In 2018, there were 681 state and local law enforcement training academies that provided basic training instruction to 59,511 recruits. As part of the 2018 Census of Law Enforcement Training Academies (CLETA), respondents provided general information about the academies' facilities, resources, programs, and staff. The core curricula subject areas and hours dedicated to each topic, as well as training offered in some special topics, were also included. The collection included information about recruit demographics, completion, and reasons for non-completion of basic training. BJS administered previous versions of the CLETA in 2002, 2006, and 2013.

The frame of academies for the 2018 Census of Law Enforcement Training Academies (CLETA) was based on the frame used for the 2013 CLETA, with updates based on web searches that provided more accurate and available information. Initial points of contact were determined and reviewed and academies contacted for participation in the collection.

Data were from all state and local law enforcement academies that provided basic training. Academies that provided only in-service training, did not offer training to law enforcement officers, or only offered specialized training were excluded. Federal training academies were also out-of-scope for this collection.

A total of 769 facilities were identified during rostering efforts and were initially contacted to complete the questionnaire. Of these, 88 were deemed ineligible for known reasons. These reasons included reporting they did not offer basic training, were duplicates, did not meet criteria, no longer existed, or were no longer in service. This left a total of 681 potentially eligible academies, 615 of which (90%) responded to the survey. The response rates for type of academy based on operating agency were higher than 84%.

2021-11-30 ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. In addition to these procedures, ICPSR performed the following processing steps for this data collection:
- Performed consistency checks.
- Checked for undocumented or out-of-range codes.
