Continuation of Services Funded Under Title III of the Older Americans Act of 1965 (ICPSR 8246)

This data collection examines the fates of services funded under Title III of the Older Americans Act if and when that source of funding is terminated. The main objectives of the study were to investigate the pattern of continuation of projects funded under the Title III program and the importance of various factors contributing to the continuation of Title III projects. The study covered 33 planning and service areas in 24 states and represented all ten federal regions. Members of 426 state agencies on aging, area agencies on aging, and service providers were interviewed. Information is provided on the extent to which projects actually had their Title III funds terminated, the providers' responses to termination, the actions precipitated by continuation at reduced levels, the extent of budgetary reductions, the impact of Title III funding termination on client group composition, and the effects of project types and services on project continuation. Variables in Part 1, the Service Provider survey, include the organization's area of service, the number of paid staff members, the number of older persons they assisted, the duration of their current or last Title III grant, and the Title III project's total budget in its last year. Area agencies and state units on aging (Parts 2 and 3, respectively) were asked questions about granting processes, such as the agencies involved, the logistics of extensions, and the involvement of local officials in replacing Title III funding by allocating public funds.

Data gathered from a variety of federal agencies and private organizations are contained in this collection which provides county statistics. Included in CO_STAT 1 are all data for counties published in the 1983 County and City Data Book and the 1982 State and Metropolitan Area Data Book, as well as a number of statistics not previously published. There are several levels of data (e.g., persons, housing units, and local governments). The collection supplies information on the following general areas: agriculture, banking, crime, education, elections, government, households, health, housing, labor, land area, manufactures, money income, personal income, population, poverty, retail trade, service industries, social insurance and human services, savings and loan associations, veterans, vital statistics, wholesale trade, and journey to work. Records are included for each of the fifty states and the District of Columbia as well as 3,137 counties or county equivalents.

Food Service Delivery Systems Used in Providing Nutrition Services to the Elderly (ICPSR 8347)

This data collection contains information gathered from January through April 1981 on nutrition projects serving the elderly in the United States. The sample represents nutrition projects funded through Title IIIC of the Older Americans Act of 1965. This sample, which was stratified according to the rural or urban character of the project and its predominant delivery system (a total of 10 categories), represented approximately 10 percent of all nutrition projects in operation at the time. The specific objectives of the study were (1) to develop reliable descriptive information with respect to cost, nutritional quality, and microbiological content of the meals, (2) to analyze cost, nutritional, microbiological, and environmental data, in order to determine the range of costs and the factors that influenced total cost per meal, costs of various elements of nutrition service (e.g., labor costs, administrative and service costs, and building and equipment costs), and the costs of meal functions (e.g., meal preparation, meal delivery to congregate sites, congregate service or home-delivery, and supportive activities), and (3) to develop conclusions regarding the relative advantages and disadvantages of each meal service delivery system in different settings, to describe the implications of these conclusions for Administration on Aging program policy, and to suggest criteria by which providers might choose the most appropriate delivery systems for their projects. Data include project characteristics, sample site characteristics, meals served, number of meals served and prepared during the two-day test period, participant/visitor contributions during test period, background information on delivery systems, project-level labor and administrative costs, meal site labor and administrative costs, central kitchen labor and administrative costs, and capital expenses.

The purpose of this survey was to address the paucity of current data on the United States' local public health infrastructure and to advance understanding of the many ways local public health agencies contribute to keeping the nation's population and environment healthy. The survey collected information on local health department (LHD) characteristics (e.g., type of jurisdiction served, office to which the LHD reported directly, total expenditures, and sources of the LHD's total budget), priority program areas, and public health services provided directly or through contracts with others. Additional data cover LHD workforce composition, staffing needs, workforce training, and partnerships and collaborations with other groups and organizations, such as state or federal agencies, hospitals, HMOs, community health centers, universities, community-based organizations, professional associations, faith communities/churches, and business/private corporations. LHDs also reported on completion of community health assessments and development of community health improvement plans.

The National Data Base on Aging is a demonstration project designed to test the feasibility of a voluntary system for collecting information at the national level about the network of State and Area Agency on Aging programs. The effort is a joint undertaking of the National Association of State Units on Aging (NASUA) and the National Association of Area Agencies on Aging (N4A), funded by the Administration on Aging. Questionnaires were mailed to all 57 State Units and 666 Area Agencies in September 1981. Topics included the staffing of the agencies, the types of funding used, and the types of services provided by the agencies. Part 1, Survey Data from State Units on Aging and State-Level Data from 1980 Census, contains survey data from the State Units on Aging and state-level data from the 1980 United States Census and Social Security Administration. Part 2, Survey of Area Agencies on Aging and Planning and Service Area-Level Data, contains data from the survey of Area Agencies on Aging along with Planning and Service Area (PSA)-level data from the census and Social Security. Part 3, Characteristics of Service Providers, contains information on service providers, including service delivery locations and grant or contract funding sources. Part 4, Characteristics of Services Provided, includes data for each of the distinct services provided directly or indirectly by Area Agencies on Aging.

Survey of Aging Veterans, 1983: [United States] (ICPSR 8479)

The Survey of Aging Veterans was designed to provide the Veterans Administration with information needed to plan for the demands of United States veterans for medical and pension benefits over the next decade and beyond. The goal of the study was to be able to make estimates of future demands and future support needed for the rapidly expanding older veteran population. The survey yielded data on the current social, economic, and health status of noninstitutionalized veterans aged 65 and older, their patterns of utilization of Veterans Administration facilities and benefits, and future expectations regarding use of Veterans Administration programs and services. The survey also profiled the social, economic, and health status of the veteran cohorts aged 55 to 64 who will become eligible for Veterans Administration benefits over the next decade. Variables in this data collection include age, marital status, veteran status, employment, medical conditions, functional status, activity level, health and life insurance coverage, financial status, use of health care services, use of Veterans Administration benefits and services, future expectations regarding such things as personal health, finances, and need for support services, and experience with and attitudes toward Veterans Administration programs and benefits. The survey was conducted for the Veterans Administration by Louis Harris and Associates.

The units of analysis are the agencies. Variables include agency programs supported by Title XX funding, amount of agency's 1975-1976 and 1976-1977 Title XX allocations, and the agency's involvement with city, county, state, and federal officials. Other items include percent of budget for self-care, in-home, out-of-home, health-related, and institutional services, source of budget, date of establishment, and number of professional positions.
