Broadband Communications Technology Guidance for Law Enforcement, California, Massachusetts, 2019-2022 (ICPSR 38547)
In 2018 law enforcement agencies gained access to a federally created, nationwide, interoperable first responder broadband communications network, called the National Public Safety Broadband Network, also known as FirstNet. The RAND Corporation was funded to conduct research and provide guidance to law enforcement agencies on how to best transition to the broadband communication network. To this end, the RAND Corporation performed a literature review, interviewed subject-matter experts, and developed coverage maps for select areas. The interviews covered topics such as the current state of deployment, system governance, system reliability, vendors used, and plans for migration.
This data collection includes select quotes and interview notes from the interviews with subject-matter experts. The literature review and coverage maps for select areas are not included in this collection.
National Neighborhood Data Archive (NaNDA): Broadband Availability by Census Tract and ZIP Code Tabulation Area (ZCTA) United States, 2025 (ICPSR 302937)
This dataset contains measures of broadband internet availability and performance per United States census tract and ZIP Code Tabulation Area (ZCTA) in 2025. The data is derived from internet service providers' reports to the Federal Communications Commission's Broadband Data Collection (BDC) program. Key variables include the number of internet service providers offering service, the proportion of housing units and land area with access to broadband, download and upload speed categories, low-latency service availability, and technology types for broadband connections.
Broadband availability measures include the proportion of housing units and land area served by any provider, as well as the number of unique providers offering service. Speed measures are categorized into multiple tiers for both download speeds (ranging from less than 10 Mbps to 2000+ Mbps) and upload speeds (ranging from 1 Mbps or less to 100+ Mbps). The dataset also includes combined download/upload speed categories, distinguishing between unserved areas (less than 25/3 Mbps), underserved areas (at least 25/3 Mbps but less than 100/20 Mbps), and served areas (at least 100/20 Mbps). Technology type measures identify the proportion of housing units and land area served by different broadband technologies, including fiber to premises, coaxial cable, copper wire, fixed wireless, and satellite.
Evaluating the Comparative Effectiveness of Telemedicine in Primary Care: Learning from the COVID-19 Pandemic, New York, 2021 (ICPSR 39346)
During the COVID-19 pandemic, telemedicine emerged as the primary method of providing outpatient care in many regions with shelter-in-place and social distancing policies. This study aimed understand the impact of this rapid and widespread transition from in-person to remote visits on disparities in access to primary care, especially in chronic disease where ongoing communication between providers and patients is essential.
The newly developed or expanded telemedicine programs varied widely, raising questions about the effect of these differences on uptake of telemedicine among different patient populations and on patient-centered outcomes. Leveraging a natural experiment approach, this study examined rapidly changing telemedicine and in-person models of care during and after the COVID-19 crisis to determine whether certain patients could safely choose to continue telemedicine or telemedicine-supplemented care, rather than return to in-person care.
Evaluation of Using Telehealth for Opioid Use Disorders in a Correctional Setting, Massachusetts, 2020-2022 (ICPSR 38877)
With the third highest rates of overdose fatalities in the state and complexities with providing treatment in a rural setting, Franklin County Sheriff's Office (FCSO) in Massachusetts made a strategic decision in 2011 to shift their jail facility away from simply operating as a place to contain people, to becoming a jail that played an important role in the treatment solution to the opioid use epidemic. After more than 10 years of this transformation, FCSO has been able to offer all three federally approved Medications for Opioid Use Disorders (MOUD) (i.e., buprenorphine, methadone, and naltrexone), provide high quality individual and group counseling, and facilitate a continuum of treatment care upon reentry. In 2020, at the height of the COVID-19 pandemic, FCSO capitalized on its previously built infrastructure and system partners to continue to offer its services. FCSO also continued offering individual and group counseling via telehealth throughout the pandemic and shifted to a mix of telehealth and in-person services in 2022.
From 2020 to 2023, the research team partnered with FCSO to study how their jail approached MOUD treatment, particularly via telehealth during the COVID-19 pandemic. The mixed-methods study aimed to understand whether treatment and individual counseling as its critical component could be done remotely, what facilitated or hindered its successful application, and how clients (i.e., incarcerated people) and the professionals supporting them perceived the effects.

Building Tribal-Researcher Capacity to Inform Data-Driven Practices, Technology, and Tribal Justice, United States, 2019 (ICPSR 38013)
The Center for Court Innovation, in partnership with independent consultants from the public defender's office of certain tribes, conducted a comprehensive survey of tribal justice system stakeholders, focused on the existing use of risk-needs assessments and similar tools, and existing data collection/technology used by tribal jurisdictions around the country. The survey results create a comprehensive portrait of tribal court system risk and need assessment, data collection, management, and challenges reported by those directly involved in managing and working with people in the system.
Experimental Comparison of Telepsychiatry and Conventional Psychiatry for Mentally Ill Parolees in California, 2011-2015 (ICPSR 36111)
These data are part of NACJD's Fast Track Release and are distributed as they were received from the data depositor. The files have been zipped by NACJD for release, but not checked or processed except for the removal of direct identifiers. The main goal of the study was to empirically measure the effectiveness of Telepsychiatry for mentally ill parolees.Parolees enrolled in the study were assigned to either face-to-face sessions with their psychiatrists for the duration of their treatment or telepsychiatry sessions with their psychiatrist, in which the parolees interacted with their assigned psychiatrist via a web-based screen interface. Administrative records data on recidivism was collected for everyone who consented to be randomized in this study.
