Adolescent Relationship Harassment and Abuse) reflects ADA from the both the perspectives of victim and perpetrator through the use of 39 pairs of questions on the topics of physical, sexual, emotional, and cyber abuse. The hope for this study was to allow researchers, clinicians, and practitioners, in a wide variety of settings and for multiple purposes, ability to assess the prevalence of ADA in a nation, state or neighborhood; conducting etiological research on ADA; evaluating ADA prevention programs; or screening youth for ADA in clinical or criminal justice settings.

Enhancing the Research Partnership Between the Albany Police Department and the Finn Institute, 2005-2016 (ICPSR 37820)
The Finn Institute is an independent, not-for-profit corporation that conducts research on matters of public safety and security. The project provided for steps that would strengthen and enhance an existing police-researcher partnership, focused around analyses of proactive policing. As part of a research partnership with the Albany Police Department (APD) and the Finn Institute, this study was oriented around a basic research question: can proactive policing be conducted more efficiently, in the sense that a better ratio of high-value to lower-value stops is achieved, such that the trade-off between crime reduction and police community relations is mitigated.
Albany Resident Survey Dataset (DS1) unit of analysis was individuals. Variables include neighborhood crime and disorder, legitimacy and satisfaction with police service, and direct and vicarious experience with stop and perceptions of stops as a problem. Demographic variables include age, race, education, employment, marital status, and household count.
Management of "Smart Stops" Dataset (DS2) unit of analysis was investigatory stops; variables include records of individual stops, the month and year of the stop, whether the location of the stop was a high-crime location, whether the person stopped (or any of the persons stopped, if multiple people were stopped at one time) were high-risk, and whether the stop resulted in an arrest.
Trends in Proactive Policing Dataset (DS3) unit of analysis was APD officers. Variables include number of stops per quarter; variables include demographics such as officer characteristics such as their assignments, length of service, and gender.
Ethnic Albanian Organized Crime in New York City, 1975-2014 (ICPSR 35487)

The main aim of this research is to study the criminal mobility of ethnic-based organized crime groups. The project examines whether organized crime groups are able to move abroad easily and to reproduce their territorial control in a foreign country, or whether these groups, and/or individual members, start a life of crime only after their arrival in the new territories, potentially as a result of social exclusion, economic strain, culture conflict and labeling. More specifically, the aim is to examine the criminal mobility of ethnic Albanian organized crime groups involved in a range of criminal markets and operating in and around New York City, area and to study the relevance of the importation/alien conspiracy model versus the deprivation model of organized crime in relation to Albanian organized crime. There are several analytical dimensions in this study: (1) reasons for going abroad; (2) the nature of the presence abroad; (3) level of support from ethnic constituencies in the new territories; (4) importance of cultural codes; (5) organizational structure; (6) selection of criminal activities; (7) economic incentives and political infiltration. This study utilizes a mixed-methods approach with a sequential exploratory design, in which qualitative data and documents are collected and analyzed first, followed by quantitative data. Demographic variables in this collection include age, gender, birth place, immigration status, nationality, ethnicity, education, religion, and employment status.
Two main data sources were employed: (1) court documents, including indictments and court transcripts related to select organized crime cases (84 court documents on 29 groups, 254 offenders); (2) in-depth, face-to-face interviews with 9 ethnic Albanian offenders currently serving prison sentences in U.S. Federal Prisons for organized crime related activities, and with 79 adult ethnic Albanian immigrants in New York, including common people, undocumented migrants, offenders, and people with good knowledge of Albanian organized crime modus operandi. Sampling for these data were conducted in five phases, the first of which involved researchers examining court documents and identifying members of 29 major ethnic Albanian organized crime groups operating in the New York area between 1975 and 2013 who were or had served sentences in the U.S. Federal Prisons for organized crime related activities. In phase two researchers conducted eight in-depth interviews with law enforcement experts working in New York or New Jersey. Phase three involved interviews with members of the Albanian diaspora and filed observations from an ethnographic study. Researchers utilized snowball and respondent driven (RDS) recruitment methods to create the sample for the diaspora dataset. The self-reported criteria for recruitment to participate in the diaspora interviews were: (1) age 18 or over; (2) of ethnic Albanian origin (foreign-born or 1st/2nd generation); and (3) living in NYC area for at least 1 year. They also visited neighborhoods identified as high concentrations of ethnic Albanian individuals and conducted an ethnographic study to locate the target population. In phase four, data for the cultural advisors able to help with the project data was collected. In the fifth and final phase, researchers gathered data for the second wave of the diaspora data, and conducted interviews with offenders with ethnic Albanian immigrants with knowledge of the organized crime situation in New York City area. Researchers also approached about twenty organized crime figures currently serving a prison sentence, and were able to conduct 9 in-depth interviews.
