The National Incident-Based Reporting System (NIBRS) is a part of the Uniform Crime Reporting Program (UCR), administered by the Federal Bureau of Investigation (FBI). In the late 1970s, the law enforcement community called for a thorough evaluative study of the UCR with the objective of recommending an expanded and enhanced UCR program to meet law enforcement needs into the 21st century. The FBI provided its support, formulating a comprehensive redesign effort. Batch Header information, which is contained on three records for each ORI, includes agency name, geographic location, and population of the area. Part 4, Administrative Segment, offers data on the incident itself (date and time). Each crime incident is delineated by one administrative segment record. The National Incident-Based Reporting System (NIBRS) is being implemented to meet these guidelines. NIBRS data are archived at ICPSR as 13 separate data files, which may be merged by using linkage variables. The data focus on a variety of aspects of a crime incident. Part 4, Administrative Segment, offers data on the incident itself (date and time). Each crime incident is delineated by one administrative segment record. Also provided are Part 5, Offense Segment (offense type, location, weapon use, and bias motivation), Part 6, Property Segment (type of property loss, property description, property value, drug type and quantity), Part 7, Victim Segment (age, sex, race, ethnicity, and injuries), Part 8, Offender Segment (age, sex, and race), and Part 9, Arrestee Segment (arrest date, age, sex, race, and weapon use). The Batch Header Segment (Parts 1-3) separates and identifies individual police agencies by Originating Agency Identifier (ORI). Batch Header information, which is contained on three records for each ORI, includes agency name, geographic location, and population of the area. Part 10, Group B Arrest Report Segment, includes arrestee data for Group B crimes. Window Segments files (Parts 11-13) pertain to incidents for which the complete Group A Incident Report was not submitted to the FBI. In general, a Window Segment record will be generated if the incident occurred prior to January 1 of the previous year or if the incident occurred prior to when the agency started NIBRS reporting. As with UCR, participation in NIBRS is voluntary on the part of law enforcement agencies. The data are not a representative sample of crime in the United States. For 1994, ten states, fully or partially participating in NIBRS, were included in the dataset.

CMS Medicaid Analytic Extract (MaxFile) Medicaid Claims Data: 100 Percent of Claims for 14 Southern States, 2004-2007 (ICPSR 34353)

Purpose. This was a Data Capacity-Building Project, to build a robust comparative effectiveness research infrastructure, agenda, and collaborative partnerships focused on eliminating health disparities. Specifically, a database was built comprised of all Medicaid enrollees and claims in the states that share in common both adverse minority health outcomes and the historical roots of racial health disparities in the South.

Setting and Participants. A 100 percent sample of four years 2004-2007 of Medicaid Analytic Extract (MAX-file) data (plus Medicare-linked claims for dual-eligibles) from fourteen southern states, representing 3.8 to 5.4 million persons each year (one-third of all United States Medicaid enrollees, nearly half [48 percent] of African American and 21 percent of Latino Medicaid enrollees in the United States) was obtained from the Centers for Medicare and Medicaid Services (CMS). This region is the epicenter of the Black-White health disparities epidemic, and has also experienced a recent and rapid influx of Latino immigrants. This project provided support for personnel and infrastructure needed to efficiently organize and analyze these data to support minority investigators. The HBCU-based team had extensive previous experience training health services researchers (especially minority investigators) to use Medicaid claims data for research.

Specific Aims: Using Medicaid Claims Data

  1. To build a Medicaid claims dataset (including socieconomic, contextual, and geospatial analytic variables, NDC cross-walk data and therapeutic class codes, as well as certain Medicare data for dual-eligibles) to support projects focused on the intersection between disparities research and comparative effectiveness research in clinically and socially complex patient populations.

  2. To create an efficient process for assisting non-Morehouse investigators to develop research protocols, analysis plans, CMS data re-use requests, and analytic files for collaborative research.

  3. To train, develop, cultivate, and support emerging minority investigators (especially at Historically Black colleges and universities (HBCUs) and other minority-serving institutions) as independently-funded health services researchers who are increasingly proficient in multivariate analysis of Medicaid and Medicare claims data.

  4. Cultivate comparative effectiveness and disparities research collaborations with Georgia Tech experts in mathematics, complexity science, simulation modeling, and interactive computing.

Relevance. Medicaid patients are characterized by clinical and social complexity -- the very characteristics which often exclude them from clinical trials and yet drive health disparities. This Medicaid-based dataset populates studies that help users understand how local area, provider-level, and patient-level differences in treatment (natural experiments in comparative effectiveness) influence clinical and economic outcomes. Variation implies that disparities are not inevitable. The comparative impact of this natural variation can be measured in meaningful outcomes such as emergency department visits, hospital admissions, inpatient bed-days, deaths, and total Medicaid expenditures, as well as community-level disparity rate-ratios. Medicaid data allow users to follow a complex patient (e.g., comorbid diabetes and schizophrenia or COPD and CHF) from treatment to outcomes through every billable service in the health care system (i.e., from doctor's visit to lab tests to prescriptions to emergency room visits or hospital admissions). Morehouse School of Medicine has a unique ability to develop a new cadre of minority investigators to conduct and interpret the results of health services research with a racially sensitive, culturally competent perspective.

Data Overview. The Centers for Medicare and Medicaid Services produces the MAX-files from Medicaid Statistical Information System (MSIS) data submitted by each state, with some data cleaning and validation by CMS sub-contractors before data are released to researchers.

The MAX-file data from CMS were loaded onto encrypted, secure servers at Morehouse School of Medicine. Research analytic files were created for each sub-project, including sickle cell disease, diabetes and schizophrenia; asthma; dementia; and congestive heart failure. For specific sub-projects, contextual variables from census data or area resource file were linked by county FIPS code.

Data Access. The data cannot be made publicly available. Data are stored on Morehouse School of Medicine encrypted servers, and may be used only for projects covered within the aims of the original research protocol and Centers for Medicare and Medicaid Services (CMS)-approved data use agreement. Data sharing is allowed only for research protocols approved under data re-use requests by the CMS privacy board. The CMS process for data re-use requests is described at the ResDAC Web site.

Due to limitations of research staff within the Morehouse National Center for Primary Care, and limitations of the existing CMS data use agreement, only re-use requests consistent with the original aims of the approved research protocol are considered (temporal and geographic variation in racial-ethnic disparities in quality, access and outcomes for Medicaid enrollees in 14 southern states). Specific aims of the current research protocol define the boundaries of what kind of research questions could be answered or sub-projects developed within the existing research protocol and data use agreement (see above "Specific Aims" section). Six SAS program syntax files used for data analysis, however, are available on the ICPSR site.

Aside from data re-use requests, the Morehouse National Center for Primary Care is open to collaborations which address these research aims and are consistent with their health equity research priorities, in which analyses could be performed by the Morehouse National Center for Primary Care research team and papers authored or co-authored by faculty from other minority-serving institutions or affiliated with the Research Centers in Minority Institutions (RCMI) Translational Research Network (RTRN).

The Nationwide Personal Transportation Survey serves as the nation's inventory of daily personal travel. It collects data on daily trips including purpose of the trip, means of transportation used, travel time, vehicle occupancy, driver characteristics, and vehicle attributes. These data are collected for all personal trips, all modes and purposes, all trip lengths, all areas of the country, all days of the week, and all months of the year. Part 1, the Household File, contains data on the relationship between household members and demographic information for household members. The file also contains information on housing characteristics, as well as characteristics of the block group and census tract. Availability and distance to public transportation are also included. Part 2, the Person File, contains information on seat belt use, modes of transportation used for travel to work, and costs for parking. Part 3, the Vehicle File, contains data relating to each of the household's vehicles, including whether a particular household member usually drives the vehicle, when it was purchased, the vehicle type, and model year. Part 4, the Travel Day Trip File, contains data about each trip the person made on the household's randomly assigned travel day. Information was collected on the purpose of the trip, the number of trips within the trip chain, where the trip chain started, and the amount of time spent at each destination. Part 5, the Segmented Travel Day Trip File, contains data for up to four segments of each segmented travel day trip the person made on the travel day. The file contains information on the start time, mode of transportation used, purpose, and duration of each travel segment. Part 6, the Travel Period File, contains data for every trip of at least 75 miles one way that the person took during a 14-day period ending on the travel day. The file contains information on the start date, purpose, and transportation mode used for trip. New for the 1995 survey was a written diary, used to help respondents to better remember their travel on their designated travel day, and a household roster of trips, which was used to assist respondents in recalling trips made with other household members. New questions included satisfaction with the nation's transportation system, reactions to mobility and congestion, perceived difficulties in travel, and use of seat belts.

This data collection contains selected expenditure and income data from the diary components of the 1980 and 1981 Consumer Expenditure Surveys. The principal objectives of the survey were to collect current consumer expenditure data to provide a continuous flow of data on the buying habits of American consumers for use in a wide variety of social and economic research and analysis, and to provide data for future revisions to the Consumer Price Index (CPI). The 1980 diary survey data were derived from the reports of over 5,500 sample consumer units. Consumer units were asked to list all of their expenses during the period they were in the survey. The diary data were collected with a household characteristics questionnaire and a separate questionnaire to record daily expenses. The diary survey was intended to obtain reliable expenditure data on small, frequently- purchased items that are normally difficult to recall. These items include expenditures for food and beverages, gas and electricity, gasoline, housekeeping supplies, nonprescription drugs and medical supplies, and personal care products and services.

National Assessment Survey of Law Enforcement Anti-Gang Information Resources, 1990-1991 (ICPSR 6237)

This study constituted a systematic national assessment of local law enforcement perceptions of the distribution of gang and gang-like problems in large cities in the United States, law enforcement reactions to gangs, and their policies toward gang problems. One purpose of the study was to examine changes in law enforcement perceptions of the U.S. gang problem that have occurred since NATIONAL YOUTH GANG INTERVENTION AND SUPPRESSION SURVEY, 1980-1987 (ICPSR 9792) was undertaken. The overall goal was to obtain as "conservative" as possible an estimate of the magnitude of the gang problem in the United States as reflected by the official reaction, record-keeping, and reporting of local law enforcement agencies. The agencies were asked to refer the interviewer to the individual representative of the agency who could provide the most information about the agency's processing of information on gangs and other youth-based groups engaged in criminal activity. To obtain each law enforcement agency's official, not personal, perspective on gang problems, anonymity was intentionally avoided. Each respondent was first asked whether the respondent's agency officially identified a "gang problem" within their jurisdiction. Gangs were defined for this study as groups involving youths engaging in criminal activity. Respondents were then asked if their department officially recognized the presence of other kinds of organized groups that engaged in criminal activity and involved youths and that might be identified by their department as crews, posses, or some other designation. Based on affirmative answers to questions on the officially recognized presence of gangs and the kinds of record-keeping employed by their departments, agencies were sent customized questionnaire packets asking for specifics on only those aspects of the gang problem that their representative had reported the agency kept information on. Variables include city name, state, ZIP code, whether the city participated in National Youth Gang Intervention and Suppression Survey, 1980-1987, and, if so, if the city reported a gang problem. Data on gangs include the number of homicides and other violent, property, drug-related, and vice offenses attributed to youth gangs and female gangs, total number of gang incidents, gangs, gang members, female gang members, and gangs comprised only of females for 1991, number of juvenile gang-related incidents and adult gang-related incidents in 1991, number of drive-by shootings involving gang members or female gang members in 1991, and numbers or percent estimates of gang members by ethnic groups for 1990 and 1991. Respondents also indicated whether various strategies for combating gang problems had been attempted by the department, and if so, how effective each of the crime prevention measures were.

The Longitudinal Study of American Youth (LSAY) is a project that was funded by the National Science Foundation in 1985 and was designed to examine the development of: (1) student attitudes toward and achievement in science, (2) student attitudes toward and achievement in mathematics, and (3) student interest in and plans for a career in science, mathematics, or engineering, during middle school, high school, and the first four years post-high school. The relative influence parents, home, teachers, school, peers, media, and selected informal learning experiences had on these developmental patterns was considered as well.

The older LSAY cohort, Cohort One, consisted of a national sample of 2,829 tenth-grade students in public high schools throughout the United States. These students were followed for an initial period of seven years, ending four years after high school in 1994. Cohort Two, consisted of a national sample of 3,116 seventh-grade students in public schools that served as feeder schools to the same high schools in which the older cohort was enrolled. These students were followed for an initial period of seven years, concluding with a telephone interview approximately one year after the end of high school in 1994.

Beginning in the fall of 1987, the LSAY collected a wide array of information including: (1) a science achievement test and a mathematics achievement test each fall, (2) an attitudinal and experience questionnaire at the beginning and end of each school year, (3) reports about education and experience from all science and math teachers in each school, (4) reports on classroom practice by each science and math teacher serving a LSAY student, (5) an annual 25-minute telephone interview with one parent of each student, and (6) extensive school-level information from the principal of each study school.

In 2006, the NSF funded a proposal to re-contact the original LSAY students (then in their mid-30's) to resume data collection to determine their educational and occupational outcomes. Through an extensive tracking activity which involved: (1) online tracking, (2) newsletter mailing, (3) calls to parents and other relatives, (4) use of alternative online search methods, and (5) questionnaire mailing, more than 95 percent of the original sample of 5,945 LSAY students were located or accounted for. In addition to re-contacting the students, the proposal defined a new eligible sample of approximately 5,000 students and these young adults were asked to complete a survey in 2007. A second survey was conducted in the fall of 2008 that sought to gather updated information about occupational and education outcomes and to measure the civic scientific literacy of these young adults, in which to date more than 3,200 participants have responded. A third survey was conducted in the fall of 2009 that sought to gather updated information about occupational and education outcomes and to measure the participants' use of selected informal science education resources, in which to date more than 3,200 participants have responded. A fourth survey was conducted in the fall of 2010 that sought to gather updated information about occupational and education outcomes, as well as provided questions about the participants' interactions with their children, in which to date more than 3,200 participants have responded. Finally, a fifth survey was conducted in the fall of 2011 that sought to gather updated information about education outcomes and included an expanded occupation battery for all participants, as well as an expanded spousal information battery for all participants. The 2011 questionnaire also included items about the 2011 Fukushima incident in Japan along with attitudinal items about nuclear power and global climate change. To date approximately 3,200 participants responded to the 2011 survey.

There were no surveys conducted in 2012 or 2013. Beginning in 2014 the LSAY was funded by the National Institute on Aging for five years. This data release adds the 2017 data to the previous data release that included data through 2016.

The public release data files include information collected from the national probability sample students, their parents, and the science and mathematics teachers in the students' schools. The data covers the initial seven years, beginning in the fall of 1987, as well as the data collected in the 2007, 2008, 2009, 2010, 2011, 2014, 2015, 2016, and 2017 questionnaires.

Part 1: LSAY Merged Cohort (Base File) contains student and parent data from both cohorts of the LSAY from 1987-1994 and student follow-up data from 2007-2011 and 2014-2017. Additionally, Parts 2 - 5 contain information gathered from two teacher background questionnaires and two principal questionnaires from 1987-1994.

Childhood Victimization and Delinquency, Adult Criminality, and Violent Criminal Behavior in a Large Urban County in the Northwest United States, 1980-1997 (ICPSR 3548)

This research project was designed as a replication and extension of earlier research on how childhood victimization relates to delinquency, adult criminality, and violent criminal behavior (CHILD ABUSE, NEGLECT, AND VIOLENT CRIMINAL BEHAVIOR IN A MIDWEST METROPOLITAN AREA OF THE UNITED STATES, 1967-1988 (ICPSR 9480)). The study consisted of a sample of abused and neglected children who were made dependents of the Superior Court of a large urban county in the Northwest between 1980 and 1984, and a matched control group of children. Dependency records were obtained from the county court house. Control match criteria were collected from Department of Health birth records data. Type of abuse/neglect precipitating the dependency petition was collected and coded using a modified version of the Maltreatment Classification Coding Scheme (MCS). Data on juvenile arrests from juvenile court records, including both number and types, were collected for each abused and/or neglected youth and each matched control subject. Adult criminal arrests, excluding routine traffic offenses, for all abused and neglected subjects and matched controls were collected from local, county, state, and federal law enforcement sources. A subset of arrests consisting of violent crimes was developed as a key outcome of interest. Major types of variables included in this study are demographics, criminal records, dependency records (only for those subjects abused/neglected as children), including type and severity of child abuse/neglect, and census socioeconomic variables. Several derived variables were also included.
