Access to Justice for Adolescents and Young Adults Experiencing Intimate Partner Violence: Effectiveness and Accessibility of Civil Protection Orders, Washington, 2015-2024 (ICPSR 39464)

This mixed methods study examined several aspects of the use of civil protection orders (CPOs) by adolescents and young adults (aged 14 to 24 years) in one county in Washington. The first aim examined the effectiveness of CPOs among adolescents and young adults with a history of intimate partner violence (IPV) on IPV recidivism rates of: 1) physical IPV; 2) psychological IPV; and 3) IPV-related property crimes. The second aim explored the knowledge, perceptions, and barriers to and facilitators of adolescent and young adult IPV victims' use of CPOs to best identify next steps in improving access and uptake among this population.

The collection includes a survival analysis dataset (DS1) containing data from county court records and CPO filings from IPV events, and documentation from IPV victim interviews (DS2). Demographic information includes victim, offender, and interview respondent ages, and interview respondent gender, race and ethnicity.

Adaptation and Evaluation of a Video Game to Reduce Sexual Violence on Campus, New Hampshire, 2016 (ICPSR 37101)

Sexual assault is the most common violent crime committed on college campuses today. One in five women have experienced a completed or attempted sexual assault as an undergraduate. In one study, 28% of first-year college women experienced unwanted sexual contact and 7% experienced sexual assault or attempted sexual assault in the first semester of their first year of college, while 7% of college men reported an attempted or completed assault during their college experience. Growing evidence suggests the effectiveness of using online tools and video games for public health intervention and education.

Because of the positive impact of these digital strategies, researchers saw a need to bring this research to sexual violence prevention, where there has been limited use of digital applications. The goal of this project was to design and evaluate the pedagogical effectiveness and cost effectiveness of a video game to reduce sexual and relationship violence. It was hypothesized that the video game could enhance the self-confidence of male and female late adolescents (ages 18-24) to practice safe, appropriate, and effective approaches for intervening in situations where sexual and/or relationship violence (including stalking) is occurring, has the potential to occur, or recently occurred.

Addressing Violence Towards Youth and Young Adults in Indigenous Communities: A Tribal-Research Partnership, United States, 2022-2023 (ICPSR 39178)

Through a new tribal program and researcher partnership, this study aimed to answer the questions: what does violence look like to Native youth, and how do Native youth experience resilience and how can that resilience be strengthened? Through the use of two theoretical frameworks, Galtung's Basic Human Needs and the Socio-Ecological model, these questions were explored.

The work from this project was threefold, first this was a capacity-building grant. Therefore, the central goal was to establish a new tribal program partnership between Native Women's Society of the Great Plains (NWS), led by researchers from the University of South Dakota (USD) and researchers from the University of Colorado Colorado Springs (UCCS). Together they worked to identify additional members who would be part of the study design, implementation, analysis, and dissemination. Project partners ranged in age and geographic location. Participants from NWS, USD, and UCCS worked collaboratively to meet the additional goals of this project.

The second goal was to explore an issue of concern to NWS across the Great Plains Region using the community based participatory research approach. From previous discussions between the researchers and NWS team, vulnerability to violence begins in youth, and therefore was of particular interest to Native people of the Great Plains Region. Thus, USD, NSW, and UCCS developed and applied for the Tribal-Research Capacity-Building Grant together.

The third goal was to identify a priority matter from the data collected on this project and collaborate on a subsequent grant application.

To meet these three overarching goals, five objectives were mapped out for this project. These included the following:

  • Objective 1: Develop a communication strategy among the partnership agency members to advance capacity and enable meaningful conversations about difficult topics.
  • Objective 2: Develop an answer to the question "what is violence?" for this population.
  • Objective 3: To understand how these different sources of violence interact with the human needs identified under objective 2 to create patterned vulnerabilities (or susceptibilities).
  • Objective 4: To address how resilience works within the developed model.
  • Objective 5: To extend capacity building in the broader Indigenous communities of the Great Plains through bidirectional communication and information sharing.

Applying Restorative Practices in New York City High Schools: Perceived Impact and Mixed Findings, New York, 2017-2019 (ICPSR 38200)

Recognizing the potentially deleterious consequences of criminalizing school discipline, schools are increasingly turning to alternative methods for holding students accountable for misbehavior. Restorative justice (RJ) practices--which seek to hold students who cause harm accountable without removing them from their learning environment--ostensibly represent an antidote to traditional discipline. However, RJ practices have been the subject of limited high quality scientific inquiry. This study aims to fill this gap through the implementation and evaluation of a restorative program in a school district (District 18) that struggles with the highest suspension rates in New York City.

Related literature presents inconclusive results regarding the effectiveness of restorative justice (RJ) in schools (Anyon et al. 2016; Augustine et al. 2018; Gonz?lez 2015; Gonz?lez et al. 2019). There is little uniformity in restorative justice implementation, although some key components of successful implementation (e.g., staff buy-in, resources) have been identified. Because no two schools are likely to implement restorative practices identically, evaluating them with scientific rigor--typically requiring large samples--has been inherently challenging. As such, randomized controlled trials of restorative justice in schools were virtually non-existent in 2015 (at the time the current study was proposed), and most existing research relied on qualitative, quasi-experimental or pre-post designs. The push for quantitative rigor resulted in the present study, a mixed method randomized controlled trial, along with other recently published or ongoing rigorous evaluations.

The restorative justice program in question aimed to improve school climate, strengthen relationships schoolwide, prevent and intervene in conflict, reduce incidents and suspensions, and enhance any existing restorative practices already in place. Restorative justice has the potential to reduce dependency on punitive measures (e.g., suspension) when an incident occurs at school. Additionally, given the priority placed on building community and providing mental health support, restorative justice may also reduce such incidents altogether, while creating a positive school climate. As such, the primary quantitative outcomes in this study were incident rates, suspension rates, and school climate. This study was a randomized control trial that included a treatment group (enrolled in RJ program), comparison group (no RJ program enrollment), and control groups (general restorative justice practices). The research team hypothesized the following:

    • Hypothesis 1: Students in the treatment group would have fewer incidents and suspensions than the control group.

    • Hypothesis 2: Students in the treatment group would have fewer incidents and suspensions than the comparison group.

    • Hypothesis 3: Students in all of District 18 would have fewer incidents and suspensions than the comparison group.

    • Hypothesis 4: The treatment group would have a more positive school climate than the control group.

Assessing for Impact: Key Elements to Successful Group Mentoring at the Boys and Girls Club of Metro Atlanta, Georgia, 2018-2019 (ICPSR 38272)

This project, a research partnership between Georgia Health Policy Center (GHPC) at Georgia State University and the Boys and Girls Club of Metro Atlanta (BGCMA), sought to advance understanding of the effectiveness of an enhanced youth mentoring program implemented by a network of Boys and Girls Clubs in the Atlanta area. This study aims to build evidence for group mentoring models for youth that may have a positive impact on delinquency, academics and social-emotional well-being. The study includes a retrospective analysis of secondary data from Boys and Girls Club of Metro Atlanta, as well as qualitative research components that involved individual interviews with staff and focus groups with youth.

Quantitative data sets include de-identified youth level data on club attendance, enhanced mentoring participation, and National Youth Outcomes Initiative (NYOI) survey responses.

Qualitative data includes key informant interviews with a selected group of club level staff to provide a deeper understanding of structure, programming and delivery of mentoring. Youth focus group interviews were also conducted to gather youth perspectives.

In October 2013, the Pacific Institute for Research and Evaluation (PIRE), in partnership with Big Brothers Big Sisters of Kentuckiana (BBBS-KY), was funded by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to implement a mentoring research best practices project that explored whether three types of parent/guardian level variables (psychosocial parent/family characteristics, parent engagement in the mentoring match, and parenting style) influence match quality, match length, and youth outcomes.

This study was designed to describe these factors, as well as investigate how these factors impact match length, match strength, and youth program outcomes. Data to inform both objectives was collected using a longitudinal multimode approach with youth, mentors and parents in the BBBS-KY program in the metro Louisville area. In addition, data from 16 local school districts provided measures of academic performance, school attendance, and disciplinary suspensions. Data were collected at multiple time points from youth, volunteer mentors, and parents/guardians. These data included BBBS-America standard surveys (Youth Outcomes Survey, and Volunteer and Youth Strength of Relationship Surveys). PIRE supplemented the standard BBBS data collection efforts with project-specific baseline volunteer mentor survey and several formative and outcome based inserts to supplement the data that was regularly collected from youth and mentors. The PIRE and BBBS-KY teams also created a project-specific parent/guardian survey to better understand the impact of parental factors on match dynamics and youth mentoring program outcomes. Due to low literacy levels of parents/guardians, this survey was administered as a mixed-mode, audio-computer assisted interview (ACASI). Additional data sources for this study included data from (a) coding of qualitative case review notes for selected aspects of matches by BBBS-KY match support specialists, (b) academic data collected from school districts, and (c) data collected on general match characteristics (e.g., match closure status) collected by BBBS-KY as part of their standard business operations. Most measures were collected early in the match (either match formation or three months into the match) and at 12 months into the match.

This study sought to examine the effect of of two separate forms of post-prison supervision on offender recidivism and employment outcomes: split supervision and conditional release supervision. In order to assess the effect of post-prison supervision on reentry outcomes for Florida inmates, this study addressed the following research questions:
  1. What is the impact of post-release supervision on employment and recidivism?
  2. Do various types of post-release supervision result in different outcomes of employment and recidivism?
  3. How does the length of post-release supervision impact employment and recidivism?
Florida was chosen as the state of focus because of its shift from indeterminate to determinate sentencing and elimination of parole in the 1980s. Researchers used arrest data, corrections data, and employment data from the Federal Department of Corrections, the Florida Department of Law Enforcement, and the Florida Department of Revenue.

Assessing the Relationship Between Immigration Status, Crime, Gang Affiliation, and Victimization, Arizona, 2007-2023 (ICPSR 39107)

Over the last several years, the topic of immigration has gained increased attention from politicians, policymakers, and the media. This attention has centered on the prevalence of undocumented immigrants entering and residing within the United States, concern over increasing crime rates involving undocumented immigrants, and the appropriateness of the various policies aimed at controlling the influx of undocumented immigrants into the country. The recent wave of immigration from Latin America has led to a renewed public outcry and overall concerns regarding the relationship between immigration, crime and gang involvement, and the safety of the American public.

Thus, the goal of this project was to conduct a multi-methodological study to examine immigrants' involvement in crime, gang membership, and experiences with violent victimization. In addition, this project examined alcohol and drug use among immigrants. This project relied on data collected in Maricopa County, Arizona. Specifically, this project relied on

  1. analyses of previously collected quantitative self-report data from a sample of recently booked arrestees,
  2. analyses of quantitative self-report data collected from a community sample of immigrants (of different immigration statuses) and US-born citizens, and
  3. analysis of qualitative data collected from a community sample of immigrants (of different immigration statuses) and US-born citizens.

The results provide a more comprehensive understanding of the relationship between immigration status and crime, gang involvement, and victimization as well as an understanding of immigrants' alcohol and drug use, relative to US-born citizens.

This collection is one part of the Department of Justice's response to 42 USC 14142, a law which requires the U.S. Attorney General to 1) "acquire data about the use of excessive force by law enforcement officers" and 2) "publish an annual summary of the data." Researchers compared agency-level data reported in the 2003 (ICPSR 4411) and 2007 (ICPSR 31161) waves of the Law Enforcement Management and Administrative Statistics (LEMAS) surveys with available external sources including publicly available reports and direct contact with agency personnel. The purpose of this study was to assess validity and reliability of the available agency-level reported data on citizen complaints about police use of force.

Assessment of National and State Tip Line Technology as a Strategy for Identifying Threats to School Safety, [United States], 2018-2021 (ICPSR 38329)

The Assessment of National and State Tip Line Technology as a Strategy for Identifying Threats to School Safety was conducted by RTI International, in partnership with the Oregon State Police, from 2018 through 2021. The project was designed to describe the national prevalence and characteristics of school safety tip lines, and to develop lessons learned on successful implementation approaches by conducting a case study with the SafeOregon tip line. The three main goals of the project were to:

  1. Describe the prevalence and variability of tip line technology in public middle and high schools across the U.S. through a national survey of school administrators (Component 1).
  2. Evaluate the relationship between tip line technology implementation and school safety by augmenting the national survey data with publicly available data on student disciplinary and school safety outcomes from the Department of Education's Civil Rights Data Collection (CRDC) (Component 2).
  3. Assess the implementation experiences, outputs, and costs through an in-depth case study in the state of Oregon (Component 3).

For component 1, RTI conducted a national survey of public middle and high school administrators. For component 2, RTI conducted a national evaluation of school tip lines and measures of school safety, merging the national survey findings with eleven offense categories schools reported to the Department of Education's Civil Rights Data Collection (CRDC).

For Component 3, the team set out to better understand how tip lines are implemented, the characteristics or features of these systems, challenges school administrators face during implementation and use, and perceived effectiveness. Using a mixed-methods design, researchers analyzed the efforts to implement and operate Oregon's SafeOregon statewide school tip line program and present data from the national survey for context. Case study objectives included identifying the (1) prevalence and school characteristics of tip line use; (2) basic operational characteristics of tip lines, including partnerships, staffing, tip submission and triage processes, and anonymity and confidentiality; (3) barriers and challenges involved in tip line implementation; and (4) perceived impact of tip lines. This qualitative assessment was informed by interviews with key stakeholders, school administrators and students. As part of the final component, RTI analyzed tip line data from the SafeOregon statewide tip line program (2018-2020).

Data and documentation from the qualitative interviews (student focus groups and school-level stakeholders) will be made available at a future date.

Building Late-Life Resilience to Prevent Elder Abuse: A Randomized Controlled Pilot Study of the EMPOWER Program, Arizona, 2019-2021 (ICPSR 38332)

Over the past two decades, as the proportion of older Americans has increased, so too have instances of elder abuse, including physical, emotional, and sexual abuse; financial exploitation; and caregiver neglect. The most recent national survey estimates show at least 1 in 10 community-residing older adults experience elder abuse each year, which translates to over 7 million Americans annually. Rates of abuse are magnified for older adults with the least financial and social resources, including those with low incomes, living in isolated rural communities, and facing structural barriers such as systemic racism. Emerging research on the COVID-19 pandemic prompts even greater concern for elder abuse: the virus has disproportionately affected older adults, resulting in increased social isolation, physical health impairment, and exposure to COVID-related fraud.

Recognizing the urgent need to develop and rigorously evaluate programs aimed at preventing elder abuse, the US Department of Justice's National Institute of Justice funded a demonstration from 2017 to 2021 during which researchers from the Urban Institute and practitioners at the Phoenix-based Area Agency on Aging, Region One ("the Area Agency") co-developed an elder abuse prevention program in Maricopa County, Arizona, which Urban's team then evaluated through a randomized controlled pilot study. This multiphase demonstration included an initial planning phase and a subsequent pilot study, which is the focus of this report.

The EMPOWER: Building Late-Life Resilience program is a 12-week in-home intervention, with one-hour weekly visits designed to empower community-residing older adults with the resiliency and resources to lead safe and healthy lives throughout the aging process. EMPOWER provides one-on-one assessments, client-centered prevention education, and needs-responsive life skills training embedded in a series of cognitive reframing conversations with an experienced facilitator. The program has eight modules, each of which culminates in an action plan focused on strengthening a client's internal assets and identifying sources of positive social support. Caseworkers facilitate motivational discussions centered on clients' self-identified goals and action planning, with the aim of optimizing clients' home safety, physical health, social connectedness, and emotional and financial well-being.

This study examined the implementation of a pilot parole-based intervention, known as the Next Generation of Parole Supervision (NG). Drs. Caleb Lloyd and Ralph Serin developed the NG model with funding from the National Institute of Justice (NIJ), and the National Institute of Corrections developed the NG curriculum for parole officers to implement. The Bureau of Justice Assistance funded the implementation of NG in three study sites: Dallas, Texas; Denver, Colorado; and Des Moines, Iowa.

This mixed-methods study focused on understanding how NG was implemented as it was piloted in the three sites, and assessed NG-trained parole officers' fidelity to the NG model. In order to better understand NG's implementation and the business as usual practices it was intended to replace, the study also included a second group of parole officers who were not trained in NG. The groups were not randomly assigned. Data collected for this study included interview data, parole officer questionnaires related to concepts of the NG curriculum, coaching logs providing measures of whether officers received coaching and its frequency, video recordings of parole supervision meetings, and parole caseload data.

Demographic variables included as part of this collection are parole officers' age and sex, and site location. The data collection includes 3 SAS data files:

Child Custody Outcomes in Cases Involving Parental Alienation and Abuse Allegations, United States, 2005-2014 (ICPSR 37331)

A troubling aspect of justice system response to intimate partner violence is custody courts' failure to protect children when mothers allege the father is abusive. Family courts' errors in assessing adult and child abuse, and punitive responses to abuse allegations, have been widely documented. A significant contributor to these errors is the pseudo-scientific theory of parental alienation (PA). Originally termed parental alienation syndrome (PAS), the theory suggests that when mothers allege that a child is not safe with the father, they are doing so illegitimately, to alienate the child from the father. PA labeling often results in dismissal of women's and children's reports of abuse, and sometimes trumps even expert child abuse evaluations. PAS was explicitly based on negative stereotypes of mothers and has been widely discredited. However, the term parental alienation is still widely used in ways that are virtually identical to PAS. However, because PA is nominally gender neutral (and not called a scientific syndrome), it continues to have substantial credibility in court.

The first goal of the study was to ascertain whether empirical evidence indicated that parental alienation is also gender-biased in practice and outcome. Drawing from courts' own reports of facts, findings, and outcomes, such research could inform advocates and the courts regarding the validity or invalidity of relying on PA to strip mothers of their children and potentially subject children to ongoing abuse. Second, inspired by some tentative findings, the study sought to explore outcomes in custody/abuse litigation by gender and by differing types of abuse. The study relied solely on electronically available published opinions in child custody cases; to date, the researchers have identified 240 cases involving alienation and alienation plus abuse. The researchers sought to expand the database to include non-alienation abuse cases as a comparison, and to address additional questions about custody/abuse adjudications.

Cognitive Behavioral Interventions for Medium- and High-Risk Juvenile Offenders: A Statewide Randomized Controlled Trial in Virginia, 2003-2018 (ICPSR 38762)

The Urban Institute developed and fostered a research partnership with the Virginia Department of Juvenile Justice (DJJ) to conduct empirical research to inform DJJ's current practice in the management of aggression issues among at-risk youth and enhance DJJ's analytic capacity. Specifically, through a randomized controlled trial (RCT) and quasi-experimental evaluations, the project team assessed the effectiveness of two types of cognitive-behavioral aggression management treatment, Aggression Replacement Training (ART) and Dialectical Behavior Therapy (DBT) for youth in secure juvenile justice facilities. The three-part evaluation consisted of a process evaluation, an impact evaluation, and cost-effectiveness analysis. The impact evaluation was based on RCT data and matched case-control data through propensity score techniques.

The use of common operational picture (COP) technology can give law enforcement and its public safety response partners the capacity to develop a shared situational awareness to support effective and timely decision-making. These technologies collate and display information relevant for situational awareness (e.g., the location and what is known about a crime incident, the location and operational status of an agency's patrol units, the duty status of officers).

CNA conducted a mixed-methods study including a technical review of COP technologies and their capacities and a set of case studies intended to produce narratives of the COP technology adoption process as well as lessons learned and best practices regarding implementation and use of COP technologies.

This study involved four phases over two years: (1) preparation and technology review, (2) qualitative case studies, (3) analysis, and (4) development and dissemination of results. This study produced a market review report describing the results from the technical review, including common technical characteristics and logistical requirements associated with COP technologies and a case study report of law enforcement agencies' adoption and use of COP technologies. This study provides guidance and lessons learned to agencies interested in implementing or revising their use of COP technology. Agencies will be able to identify how they can improve their information sharing and situational awareness capabilities using COP technology, and will be able to refer to the processes used by other, model agencies when undertaking the implementation of COP technology.

Parents, siblings, partners, and friends are often the first people to suspect a loved one is on the trajectory towards targeted violence or terrorism. These intimate bystanders are well positioned to facilitate prevention efforts if there are known and trusted reporting pathways to law enforcement or other resources. Little is known in the United States about the reporting processes for intimate bystanders to targeted violence or terrorism. This study is built on previous Australian and United Kingdom studies to understand the processes of intimate bystanders in the United States, in order to inform new, localized and contextually-sensitive understandings of and approaches to community reporting issues.

Qualitative-quantitative interviews were conducted from March 2021 to July 2021 virtually over Zoom with 123 community members living in California and Illinois. The researchers describe their perspectives on barriers, facilitators, and pathways. The study sought to enhance prior studies with a larger and more demographically-diverse sample. It included a focus on ISIS/Al-Qa'eda-inspired foreign-terrorism, White Power movement-inspired domestic terrorism, and--of particular relevance to the US---non-ideologically motivated targeted, workplace violence.

This study was designed to provide a mixed methods comparative evaluation of three established court-based programs that serve offenders with serious mental illness (SMI). These programs were selected in response to criticism of similar research for studying young programs that are still in development, employing short follow up periods that are unable to indicate sustained effectiveness, and utilizing less than ideal comparison conditions. The study was conducted in Cook County, Illinois, and data were collected from three distinct court-based programs: the Cook County Felony Mental Health Court (MHC) which serves individuals with SMI who have been arrested for nonviolent felonies, the Specialized Mental Health Probation Unit which involves specially trained probation officers who supervise a reduced caseload of probationers diagnosed with SMI, and the Cook County Adult Probation Department which has an active caseload of approximately 25,000 probationers, a portion of whom have SMI. Probation officer interviews were coded for themes regarding beliefs about the relationship between mental illness and crime, views on the purpose of their program, and approaches used with probationers with SMI. The coding of probationer interviews focused on experiences related to having SMI and being on probation, including: the extent to which probation was involved with mental health treatment; development of awareness of mental health issues; evaluations of the programs based on subjective experiences; and the relationship dynamics between probationers and staff.

The Drug Market Intervention (DMI) has been identified as a promising practice for disrupting overt-drug markets, reducing the crime and disorder associated with drug sales, and improving police-community relations. Montgomery County, Maryland; Flint, Michigan; Guntersville, Alabama; Lake County, Indiana; Jacksonville, Florida; New Orleans, Louisiana; and Roanoke, Virginia applied for and received DMI training and technical assistance from Michigan State University in 2010 and 2011. This study followed the seven sites that were trained in the program to determine how the program was implemented, how the DMI affected the targeted drug market, whether the program affected crime and disorder, whether the program improved police-community relations, and how much the program cost.

The Comprehensive School Safety Initiative: Study of Police in Schools, California and Florida, 2011-2019 (ICPSR 37591)

Although the placement of school resource officers (SROs) in schools is widespread, little is known about its effectiveness in preventing school crime or the extent to which placement may harm schools and students (e.g., by facilitating the formal processing of minor offenses). The Study of Police in Schools sought to strengthen the evidence base on the effects of SROs on schools and students. Specifically, this study addressed two research questions: (1) What are the effects of SROs on school disciplinary offenses and disciplinary actions? and (2) Do the effects of SROs vary by implementation, school, and student characteristics?

The study focused on public secondary schools that increased SRO staffing through the 2013 and 2014 Department of Justice's Community Policing Services (COPS) Hiring Program (CHP) and on matched comparison schools that neither received SROs funded by CHP grants nor increased SRO staffing at the same time as treatment schools. Using longitudinal analyses of monthly school-level administrative data, the study compared the treatment and comparison schools on disciplinary incidents/offenses and actions. In addition, the study analyzed data from web surveys of school administrators and SROs at the sample schools, and from interviews with law enforcement officials at the agencies that placed the SROs in the schools. To assess the extent to which the presence of SROs affects the measurement of school crime, research staff also collected and analyzed qualitative information from interviews with school administrators in select treatment schools.

Contents and Contexts of Cyberbullying: An Epidemiologic Study using Electronic Detection and Social Network Analysis, Iowa, 2014-2015 (ICPSR 36991)

Using a multi-methods research design, this study classified the contents of cyberbullying messages, measured their frequency and associations with offline bullying, and examined whether and how peer groups in social networks promote these behaviors.

Beginning in January 2015, 164 adolescents from 2 Iowa middle schools, grades 6 through 8, were surveyed. Two surveys, one at the start of the spring semester and one at the end of spring 2015, gathered self-reported information on perpetration, victimization, and witnessing of online and offline bullying and the structure of peer networks. A total of 77 students furthermore participated in an electronic capture period from January through May 2015. Participant smartphones were equipped with an application that collected incoming and outgoing text messages and Facebook and Twitter activity, and also surveyed them weekly about their bullying experiences. Demographic information collected included age, grade, gender, ethnicity, parents' marital status, household composition, religiosity, and socioeconomic status.

This exploratory study used the case of Palisades Park, New Jersey, to examine five problem areas: the political economy of migrant labor, prevalence and patterns of criminal victimization against undocumented migrant workers (UMWs), prevalence and patterns of violence against women among UMWs, police-migrant interactions, and criminal offending of UMWs. Data collection efforts were concentrated on the recruitment and survey of 160 male day laborers and 120 female migrant workers in face-to-face interviews. Additional data from focus group and key informant interviews were gathered to provide in-depth information on specific concerns and issues.

The National Criminal Justice Treatment Practices (NCJTP) Survey provides a comprehensive inquiry into the nature of programs and services provided to adult and juvenile offenders involved in the justice system in the United States. Participants included key criminal justice administrators, operations managers, and staff. This survey was conducted in all 50 states and the District of Columbia. The survey involved a myriad of state, regional, and local organizations employing a mix of their own staff and contracted personnel, and services that might involve multiple levels of government. It was a self-administrated, paper-and-pencil questionnaire. The methodology included a multilevel approach that captured the perspective of executives, front-line administrators, and line staff about current practices in a range of institutional and community correctional settings for adults and juveniles. The goals for this survey were: to describe current drug treatment practices, policies, and delivery systems for offenders on probation or parole supervision, and in jails, prisons, and youth institutions; to examine agency structures, resources, and other organizational factors that may affect service delivery, including mission, leadership, climate, culture, and beliefs about rehabilitation versus punishment; and to assess coordination and integration across criminal justice agencies and between corrections and treatment systems. Items in the survey included: respondent characteristics, organizational characteristics, correctional programs characteristics (e.g., size, nature, etc.), substance abuse treatment programs characteristics, social networks/agencies collaboration, integration of services with other agencies, attitudes toward punishment and rehabilitation (personal values), organizational needs assessment, organizational culture and climate for treatment, cynicism toward change, organizational commitment to treatment, and perspectives on intradepartmental coordination.

The project's primary goal was to produce promising practices that will help law enforcement and public health agencies improve interagency coordination related to terrorist threats, as well as other public health emergencies. Phase I of this study used the Surveillance System Inventory (SSI). The SSI is a database that documents and describes public health and public safety surveillance systems in the United States, the United Kingdom, Canada, and Ireland. The purpose of the SSI was to summarize the status of coordination between law enforcement and public health agencies across these systems, as well as to highlight potentially useful systems for coordination and dual-use integration.

The study was conducted to provide information about markets for, distribution of, and use of methamphetamine in New York City, both inside and outside of the MSM (men who have sex with men)/gay community. The study used Respondent Driven Sampling to recruit 132 methamphetamine market participants. Each respondent participated in a one to two hour structured interview combining both qualitative and quantitative responses. Each respondent was invited to recruit three additional eligible participants. Data collected included demographics, social network data, the respondent's market participation in obtaining and providing methamphetamine, consumption of methamphetamine, and experience with the criminal justice system and crime associated with participation in methamphetamine markets.

This study presents a research-informed approach to identify the most efficient practices for addressing un-submitted sexual assault kits (SAKs) that accrue in U.S. law enforcement agencies (LEAs) as well as untested SAKs pending analysis in crime laboratories. The study examined intra- and interagency dynamics associated with SAK processing efficiency in a linked sample of crime laboratories. SAK outputs and inputs were assessed for laboratories that conduct biological forensic analysis and LEAs that submit SAK evidence to these laboratories. Production functions were estimated to examine effects of labor and capital inputs, in addition to policies, management systems, and cross-agency coordination on efficiency. Six jurisdictions were recruited for site visits, and qualitative methods were used to understand how LEAs, laboratories, and prosecutors implement practices that affect efficiency.

The Epidemiology of Crime Guns: From Legal Sale to Use in Crime, Louisiana and Maryland, 2010-2016 (ICPSR 38191)

The International Association of Chiefs of Police (IACP), collaborating with research partners, conducted a 48-month, two-phase research initiative to enhance their understanding of how firearms move from legal purchase to involvement with a crime. Phase 1 used trace data from Chicago, New Orleans, and Prince Georges County, MD to establish the path of firearms from purchase to usage in a crime. Interviews of the first legal purchaser and incarcerated inmates who committed a crime of violence in New Orleans and Prince Georges County were conducted to seek an understanding of how firearms enter the unregulated market. Phase 2 examined the use of the Group Violence Reduction Strategy (GVRS) in New Orleans as a strategy to reduce gang and gun-related homicides. Overall violence patterns in New Orleans were examined from 2010-2016.

The main aim of this research is to study the criminal mobility of ethnic-based organized crime groups. The project examines whether organized crime groups are able to move abroad easily and to reproduce their territorial control in a foreign country, or whether these groups, and/or individual members, start a life of crime only after their arrival in the new territories, potentially as a result of social exclusion, economic strain, culture conflict and labeling. More specifically, the aim is to examine the criminal mobility of ethnic Albanian organized crime groups involved in a range of criminal markets and operating in and around New York City, area and to study the relevance of the importation/alien conspiracy model versus the deprivation model of organized crime in relation to Albanian organized crime. There are several analytical dimensions in this study: (1) reasons for going abroad; (2) the nature of the presence abroad; (3) level of support from ethnic constituencies in the new territories; (4) importance of cultural codes; (5) organizational structure; (6) selection of criminal activities; (7) economic incentives and political infiltration. This study utilizes a mixed-methods approach with a sequential exploratory design, in which qualitative data and documents are collected and analyzed first, followed by quantitative data. Demographic variables in this collection include age, gender, birth place, immigration status, nationality, ethnicity, education, religion, and employment status.

Two main data sources were employed: (1) court documents, including indictments and court transcripts related to select organized crime cases (84 court documents on 29 groups, 254 offenders); (2) in-depth, face-to-face interviews with 9 ethnic Albanian offenders currently serving prison sentences in U.S. Federal Prisons for organized crime related activities, and with 79 adult ethnic Albanian immigrants in New York, including common people, undocumented migrants, offenders, and people with good knowledge of Albanian organized crime modus operandi. Sampling for these data were conducted in five phases, the first of which involved researchers examining court documents and identifying members of 29 major ethnic Albanian organized crime groups operating in the New York area between 1975 and 2013 who were or had served sentences in the U.S. Federal Prisons for organized crime related activities. In phase two researchers conducted eight in-depth interviews with law enforcement experts working in New York or New Jersey. Phase three involved interviews with members of the Albanian diaspora and filed observations from an ethnographic study. Researchers utilized snowball and respondent driven (RDS) recruitment methods to create the sample for the diaspora dataset. The self-reported criteria for recruitment to participate in the diaspora interviews were: (1) age 18 or over; (2) of ethnic Albanian origin (foreign-born or 1st/2nd generation); and (3) living in NYC area for at least 1 year. They also visited neighborhoods identified as high concentrations of ethnic Albanian individuals and conducted an ethnographic study to locate the target population. In phase four, data for the cultural advisors able to help with the project data was collected. In the fifth and final phase, researchers gathered data for the second wave of the diaspora data, and conducted interviews with offenders with ethnic Albanian immigrants with knowledge of the organized crime situation in New York City area. Researchers also approached about twenty organized crime figures currently serving a prison sentence, and were able to conduct 9 in-depth interviews.

Evaluating Medicaid Access for Halfway House Residents: A Research Partnership with the Connecticut Department of Correction, 2013-2017 (ICPSR 37580)

The goals of this study were to examine how providing Medicaid coverage for halfway house residents may affect care seeking, improve health care usage, and decrease criminal recidivism relative to providing health care through prison or jail medical facilities. To achieve these goals, we developed a researcher-practitioner partnership with the Connecticut Department of Correction (DOC) to implement a mixed-methods research design.

Qualitative data collection included focus groups with halfway house residents; interviews with halfway house staff, correctional health providers, correctional officers, and state-level DOC officials; and site observations of DOC medical facilities. Quantitative data collection included collection of administrative and recidivism data from DOC, coding of study participants' DOC medical charts to measure their baseline health status and health care usage in prison or jail, and collection of Medicaid enrollment and claims data from Connecticut's Department of Social Services (DSS) to measure Medicaid enrollment and health care usage in the community.

The two central objectives of this project were (1) to evaluate the effect on crime of a targeted patrol strategy mounted by the St. Louis Metropolitan Police Department (SLMPD) and (2) to evaluate the researcher-practitioner partnership that underlay the policing intervention.

The study addressed the following research questions:

  1. Do intensified police patrols and enforcement in crime hot spots result in larger reductions in firearm assaults and robberies than in similar areas subject to routine police activity?
  2. Do specific enforcement tactics decrease certain type of crime?
  3. Which enforcement tactics are most effective?
  4. Does video surveillance reduce crime?
  5. How does the criminal justice system respond to firearm crime?
  6. Do notification meetings reduce recidivism?
  7. Does community unrest increase crime?
  8. Did crime rates rise following the Ferguson Killing?

To answer these questions, researchers used a mixed methods data collection plan, including interviews with local law enforcement, surveillance camera footage, and conducting ride-alongs with officers.

This study examines the implementation and effectiveness of Global Positioning System (GPS) monitoring technology to enforce court mandated "no contact" orders in domestic violence (DV) cases, particularly those involving intimate partner violence (IPV). The project has two components: First, a national web-based survey of agencies providing pretrial supervision examined patterns of GPS usage among electronic monitoring (EM) programs for DV cases. Second, a quasi-experimental design study of three sites across the U.S. - referred to as Midwest, West, and South - examined the impact of GPS technology on DV defendants' program violations and rearrests during the pre-adjudication period (referred to as the "short term"), and during a one-year follow-up period after case disposition (referred to as the "long term").

The Institute of Medicine and National Research Council in 2013 called for a paradigm shift within the justice system, toward treating minors involved in commercial sex as victims instead of criminals. Their call ultimately led to a proliferation at the state level of safe harbor laws--laws designed to remove the punitive sanctions for young victims of commercial sexual exploitation. The goal of this study was to begin measuring the impact of safe harbor laws. The methodology blends quantitative and qualitative analyses in a three-phase design.

Phase 1, a legal review, concentrates on the evolution of safe harbor laws in the United States. It presents an overview of Commercial Sexual Exploitation of Children (CSEC), details the philosophy and conceptualization of safe harbor laws, and presents findings regarding state-level efforts to adopt safe harbor laws.

Phase 2 uses elements of the legal review to conduct a quantitative assessment of safe harbor laws employing a quasi-experimental, longitudinal design to compare counties that have and have not implemented safe harbor laws over an 11-year period (2005-15).

Phase 3 involves an in-depth qualitative assessment of two states: one that implemented safe harbor laws and demonstrated positive outcomes, and one that implemented safe harbor laws without demonstrating positive outcomes.

The goals of this initiative are to (1) create a coordinated community response that ensures just resolution to unsubmitted sexual assault kit (SAK) cases through a victim-centered approach and (2) build jurisdictions' capacity to prevent the development of conditions that lead to high numbers of unsubmitted sexual assault kits. Site efforts to address these issues include agencies such as law enforcement, prosecution, forensic laboratories, and victim advocacy service organizations. Westat was awarded a contract by the National Institute of Justice (NIJ) to assess components of BJA's Sexual Assault Kit Initiative (SAKI). The study includes (1) an evaluability assessment of 17 sites to determine their readiness for an evaluation, (2) a process evaluation and system reform assessment of the 17 sites, (3) a feasibility assessment of using case level data for an outcome evaluation, and analysis of a subset of unsubmitted SAK cases to identify how characteristics of incidents, offenders, and victims are associated with case processing decisions and outcomes, and (4) development of a long-term outcome evaluation plan.

Two sources of data are archived with NAJCD: (1) coded qualitative data from primarily on-site interviews the Westat Team conducted in 2018 with stakeholders from 17 of the fiscal year (FY) 2015 SAKI grantees and 2 private lab facilities and 2) quantitative case-level data from the 2 FY 2015 SAKI grantees on SAKI cases associated with previously unsubmitted sexual assault kits that were determined to contain foreign DNA or biological evidence through laboratory testing. The interview data file contains coded data from 172 interviews the research team conducted with one or more agency representatives regarding their organization's goals, strategies, and activities for processing sexual assault kits, and associated lessons learned, challenges, and expected outcomes. The quantitative case-level data file includes case-level information on 576 sexual assault kits determined to have DNA and associated cases included in the 2 sites' SAKI inventories. The case-level data captures information on case or offense-level information (e.g., date of offense, date offense reported to police, number of victims and suspects involved, investigation and prosecution activities), victim-level information (e.g., victim age, sex, race, participation in investigation), and suspect-level information (e.g., suspect's age, race, sex, criminal history).

Evaluation of the Implementation of the Sex Offender Treatment Intervention and Progress Scale (SOTIPS), United States, 1978-2017 (ICPSR 37035)

The purpose of the project was to (1) determine whether the combined dynamic (SOTIPS) and static risk assessment (Static-99R) tools better predicted sexual recidivism than either alone, and (2) determine whether the tools could be implemented successfully in more representative populations. Previous research has established a "status quo" for risk assessments.

This study was set within the context of the developing sexual offender risk prediction field, where investigators explored reliable and valid means to assess what have been termed "dynamic risk factors." Instruments that identify the specific psychological risk factors present in the individual offender ought to allow treatment for that individual to be tailored to these specific needs, thus increasing its effectiveness. Thus, instruments have been designed to:

  • Assess psychological factors that are empirically related to sexual recidivism, thus creating a basis for selecting treatment targets
  • Show robust incremental predictive validity relative to Static-99R or other measures of static risk factors
  • Measure change in a way that is convincingly related to sexual recidivism
  • Incorporate and point risk managers towards some of the factors identified in the desistance literature
  • Improve the effectiveness of treatment in reducing sexual recidivism

Enrollment of sex offenders in the evaluation study began in April 2013. To be included, offenders needed to be Static-99R eligible (an adult male convicted of a contact or non-contact sex offense with an identifiable victim), mentally cognizant, released to community supervision, and at least 18 years old in January 2013 in Maricopa County and April 2013 in New York City.

Evaluation of the My Life My Choice (MLMC) Program for Victims of Sex Trafficking, Connecticut, Florida, Massachusetts, and New Jersey, 2015-2018 (ICPSR 37599)

Commercial sexual exploitation (CSE) is an increasingly urgent problem for criminal justice systems in the United States. Despite the staggering individual and societal consequences of CSE, evidence-based prevention and intervention programs are profoundly lacking. This study used a quasi-experimental, mixed methods, longitudinal follow-up design to evaluate a service provision program for CSE survivors or those identified as high-risk for CSE, My Life My Choice (MLMC). Researchers followed youth who received MLMC services from baseline to multiple follow-up points to see how they progressed over time in terms of building up resistance to being sexually exploited.

Youth received one of two different type of MLMC services. One group (Source 1) received one-on-one survivor mentoring, otherwise known as "tertiary prevention." Participants in this program are paired with mentors who have been trained and free from CSE for at least five years. Mentors provide long-term and consistent emotional support to exploited youth or those MLMC believes are at high-risk for exploitation. The Source 1 youth were recruited only from Massachusetts. They participated in quantitative and qualitative data collection at baseline, six months post-baseline, and 12 months post-baseline.

A second group (Source 2) received 3-10 sessions of a psychoeducational prevention group following the MLMC curriculum, otherwise known as "secondary prevention." These groups are led by trained facilitators and are intended for youth at high-risk for exploitation. Participants are taught about sexual exploitation, healthy relationships, sexual health, and how to find help. Source 2 youth received MLMC services in Massachusetts, Florida, New Jersey, or Connecticut. They participated in quantitative data collection at baseline, time of the last group session, and six months post-baseline.

Measured outcomes included instances of sexual exploitation in the past six months, frequency and type of substance use, partner abuse victimization, and housing stability. Researchers hypothesized that, among the secondary prevention group, youth who chose to interact with MLMC staff more often (in terms of attending educational sessions) would score higher on desired outcomes than those frequently absent or who do not interact with staff as often. Among the tertiary prevention group, researchers hypothesized that those who participated would demonstrate improved outcomes from baseline to six months and baseline to 12 months.

Evaluation of the P2P Challenging Extremism Initiative, Massachusetts and Utah, 2016-2019 (ICPSR 37338)

This project convened experts and practitioners in the areas of program evaluation, radicalization to violent extremism, and social media analytics in order to generate and integrate scientifically derived knowledge into strategies for effective prevention and intervention against domestic radicalization and violent extremism in the United States. More specifically, we generated substantive evaluation data, which can be used by practitioners and policy makers to enhance the creation and dissemination of effective counter-narratives for reducing the threat of ideologically-motivated violence in the US. We used a mixed-methods approach to evaluate an existing nationwide initiative, Peer-to-Peer (P2P): Challenging Extremism, which aims at engaging youth in countering violent extremism in schools and online arenas.

The project had four specific objectives: 1) Evaluate the content and dissemination of the P2P Initiative social media products, 2) evaluate the impact of the P2P Initiative on youth engaged in its development, 3) evaluate the impact of youth exposure to the P2P educational activities, and 4) assess the drivers of success and barriers in the implementation of the initiative.

To complete these objectives, the following research phases were conducted:

A secondary review of 150 P2P social media products created between fall 2015 and spring 2017, including data on end-users interactivity.

Phone and in-person group interviews with faculty and students engaged in the P2P Initiative.

A prospective cohort study evaluating the impact of the Kombat with Kindness (KWK) campaign on Utah secondary school students, using a pre-post intervention design.

A randomized control study evaluating the impact of the Operation 250 (OP250) on Massachusetts secondary school students, using a pre-post intervention design.

Phone interviews with faculty who implemented the P2P Initiative.

Evaluation of Using Telehealth for Opioid Use Disorders in a Correctional Setting, Massachusetts, 2020-2022 (ICPSR 38877)

With the third highest rates of overdose fatalities in the state and complexities with providing treatment in a rural setting, Franklin County Sheriff's Office (FCSO) in Massachusetts made a strategic decision in 2011 to shift their jail facility away from simply operating as a place to contain people, to becoming a jail that played an important role in the treatment solution to the opioid use epidemic. After more than 10 years of this transformation, FCSO has been able to offer all three federally approved Medications for Opioid Use Disorders (MOUD) (i.e., buprenorphine, methadone, and naltrexone), provide high quality individual and group counseling, and facilitate a continuum of treatment care upon reentry. In 2020, at the height of the COVID-19 pandemic, FCSO capitalized on its previously built infrastructure and system partners to continue to offer its services. FCSO also continued offering individual and group counseling via telehealth throughout the pandemic and shifted to a mix of telehealth and in-person services in 2022.

From 2020 to 2023, the research team partnered with FCSO to study how their jail approached MOUD treatment, particularly via telehealth during the COVID-19 pandemic. The mixed-methods study aimed to understand whether treatment and individual counseling as its critical component could be done remotely, what facilitated or hindered its successful application, and how clients (i.e., incarcerated people) and the professionals supporting them perceived the effects.

This project examined the role of sexual assault medical forensic exams (sexual assault kits) and other case characteristics in achieving investigative and prosecutorial outcomes in sexual assault cases. The study team conducted comprehensive reviews of over 500 sexual assault cases based on reports to police to identify evidence and case characteristics as they progress through case processing. Using statistical models, the study team predicted case outcomes using a variety of case, suspect, and victim characteristics, with a focus on the role of sexual assault exams and kits. Additionally, the study team interviewed key stakeholders in each site to supplement the case-level information, including law enforcement, prosecutors, representatives from victim service agencies, and sexual assault nurse examiners.

There is increasing evidence that promoting social-emotional learning and positive teacher-student relationships can prevent school violence. Many schools are turning to restorative practices to promote safe schools. When engaging in restorative practices, the emphasize focuses on learning and growth. When harm has occurred, restorative practices emphasize communication and accountability. Restorative practices in schools have been associated with decreased bullying and school violence, improvements in positive school climate and decreased use of suspensions. The current study presents implementation and impact findings of a cluster randomized control trial examining a school-wide restorative practices model called Circle Forward.

Examining the Multifaceted Impacts of Drug Decriminalization on Public Safety, Law Enforcement, and Prosecutorial Discretion, Oregon, 2008-2024 (ICPSR 39669)

This project sought to understand the effects of successive drug policy reforms in the state of Oregon. These include three changes since 2013 to reduce the enforcement and punishment of low-level drug possession. House Bill 3194 passed in 2013, which reduced mandatory minimum sentences for marijuana offenses and diverted more driving and drug-related offenses to probation. House Bill 2355 passed in 2017, which reclassified Schedule I and II possession of controlled substance (PCS), reducing these from a moderate felony to a misdemeanor. Then in 2021, M110 was implemented, downgrading certain quantities of PCS from a misdemeanor to a citation, resulting in a maximum 100 dollar fine or completed health assessment.

The researchers conducted a retrospective longitudinal analysis using statewide administrative data to assess the impacts of these drug law reforms. Measures included police stops, PCS arrests, court filings, convictions, jail and prison admissions, crime rates, drug seizures, and drug-related overdose deaths.

This study used secondary analysis of data from several different sources to examine the impact of increased oil development on domestic violence, dating violence, sexual assault, and stalking (DVDVSAS) in the Bakken region of Montana and North Dakota. Distributed here are the code used for the secondary analysis data; the data are not available through other public means. This collection contains a secondary analysis of the Uniform Crime Reports (UCR). UCR data serve as periodic nationwide assessments of reported crimes not available elsewhere in the criminal justice system. Each year, participating law enforcement agencies contribute reports to the FBI either directly or through their state reporting programs. Distributed here are the codes used to create the datasets and preform the secondary analysis. Please refer to the User Guide, distributed with this study, for more information.

This collection contains a secondary analysis of the National Incident Based Reporting System (NIBRS), a component part of the Uniform Crime Reporting Program (UCR) and an incident-based reporting system for crimes known to the police. For each crime incident coming to the attention of law enforcement, a variety of data were collected about the incident. These data included the nature and types of specific offenses in the incident, characteristics of the victim(s) and offender(s), types and value of property stolen and recovered, and characteristics of persons arrested in connection with a crime incident. NIBRS collects data on each single incident and arrest within 22 offense categories, made up of 46 specific crimes called Group A offenses. In addition, there are 11 Group B offense categories for which only arrest data were reported. NIBRS data on different aspects of crime incidents such as offenses, victims, offenders, arrestees, etc., can be examined as different units of analysis. Distributed here are the codes used to create the datasets and preform the secondary analysis. Please refer to the User Guide, distributed with this study, for more information.

Exploring the Social Networks of Homegrown Violent Extremist Military Veterans, United States, 2003-2019 (ICPSR 39021)

This study aimed to comparatively explore the risk factors of a sample of homegrown violent extremist (HVE) civilians (n=30) and veterans (people with a military background; n=30), who enacted or planned an HVE event between 2003-2019, as informed by people from their various social networks. A HVE event is defined as acts of terrorism within the context of ideologically motivated violence or plots (Southers, 2013). For veterans these ideologies include White Supremacy/Neo-Nazi/Anti-Muslim/Anti-LGBTQ, Anti-Government, Radical Islam, and Black Nationalism. A group of non-HVE veterans (n=10) served as a comparison group. For both HVE and non-HVE veterans, this investigation was conducted across the military lifecycle (premilitary, military, postmilitary), and included an exploration of protective factors against HVE across the military lifecycle for the non-HVE comparison group.

The collection includes three relational data files with information about demographics (DS1), radical experience (DS2), and military experience (DS3). A fourth dataset tabulates the type of social network informant for each HVE civilian, HVE veteran, and non-HVE veteran (DS4).

A critical gap in knowledge about service provision for domestic minor sex trafficking (DMST) victims is why youth resist help from providers. This project asked DMST survivors about the barriers they experienced and their readiness to leave their commercial sexual exploitation. The study included an in-depth qualitative phase of formerly sex trafficked women (n=41), followed by a cross-sectional, self-report survey administered to recently trafficked young adults (n=94).

Federally Prosecuted Commercial Sexual Exploitation of Children (CSEC) Cases, United States, 1998-2005 (ICPSR 26722)

To increase understanding of the prosecution of Commercial Sexual Exploitation of Children and Youth (CSEC) offenders, the Urban Institute, a non-partisan social and economic policy research organization, along with Polaris Project, an anti-human trafficking organization based in the United States and Japan, were awarded a cooperative agreement from the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to conduct a 12-month study on CSEC in the United States. The purpose of this research was to conduct a national analysis of federal prosecutions of CSEC-related cases from 1998 through 2005, in order to answer the following four research questions:

  • Is the United States enforcing existing federal laws related to CSEC?
  • What are key features of successfully prosecuted CSEC cases? What factors predict convictions in cases? What factors predict sentence length?
  • Have the U.S. courts increased penalties associated with sexual crimes against children?
  • What, if any, are the effects of CSEC legislation on service providers who work with these victims?
  • The data collection includes three datasets: (Dataset 1) Base Cohort File with 7,696 cases for 50 variables, (Dataset 2) Commercial Sexual Exploitation of Children (CSEC) Defendants in cases filed in U.S. Court with 7,696 cases for 100 variables, and (Dataset 3) Suspects in Criminal Matters Investigated and Concluded by U.S. Attorneys Dataset with 13,819 cases for 14 variables.

    Firearm Involvement in Delinquent Youth and Collateral Consequences in Young Adulthood: A Prospective Longitudinal Study, Chicago, Illinois, 1995-1998 (ICPSR 37371)

    This study contains data from the Northwestern Juvenile Project (NJP) series, a prospective longitudinal study of the mental health needs and outcomes of youth in detention.

    This study examined the following goals: (1) firearm involvement (access, ownership, and use) during adolescence and young adulthood; (2) perpetration of firearm violence over time; and (3) patterns of firearm victimization (injury and mortality) over time. This study addressed the association between early involvement with firearms and firearm-firearm perpetration and victimization in adulthood.

    The original sample included 1,829 randomly selected youth, 1,172 males and 657 females, then 10 to 18 years old, enrolled in the study as they entered the Cook County Juvenile Temporary Detention Center from 1995 to 1998. Among the sample were 1,005 African Americans, 524 Hispanics, and 296 non-Hispanic white respondents. Participants were tracked from the time they left detention. Re-interviews were conducted regardless of where respondents were living when their follow-up interview was due: in the community, correctional settings, or by telephone if they lived farther than two hours from Chicago.

    The primary purpose of this project was to develop and test a new large-scale approach to threat assessment that relies on objective data regarding firearm purchases. Specifically, to analyze firearm transaction records in California to better understand the firearm purchasing patterns of mass shooters and perpetrators of firearm-related crimes and to build risk prediction models to help identify individuals who might be at extreme risk for committing such crimes in the future.

    The objectives of the work included:

    • Objective 1: To determine whether there were unusual pre-event firearm purchasing patterns among known mass shooters with a record of purchase in California (1985-2018), as compared to the general population of registered firearm purchasers in the state of California.
    • Objective 2. To determine whether perpetrators of homicide, robbery, or aggravated assault in California with a record of purchase (1985-2018) have distinct pre-event firearm purchasing patterns as compared to the general population of registered firearm purchasers in the state.
    • Objective 3: To use machine learning methods to forecast who is at an elevated risk of involvement in a mass shooting based on features generated from firearm transaction records, along with criminal history records, and other key individual and community characteristics available in the administrative data.
    • Objective 4: To use the same machine learning methods and predictor variables to forecast who is at elevated risk of involvement in other serious firearm violence (homicide, robbery, or aggravated assault with a firearm).

    The California correctional system underwent a dramatic transformation under California's Public Safety Realignment Act (AB 109) in 2011, a law that shifted from the state to the counties the responsibility for monitoring, tracking, and incarcerating lower level offenders previously bound for state prison. Realignment, therefore, presents the opportunity to witness 58 natural experiments in the downsizing of prisons. Counties faced different types of offenders, implemented different programs in different community and jail environments, and adopted differing sanctioning policies. This study examines the California's Public Safety Realignment Act's effect on counties' criminal justice institutions, including the disparities that result in charging, sentencing, and resource decisions.
