2010 Census Production Settings Demographic and Housing Characteristics (DHC) Demonstration Noisy Measurement File (ICPSR 38865)

The 2010 Census Production Settings Demographic and Housing Characteristics Demonstration Noisy Measurement File (2023-04-03) is an intermediate output of the 2020 Census Disclosure Avoidance System (DAS) TopDown Algorithm (TDA) (as described in Abowd, J. et al [2022], and implemented in DAS 2020 Redistricting Production Code). The NMF was produced using the official "production settings," the final set of algorithmic parameters and privacy-loss budget allocations, that were used to produce the 2020 Census Redistricting Data (P.L. 94-171) Summary File and the 2020 Census Demographic and Housing Characteristics File. The NMF consists of the full set of privacy-protected statistical queries (counts of individuals or housing units with particular combinations of characteristics) of confidential 2010 Census data relating to the 2010 Demonstration Data Products Suite - Redistricting and Demographic and Housing Characteristics File - Production Settings (2023-04-03). These statistical queries, called "noisy measurements" were produced under the zero-Concentrated Differential Privacy framework (Bun, M. and Steinke, T [2016]; see also Dwork C. and Roth, A. [2014]) implemented via the discrete Gaussian mechanism (Cannone C., et al., [2023]), which added positive or negative integer-valued noise to each of the resulting counts. The noisy measurements are an intermediate stage of the TDA prior to the post-processing the TDA then performs to ensure internal and hierarchical consistency within the resulting tables. The Census Bureau has released these 2010 Census demonstration data to enable data users to evaluate the expected impact of disclosure avoidance variability on 2020 Census data. The 2010 Census Production Settings Demographic and Housing Characteristics (DHC) Demonstration Noisy Measurement File (2023-04-03) has been cleared for public dissemination by the Census Bureau Disclosure Review Board (CBDRB-FY22-DSEP-004).

The 2010 Census Production Settings Demographic and Housing Characteristics Demonstration Noisy Measurement File (2023-04-03) includes zero-Concentrated Differentially Private (zCDP) (Bun, M. and Steinke, T [2016]) noisy measurements, implemented via the discrete Gaussian mechanism. These are estimated counts of individuals and housing units included in the 2010 Census Edited File (CEF), which includes confidential data initially collected in the 2010 Census of Population and Housing. The noisy measurements included in this file were subsequently post-processed by the TopDown Algorithm (TDA) to produce the 2010 Census Production Settings Privacy-Protected Microdata File - Redistricting (P.L. 94-171) and Demographic and Housing Characteristics File (2023-04-03) (Demonstration Data Products Suite/2023-04-03/). As these 2010 Census demonstration data are intended to support study of the design and expected impacts of the 2020 Disclosure Avoidance System, the 2010 CEF records were pre-processed before application of the zCDP framework. This pre-processing converted the 2010 CEF records into the input-file format, response codes, and tabulation categories used for the 2020 Census, which differ in substantive ways from the format, response codes, and tabulation categories originally used for the 2010 Census.

The NMF provides estimates of counts of persons in the CEF by various characteristics and combinations of characteristics including their reported race and ethnicity, whether they were of voting age, whether they resided in a housing unit or one of 7 group quarters types, and their census block of residence after the addition of discrete Gaussian noise (with the scale parameter determined by the privacy-loss budget allocation for that particular query under zCDP). Noisy measurements of the counts of occupied and vacant housing units by census block are also included. Lastly, data on constraints--information into which no noise was infused by the Disclosure Avoidance System (DAS) and used by the TDA to post-process the noisy measurements into the 2010 Census Production Settings Privacy-Protected Microdata File - Redistricting (P.L. 94-171) and Demographic and Housing Characteristics File (2023-04-03) --are provided.

The 2020 Census Redistricting Data (P.L. 94-171) Noisy Measurement File is an intermediate output of the 2020 Census Disclosure Avoidance System (DAS) TopDown Algorithm (TDA) (as described in Abowd, J. et al [2022] https://doi.org/10.1162/99608f92.529e3cb9, and implemented in the DAS 2020 Redistricting Production Code). The 2020 Redistricting NMF was an intermediate output of the DAS during the execution of the algorithm to produce the 2020 Census Redistricting Data (P.L. 94-171) Summary File. The NMFs are intermediate privacy-protected outputs of the DAS; they were generated using the Census Bureau's implementation of the Discrete Gaussian Mechanism, calibrated to satisfy zero-Concentrated Differential Privacy with bounded neighbors. The NMF values, called "noisy measurements" are the output of applying the Discrete Gaussian Mechanism to counts from the 2020 Census Edited File (CEF). They are generally inconsistent with one another (for example, in a county composed of two tracts, the noisy measurement for the county's total population may not equal the sum of the noisy measurements of the two tracts' total population), and frequently negative (especially when the population being measured was small), but are integer-valued. The NMF was later post-processed as part of the DAS code to take the form of microdata and to satisfy various constraints. The NMF documented here contains both the noisy measurements themselves as well as the data needed to represent the DAS constraints; thus, the NMF could be used to reproduce the steps taken by the DAS code to produce microdata from the noisy measurements by applying the production code base.

Public Law 94-171, enacted in 1975, requires the Census Bureau to provide redistricting data in a format requested by state governments. Within one year following the Decennial Census (by April 1, 1991), the Census Bureau must provide the governor and legislature of each state with the population data needed to redraw legislative districts. To meet this requirement, the Census Bureau established a voluntary program to allow states to receive data for voting districts (e.g., election precincts, city wards) in addition to standard census geographic areas such as counties, cities, census tracts, and blocks. These files contain data for voting districts for those counties for which a state outlined voting district boundaries around a set of census blocks on census maps, in accordance with the guidelines of the program. Each state file provides data for the state and its subareas in the following order: state, county, voting district, county subdivision, place, census tract, block group, and block. Additionally, complete summaries are provided for the following geographic areas: county subdivision, place, consolidated city, state portion of American Indian and Alaska Native area, and county portion of American Indian and Alaska Native area. Area characteristics such as land area, water area, latitude, and longitude are provided. Summary statistics are provided for all persons and housing units in the geographic areas. Counts by race and by Hispanic and non-Hispanic origin are also given.

Additionally, complete summaries are provided for the following geographic areas: county subdivision, place, consolidated city, state portion of American Indian and Alaska Native area, and county portion of American Indian and Alaska Native area. Area characteristics such as land area, water area, latitude, and longitude are provided. Summary statistics are provided for all persons, for persons 18 years old and over, and for housing units in the geographic areas. This collection provides 100-percent data from the Census 2000 Dress Rehearsal conducted in 1998 in the following locations: (1) Columbia, South Carolina, and surrounding areas, including the town of Irmo and the counties of Chester, Chesterfield, Darlington, Fairfield, Kershaw, Lancaster, Lee, Marlboro, Newberry, Richland, and Union, (2) Sacramento, California, and (3) Menominee County, Wisconsin, including the Menominee American Indian Reservation. The collection includes data on population, race, Hispanic/Latino origin, age, sex, marital status, family type and presence of own children, household relationship, household type and size, and group quarters. There are 104 population (P) and 42 housing (H) tables that provide data down to the block level. There are 29 additional population tables that provide data down to the census tract level. Also provided are accompanying map files, including Census Block and Census Tract Maps, in two formats, Portable Document Format (PDF) for viewing and Hewlett-Packard Graphics Language (HP-GL) for plotting large-scale maps. The Corner Point files contain the bounding latitude and longitude coordinates for each individual map sheet of the 1998 Dress Rehearsal 100-Percent Summary Files map products.

The 1998 Dress Rehearsal was conducted as a prelude to the United States Census of Population and Housing, 2000, in the following locations: (1) Columbia, South Carolina, and surrounding areas, including the town of Irmo and the counties of Chester, Chesterfield, Darlington, Fairfield, Kershaw, Lancaster, Lee, Marlboro, Newberry, Richland, and Union, (2) Sacramento, California, and (3) Menominee County, Wisconsin, including the Menominee American Indian Reservation. This collection contains map files showing various levels of geography (in the form of Census Tract Outline Maps, Voting District/State Legislative District Outline Maps, and County Block Maps), TIGER/Line digital files, and Corner Point files for the Census 2000 Dress Rehearsal sites. The Corner Point data files contain the bounding latitude and longitude coordinates for each individual map sheet of the 1998 Dress Rehearsal Public Law (P.L.) 94-171 map products. These files include a sheet identifier, minimum and maximum longitude, minimum and maximum latitude, and the map scale (integer value) for each map sheet. The latitude and longitude coordinates are in decimal degrees and expressed as integer values with six implied decimal places. There is a separate Corner Point File for each of the three map types: County Block Map, Census Tract Outline Map, and Voting District/State Legislative District Outline Map. Each of the three map file types is provided in two formats: Portable Document Format (PDF), for viewing, and Hewlett-Packard Graphics Language (HP-GL) format, for plotting. The County Block Maps show the greatest detail and the most complete set of geographic information of all the maps. These large-scale maps depict the smallest geographic entities for which the Census Bureau presents data -- the census blocks -- by displaying the features that delineate them and the numbers that identify them. These maps show the boundaries, names, and codes for American Indian/Alaska Native areas, county subdivisions, places, census tracts, and, for this series, the geographic entities that the states delineated in Phase 2, Voting District Project, of the Redistricting Data Program. The HP-GL version of the County Block Maps is broken down into index maps and map sheets. The map sheets cover a small area, and the index maps are composed of multiple map sheets, showing the entire area. The intent of the County Block Map series is to provide a map for each county on the smallest possible number of map sheets at the maximum practical scale, dependent on the area size of the county and the density of the block pattern. The latter affects the display of block numbers and feature identifiers. The Census Tract Outline Maps show the boundaries and numbers of census tracts, and name the features underlying the boundaries. These maps also show the boundaries and names of counties, county subdivisions, and places. They identify census tracts in relation to governmental unit boundaries. The mapping unit is the county. These large-format maps are produced to support the P.L. 94-171 program and all other 1998 Dress Rehearsal data tabulations. The Voting District/State Legislative District Outline Maps show the boundaries and codes for voting districts as delineated by the states in Phase 2, Voting District Project, of the Redistricting Data Program. The features underlying the voting district boundaries are shown, as well as the names of these features. Additionally, for states that submit the information, these maps show the boundaries and codes for state legislative districts and their underlying features. These maps also show the boundaries of and names of American Indian/Alaska Native areas, counties, county subdivisions, and places. The scale of the district maps is optimized to keep the number of map sheets for each area to a minimum, but the scale and number of map sheets will vary by the area size of the county and the voting districts and state legislative districts delineated by the states. The Census 2000 Dress Rehearsal TIGER/Line Files consist of line segments representing physical features and governmental and statistical boundaries. The files contain information distributed over a series of record types for the spatial objects of a county. These TIGER/Line Files are an extract of selected geographic and cartographic information from the Census TIGER (Topologically Integrated Geographic Encoding and Referencing) database. While the geographic coverage for a single TIGER/Line File is usually a county or statistical equivalent entity, the 1998 Dress Rehearsal TIGER/Line Files include only those entities included in the Dress Rehearsal with the coverage area based on January 1, 1998, legal boundaries. The Census's TIGER database represents a seamless national file with no overlaps or gaps between parts. However, each 1998 Dress Rehearsal TIGER/Line File is designed to stand alone as an independent dataset. The TIGER/Line Files for each distinct geographic area can also be combined to show the entire area that was included in the Dress Rehearsal for that site. There are a total of 17 record types in the TIGER/Line Files, including the basic data record, the shape coordinate points, and geographic codes, that can be used with appropriate software to prepare maps. A complete list of codes for the record types can be found in Chapter 6 of the Technical Documentation for TIGER/Line Files (Part 603).

Public Law 94-171, enacted in 1975, directs the United States Census Bureau to make special preparations to provide redistricting data needed by the 50 states. It specifies that within one year following the Census Day (i.e., for Census 2000 by April 1, 2001), the Census Bureau must send the governor and legislature in each state the data they need to redraw districts for the United States Congress and state legislatures. Public Law 94-171, enacted in 1975, directs the United States Census Bureau to make special preparations to provide redistricting data needed by the 50 states. It specifies that within one year following the Census Day (i.e., for Census 2000 by April 1, 2001), the Census Bureau must send the governor and legislature in each state the data they need to redraw districts for the United States Congress and state legislatures. The National file provides data in a hierarchical sequence down to the block level (state, county, voting district/remainder, county subdivision, place/remainder, census tract, block group, block). This data collection contains summary statistics on population and housing subjects derived from questions on the 2010 Census questionnaire. Population counts for the total population and for the population 18 years and over are presented in four tables: (1) population of all ages by race, (2) population 18 years and over by race, (3) Hispanic or Latino population of all ages and not Hispanic or Latino population of all ages by race, and (4) Hispanic or Latino population ages 18 years and over and not Hispanic or Latino population ages 18 years and by race. A fifth table shows the number of occupied and vacant housing units. With one variable per table cell, plus additional variables with geographic information, the collection comprises three data files. The tables are tabulated for multiple levels of observation (called "summary levels" in the Census Bureau's nomenclature): the United States as whole, states, regions, divisions, and other geographic areas that cross state boundaries, such as American Indian areas, metropolitan statistical areas, and micropolitan statistical areas. Tabulations for within-state summary levels down to the block level are contained in a companion data collection, Census of Population and Housing, 2010 [United States]: Redistricting Data (Public Law 94-171) Summary File (ICPSR 33441).

Two ZIP archives constitute the collection. The first archive contains the data files, while the second contains the codebook and other documentation files, a Microsoft Access database shell, and SAS setups.

There is an archive for each state, the District of Columbia, and Puerto Rico, and for the convenience of those who need all of the data, a separate ZIP archive with all 156 data files. The Census Bureau produced a codebook and other documentation files, a Microsoft Access database shell, and SAS setups for this collection, all of which are contained in the last ZIP archive.

In order to study the use of computers in redistricting, in the fall of 2004 we surveyed redistricting authorities in all fifty states concerning their use of computers in the 1990 and 2000 rounds of redistricting. This dataset supplements our replication dataset for "Crayons to Computers," and adds the following variables:

  • Four variables representing the capabilities of the computer system used: soft_geographic_reports, soft_tabulation, soft_automated_redistricting, and soft_thematic_mapping
  • Two measures of plan compactness: compact_reock, compact_pa

Job Satisfaction in the House of Representatives, 1999, reflects data collected from a mail survey of former members of the House of Representatives conducted in the Summer of 1999. The survey was funded by a grant from the Dirksen Congressional Center and the Caterpiller Foundation.

The collection includes data about former members who left congress between 1970 and 1999; of the 401 former members who were sent surveys 228 responded for a response rate of about 57%. The respondents were surveyed about reasons why they left congress, their relationships with their colleagues, satisfaction with position, and aspects of their family. Demographic variables included in this dataset are marital status and political party affiliation.

The Record of American Democracy (ROAD) data provide election returns, socioeconomic summaries, and demographic details about the American public at unusually low levels of geographic aggregation. The NSF-supported ROAD project spans every state in the country from 1984 through 1990 (including some off-year elections). These data enable research on topics such as electoral behavior, the political characteristics of local community context, electoral geography, the role of minority groups in elections and legislative redistricting, split ticket voting and divided government, and elections under federalism. One set of files (Part 3, PRECINCT directory, consisting of 205 SPSS portable files) includes every election at and above state House, along with party registration and other variables, in each state for the roughly 170,000 precincts nationwide (about 60 times the number of counties). Another set of files (Part 4, MCDGRP directory, 52 SPSS portable files) has added to these roughly 30-40 political variables an additional 3,725 variables merged from the 1990 United States Census for 47,327 aggregate units called MCD groups. The MCD group is a construct for purposes of this data collection. It is based on a merging of the electoral precincts and Census Minor Civil Divisions (MCDs). A MCD is about the size of a city or town. A MCD group is smaller than or equal to a county and (except in California) is greater than or equal to the size of a MCD. The MCD group units completely tile the United States landmass. The program used to create the MCD group level is also included as part of this collection, as well as the input and output files. This collection also includes geographic boundary files (found in the BOUNDS directory, Part 2) so users can easily draw maps with these data. Complete documentation of this study can be found in HTML format in the DOCS directory (Part 1). Also, the provided "User Guide" has an abbreviated version of the codebook (one not including basic voting variable statistics) for reference.
