This data collection provides travel-to-work data for respondents living in 21 Standard Metropolitan Statistical Areas (SMSAs). Data cover respondents' place of work, means of transportation to work, carpooling and carpool occupancy, time and distance from home to work, and time of departure for work. The data also include transportation-related information such as access to a garage or carport at respondent's home, cost of rented parking spaces, and number of cars owned. Information about respondents's neighborhoods includes existence of street noise or heavy street traffic, poor street conditions, crime, objectionable odors, adequacy of schools, fire and police protection, health clinics, and respondents' opinions of the overall neighborhood quality. The data contained in this collection are from the travel-to-work supplement in ANNUAL HOUSING SURVEY, 1975 [UNITED STATES]: SMSA FILES (ICPSR 7976). The travel-to-work supplement was sponsored by the United States Department of Transportation, and the data was collected by the Census Bureau during April 1975 through March 1976. The data are contained in 21 files, one file for each SMSA represented. Demographic information collected on each respondent includes sex, age, race, marital status, and household relationship. Additional information on the household head includes educational attainment, Hispanic origin, and length of residence in current domicile.

This data collection contains data focusing on housing characteristics from 15 Standard Metropolitan Statistical Areas (SMSAs). Data include year the structure was built, type and number of living quarters, occupancy status, presence of commercial establishments on the property, presence of a garage, and property value. Additional data focus on kitchen and plumbing facilities, type of heating fuel used, source of water, sewage disposal, and heating and air conditioning equipment. Information about housing expenses includes mortgage or rent payments, utility costs, garbage collection fees, property insurance, and real estate taxes as well as repairs, additions, or alterations to the property. Similar data are provided for housing units previously occupied by respondents who had recently moved. Indicators of housing and neighborhood quality are also supplied. Housing quality variables include privacy of bedrooms, condition of kitchen facilities, basement or roof leakage, presence of cracks or holes in walls, ceilings, or floor, reliability of plumbing and heating equipment, and concealed electrical wiring. The presence of storm doors and windows and insulation was also noted. Neighborhood information is provided on the presence of and objection to noise, traffic, odors, trash and litter, abandoned structures, rundown housing, commercial or industrial activity, and the adequacy of services, including public transportation, schools, shopping, and police and fire protection. In addition to housing characteristics, demographic data for household members are provided, including sex, age, race, income, marital status, and household relationship. Additional data are available for the household head, including Hispanic origin, length of residence, and travel-to-work information.

Early Identification of the Serious Habitual Juvenile Offender Using a Birth Cohort in Philadelphia, 1958-1984 (ICPSR 2312)

Beginning in the mid-1980s, the Office of Juvenile Justice and Delinquency Prevention (OJJDP) funded the creation of Habitual Offender Units (HOUs) in 13 cities. HOUs were created to prosecute habitual juvenile offenders by deploying the most experienced attorneys to handle these cases from start to finish. By targeting the earliest points in the career sequence of the juvenile offenders, the greatest number of serious offenses can potentially be averted. Selection criteria to qualify for priority prosecution by an HOU usually encompassed one or more generic components relating to aspects of a juvenile's present and prior offense record. In Philadelphia, to be designated a serious habitual offender and to qualify for priority prosecution by the HOU, a youth had to have two or more prior adjudications or open cases for specific felonies, as well as a current arrest for a specified felony. The first three police contacts in a Philadelphia juvenile offender's record were of special interest because they included the earliest point (i.e., the third contact) at which a youth could be prosecuted in the Philadelphia HOU, under their selection criteria. The main objectives of this study were to determine how well the selection criteria identified serious habitual offenders and which variables, reflecting HOU selection criteria, criminal histories, and personal characteristics, were most strongly and consistently related to the frequency and seriousness of future juvenile and young adult offending. To accomplish this, an assessment was conducted using a group of juveniles born in 1958 whose criminal career outcomes were already known. Applying the HOU selection criteria to this group made it possible to determine the extent to which the criteria identified future habitual offending. Data for the analyses were obtained from a birth cohort of Black and white males born in 1958 who resided in Philadelphia from their 10th through their 18th birthdays. Criminal careers represent police contacts for the juvenile years and arrests for the young adult years, for which police contacts and arrests are synonymous. The 40 dependent variables were computed using 5 different criminal career aspects for 4 crime type groups for 2 age intervals. The data also contain various dummy variables related to prior offenses, including type of offense, number of prior offenses, disposition of the offenses, age at first prior offense, seriousness of first prior offense, weapon used, and whether it was a gang-related offense. Dummy variables pertaining to the current offenses include type of offense, number of crime categories, number of charges, number of offenders, gender, race, and age of offenders, type of intimidation used, weapons used, number of crime victims, gender, race, and age of victims, type of injury to victim, type of victimization, characteristics of offense site, type of complainant, and police response. Percentile of the offender's socioeconomic status is also provided. Continuous variables include age at first prior offense, age at most recent prior offense, age at current offense, and average age of victims.

Enhanced Services for the Hard-to-Employ Demonstration and Evaluation Project, Philadelphia, PA (ICPSR 33784)

The Enhanced Services for the Hard-to-Employ (HtE) Demonstration and Evaluation Project was a 10-year study (taken on by the MDRC) that evaluated innovative strategies aimed at improving employment and other outcomes for groups who face serious barriers to employment. The Enhanced Services for the Hard-to-Employ was the first comprehensive attempt to understand the diverse low-income population and to test interventions aimed at the most common barriers to this population's employment. The HtE demonstration was designed to evaluate a variety of innovative ways to boost employment, reduce welfare receipt, and promote well-being in low-income populations. This study tests two employment strategies. The first employment strategy, administered by the Transitional Work Corporation (TWC), was a paid transitional employment program that combined temporary, subsidized employment with work-related assistance. The second employment strategy, the Success Through Employment Preparation (STEP) program, focused on assessing and treating employment barriers before participants obtained a job. From 2004 to 2006, 1,942 recipients of Temporary Assistance for Needy Families (TANF) who were not currently employed or participating in work activities were randomly assigned to one of the two program groups. Evaluation of the programs had three components: implementation and process analysis, impact analysis, and cost analysis. The implementation and process analysis examined how the programs operated, based primarily on site visits and interviews with program staff and administrators. The impact analysis measured the programs' effects on outcomes including employment, welfare use, and family functioning. The cost analysis compares the financial costs of the interventions. Outcomes for both groups were followed for at least three years, using public administrative records and surveys of study participants. In addition, follow-up surveys were conducted 15 and 36 months after random assignment in most sites. Information was collected on whether respondents participated in employment, vocational or education training activity. Respondents were asked whether they received help for things such as childcare, getting and/or keeping Medicaid and food stamps, paying for transportation, substance abuse treatment, addressing domestic violence, addressing legal issues, financial needs, or handling their household budget. Respondents were also asked if they received paid vacation time or sick days, where their income came from, and whether they earned any type of degree or certificate. Additional topics include health status, the length of time respondents received TANF funds, and employment history. Demographic information includes age, race, marital status, education, employment status, and home ownership status.

Immigrant Populations as Victims in New York City and Philadelphia, 1994 (ICPSR 6793)

The purpose of this study was to examine interrelated issues surrounding the use of the criminal justice system by immigrant victims and to identify ways to improve the criminal justice response to immigrants' needs and problems. Two cities, New York City and Philadelphia, were selected for intensive investigation of victimization of immigrants. In each of these cities, three immigrant communities in a neighborhood were chosen for participation. In New York's Jackson Heights area, Colombians, Dominicans, and Indians were the ethnic groups studied. In Philadelphia's Logan section, Vietnamese, Cambodians, and Koreans were surveyed. In all, 87 Jackson Heights victims were interviewed and 26 Philadelphia victims were interviewed. The victim survey questions addressed can be broadly divided into two categories: issues pertaining to crime reporting and involvement with the court system by immigrant victims. Variables include type of crime, respondent's role in the incident, relationship to the perpetrator, whether the incident was reported to police, and who reported the incident. Respondents were also asked whether they were asked to go to court, whether they understood what the people in court said to them, whether they understood what was happening in their case, and, if victimized again, whether they would report the incident to the police.

This sample of the National Crime Survey contains information about victimization in 26 central cities in the United States. The data are designed to achieve three primary objectives: 1) to develop detailed information about the victims and consequences of crime, 2) to estimate the numbers and types of crimes not reported to police, and 3) to provide uniform measures of selected types of crimes and permit reliable comparisons over time and between areas of the country. Information about each household or personal victimization was recorded. The data include type of crime (attempts are covered as well), description of offender, severity of crime, injuries or losses, time and place of occurrence, age, race and sex of offender(s), relationship of offenders to victims, education, migration, labor force status, occupation, and income of persons involved.

Philadelphia Social History Project: Pennsylvania Abolition Society and Society of Friends Manuscript Census Schedules, 1838, 1847, 1856 (ICPSR 3805)

Initially taken in 1838 to demonstrate the stability and significance of the African American community and to forestall the abrogation of African American voting rights, the Quaker and Abolitionist census of African Americans was continued in 1847 and 1856 and present an invaluable view of the mid-nineteenth century African American population of Philadelphia. Although these censuses list only household heads, providing aggregate information for other household members, and exclude the substantial number of African Americans living in white households, they provide data not found in the federal population schedules. When combined with the information on African Americans taken from the four federal censuses, they offer researchers a richly detailed view of Philadelphia's African American community spanning some forty years.

The three censuses are not of equal inclusiveness or quality, however. The 1838 and 1847 enumerations cover only the "old" City of Philadelphia (river-to-river and from Vine to South Streets) and the immediate surrounding districts (Spring Garden, Northern Liberties, Southwark, Moyamensing, Kensington--1838, West Philadelphia--1847); the 1856 survey includes African Americans living throughout the newly enlarged city which, as today, conforms to the boundaries of Philadelphia County. In spite of this deficiency in areal coverage, the earlier censuses are superior historical documents. The 1838 and 1847 censuses contain data on a wide range of social and demographic variables describing the household indicating address, household size, occupation, whether members were born in Pennsylvania, status-at-birth, debts, taxes, number of children attending school, names of beneficial societies and churches (1838), property brought to Philadelphia from other states (1838), sex composition (1847), age structure (1847), literacy (1847), size of rooms and number of people per room (1847), and miscellaneous remarks (1847). While the 1856 census includes the household address and reports literacy, occupation, status-at-birth, and occasional passing remarks about individual households and their occupants, it excludes the other informational categories. Moreover, unlike the other two surveys, it lists the occupations of only higher status African Americans, excluding unskilled and semiskilled designations, and records the status-at-birth of adults only. Indeed, it even fails to provide data permitting the calculation of the size and age and sex structure of households.

Variables for each household head and his household include (differ slightly by census year): name, sex, status-at-birth, occupation, wages, real and personal property, literacy, education, religion, membership in beneficial societies and temperance societies, taxes, rents, dwelling size, address, slave or free birth.

Racial Attitudes in Fifteen American Cities, 1968 (ICPSR 3500)

This study explores attitudes and perceptions related to urban problems and race relations in 15 northern cities of the United States (Baltimore, Boston, Brooklyn, Chicago, Cincinnati, Cleveland, Detroit, Gary, Milwaukee, Newark, Philadelphia, Pittsburgh, St. Louis, San Francisco, and Washington, DC). More specifically, it seeks to define the social and psychological characteristics and aspirations of the Black and White urban populations. Samples of Blacks and Whites were selected in each of the cities in early 1968. The study employed two questionnaire forms, one for Whites and one for Blacks, and two corresponding data files were generated. Attitudinal questions asked of the White and Black respondents measured their satisfaction with community services, their feelings about the effectiveness of government in solving urban problems, and their experience with police abuse. Additional questions about the respondent's familiarity with and participation in antipoverty programs were included. Other questions centered on the respondent's opinions about the 1967 riots: the main causes, the purpose, the major participating classes, and the effect of the riots on the Black cause. Respondents' interracial relationships, their attitudes toward integration, and their perceptions of the hostility between the races were also investigated. White respondents were asked about their opinions on the use of governmental intervention as a solution for various problems of the Blacks, such as substandard schools, unemployment, and unfair housing practices. Respondent's reactions to nonviolent and violent protests by Blacks, their acceptance of counter-rioting by Whites and their ideas concerning possible governmental action to prevent further rioting were elicited. Inquiries were made as to whether or not the respondent had given money to support or hinder the Black cause. Other items investigated respondents' perceptions of racial discrimination in jobs, education, and housing, and their reactions to working under or living next door to a Black person. Black respondents were asked about their perceptions of discrimination in hiring, promotion, and housing, and general attitudes toward themselves and towards Blacks in general. The survey also investigated respondents' past participation in civil rights organizations and in nonviolent and/or violent protests, their sympathy with rioters, and the likelihood of personal participation in a future riot. Other questions probed respondents' attitudes toward various civil rights leaders along with their concurrence with statements concerning the meaning of "Black power." Demographic variables include sex and age of the respondent, and the age and relationship to the respondent of each person in the household, as well as information about the number of persons in the household, their race, and the type of structure in which they lived. Additional demographic topics include the occupational and educational background of the respondent, of the respondent's family head, and of the respondent's father. The respondent's family income and the amount of that income earned by the head of the family were obtained, and it was determined if any of the family income came from welfare, Social Security, or veteran's benefits. This study also ascertained the place of birth of the respondent and respondent's mother and father, in order to measure the degree of southern influence. Other questions investigated the respondent's military background, religious preference, marital status, and family composition.

Resources for Enhancing Alzheimer's Caregiver Health (REACH) was established in 1995 to conduct social and behavioral research on interventions designed to enhance family caregiving, particularly in minority families, for persons with Alzheimer's Disease and related disorders. Baseline data (ICPSR 3253) were collected through randomized clinical trials at six sites: University of Alabama-Birmingham, The Research and Training Institute of the Hebrew Rehabilitation Center for Aged in Boston, University of Tennessee-Memphis, University of Miami, Veterans Affairs Palo Alto Health Care System and Stanford University, and Thomas Jefferson University in Philadelphia. Interventions such as psychoeducational support groups, behavioral skills training programs, family-based systems interventions, environmental modifications, and technological computer-based information and communication services varied by site. This collection contains baseline data along with follow-up data at 6-, 12-, and 18-month intervals from each site with focus on the impact of the various intervention strategies on psychological distress, health status, health practices, and health care utilization. Also included are follow-up batteries, transition batteries (placement, bereavement, discontinued), and data reporting missed visits. Parts 1 through 5 contain screening data and responses to a short mental status questionnaire. Parts 6 through 34 contain baseline data along with follow-up data at 6, 12, and 18-month intervals and cover activities of daily living, anxiety, and caregiver health and health behaviors along with sociodemographic information. Also included are care recipient medications and sociodemographic information. Parts 35 through 40 contain tracking data and also include an examination of interventions.

Built upon the findings of RESOURCES FOR ENHANCING ALZHEIMER'S CAREGIVER HEALTH, 1996-2001, BASELINE AND FOLLOW-UP DATA [ICPSR 3678], REACH II designed and tested a single multi-component intervention among family caregivers of persons with Alzheimer's disease or related disorders. The overall objectives were (1) to identify and reduce modifiable risk factors among diverse family caregivers of patients with Alzheimer's Disease or a related disorder, (2) to enhance the quality of care provided to the care recipients, and (3) to enhance the well-being of the caregivers. REACH II is the first project to simultaneously test a comprehensive caregiver intervention in three distinct racial/ethnic groups: Hispanic/Latino, Black/African-American, and White/Caucasian. The intervention was based on a risk-appraisal approach in which five areas of risk--depression, burden, self-care, social support, and patient problem behaviors--that are central to caregiver well-being and quality of life were matched to corresponding intervention components. These components included education, skills to manage troublesome care-recipient behaviors, social support, cognitive strategies for reframing negative emotional responses, and strategies for enhancing healthy behaviors and managing stress. Consistent with this approach, the primary outcome was a multivariate quality of life indicator that assessed caregiver depression, burden, self-care, social support, and patient problem behaviors. Two hallmarks of caregiver intervention studies--caregiver clinical depression and patient institutionalization--were assessed as secondary outcomes. The dataset names listed in this collection include the shortened name of the form administered.

The collection consists of time series for the births and deaths of newspapers for Baltimore, Boston, Buffalo, New York City, Philadelphia, and Washington, DC, with time-varying covariates. This data collection stemmed from a study of cultural production and the role of newspapers in social and political mobilization. The data have been used to study ethnic and political group formation and the importance of newspapers as an indicator of civil society. The New York City data also allow the analysis of organizational histories, including mergers, and newspapers' chained histories. Data were collected from secondary data sources, including multiple sources for newspapers, United States historical censuses, immigration data, wars, recessions, unemployment rates, and election data. The length of the time series varies by city, with the longest series for New York City, Buffalo, Boston, and Philadelphia. For most files, the year is the unit of analysis, which lends itself to Poisson count analyses or event history. Network techniques are appropriate with the entrepreneurship data. Parts 1-7 of this collection contain pooled data across multiple cities. Parts 8 and 9 contain data for Baltimore. Parts 10-25 include data from Boston, while Parts 26-45 cover Buffalo. Parts 46-63 are data for New York City and Parts 64-89 contain data for Philadelphia. Lastly, Parts 90 and 91 include data for Washington, DC.

This study contains aggregate economic, political, and social data for the city of Philadelphia in the period 1774-1930. Data are provided for occupational categories in 1774 and 1860 (Parts 1 and 3), the place of birth of the city inhabitants in 1860 (File 2), and for workers aged 10 and over in 1930, tabulated by ward and industry group (Part 4).
