This study used a school-randomized design to evaluate the implementation, outcomes, and cost-effectiveness of two school safety strategies in Shelby County Middle Schools (SCMS). The school safety strategies were evaluated in terms of cost, cost-effectiveness, reduction in student violence and misbehavior, and the minimization of the severity of negative outcomes. Schools were randomly assigned into three groups. One group received Positive Behavioral Interventions and Supports (PBIS) representing the treatment as usual (TAU) control group. The second group received student-focused school safety (SFSS) interventions. The third group received comprehensive school safety (CHSS) strategies.

The purpose of this study was to evaluate student-focused school safety (SFSS) strategies and comprehensive school safety (CHSS) strategies which seek to reduce the reporting of violence and misbehavior of students while minimizing the severity of negative outcomes (e.g., out-of-school suspension, arrest) and encouraging positive outcomes.

This study used mixed methods and a school-randomized design with three treatment categories.

8 schools received PBIS representing treatment as usual (TAU).

8 schools received two SFSS strategies:

  • The School House Adjustment Program Enterprise (SHAPE)
  • The Gang Reduction Assistance for Saving Society's Youth (GRASSY).
  • 8 schools received multiple strategies:

  • SHAPE
  • GRASSY
  • Safe Corridors program
  • Youth Mental Health First Aid
  • Data sharing
  • The semi-structured interviews included focus groups and individual interviews of staff. Staff and student surveys were administered using a web-based survey.

    The 24 middle schools were randomly assigned to one of three treatment categories. The staff and student samples were serial cross-sectional random samples.
