California Work Pays Demonstration Project: County Welfare Administrative Data, 1992-1998, Public Use Version 4.1 (ICPSR 4207)

The California Work Pays Demonstration Project (CWPDP) was intended to assess the effects of recent changes in Aid to Families With Dependent Children (AFDC) provisions. The project documents the dynamics of family poverty and welfare use in California. Part 1, Overview Data: Cases contains one record for each CWPDP case sampled between October 1992 and March 1997. For each case, seven data presence indicator variables identify the presence of data in each of the data file types. Four observation variables identify the number of case-months records observed in the Four County Cases file, the number of person records observed in the Four County Persons and Assistance History Persons files, and the first month during which AFDC participation is observed in the Assistance History Persons file. Fifteen survey detail variables identify survey participation, interview completion, respondent's person number and date of birth, and the survey record number. Parts 2-5, Four County Data: Cases, contain case-month records for all control and experimental cases selected to be a part of the study between October 1992 and March 1997 for any month (beginning with the month selected) during which an assistance unit received AFDC of food stamps. Each case-month record contains county administrative data for eligible family size and type, income, and cash and food stamp assistance amounts. These files are identical to the Four County Data: Cases files in County Welfare Administrative Data Version 4. Parts 6-9, Four County Data: Persons, contain records for each person observed associated with any control or experimental case selected to be part of the study between October 1992 and March 1997. Records include nonconfidential demographic information and monthly values for aid type and eligibility. These files are identical to the Four County Data: Persons files in County Welfare Administrative Data Version 4. Parts 10-13, Assistance History Data: Aggregate, contain case-month records that summarize information for the months of January 1987 through December 1996 about the public assistance program participation and eligibility of persons associated with sampled cases. This dataset was constructed from the Assistance History Data: Persons datasets (Parts 14-17) that contain persons associated with the study units. Parts 14-17, Assistance History Data: Persons, contain the Medi-Cal and program participation history of each person associated with the assistance units for cases selected between October 1992 and March 1997. This dataset does not include information about persons who left the assistance unit before the month sampled. Each record includes program participation information for each month from January 1987 through December 1996, a total of 120 months, as well as demographic information. Parts 18-21, Medi-Cal Payments Data: Cases, contain one record for each case selected to be part of the CWPDP sample between December 1992 and March 1997. This dataset contains the Medi-Cal payments made for each case in the study for the month of December 1992 and quarterly from 1993 through the fourth quarter of 1997. University of California Data Archive and Technical Assistance receives this data from California Department of Social Services-Research Branch (CDSS-RB) by quarter (not month), aggregated to case number. Therefore, the data in these files are aggregated payments information for all assistance units with the same case number, whether or not that assistance unit is part of the CWPDP sample. These files are identical to the Medi-Cal Payments Data: Cases files in County Welfare Administrative Data Version 3.

This study was a joint project of ten major United States cities participating in the Urban Observatory Program: Atlanta, Albuquerque, Baltimore, Boston, Denver, Kansas City, Kansas, Kansas City, Missouri, Milwaukee, Nashville, and San Diego. The survey focused on citizens' perceptions of the problems of urban life. Citizens' attitudes toward local government services and their opinions about local problems in the areas of schooling, housing, public transportation, controlled drugs, law and order, and taxes were assessed in all ten cities. Information on the socioeconomic status of the respondents, and on household composition was also elicited. Demographic data include sex, age, marital status, race, ethnicity, birthplace, level of education, and family income. Each city may be analyzed separately or may be treated as an integral part of the comparative study.

Detroit Area Study, 1954: Ideal Family Size in Detroit and Administrative Behavior in a Metropolitan Community (ICPSR 7318)

This study of adults aged 21 and older in the Detroit metropolitan area provides information on their contact with and attitudes toward government administrative agencies, their views regarding civic duties, and their organizational memberships in 1954. The study was a combination of two separate studies: IDEAL FAMILY SIZE IN DETROIT by Ronald Freedman, and ADMINISTRATIVE BEHAVIOR IN A METROPOLITAN COMMUNITY by Morris Janowitz. Respondents were asked about their contact with and knowledge of various agencies, including the Michigan Employment Security Commission and the Social Security Department. They were asked to evaluate the performance of the public schools, the County Sheriff's Department, state and local police, and local, county, and state government officials. Several questions were asked to determine the respondents' attitudes toward government employment and employees, specifically the prestige of various jobs in the public sector compared with comparable jobs in the private sector, and their preference for working for the United States government or a private firm. Other questions probed respondents' living experiences before coming to Detroit, their feelings about living in Detroit, and their views about collectivist versus individualist ideology, a national health insurance plan, military draft, taxes, changes in the Social Security system, the role of political influence in enabling private citizens to get help from government agencies, and the ideal family size. Also explored were respondents' understanding of the meaning of "red tape" and how much of it they thought was necessary, and their views on the extent of government's role in solving problems such as unemployment, education, and housing. Respondents were also asked about their political activities, political party preference, and electoral and voting participation. They were asked to identify the mass media on which they relied most for political information, the organizations they belonged to, and if they had a television set. Demographic variables specify age, sex, education, place of birth, marital status, number of children, nationality, religious preferences, occupation, family income, length of residence in the Detroit area, home ownership, length of time at present residence, and class identification.

Detroit Area Study, 1980: The Sociology of Knowledge and the Quality of Life in Detroit (ICPSR 9302)

The quality of community life in the Detroit metropolitan area and factors influencing it were the main focus for this Detroit Area Study. To gauge perceptions of the quality of life in the Detroit tri-county area, respondents were asked how satisfied or dissatisfied they were with the tri-county area in general, with their neighborhoods, and with the quality of local community services, such as quality of local roads, public schools, police and garbage collection. In addition, the survey measured respondents' satisfaction or dissatisfaction with their own education, income, health, amount of leisure time, marriage, family life, job, home, and other aspects of their lives. Respondents also were questioned about their expectations for the future, their friendships in the tri-county area, friendliness with neighbors, use of recreational facilities, and where their children played. The survey also sought respondents' opinions on a wide range of other issues such as race relations, social stratification, abortion, the benefits of the free enterprise system, whether or not the United States was a meritocracy, and the meaning and value of democracy. Additional information gathered by the survey includes duration of residence in the tri-county area and at the current residence, place of previous residence, home ownership, rent payments, value of the home, number of separate bedrooms, motor vehicle ownership and use, use of public transportation, employment status, occupation and industry, independence and authority at work, number of siblings ever born, religious preference, social class identification, political preference, and information on age, sex, place of birth, income, race, ethnicity, and household composition.

Detroit Area Study, 1990: Community Issues (ICPSR 2881)

This survey focused on issues and problems facing residents of Detroit and the surrounding metropolitan area in 1990, including environmental concerns, problems with law enforcement and drugs, crime, education, housing, jobs, cost of living, welfare, taxes and government services, government administration, moral values, and other concerns. Respondents were asked about the importance they placed on each issue and the perceived priority the government gave to each issue. Environmental issues were further examined with respect to specific environmental concerns, such as pollution, exposure to hazardous waste, loss or harm to wildlife and/or their habitats, and the depletion and conservation of natural resources. Respondents' degree of political and community involvement was gauged through questions regarding their voting behavior, their work for or involvement with a political party or community organization, and the type of community organizations to which they belonged. Racial attitudes were also probed, with questions on the economic position of African Americans, political and economic equality, and attitudes toward African-American subgroups (young, older, middle class). Demographic information includes respondents' gender, age, marital status, race, ethnicity, area of residence, type of residence, duration of residence, and whether the residence was owned by the respondent or rented.

The Latino National Survey (LNS) contains 8,634 completed interviews (unweighted) of self-identified Latino/Hispanic residents of the United States. Interviewing began on November 17, 2005, and continued through August 4, 2006. The survey instrument contained approximately 165 distinct items ranging from demographic descriptions to political attitudes and policy preferences, as well as a variety of social indicators and experiences. All interviewers were bilingual, English and Spanish. Respondents were greeted in both languages and were immediately offered the opportunity to interview in either language. Interviewers also provided a consent script that allowed respondents to opt out of the survey. Demographic variables include age, ancestry, birthplace, education level, ethnicity, marital status, military service, number of people in the household, number of children under the age of 18 living in the household, political party affiliation, political ideology, religiosity, religious preference, race, and sex.

The focus groups conducted by the research team for the project presented here offer precisely this convergence of both breadth and depth. The team used a common protocol to guide discussion in fifteen focus groups -- with more than 150 participants in nine cities across eight states -- that were designed to include Spanish and English-speaking respondents, in different regions of the country, with differing compositions by generation and country of origin. The number and range of the participants in these Latino focus groups are unique in the social science literature. This study presents the results of a unique data set, the results of fifteen focus groups conducted across the United States with Latino residents, including foreign-born -- both legal and undocumented immigrants and native-born. These data provide more range than allowed by the typical interview-based project and not only give key insights into Latino residents' thoughts about community, language, discrimination, ties to their countries of origin, and the like, but also provide some sense of participants' explanations of their reasoning and motivations, something not achievable through structured survey data alone.

The Latino National Survey (LNS)--New England is the New England extension of the LATINO NATIONAL SURVEY (LNS), 2006 (ICPSR 20862), which was conducted in 2005-2006. This data collection, focusing on the welfare and public support system, contains information from the SURVEY OF INCOME AND EDUCATION, 1976 (ICPSR 7634), conducted during the months of April through July of 1976 by the Department of Health, Education, and Welfare. The survey served as a supplement to the yearly Current Population Survey and was conducted to obtain reliable state-by-state data on the numbers of children in local areas with family incomes below the federal poverty level. The information was used to facilitate Title 1 of the Elementary and Secondary Education Act by the Department of Health, Education, and Welfare. The survey includes questions used in the Current Population Survey and also contains additional exclusive questions covering school enrollment, disability, health insurance, bilingualism, food stamp recipiency, assets, and housing costs. The National Chicano Research Network created this extract by including only those cases for people who received either of the following types of support: food stamps in 1975 or 1976, public housing, government rent subsidy, railroad retirement, United States government SSI, aid to families with dependent children, other public assistance, Medicaid, veteran's assistance, neighborhood health center, free or low-cost clinic, other public source, or any public assistance or welfare the previous month. The 110 variables used from SURVEY OF INCOME AND EDUCATION, 1976: RECTANGULAR FILE (ICPSR 7919) were mostly demographic, income-related, and employment-related variables. The data were provided by the National Chicano Research Network, which was located at the Survey Research Center of the Institute for Social Research, University of Michigan.
