Aviation Security and Terrorism: A Review of the Economic Issues (ICPSR 1267)

Following the terrorist attacks on September 11, 2001, the passage of the Aviation and Transportation Act mandated a substantial increase in resources devoted to aviation security. This paper summarized the specific changes stemming from this legislation. In addition, the paper examines the economic issues underlying the regulation and provision of aviation security. The fact that security at one airport can affect the well-being of those at other airports and elsewhere, an example of a network externality (spillover), provides an economic justification for governmental involvement in aviation security. A fundamental question is whether the federal role should be restricted to setting and monitoring security standards or whether the role should also include the financing and implementation of security. A controversial change is that the federal government has assumed responsibility from the airlines and airports for the actual provision of aviation security. Proponents of this change argue that, relative to private provision, public provision reduces the incentives to reduce quality through cost reductions. On the other hand, a public agency might not provide security services efficiently because it can operate in a more-or-less monopolistic way. Furthermore, a public agency might provide an excessive amount of security and incur unnecessary expenses because it is likely to be judged on its security record and not on all the attributes encompassed by air transportation services for consumers. Thus, economic theory does not provide a clear answer to what is likely to be a continuing source of controversy -- the appropriate scope of governmental involvement in aviation security.

This study contains data on the political, social, economic, religious, ecological, and demographic characteristics of 32 Black African nations in the late 1950s and 1960s. Data are provided on political regime characteristics, such as the existence and nature of political parties, elections, the nature of the judicial system, the extent of government influence, and the occurrence of riots, civil violence, terrorist activities, civil wars, irredentist movements, and coup d'etats. Economic variables provide information on government revenues, government expenditures, gross domestic capital formation, public investment as a percentage of the gross domestic product (GDP), gross national product (GNP), defense budgets, energy, investment, labor, number of wage earners as a percentage of active population, industrial production, electricity production, per capita energy consumption, educational expenditures, economic welfare, consumer price index, international economic aid, total international trade, imports and exports, agriculture, and membership in major African multilateral economic organizations. Also included is information on the military and security systems, Africanization of the army officer corps, international relations, membership in nongovernmental organizations (NGOs), communication and transportation, and social welfare. Other variables provide information on population estimates and characteristics, population density, settlement patterns, cultural pluralism, language, religion, primary and secondary school enrollment, family organization, patrilineal kin groups, class stratification, and the number of physicians per population.

The National Crime Surveys, of which these Commercial Victimization Surveys are a part, were conducted to obtain current and reliable measures of serious crime in the United States. The Commercial Victimization Surveys are restricted to coverage of burglary and robbery incidents. They include all types of commercial establishments as well as political, cultural, and religious organizations. The survey includes a series of questions about the business, e.g., type and size, form of ownership, insurance, security, and break-in and robbery characteristics. Time and place, weapon, injury, entry evidence, offender characteristics, and stolen property data were collected for each of the incidents. Data on both victimized and nonvictimized establishments in 26 different cities were collected during 1972, 1973, and 1974. In the 1975 survey, data from the 13 cities surveyed during 1972 and 1973 were collected again.

These Commercial Victimization Surveys were collected as part of the National Crime Surveys. They document burglary and robbery incidents for all types of commercial establishments, as well as political, cultural, and religious organizations. Business characteristics gathered include form of ownership and operation, size and type of business, and security measures. Information regarding the reported incidents includes time and place, weapon involvement, offender and entry characteristics, injuries and deaths, and type and value of stolen property. Data were collected by calendar quarter for four quarters in 1973-1976 and for two quarters in 1977, while the actual incidents reported in the files reflect those occurring six months prior to the interview date.

Criminal Victimization in Contemporary Urban China: A Multi-Level Analysis of Survey Data for the City of Tianjin, 2004 (ICPSR 21740)

The Chinese Criminal Victimization Survey collected information regarding demographic, lifestyle, and neighborhood characteristics, and criminal victimization from respondents in six traditional districts located in the central urban area of Tianjin: Heping, Nankai, Hongxiao, Hexi, Hebei, and Hedong. The primary objective of the survey was to study the relationship between lifestyles, neighborhood characteristics, and personal safety among residents of Tianjin, so that improvements can be made in policy-making for public safety and the protection of residents. First, the survey collected demographic information including sex/gender, year of birth, highest completed level of education, employment status, marital status, owner of household, residential status, distance between residence and police station, length of time at current address, household composition, average household income, physical strength, and self-defense capability. The next major focus, lifestyle characteristics, asked respondents about their enrollment in schools, employment, grocery shopping, dining out, and the frequency, mode of travel, and time spent traveling to these activities. Respondents were also asked about alcohol consumption, frequency of travel outside of Tianjin for leisure or work, how often they wore expensive jewelry, safety precautions when leaving home, security at their residence, and the durable goods they owned. The next topic, neighborhood characteristics, queried respondents about their relationship between themselves and their neighbors and the level of trust among these individuals, their involvement in the community and cooperation of neighbors during disputes or emergencies, the frequency of incidents in the last 6 months (i.e. burglaries and fights), and the respondents' perception of safety when walking alone at night. Questions were also asked whether a mediation committee existed and if so, how active it was. For the final section, the survey collected information on the following crimes: theft of bicycles, burglary, swindling, robbery (both armed and unarmed), personal theft, assaults, and sexual offenses (interviewing women only). Respondents were asked whether any incident had occurred to them in the last five years prior to the survey, when and where the most recent incident occurred, whether they reported it to the police, the cost of damages or how much was stolen, the number of offenders involved, whether the offenders had a weapon, and if so, what type and whether they were used, and the respondents' relationships to the offenders.

Evaluation of the Agriculture Crime Technology Information and Operation Network (ACTION) in Nine Counties in California, 2004-2005 (ICPSR 4686)

The Urban Institute and Florida State University multidisciplinary research team employed a multimethod approach to evaluate the Agricultural Crime, Technology, Information, and Operations Network (ACTION) project. The goal of the research was to provide policymakers, practitioners, program developers, and funders with empirically-based information about whether ACTION works. Two paper-and-pencil, self-administered surveys -- one in fall 2004 and the second in fall 2005 -- were sent to samples of farmers in the nine ACTION counties in California. The researchers identified farms using lists provided by Agricultural Commissioners in each county. The survey instruments asked farmers about experiences with agricultural crime victimization during the 12 months prior to the survey. It also asked questions about characteristics of their farm operations and the activities that they take to prevent agricultural crime. Advance notice of the study was given to farmers through the use of postcards, then surveys were sent to farmers in three waves at one-month intervals, with the second and third waves targeting nonrespondents. The Fall 2004 Agricultural Crime Survey (Part 1) contains data on 823 respondents (farms) and the Fall 2005 Agricultural Crime Survey (Part 2) contains data on 818 respondents (farms).

Through this study, the American Association for the Advancement of Science (AAAS) sought to collect and disseminate information about the impacts of post-9/11 security policies on scientific research and higher education. The study resulted in the development of a searchable database that includes 92 separate incidents in which scientists and engineers, from across the United States and internationally, were affected by the implementation of those policies.

Data for this study were collected via the following methods: public literature and professional journal searches, the American Association for the Advancement of Science Web site, and announcements of the project.

The International Crime Victim Survey (ICVS) is a far-reaching program of fully standardized surveys investigating householders' experience of crime in different countries. The data were collected in four waves: 1989, 1992, 1996, and 2000. The main focus of the ICVS is whether the respondent was a victim of theft of or from vehicles, other thefts, vandalism, robbery, pickpocketing, sexual harassment or violence, or assault. The surveys also investigated the frequency of victimization, reasons for not reporting a crime to the police, familiarity with the offender in the case of a sexual offense, physical violence, injuries, fear of crime in the respondent's local area, use of help agencies for victims, satisfaction with police behavior, preferred legal sanctions, punishment, and length of detention for offenders, safety precautions when leaving home, possession of a gun, burglar alarm, or insurance, and frequency of going out. Some of the 2000 surveys were administered nationally and some were restricted to a main city within a given country. The ICVS National Survey Data cover the following countries: Australia, Belgium, Canada, Catalonia, Denmark, England and Wales, Finland, France, Netherlands, Northern Ireland, Poland, Portugal, Scotland, Sweden, Switzerland, and the United States. Optimizing Video Surveillance in Correctional Settings, Minnesota, 2015-2019 (ICPSR 37984)

The Urban Institute and the Minnesota Department of Corrections (MnDOC) attempted to improve the surveillance system in two state correctional facilities: Stillwater (STW) and Moose Lake (ML). The goal of this study was to conduct a rigorous process and impact evaluation of the steps that STW and ML took to optimize their surveillance systems, which included repositioning existing cameras, installing new cameras, and making other infrastructural upgrades. In addition, ML integrated an audio analytic technology in their system that would alert on-unit security staff through a visual and audio alert when it detected sounds associated with anger, fear, or verbal aggression.

The evaluation used a mixed-methods research design. Qualitative data collection included stakeholder interviews and in-depth observations of the camera operations at ML and STW before, during, and after the upgrades. The research team interviewed wardens, supervisors and officers working in the intervention units, and numerous other individuals who oversaw operations, investigations, information technology, and camera installation and configuration in ML and STW.

Quantitative administrative data were collected from ML and comparison facilities and comparative interrupted time-series (CITS) analyses were employed to examine changes in two outcomes (total misconduct incidents and guilty dispositions) following the intervention. To support the CITS, another unit in ML was identified that did not upgrade its surveillance system but was similar to the intervention housing unit in terms of population, architecture, and misconduct levels (internal comparison unit), and used the synthetic control method to create another comparison unit derived from the three other medium-security prisons operated by MnDOC (external comparison unit).
