The 2010 Census Production Settings Demographic and Housing Characteristics Demonstration Noisy Measurement File (2023-04-03) is an intermediate output of the 2020 Census Disclosure Avoidance System (DAS) TopDown Algorithm (TDA) (as described in Abowd, J. et al [2022], and implemented in DAS 2020 Redistricting Production Code). The NMF was produced using the official "production settings," the final set of algorithmic parameters and privacy-loss budget allocations, that were used to produce the 2020 Census Redistricting Data (P.L. 94-171) Summary File and the 2020 Census Demographic and Housing Characteristics File. The NMF consists of the full set of privacy-protected statistical queries (counts of individuals or housing units with particular combinations of characteristics) of confidential 2010 Census data relating to the 2010 Demonstration Data Products Suite - Redistricting and Demographic and Housing Characteristics File - Production Settings (2023-04-03). These statistical queries, called "noisy measurements" were produced under the zero-Concentrated Differential Privacy framework (Bun, M. and Steinke, T [2016]; see also Dwork C. and Roth, A. [2014]) implemented via the discrete Gaussian mechanism (Cannone C., et al., [2023]), which added positive or negative integer-valued noise to each of the resulting counts. The noisy measurements are an intermediate stage of the TDA prior to the post-processing the TDA then performs to ensure internal and hierarchical consistency within the resulting tables. The Census Bureau has released these 2010 Census demonstration data to enable data users to evaluate the expected impact of disclosure avoidance variability on 2020 Census data. The 2010 Census Production Settings Demographic and Housing Characteristics (DHC) Demonstration Noisy Measurement File (2023-04-03) has been cleared for public dissemination by the Census Bureau Disclosure Review Board (CBDRB-FY22-DSEP-004).

The 2010 Census Production Settings Demographic and Housing Characteristics Demonstration Noisy Measurement File (2023-04-03) includes zero-Concentrated Differentially Private (zCDP) (Bun, M. and Steinke, T [2016]) noisy measurements, implemented via the discrete Gaussian mechanism. These are estimated counts of individuals and housing units included in the 2010 Census Edited File (CEF), which includes confidential data initially collected in the 2010 Census of Population and Housing. The noisy measurements included in this file were subsequently post-processed by the TopDown Algorithm (TDA) to produce the 2010 Census Production Settings Privacy-Protected Microdata File - Redistricting (P.L. 94-171) and Demographic and Housing Characteristics File (2023-04-03) (Demonstration Data Products Suite/2023-04-03/). As these 2010 Census demonstration data are intended to support study of the design and expected impacts of the 2020 Disclosure Avoidance System, the 2010 CEF records were pre-processed before application of the zCDP framework. This pre-processing converted the 2010 CEF records into the input-file format, response codes, and tabulation categories used for the 2020 Census, which differ in substantive ways from the format, response codes, and tabulation categories originally used for the 2010 Census.

The NMF provides estimates of counts of persons in the CEF by various characteristics and combinations of characteristics including their reported race and ethnicity, whether they were of voting age, whether they resided in a housing unit or one of 7 group quarters types, and their census block of residence after the addition of discrete Gaussian noise (with the scale parameter determined by the privacy-loss budget allocation for that particular query under zCDP). Noisy measurements of the counts of occupied and vacant housing units by census block are also included. Lastly, data on constraints--information into which no noise was infused by the Disclosure Avoidance System (DAS) and used by the TDA to post-process the noisy measurements into the 2010 Census Production Settings Privacy-Protected Microdata File - Redistricting (P.L. 94-171) and Demographic and Housing Characteristics File (2023-04-03) --are provided.

The noisy measurements included in this file were subsequently post-processed by the TopDown Algorithm (TDA) to produce the Census Demographic and Housing Characteristics Summary File. In addition to the noisy measurements, constraints based on invariant calculations --- counts computed without noise --- are also included (with the exception of the state-level total populations, which can be sourced separately from data.census.gov).

The 2020 Census Redistricting Data (P.L. 94-171) Noisy Measurement File is an intermediate output of the 2020 Census Disclosure Avoidance System (DAS) TopDown Algorithm (TDA) (as described in Abowd, J. et al [2022] https://doi.org/10.1162/99608f92.529e3cb9, and implemented in the DAS 2020 Redistricting Production Code). The 2020 Redistricting NMF was an intermediate output of the DAS during the execution of the algorithm to produce the 2020 Census Redistricting Data (P.L. 94-171) Summary File. The NMFs are intermediate privacy-protected outputs of the DAS; they were generated using the Census Bureau's implementation of the Discrete Gaussian Mechanism, calibrated to satisfy zero-Concentrated Differential Privacy with bounded neighbors. The NMF values, called "noisy measurements" are the output of applying the Discrete Gaussian Mechanism to counts from the 2020 Census Edited File (CEF). They are generally inconsistent with one another (for example, in a county composed of two tracts, the noisy measurement for the county's total population may not equal the sum of the noisy measurements of the two tracts' total population), and frequently negative (especially when the population being measured was small), but are integer-valued. The NMF was later post-processed as part of the DAS code to take the form of microdata and to satisfy various constraints. The NMF documented here contains both the noisy measurements themselves as well as the data needed to represent the DAS constraints; thus, the NMF could be used to reproduce the steps taken by the DAS code to produce microdata from the noisy measurements by applying the production code base.

ABC News Hurricane Katrina Anniversary Poll, August 2006 (ICPSR 4664)

This special topic poll, conducted August 14-20, 2006, is part of a continuing series of monthly polls that solicit public opinion on various political and social issues. The focus of this data collection was on the one-year anniversary of Hurricane Katrina. Part 1, FEMA Counties, contains data from a sample of 501 adults living in counties in Louisiana, Mississippi, and Alabama that were designated as Hurricane Katrina disaster areas. Part 2, Orleans Parish Including Oversamples, contains data on respondents living in Orleans Parish, Louisiana, including oversamples of 160 respondents contacted via landline telephones, and 120 respondents contacted via cell phones. Respondents were asked to rate the recovery efforts of federal, state, and local governments with respect to Hurricane Katrina, and how much trust and confidence they had in the federal government and the Federal Emergency Management Agency's (FEMA) ability to respond to another disaster. Opinions were collected on whether Hurricane Katrina was the result of global climate change or just a severe weather event. Information was collected about the damage caused to respondents' residence and personal property, as well as the severity of the damage, how much of the losses were insured, and whether recovery had already occurred. Respondents were asked to rate the impact Hurricane Katrina had had on their life, whether they suffered a long-term negative impact on their finances, health, and emotional well-being, and whether any friends or family members were seriously injured or killed as as a result of the hurricane. A series of questions asked respondents to rate the job of groups involved with assisting recovery, such as the the United States Small Business Administration, state relief agencies, and insurance companies. Views were sought concerning whether respondents' trust in the government and fellow man was affected by the hurricane, how much they worried about another hurricane occurring, and how much extra stress was created by the possibility of another hurricane. Additional topics addressed whether race and poverty affected the recovery effort, and whether problems with the relief effort were an indication of racial inequality in the United States. Demographic variables include sex, age, race, education level, household income, political party affiliation, political philosophy, employment status, marital status, and type of residential area (e.g., urban or rural).

These data examine the effects on total crime rates of changes in the demographic composition of the population and changes in criminality of specific age and race groups. The collection contains estimates from national data of annual age-by-race specific arrest rates and crime rates for murder, robbery, and burglary over the 21-year period 1965-1985. The data address the following questions: (1) Are the crime rates reported by the Uniform Crime Reports (UCR) data series valid indicators of national crime trends? (2) How much of the change between 1965 and 1985 in total crime rates for murder, robbery, and burglary is attributable to changes in the age and race composition of the population, and how much is accounted for by changes in crime rates within age-by-race specific subgroups? (3) What are the effects of age and race on subgroup crime rates for murder, robbery, and burglary? (4) What is the effect of time period on subgroup crime rates for murder, robbery, and burglary? (5) What is the effect of birth cohort, particularly the effect of the very large (baby-boom) cohorts following World War II, on subgroup crime rates for murder, robbery, and burglary? (6) What is the effect of interactions among age, race, time period, and cohort on subgroup crime rates for murder, robbery, and burglary? (7) How do patterns of age-by-race specific crime rates for murder, robbery, and burglary compare for different demographic subgroups? The variables in this study fall into four categories. The first category includes variables that define the race-age cohort of the unit of observation. The values of these variables are directly available from UCR and include year of observation (from 1965-1985), age group, and race. The second category of variables were computed using UCR data pertaining to the first category of variables. These are period, birth cohort of age group in each year, and average cohort size for each single age within each single group. The third category includes variables that describe the annual age-by-race specific arrest rates for the different crime types. These variables were estimated for race, age, group, crime type, and year using data directly available from UCR and population estimates from Census publications. The fourth category includes variables similar to the third group. Data for estimating these variables were derived from available UCR data on the total number of offenses known to the police and total arrests in combination with the age-by-race specific arrest rates for the different crime types.

The American Community Survey (ACS) Summary File is a set of comma-delimited text files that contain all of the Detailed Tables for the ACS data releases. Summary File estimates, margins of error, and geography files for each release are available.

The Detailed Tables are stored in a series of files with only the data from the tables and without such information as the table title, description of the rows, or geographic identifiers. That information is located in other files that the user must merge with the data files to reproduce full tables. Starting with the 2009-2013 ACS 5-year data release, block groups, the lowest level of geography published by the ACS, are available at data.census.gov. For earlier years, block groups are available only in the ACS 5-year Summary File.

The Americans' Changing Lives (ACL) survey series is an ongoing, nationally representative, longitudinal study focusing especially on differences between Black and White Americans in middle and late life. These data constitute the first, second, third, fourth, fifth, and sixth waves in a panel survey covering a wide range of sociological, psychological, mental, and physical health items. Wave I of the study began in 1986 with a nation face-to-face survey of 3,617 adults ages 25 and up, with Black Americans and people aged 60 and over over-sampled at twice the rate of the others. Wave II constitutes face-to-face re-interviews in 1989 of those still alive. Survivors have been re-interviewed by telephone, and when necessary face-to-face, in 1994 (Wave III), 2001/02 (Wave IV), 2011 (Wave V), and 2019/21 (Wave VI).

Please note that for Wave VI, the majority of data collection occurred in 2019, with only a small subset (n=39) of participants surveyed in 2021.

ACL was designed and sought to investigate the following: (1) The ways in which a wide range of activities and social relationships that people engage in are broadly "productive," (2) how individuals adapt to acute life events and chronic stresses that threaten the maintenance of health, effective functioning, and productive activity, and (3) sociocultural variations in the nature, meaning, determinants, and consequences of productive activity and relationships. Among the topics covered are interpersonal relationships (spouse/partner, children, parents, friends), sources and levels of satisfaction, social interactions and leisure activities, traumatic life events (physical assault, serious illness, divorce, death of a loved one, financial or legal problems), perceptions of retirement, health behaviors (smoking, alcohol consumption, overweight, rest), and utilization of health care services (doctor visits, hospitalization, nursing home institutionalization, bed days). Also included are measures of physical health, psychological well-being, and indices referring to cognitive functioning.

Demographic information provided for individuals includes household composition, number of children and grandchildren, employment status, occupation and work history, income, family financial situation, religious beliefs and practices, ethnicity, race, education, sex, and region of residence.

The data collection represents a loose collaboration between Georgetown University's Center for Democracy and Civil Society (CDACS) and the European Social Survey (ESS). These data contain responses from three separate interviews referred to as Wave One (t1), Wave Two (t2), and Wave Three (t3). Wave One data are from the United States Citizenship, Involvement, Democracy (CID) Survey, and consisted of in-person interviews with a representative sample of 1,001 Americans. The CID survey is a study of American civic engagement, social capital, and democracy in comparative perspective, and it provides perspective on citizen participation in both the public and private realms. The CID survey is integrated with several elements of a module from the 2002 version of the ESS, which was administered in 22 European countries. In addition to the replicated questions from the ESS, the CID survey includes questions related to the themes of social capital, activities in formal clubs and organizations, informal social networks and activities, personal networks (strong and weak ties), the composition and diversity of ties and associations, trust (in other people, the community, institutions, and politicians), local democracy and participation, democratic values, political citizenship, social citizenship, views on immigration and diversity, political identifications, ideology, mobilization and action, and tolerance (concerning views and attitudes, least-likes groups, and racial stereotypes). Wave Two data was collected during the Alito Confirmation Process through re-interviews via telephone of 335 respondents who had completed the 2005 (Wave One) survey. Wave Three data was obtained after the Alito Confirmation Process, comprising re-interviews via telephone of 259 individuals who particpated in Wave Two. Both Wave Two and Wave Three included questions regarding respondents' political affiliations, views on politics and social issues, and trust in groups of people and institutions. In addition the survey queried respondents concerning their knowledge and opinion of the United States Supreme Court and Congress, Supreme Court judges, the confirmation of Samuel Alito to the Supreme Court, as well as advertisements about the process, and their opinion on the rulings of the Supreme Court. Demographic variables include: Wave One - age, gender, race, marital status, religious affilitation and participation, highest level of education (respondent and respondent's partner), employment status (respondent and respondent's partner), income, nationality, and citizenship; Wave Two - has no demographic variables; Wave Three - age, gender, race, and religious affiliation and participation. This study examines two counties in Oregon (Multnomah and Yamhill) that have utilized a pre-adjudication risk assessment (PAA) to inform criminal case negotiation since 2014. This study seeks to answer these core questions:

  • has the introduction of a PAA into the court decision-making process impacted racial and ethnic disparities in sentencing outcomes over time in each county;
  • does one PAA process appear to produce more promising results in impacting racial/ethnic disparities;
  • using interviews and visual observations, how does the PAA influence case discussion and negotiation, decision-making, and workgroup norms and culture;
  • does validation of the PAA tool yield significant mean score differences across racial groups and/or predictive biases?

A number of jurisdictions have turned to pre-adjudication risk assessments (PAA) as a tool to potentially lower or stabilize incarceration rates by identifying the best suitable cases for community-based supervision. Questions have been raised about using risk assessment tools to help with the negotiation of sentencing outcomes in the pre-adjudication stages of criminal cases, particularly the potential for exacerbating disparate racial/ethnic sentencing outcomes.

The 705 respondents to the Ethnic Minority Survey are a subset of the BRITISH GENERAL ELECTION CROSS-SECTION SURVEY, 1997 (ICPSR 2615) with an ethnic boost generated by a random screening survey. Eligible ethnic minority respondents for this survey were those who considered themselves to be Black, Indian, Pakistani, or Bangladeshi. The aims of this survey were (1) to measure the extent to which ethnic minority voters are integrated into the electoral process, (2) to evaluate, after taking into account social background, whether members of the main ethnic minorities vote differently from each other and from their white counterparts, (3) to examine whether the political attitudes of ethnic minority voters differ significantly from those of white voters, and (4) to explore whether members of ethnic minorities are influenced by different considerations than their white counterparts in deciding how to vote, and to evaluate in particular the importance of issues of race and immigration in voting behavior of ethnic minority and white voters. Fieldwork was conducted between May 1, 1997, the day of the 1997 British general election, and August 1997. Respondents were asked for their opinions on the existence of prejudice against them, recent improvements in Britain for minorities, the role of the government in improving conditions for minorities, the effectiveness of laws against racial discrimination and racial violence, school programs tailored for minority students, Britain's blasphemy law, state funding of religious schools, the stances of British political parties toward minorities, and the presence of minority figures in British politics. Additionally, topics covered in the Cross-Section Survey include the 1997 election campaign, participation in 1997 local elections, political knowledge, trust in government, images of British leadership, and views on British political parties, the European Union, Northern Ireland, nuclear weapons, unemployment, inflation, nationalization and privatization of companies, redistribution of income, women's rights, the role of government in social policy, abortion, ethnic minorities, the British economy, and the future of governmental institutions such as the House of Lords. Background information on respondents includes age, sex, race, ethnicity, political party, political orientation, marital status, number of members in household, social class, employment history, health insurance status, citizenship, country of birth, voter registration and participation history, household income, education, religion, parents' employment history, parents' voting behavior, spouse's employment history, and union membership.

Can Jury Instructions Have an Impact on Trial Outcomes, California, 2018 (ICPSR 37956)

This funded project tested whether "implicit bias" jury instructions can mitigate discrimination by juries. Implicit bias instructions are being used in a small but growing number of jurisdictions, but have not yet been adequately tested for efficacy. The study employed a 2 x 2 x 2 factorial design, in which the race of defendant (Black or White), race of informant witness (Black or White), and jury instructions (implicit bias or standard bias instruction) was varied, creating eight experimental conditions. The data in this archive represent 623 participants who were assigned to one of 120 jury groups who viewed a federal drug conspiracy trial, deliberated to a verdict, then completed a series of individual measures.

This project sought to study the District Attorney of New York's (DANY) current practices by addressing the complex relationship between prosecutorial decision making and racial and ethnic justice in felony and misdemeanor cases closed in New York County in 2010-2011. Using a mixed-methods approach, administrative records from the DANY case-management systems and prosecutorial interviews were examined to study case acceptance for prosecution, pretrial detention and bail determination, case dismissal, plea offers, and sentencing. Researchers developed five hypotheses for the data collected:

  1. Blacks and Latinos are more likely to have their cases accepted for prosecution than similarly situated white defendants.
  2. Blacks and Latinos are more likely to be held in pretrial detention and less likely to be released on bail.
  3. Blacks and Latinos are less likely to have cases dismissed.
  4. Blacks and Latinos are less likely to receive a plea offer to a lesser charge and more likely to receive custodial sentence offers.
  5. Blacks and Latinos are more likely to be sentenced to custodial punishments.

All criminal activity of the defendant was examined, as well as their demographics and prior history, the location of the crime. Information on the Assistant District Attorney (ADA) was examined as well, including their demographics and caseload in order to more thoroughly understand the catalysts and trends in decision making.

This poll is part of a continuing series of monthly surveys that solicit public opinion on the presidency and on a range of other political and social issues. Respondents -- all Blacks/African Americans -- were asked to give their opinions on the 2004 presidential campaign and the candidates, the way the Bush administration was handling certain issues, and the war in Iraq. Questions were asked regarding respondents' confidence that their votes would be accurately counted, whether there was a deliberate attempt to prevent African Americans from voting or having their votes properly counted, how the voting problems reported in Florida in the 2000 presidential election would affect voter turnout, and which candidate had more 'soul'. Respondents were also asked about various issues facing the country, such as how to provide African Americans with more jobs, the best way to help more African Americans go to college, and whether the United States should intervene when crises occur in Africa. Additional questions queried respondents' health behavior, exercise patterns, experiences with low carbohydrate diets, and attitudes toward reinstating the military draft. Background information includes voter registration status, sex, religious preference, education, age, ethnicity, and income.

Those surveyed were also asked whether Japanese or American cars were a better value, and whether greater fuel efficiency or safety devices such as air bags would be preferred if the respondent was buying a new car and was able to spend an additional five hundred dollars on one of these features. Questions on economic matters probed for the likelihood of an adult in the respondent's family being out of work and actively looking for a job within the next 12 months, and the length of time the respondent could live on savings if the chief wage earner lost his/her job. Health and family issues focused on whether physician-assisted suicide should be allowed, whether the respondent would consider taking his/her life if stricken with a disease that would eventually destroy both mind and body, whether race should be a factor in adoption, the permanence of adoption, whether someone should consider marrying a person they are not in love with, and whether people get married with the expectation that their marriage will last forever. Additional questions pertained to professional baseball, the specific feature of his/her physical appearance that the respondent would change, and the respondent's perception of how he/she looks in a bathing suit. Background information includes marital status, employment, political party affiliation, education, age, race, and family income.

This poll surveyed 773 adults in the United States. Respondents were asked how they would feel if detainees from Guantanamo Bay were transferred to a prison in their state, what major city they thought best reflected American culture and values, whether they had friends of a different race, and which type of Hollywood movie they would most like to star in. Respondents were also asked about their future plans for the year, whether they planned on voting in the 2010 election, losing weight, volunteering or doing charity work, quitting smoking and drinking, taking a vacation, changing jobs, paying taxes on time, and spending more time with the family. Information was collected on how respondents watched their favorite television shows, which superhero power they would like to have, whether or not they had children, and whether they were happy with their current childcare arrangements. Opinions were solicited about respondents views on Wal-Mart, whether they had a favorable view of Wal-Mart and why, whether there was a Wal-Mart in their area, and how often they shopped at Wal-Mart. Demographic variables include sex, age, race, education level, marital status, household income, employment status, political party affiliation, political philosophy, voter registration status, religious preference, and the presence of adults between the ages of 18 and 29 in the household.

The purpose of the Census of Juveniles on Probation (CJP) was to collect individual-level data about youth on probation, including their numbers and characteristics. The CJP survey asked respondents to report the total number of juveniles on formal probation within their reporting jurisdiction on the reference date of October 24, 2012.

For each youth on probation, responding agencies were asked to provide the following information: sex, date of birth, race, most serious offense, state and county where most serious offense was committed, and the state and county where the juvenile resided on the census reference date.

This collection contains individual-level and 1-percent national sample data from the 1960 Census of Population and Housing conducted by the Census Bureau. It consists of a representative sample of the records from the 1960 sample questionnaires. The data are stored in 30 separate files, containing in total over two million records, organized by state. Some files contain the sampled records of several states while other files contain all or part of the sample for a single state. There are two types of records stored in the data files: one for households and one for persons. Each household record is followed by a variable number of person records, one for each of the household members. Data items in this collection include the individual responses to the basic social, demographic, and economic questions asked of the population in the 1960 Census of Population and Housing. Data are provided on household characteristics and features such as the number of persons in household, number of rooms and bedrooms, and the availability of hot and cold piped water, flush toilet, bathtub or shower, sewage disposal, and plumbing facilities. Additional information is provided on tenure, gross rent, year the housing structure was built, and value and location of the structure, as well as the presence of air conditioners, radio, telephone, and television in the house, and ownership of an automobile. Other demographic variables provide information on age, sex, marital status, race, place of birth, nationality, education, occupation, employment status, income, and veteran status. The data files were obtained by ICPSR from the Center for Social Analysis, Columbia University.

Master Area Reference Files (MARFs) link geographic areas with their respective numeric codes. This data collection comprises preliminary data collected in a dress rehearsal census in the spring of 1978 from all persons and housing units in Richmond City, Henrico County, and Chesterfield County, Virginia. The purpose of the dress rehearsal program was to use the planned final materials and procedures in locations which simulated various conditions the Bureau would face in the 1980 Census. The data file was prepared in the same format as the 1980 Census MARF and was designed primarily by programmers for developing their software for data retrieval. This release of the MARF contains geographic items from Summary Tape File 1 (STF1), as well as population counts by race and Spanish origin, the number of one-person households, the total number of housing units, and the number of occupied and owner-occupied housing units.

These data files provide population counts for racial and ethnic groups living in all the jurisdictions of the states in the United States in 1980. These data were produced as part of the Census Bureau's commitment under Public Law 94-171 to aid states' legislatures in the redistricting process. Public Law 171 of the 94th Congress was passed in 1975 to help facilitate the one-man-one-vote concept enunciated in 1963. It specifies procedures for conducting the decennial census for those states wishing to participate and makes improvements for reporting the findings as well. As a result of this law, the Census Bureau was authorized to prepare for each state a data file that contains population counts for racial and ethnic groups living in all the jurisdictions of the state. Each of these files contains summary statistics for seven population groups/types: Whites, Blacks, American Indians, Eskimos and Aleuts, Asians and Pacific Islanders, Spanish-Hispanics, total population, and population of other races. Each record in each of the files is a type of census reporting area arranged in hierarchical order. There are 51 data files, one for each of the states plus one for Washington, DC. Each of the files has the same format of 156-character logical records with characters 1-100 containing identification data and the alphabetic name of the record and characters 101-156 containing the data for the seven population groups/types. Data are provided for states or state equivalent, counties or county equivalent, minor civil divisions (MCDs) or census county divisions (CCDs), incorporated places, election precincts or their equivalent (if any), census tracts or block numbering areas (BNAs) (if any), and block groups and blocks in blocked areas, or enumeration districts in nonblock-numbered areas. The Census Bureau has produced a file, User Note No.#2 (Part 90), to accompany the PL94-171 series that documents a problem encountered in all but nine states in the series. The nine states NOT affected are Connecticut, Delaware, Hawaii, Maine, Massachusetts, New Hampshire, New Jersey, Rhode Island, and Vermont. The file contains a list of places split across counties or MCD/CCDs that have two partial records but do not have a "part" indicator on either record. Because of the omission of this part indicator, it is not possible to connect the two parts of the same record (place) for analysis purposes without the User Note No.#2 that allows researchers to identify these places and use the data for them more easily. There are 5,971 records (split places) in the file, each with a logical record length of 48.

These data, which correspond to tables provided in the documentation, summarize information on the United States population aged 60 years and over that was collected in the 1980 Census of Population and Housing. The tables were prepared by the Bureau of the Census at the request of the National Institute on Aging. The tables are comprised of cross-tabulations of both "100 percent items" and "sample items" with age (bracketed in five year intervals from 60-64 through 90+). Race (White/Black/American Indian/Asian Pacific Islander/Spanish Origin) is a factor in all of the tables, either as race of respondent, of householder, or of family head. The file contains data for a complete set of tables for each of the 50 States, the District of Columbia and five territories, the nine Census divisions, the four Census regions, and the United States as a whole.

The file consists of two sets of crosstabulations for the United States civilian labor force. The first set of tables provides data for 512 occupational categories by sex, race, and Hispanic origin. The second set presents educational attainment data for seven age groups by sex, race, and Hispanic origin. It contains detailed 1990 Census data dealing with occupation and educational attainment for the civilian labor force, various racial groups, and the Hispanic population. The file consists of four tabulations of the United States civilian labor force. They present EEO data similar to those in the CENSUS OF POPULATION AND HOUSING, 1990 [UNITED STATES]: EQUAL EMPLOYMENT OPPORTUNITY (EEO) FILE (ICPSR 9929), but are expanded to include occupation data by education level, industry group, and earnings. The MARS file contains modified race and age data based on the 1990 Census. Both race and age are tabulated by sex and Hispanic origin for several layers of geography. The race data were modified to make reporting categories comparable to those used by state and local agencies. The 1990 Census included 9,804,847 persons who checked the "other race" category and were therefore not included in one of the 15 racial categories listed on the Census form. "Other race" is usually not an acceptable reporting category for state and local agencies. Therefore, the Census Bureau assigned each "other race" person to the specified race reported by another person geographically close with an identical response to the Hispanic-origin question. Hispanic origin was taken into account because over 95 percent of the "other race" persons were of Hispanic origin. (Hispanic-origin persons may be of any race.) The assignment of race to Hispanic-origin persons did not affect the Hispanic-origin category that they checked (i.e, Mexican, Puerto Rican, Cuban, etc.). Age data were modified because respondents tended to report age as of the date they completed the 1990 questionnaire, instead of age as of the April 1, 1990 Census date. In addition, there may have been a tendency for respondents to round up their age if they were close to having a birthday. Age data for individuals in households were modified by adjusting the reported birth-year data by race and sex for each of the 1990 Census's 449 district offices to correspond with the national level quarterly distribution of births available from the National Center for Health Statistics. The data for persons in group quarters were adjusted similarly, but on a state basis. The age adjustment affects approximately 100 million people. In this file their adjusted age is one year different from that reported in the 1990 Census.

Public Law 94-171, enacted in 1975, requires the Census Bureau to provide redistricting data in a format requested by state governments. Within one year following the Decennial Census (by April 1, 1991), the Census Bureau must provide the governor and legislature of each state with the population data needed to redraw legislative districts. To meet this requirement, the Census Bureau established a voluntary program to allow states to receive data for voting districts (e.g., election precincts, city wards) in addition to standard census geographic areas such as counties, cities, census tracts, and blocks. These files contain data for voting districts for those counties for which a state outlined voting district boundaries around a set of census blocks on census maps, in accordance with the guidelines of the program. Each state file provides data for the state and its subareas in the following order: state, county, voting district, county subdivision, place, census tract, block group, and block. Additionally, complete summaries are provided for the following geographic areas: county subdivision, place, consolidated city, state portion of American Indian and Alaska Native area, and county portion of American Indian and Alaska Native area. Census of Population and Housing, 1990 [United States]: Subject Summary Tape File (SSTF) 7, Metropolitan Housing Characteristics (ICPSR 2446)

This data collection contains sample data from the 1990 Census weighted to represent the total population. Data items covered by the collection include age of householder, number of rooms and bedrooms, condominium status, contract rent, educational attainment of householder, gross rent, house heating fuel, household income, household type, presence and age of children, kitchen facilities, marital status, meals included in rent, means of transportation to work, mortgage status, number of persons in unit, persons per room, plumbing facilities, poverty status, presence of nonrelatives, selected monthly owner costs, telephone in unit, housing tenure, travel time to work, number of units in structure, value of housing unit, vehicles available, workers in household, year householder moved into unit, and year structure was built. In addition, the file contains 100-percent counts and unweighted sample counts for total persons and total housing units. The information is presented in 323 tables that are tabulated for every geographic unit represented in the data. There is one variable per table cell, plus additional variables with geographic information. Almost all of the tables are iterated by race and Hispanic origin: White, Black, American Indian, Eskimo or Aleut, Asian or Pacific Islander, Hispanic origin (of any race), and White, not of Hispanic origin.

All of the tables are shown for six levels of observation: United States, regions, divisions, states, Metropolitan Statistical Areas (MSA)/Consolidated Metropolitan Statistical Areas (CMSA), and Primary Metropolitan Statistical Areas. The data were supplied in eight data files, each with a portion of the cases. In addition, ICPSR produced a combined file with all of the cases.

Also included are complete summaries for places, census tract/block numbering areas, block groups, congressional districts, and consolidated cities. Population items include age, race, sex, marital status, Hispanic origin, household type, and household relationship. Population items are crosstabulated by age, race, Hispanic origin, or sex. Housing items include occupancy/vacancy status, tenure, units in structure, contract rent, meals included in rent, value, and number of rooms in housing unit. Housing data are crosstabulated by race or Hispanic origin of householder or by tenure. Selected aggregates and medians are also provided. Data are presented in 37 population tables and 63 housing tables. The file for Puerto Rico (Part 72) also contains 100-percent data in hierarchical sequence down to the block group level. Also included are complete summaries for sub-barrio, census track/block numbering areas, block group, municipio, and place. The population items include age, sex, marital status, group quarters, household type, and household relationship. Population items are crosstabulated by age and sex. Housing items include occupancy/vacancy status, tenure, units in structure, contract rent, plumbing facilities, condominium status, value, and number of rooms in housing unit. These tabulations are presented for states and their subareas in hierarchical sequence down to the census tract or block numbering area (BNA) level. Population items include age, race, sex, marital status, Hispanic origin, household type, and household relationship. Population items for Puerto Rico include persons, families, households, sex, age, marital status, household size, and household type. Housing items include occupancy/vacancy status, tenure, units in structure, contract rent, meals included in rent, value, and number of rooms in housing unit. Crosstabulations include variables such as single year of age by sex, tenure by age of householder, age by group quarters, aggregate value by units in structure, and tenure by number of nonrelatives. The dataset contains both "A" and "B" records. "A" records are provided for each summary level in a geographic area, and are repeated for each geographic component. "B" records repeat the same data for each summary level/geographic component combination, but are tabulated for each of ten categories of race and Hispanic origin.

Summary Tape File 420 (STF 420) contains sample data weighted to represent the total population of workers 16 years old and over as well as 100-percent counts of all persons and housing units. Included are five population tables and one housing table for each state and its subareas in hierarchical sequences down to the census tract/block numbering area (BNA) level. For workers 16 years old and over, data for 20 places of work and for those working elsewhere are provided for five race groups: (1) White, (2) Black, (3) American Indian, Eskimo, or Aleut, (4) Asian or Pacific Islander, (5) other race and Hispanic origin by race. In addition, a supplemental file, Part 80, is provided that includes a machine-readable list of the total number of workers living in each county and, for that county, the number of persons working in the 20 destinations listed as well as a "worked elsewhere" category for the remainder of places worked. The list also applies to the sub-county geographic units (census tracts/BNAs) and contains a variety of geographic entities as destinations (the number of destinations may be less than 20).
