Age and Sex Estimation from the Human Clavicle in the American Population, 1912-1938 and 1986-1998 (ICPSR 25901)

This study investigated skeletal maturation and gender dimorphism in the human clavicle in the American population. Biological data were collected on two skeletal collections: the William F. McCormick Clavicle Collection and the Hamann-Todd Osteological Collection. Size and shape data were collected from computed tomography (CT) scans of the McCormick clavicles. Several automated measurements were taken on 1,413 McCormick clavicles, including three traditional and six non-traditional measurements (Dataset 1). A total of 593 individuals from the William F. McCormick Clavicle Collection (Dataset 2) and 354 individuals from the Hamann-Todd Osteological Collection (Dataset 3) were scored for medial clavicular epiphyseal fusion using McKern and Stewart's (1957) five-phase rating system.

This project explored the intensity of supervision conditions on parole failures by considering the role of home visits in five major events: general violations, drug test failures, technical violation arrests, new felony arrests, and revocations. Longitudinal data from the State of Georgia were pooled to examine 28,284 parolees who completed supervision in 2011 - 2013.

Qualitative data analyzing case notes on home visits obtained from an offender case management system on high risk parolees who entered supervision between 2008, 2010 and 2012 and exited between 2011 through 2013 are not archived with ICPSR.

This study reports the findings of a randomized controlled trial (RCT) involving more than 400 police officers and the use of body-worn cameras (BWC) in the Las Vegas Metropolitan Police Department (LVMPD). Officers were surveyed before and after the trial, and a random sample was interviewed to assess their level of comfort with technology, perceptions of self, civilians, other officers, and the use of BWCs. Information was gathered during ride-alongs with BWC officers and from a review of BWC videos.

Comprehensive Gang Model Evaluation: Integrating Research Into Practice, Massachusetts, 2014-2018 (ICPSR 37453)

The effects of a deliberate strategy to bolster organizational change in order to achieve the goals of the Comprehensive Gang Model (CGM) were tested in this study. The CGM goals of increasing community capacity to address gang and youth violence and reducing gang and youth violence were examined. A quasi-experimental design was used wherein two Massachusetts cities received a relational coordination intervention to boost organizational change and two similar Massachusetts cities were used as comparisons. Surveys, observational notes, and crime data assessed outcomes of interest. The intervention was carried out from March 2016 through August 2017. Survey and observational data were gathered during that time. Crime data from January 2014 through December 2018 was utilized to examine outcomes.

The Comprehensive School Safety Initiative (CSSI) is a research-focused initiative that was launched by the National Institute of Justice in response to high-profile incidents of school violence. The CSSI grant program aimed to identify and understand the root causes of school violence and identify effective strategies for responding to and resolving safety and security issues. The Atlanta Comprehensive School Safety Initiative (Atlanta CSSI) project, funded in 2016 under the National Institute of Justice's CSSI grant program, and as a partnership between researchers and practitioners, centered around the fundamental question of how to design and implement safe and supportive learning environments for students in Atlanta Public Schools (APS).

Since 2014, district leadership from APS and researchers from WestEd and Georgia State University (GSU) developed a blended research and technical assistance approach to make progress towards improving school safety. The findings are based on data gathered through:

  1. focus groups with school-and district-based staff;
  2. observational protocols and meeting notes; and
  3. school-level student climate and discipline data gathered by the state.

The objective of this project was to enhance understanding of violent disputes by examining the use of aggression to rectify a perceived wrong. It also sought to identify the factors that determine if retaliatory violence occurs within disputes as well as to understand how long retaliatory disputes last, and what factors lead to the termination of such disputes.

This collection includes two SPSS data files: "Dispute_Database_for_NACJD.sav" with 40 variables and 111 cases and "Northeastern_City_Violence_Database_NACJD_submission.sav" with 164 variables and 1,303 cases.

The study contains data on sexual assault cases reported to the police for the years 2006-2012, collected from six police agencies and also their corresponding public prosecutor's offices across the United States. The study analyzed the attrition of sexual assault cases from the criminal justice system.

The four primary goals of The Detroit Sexual Assault Kit Action Research Project (DSAK-ARP) were:

  1. To assess the scope of the problem by conducting a complete census of all sexual assault kits (SAKs) in police property.
  2. To identify the underlying factors that contributed to why Detroit had so many un-submitted SAKs.
  3. To develop a plan for testing SAKs and to evaluate the efficacy of that plan.
  4. To create a victim notification protocol and evaluate the efficacy of that protocol.

To conduct the census and investigate factors that contributed to untested SAKs, The study investigated police and other public records, interviewed public officials and employees and manually cataloged untested SAKs to conduct the census and gather information as to the decision making processes as to why the SAKs remained untested.

A random sample of 1,595 SAKs were tested as part of developing a SAK testing plan. Kits were divided into four testing groups to examine the utility of testing SAKs for stranger perpetrated sexual assaults, non-stranger perpetrated sexual assaults and sexual assaults believed to be beyond the statute of limitations. The final testing group split SAKs randomly into two addition sample sets as part of an experimental design to examine whether the testing method of selective degradation was a quicker and more cost efficient approach that offered satisfactory levels of accuracy when compared to standard DNA testing methods.

A two stage protocol was created to inform sexual assault victims that their SAKs had been tested, discuss options for participating with the investigation and prosecution process and connect the victim with community services.

Developmental Pathways of Teen Dating Violence in a High-Risk Sample, Erie County, New York, 2013-2015 (ICPSR 36430)

This study examined etiological pathways to teen dating violence (TDV) in a sample of adolescents who had been followed since infancy and were at high-risk due to parental alcohol problems. Adolescents (M=17.68 years of age) who had been participating, along with their parents, in a longitudinal study of the effects of parental alcohol problems on child development completed an additional wave of survey data in 11-12th grades. Families (N=227) were initially recruited from county birth records when the child was 12 months of age and had been previously assessed at 12-, 18-, 24-, 36-months, kindergarten, 4th, 6th, and 8th grades. For the current wave of data collection, adolescent participants (n=185) used computer-assisted interviewing to complete questionnaires assessing their individual characteristics, family and peer relationships, substance use, dating behaviors and involvement in TDV as a victim or perpetrator.

The purpose of this study was to investigate violence and aggression committed by nursing home residents that is directed toward other residents, referred to here as resident-to-resident elder mistreatment (R-REM). Resident-to-resident mistreatment (R-REM) was defined as: negative and aggressive physical, sexual, or verbal interactions between long term care residents, that in a community setting would likely be construed as unwelcome and have high potential to cause physical or psychological distress in the recipient.

The goals of this project were to: enhance institutional recognition of R-REM; examine the convergence of R-REM reports across different methodologies; identify the most accurate mechanism for detecting and reporting R-REM; develop profiles of persons involved with R-REM by reporting source; investigate existing R-REM policies, and; develop institutional guidelines for reporting R-REM episodes. Also, the project team sought to answer the following research questions: (1) Will the reporting of R-REM differ by source? (2) Which reporting methods will show the highest level of convergence and accuracy in reporting? (3) What resident characteristics or profiles will predict R-REM across the differing reporting sources? (4) What are the existing guidelines and/or institutional policies for reporting R-REM? To achieve these goals, the researcher conducted this study over a two week period in five urban and five suburban New York City facilities. Resident-to-resident abuse information was derived from five sources: (1) resident interviews (2) staff informants (3) observational data (behavior sheets) (4) resident chart reviews (5) incident and accident reports.

Evaluation of Camera Use to Prevent Crime in Commuter Parking Facilities within the Washington Metro Area Transit Authority (WMATA) Parking Facilities, 2004-2009 (ICPSR 32521)

This study sought to identify what parking facility characteristics and management practices within the Washington Metro Transit Police (MTP) might create opportunities for crime, analyze those findings in relation to past crimes, and identify promising crime reduction strategies. The project consisted of three main research components: (1) identification of the magnitude of car crime in commuter parking facilities and possible strategies for prevention of such car crime; (2) identification and implementation of a crime prevention strategy; and (3) evaluation of the strategy's effectiveness.

In partnership with the MTP staff, the research team created a blocked randomized experimental design involving 50 matched pairs of commuter parking facilities in which a combination of live and dummy digital cameras were deployed, along with accompanying signage, at the exits of one randomly selected facility from each pairing. After a period of 12 months following camera implementation, the research team analyzed the impact of the cameras on crime occurring in and around Metro's parking facilities.

Evaluation of Less-Lethal Technologies on Police Use-of-Force Outcomes in 13 Sites in the United States, 1992-2007 (ICPSR 27561)

The study examined how law enforcement agencies (LEAs) manage the use of force by officers. It was conducted to produce practical information that can help LEAs establish guidelines that assist in the effective design of Conducted Energy Device (CED) deployment programs that support increased safety for officers and citizens. The study used a quasi-experimental design to compare seven LEAs with CED deployment to a set of six matched LEAs that did not deploy CEDs on a variety of safety outcomes. From 2006-2008, data were collected on the details of every use of force incident during a specified time period (1992-2007), as well as demographic and crime statistics for each site. For the agencies that deployed CEDs, at least two years of data on use of force incidents were collected for the period before CED deployment and at least two years of data for the period after CED deployment. For the agencies that did not deploy CEDs, at least four years of data were collected over a similar period.

Identifying Cost-Effective Security Barrier Technologies for K-12 Schools: An Interdisciplinary Evaluation, Arizona, 2021 (ICPSR 38455)

This multidisciplinary study included three objectives: (1) to conduct physical security surveys of K-12 schools in Arizona to compile a dataset of the physical security barrier technologies in use in those schools; (2) to survey parents and teachers about their perceptions of security in their schools, and compare their perceptions to those of security experts who conducted physical security surveys of participating schools; and (3) to test commonly used door and window materials in schools against ballistic and forced entry attack to determine the time necessary to penetrate the material.

To assess physical security, researchers visited 73 schools in 15 school districts and collected data on 3712 doors. The data collected included door material, door condition, hinges, locks, door knobs, door closers, and any windows adjacent to, or in, each door. Board certified security professionals and a retired law enforcement officer then scored the security value of each type of physical security device on a scale of 0 to 5. The scores were aggregated to arrive at an overall security score for each school that was compared to the survey responses of stakeholders. Commonly used door and window materials used in schools were also tested against ballistic and force entry attacks to establish baseline penetration times. The Penetration Test Protocols is available to download as study documentation, but the completed test report is not available with this collection.

Parent perceptions were assessed using a 45 item survey. Data were collected from 614 parents or guardians who had at least one child attending one of 43 K-12 schools in 9 Arizona school districts. Most parent respondents self-identified as females (n = 401; 94 missing data points). The average parent respondent age was 43.64 (SD = 8.70), with an age range from 23 to 78 years old (113 missing data points). Parent respondents identified as White, non-Hispanic (66 percent), Hispanic (10.3 percent), Black or African American (.5 percent), American Indian (4.6 percent), Asian (.7 percent), and Native Hawaiian or Pacific Islander (.2 percent; 110 missing data points).

Teacher perceptions were assessed using a 47 item survey. Data were collected from 384 teachers who taught at one of 43 K-12 schools in 8 Arizona school districts. Most teacher respondents self-identified as females (n = 292; 6 missing data points). The average teacher age was 45.38 (SD = 12.77), with an age range from 22 to 100 years old (39 missing data points). Teacher respondents identified as White, non-Hispanic (84.4 percent), Hispanic (7.8 percent), Black or African American (.5 percent), American Indian (1 percent), Asian (.3 percent), and Native Hawaiian or Pacific Islander (.3 percent; 18 missing data points). The participants' reported an average job tenure of 7.12 years (SD = 6.65), with a range from .17 to 40 years at their school (26 missing data points).

This project set out to understand the specific contributions Alaska's village public safety officers (VPSOs) make to the criminal justice responses to violence committed against Alaska Native and American Indian women in Alaska's tribal communities. More specifically, the goal of this study was to empirically document and assess the impact Alaska's VPSO program has on the investigation and prosecution of those who commit acts of sexual and domestic violence against Alaska Native and American Indian women in Alaska's tribal communities.

The data collected for this study were compiled from detailed case record reviews of a random sample of sexual assault, sexual abuse of a minor, and domestic violence incidents investigated by the Alaska State Troopers (AST) and closed between January 1, 2008 and December 31, 2011. Data pertaining to case-level (e.g., year and month of incident report and case closure, time to report) and incident-level (e.g., assault location, weapon use, assaultive behaviors) characteristics were collected, as were demographic data describing suspects, victims, and witnesses/third parties. The study also collected data detailing suspect and victim alcohol/drug use and intoxication, injuries sustained by victims, victim resistance strategies and behaviors, and victim disclosures, among other measures. Additional charging and case resolution (referral, prosecution, conviction) data were also compiled. Finally, the study collected detailed data on the activities and roles played by VPSOs in investigations, as well as additional follow-up activities and services provided to victims.

In total, 683 sexual assault (SA) and sexual abuse of a minor (SAM) and 982 domestic violence (DV) case records were coded and analyzed.

This study sought to apply current and advanced Y-STR DNA technology in forensic laboratories to a large in vivo population of proxy-couples, to provide groundwork for future inquiry about the conditions affecting DNA recovery in the living patient, to determine timing for evidence collection, and to attempt to identify variables influencing DNA recovery. The objective of this research was to create the evidence base supporting or limiting the expansion of the 72-hour period for evidence collection. Another objective was to identify conditions that might influence the recovery of DNA, and therefore influence policies related to sample collection from the complex post-coital environment.

This study examined the impact of technology on social, organizational, and behavioral aspects of policing. The present data represents an officer-level survey of four law enforcement agencies, designed to answer the following questions: (1) how are technologies used in police agencies across ranks and organizational sub-units? (2) how does technology influence organizational and personal aspects of police including - operations, culture, behavior, and satisfaction? (3) how do organizational and individual aspects of policing concurrently shape the use and effectiveness of technology? (4) how does technology affect crime control efforts and police-community relationships? (5) what organizational practices help to optimize the use of technology with an emphasis on enhance effectiveness and legitimacy?

The Office of Juvenile Justice and Delinquency Prevention (OJJDP)'s Internet Crimes Against Children (ICAC) Training and Technical Assistance (TTA) Program provides TTA to ICAC task force members and their affiliate agencies to support the investigation of ICAC cases. However, little is known about the quality, implementation fidelity, outcomes, and costs associated with ICAC TTA Program training. This study was designed to fill this gap and focused on examining the quality, implementation fidelity, and costs of OJJDP-funded ICAC trainings, as well as participant reactions to training such as perceptions of quality and satisfaction, perceived changes in knowledge and skills, and perceived training results. Using a descriptive design, this study used multiple data collection and analysis approaches, including those that involved extant data collected by TTA providers (i.e., surveys, pre-post tests, implementation data, cost data) and original data collected by the evaluation team (i.e., observations, surveys, interviews, cost data). Findings suggest that overall, ICAC investigative training was rated highly by both trainees and their ICAC commanders in terms of the quality of training delivery, expertise of instructors, knowledge gains, and applicability to on-the-job ICAC investigations. Costs associated with ICAC training suggest a total cost of about $10.3 million to provide ICAC training over the three-year evaluation period, with annual average costs ranging from $2.9 million to $4.3 million over this period. Findings from this study are intended to support OJJDP in its understanding of the ICAC TTA Program to develop and deliver investigative TTA to ICAC task forces.

Outcome Evaluation of Tribes Learning Communities in California, 2007-2010 (ICPSR 32821)

This study was an outcome evaluation that employed a group randomized experimental design to assess the effectiveness of a school-based violence prevention program known as Tribes in preventing youth violence. The study took place in elementary schools in the San Francisco Unified School District and targeted students in Kindergarten through Fifth grade. Within each school, teachers (and their students) were randomly assigned to the experimental condition, with teachers assigned to the intervention condition using Tribes in their classrooms and control teachers delivering usual lessons. Multiple, repeated measures, including teacher surveys and checklists, parent checklists, direct evaluator observations of classrooms, and individual student interviews were employed between May 2007 and November 2010. Researchers gathered data in four major outcome areas: classroom environment, teacher practices, and student behavior and reasoning.

Population Distribution and Factors Affecting Individual DNA Shedding Propensity, New York City, New York, 2019-2022 (ICPSR 38648)

This two-phase forensic science study examined how much DNA individuals carry on their skin surface. The main goal for phase 1 was the development of a standardized method to test for human DNA shedding propensity. Shedding propensity is defined as how much DNA a person leaves behind when touching a surface. In phase 1 the research team collected skin surface samples and fingerprints from different locations for 30 volunteers on three different occasions.

The main goal of phase 2 was to use the sampling location established in phase 1 to determine the distribution of different levels of individual shedding propensity in four U.S. ethnic groups and correlate DNA shedding to biological characteristics of these test populations. Biological characteristics (e.g., sunburn or sweating propensity) were collected via a questionnaire or measured via dermatological probes (e.g., sebum and melanin content).

Post Coital DNA Recovery in Minority Proxy Couples, United States, 2014-2018 (ICPSR 37250)

Introduction and Background. Minorities are less likely to report rapes. The Post Coital DNA Recovery (PCDR) study (2009-14) subjects were white (93%) where expanded collection times were not generalizable to minority populations. Evidence reports health and medical differences between races necessitating duplication of previous research in minority populations.

Aims. (1) What is the time period in which it is possible to collect post-coital DNA in minority women using Y-STR laboratory methods? and (2) when compared to the former study sample of minority and non-minority, what are the physiological conditions, factors, or activities in minority couples that influence post-coital DNA recovery?

Design. The design includes mixed methods duplication perfected in the first study, embracing descriptive and inferential techniques. Qualitative research used semi-structured interviews. Aim 1 analysis used PCDR-M data only. Aim 2 combined data from both PCDR and PCDR-M studies. Combined, DNA recovery, a binary outcome accounting for repeated methods in population regression analysis, used Generalized Estimating Equation (GEE) methods.

Fidelity. The strict criteria for adherence included considerable outreach and support of study personnel. PCDR and PCDR-M data combined and compared the two samples, which had specific homogeneity, including same inclusion and elimination criteria in both studies; fidelity to the validated protocol; laboratory method and interpretation for inclusion; duplicate statistical analysis; and interpretation of data. Any variation in key variables met elimination criteria.

Assumptions and Limitations. Assumptions included (1) motivation is altruistic; (2) motivation is incentives and coercion for some; (3) negotiating coitus is difficult and stressful; and (4) similar fidelity and dropout rates. The limitations included (1) a lack of representation for the diverse experiences of rape victims; (2) sample size; (3) self-selection bias; (4) protocol adherence; and (4) advances in laboratory science and DNA kits.

Demographics. Demographic variables included gender, race, and age. Major categories in the dataset included participants' reproductive history, data on female participants' reproductive organs, and childhood abuse.

This study was designed to investigate whether the presence of CCTV cameras can reduce crime by studying the cameras and crime statistics of a controlled area. The viewsheds of over 100 CCTV cameras within the city of Philadelphia, Pennsylvania were defined and grouped into 13 clusters, and camera locations were digitally mapped. Crime data from 2003-2013 was collected from areas that were visible to the selected cameras, as well as data from control and displacement areas using an incident reporting database that records the location of crime events. Demographic information was also collected from the mapped areas, such as population density, household information, and data on the specific camera(s) in the area. This study also investigated the perception of CCTV cameras, and interviewed members of the public regarding topics such as what they thought the camera could see, who was watching the camera feed, and if they were concerned about being filmed.

A Roadmap to Evidence-Based School Safety: Safe Communities Safe Schools, Colorado, 2016-2020 (ICPSR 37913)

Researchers from the University of Colorado Boulder's Center for the Study and Prevention of Violence (CSPV) partnered with educators in 46 middle schools to implement Safe Communities Safe Schools (SCSS). SCSS seeks to prevent and reduce behavioral incidents, address mental and behavioral health concerns, and increase prosocial behavior in the school setting through three core program components: developing a functioning multidisciplinary school team, building capacity around data use, and selecting and implementing evidence-based programs. The study explored research questions in three areas: readiness (whether schools met baseline criteria and experienced changes in readiness over time), implementation (whether the SCSS model was implemented as intended; whether it is feasible, acceptable, and effective when implemented schoolwide), and associated outcomes (effects on school climate, safety, related behavioral and mental health indicators, and academic outcomes). To explore questions in these three areas, CSPV and external evaluators from American Institutes for Research conducted a mixed-methods randomized control trial with a staggered implementation design using qualitative data (open-ended questions on implementation surveys, focus groups) and quantitative data (staff and student school climate data, attendance/truancy rates, and suspension rates, and academic achievement data).

This collection is organized into 12 parts and includes administrative school record data, student and staff climate surveys, and fidelity data. School record data from years 1 and 2 of the study include school-level attendance, truancy, and suspension rates, as well as student-level assessment data. Qualitative focus group data is not currently included in the collection.

This study sought to examine any major changes in schools in the past two years as an evaluation of the Safe and Civil Schools Initiative. Students, faculty, and administrators were asked questions on topics including school safety, climate, and the discipline process.

Sexual Assault Kit Backlog Study, Los Angeles, California, 1982-2010 (ICPSR 33841)

The study addressed the growing problem of untested sexual assault kits that have been collected and stored in law enforcement agencies' storage facilities and forensic laboratories throughout the nation. Project researchers randomly collected a 20 percent sample of the 10,895 backlogged sexual assault cases (cases with untested sexual assault kits) at the Los Angeles Police Department (LAPD) and Los Angeles Sherriff's Department (LASD) to be tested and to evaluate the scientific results achieved by private testing laboratories. After sorting through files and eliminating many due to time constraints, case count fluctuations throughout the course of the data collection, the inability to locate every case file, and removing cases due to the suspects' age, the researchers collected and coded sexual assault case information on 1,948 backlogged cases from 1982 to 2009. Data were also collected on 371 non-backlogged sexual assault cases with sexual assault kits that were tested between January 1, 2009 and August 1, 2010. Data collection focused on the respective agencies' crime laboratory files and the DNA reports submitted by outside private testing laboratories. Data collection tools for this project focused on key descriptive, investigative, critical event times/dates, physical evidence, and analytical tests performed on the evidence. Records yielded information on DNA profiles and related Combined DNA Index System (CODIS) submission activity. Criminal justice case disposition information was also collected on a total of 742 cases including a sample of 371 backlogged cases and the 371 non-backlogged cases to examine the impact of evidence contained in sexual assault kits on criminal justice disposition outcomes. The resulting 2,319 case dataset, which is comprised of 1,948 backlogged cases and 371 non-backlogged cases, contains 377 variables relating to victim, suspect, and crime characteristics, laboratory information and testing results, CODIS information, and criminal justice dispositions.

Software Tool and Methodology for Enhancement of Unidentified Decedent Systems With Post-Mortem Automatic Iris Recognition, New York, 2019-2021 (ICPSR 38259)

The research team sought to create a methodology and software that allows for identification of deceased individuals based on iris patterns, with computer- and human-driven components. Using a dataset of post-mortem and peri-mortem iris images (acquired in near infrared and visible light) representing 259 cases, the research team engineered a software package, PMExpert, that incorporated three post-mortem specific iris matching algorithms. To understand what features humans believe to be useful in post-mortem iris matching, participants analyzed pairs of post-mortem samples, classified them as those originating from the same or different eyes, and annotated features supporting the decision.

Iris Images:

After the curation of all data collected by the Dutchess County Medical Examiner's Office, NY, iris images from 259 cases were selected for the final dataset release, and for analyses carried out in this project. This data corpus consists of 5,770 NIR and 4,643 RGB images, including images for one peri-mortem case with corresponding post-mortem samples after demise.

Human Examination Data:

The researchers conducted an experiment to collect annotation data on what humans believe to be distinctive features useful for post-mortem iris matching. Initial participants were recruited through the University of Notre Dame to complete study tasks in-person on-site. Due to the COVID-19 pandemic, the study design was later modified to be an online experiment recruiting participants through Amazon Mechanical Turk.

This data acquisition took place in two rounds:

  1. The first round was the initial collection of annotation data wherein participants had no prior knowledge of the task or previous decisions.
  2. The second round, called the verification step, is where the annotations collected in the first round were presented to future participants for them to either agree with or disagree with along with supporting annotations.

Software Package:

A software tool called PMExpert was created to provide a simple unified interface for all recognition methods, allowing them to be used in an operational setting.

PMExpert consists of two main components: a command line interface (CLI) and a graphical user interface (GUI). Both components are meant to allow examiners to use post-mortem iris recognition methods on images that are collected in their routine operations, offering not only similarity scores and decisions, but also additional information to equip examiners to make their final decision.

St Louis County Hot Spots in Residential Areas (SCHIRA) 2011-2013 (ICPSR 36098)

This study applied an experimental design to examine the crime and short- and long-term community impact of different hot spots policing approaches in 71 residential crime hot spots in St Louis County, MO. Hot spots were selected using Part I and Part II incidents in the year preceding the study (2011). The design contrasted a traditional enforcement-oriented hot spots approach versus place-based problem solving responses expected to change the routine activities of places over the long term. Twenty hot spots were randomly assigned to collaborative problem solving, while 20 were randomly assigned to directed patrol. Thirty-one randomly assigned hot spots received standard police practices. The treatment lasted five months (June-October, 2012).

In order to assess community impact, researchers conducted 2,851 surveys of hot spots residents over three time points: March-May, 2012, at baseline; November 2012-January 2013, immediately following treatment; and May-July 2013, six to nine months after treatment concluded. In addition to collecting data on the crime and community effects, the study also collected data on the time officers spent in hot spots and the activities performed while on directed patrol. Officers were surveyed to learn their views about implementing hot spots policing.

Student and Staff Comprehension of Emergency Operations Plans, United States, 2018-2021 (ICPSR 38431)

In this study, the research team investigated emergency operations plans (EOPs) content and comprehension in a purposive sample of 10 U.S. schools using a phased, mixed-methods study design. The four primary goals of the study were to:

  1. Gain access to EOPs for 10 schools and examine their appearance, layout, and content, and empirically document the comprehensiveness of EOP materials according to federal guidelines;
  2. Assess access to emergency planning efforts and perceptions of emergency preparedness, including to what extent different types of staff members have read and received training on their school's EOP, serve on emergency planning or school crisis response teams, and believe that their school has prepared them for a violent event (e.g., an armed intruder incident);
  3. Assess staff and student comprehension of emergency concepts and protocols and identify areas of high and low comprehension and respondent- and school-level correlates of comprehension; and
  4. Understand from the perspectives of staff, students, district representatives, local law enforcement officials, and other key stakeholders how EOPs and school emergency preparedness more broadly could be improved and what are the most pervasive challenges and vulnerabilities in school emergency preparedness efforts.

The study was conducted in four phases. In Phase 1, the team recruited 10 schools and gained privileged access to their EOPs. A comprehensive rubric was developed based largely on guidance put forth in 2013 by six federal agencies, including the United States Department of Education, Department of Health and Human Services, Department of Homeland Security, Department of Justice, Federal Bureau of Investigation, and the Federal Emergency Management Agency. Each EOP was systematically reviewed using this rubric; school-specific and aggregated analyses were conducted to identify common strengths and limitations of the plans. In Phase 2, leveraging insights gained from school-specific analyses of EOPs, the team developed and administered comprehension surveys for staff and students to evaluate the extent to which each school community was knowledgeable of the concepts, protocols, and other details described in their plans. Following survey data collection, the team conducted extensive analyses to identify areas with high and low levels of comprehension and uncover statistical associations between comprehension and respondent characteristics (e.g., staff type, years employed at the school, perceptions of preparedness).

In Phase 3, for a subset of schools, the team conducted site visits and group interviews with students and different types of staff regarding their perceptions of their school's EOP, their school's vulnerability to extreme violence, and how emergency planning and preparedness could be improved. Finally, in Phase 4, the team analyzed and synthesized the results from each data collection activity to draw conclusions about EOP development and emergency preparedness and develop actionable recommendations for enhancing safety efforts in K-12 educational settings.

Testing the Efficacy of Judicial Monitoring Using a Randomized Trial at the Rochester, New York Domestic Violence Courts, 2006-2009 (ICPSR 34383)

The purpose of the study was to determine the effects of intensive judicial monitoring on offender compliance with court orders and perpetration of future violence. Offenders were processed in either of two specialized domestic violence courts based in Rochester, New York between October 2006 and December 2009. Study-eligible defendants had to be either (1) convicted and sentenced to a conditional discharge or probation or (2) disposed with an adjournment in contemplation of dismissal. Eligible defendants also had to be ordered to participate in a program (e.g., batterer program, substance abuse treatment). Once an eligible plea/disposition was entered, court staff randomly assigned defendants to either Group 1 (monitoring plus program, n = 77) or Group 2 (program only/no monitoring, n = 70). All of the offenders included in the sample were male. Offender interviews (n = 39) were completed between March 2008 and July 2010. The research intern present in court for compliance calendars approached offenders assigned to one of the two study groups to ask them to participate in the research interview on their last court appearance on the instant case (i.e., at successful dismissal from on-going monitoring or at re-sentencing). Victim interviews (n = 10) were conducted six months and one year post-offender disposition. Victims were contacted by staff from Alternatives for Battered Women (ABW), a local victim advocacy agency that was already in contact with many of the women coming through the domestic violence court.

Tool Mark Analysis of Cut Costal Cartilage, 2009-2010 [United States] (ICPSR 28741)

The study was designed to establish the potential error rate associated with the generally accepted method of tool mark analysis of cut marks in costal cartilage. Three knives with different blade types were used to make experimental cut marks in costal cartilage of pigs. Each cut surface was cast, and each cast was examined by three analysts working independently. Presence of striations, regularity of striations, and presence of a primary and secondary striation pattern were recorded for each cast. The distance between each striation was measured. The Cut Mark Measurement Data (Dataset 1) are comprised of the observations and measurements of three analysts on 180 distinct specimen identifiers. The repeated measurements were aggregated by taking the Mean Interstriation Distance (MID) and the medians of the numeric variables for each combination of the categorical variables, resulting in the Aggregated Cut Mark Measurement Data (Dataset 2).
