This special topic poll was conducted among residents in the District of Columbia. Respondents were queried on the problems and general quality of life in the District of Columbia. They gave their impressions of Sharon Pratt Kelly as mayor and rated the efficiency of the District government. The survey covered crime in the District with specific questions on the safety of the respondents' neighborhoods and whether the respondent carried weapons for protection. Those surveyed provided the frequency of and reasons for their traveling within the District and commented on whether they favored the District becoming a separate state. Demographic background variables include political orientation, age, race, income, and education.

Households were selected by random-digit dialing. Within households, the respondent selected was the adult living in the household who last had a birthday and who was at home at the time of interview.
