The Eurobarometer series is a unique cross-national and cross-temporal survey program conducted on behalf of the European Commission. These surveys regularly monitor public opinion in the European Union (EU) member countries and consist of standard modules and special topic modules. The standard modules address attitudes towards European unification, institutions and policies, measurements for general socio-political orientations, as well as respondent and household demographics. The special topic modules address such topics as agriculture, education, natural environment and resources, public health, public safety and crime, and science and technology.

This round of Eurobarometer surveys covers the following special topics: (1) energy in the EU, (2) citizens' rights, (3) e-communications, (4) the internal market, and (5) carbon dioxide capture and storage. Information was collected on potential policies and ways to reduce energy consumption, the performance of EU administration, opinions about citizens' most important rights, and report access, use, and providers of various technology and media, including the Internet. Additional information includes respondents' views on employment across EU countries, counterfeiting and piracy, the handling of carbon dioxide, and effects on climate change.

Demographic and other background information collected includes age, gender, nationality, marital status and parental relations, left-right political self-placement, occupation, age when stopped full-time education, household composition, ownership of a fixed or a mobile telephone and other durable goods, difficulties in paying bills, level in society, and Internet use. In addition, country-specific data includes type and size of locality, region of residence, and language of interview (select countries).

The science of global warming has reached a consensus on the high likelihood of substantial warming over the coming century. Nations have taken but limited steps to reduce greenhouse gas emissions since the first agreement at Kyoto in 1997, and little progress was made at the Copenhagen meeting in December 2009. The present study examines alternative outcomes for emissions, climate change, and damages under different policy scenarios. It uses an updated version of the RICE model (Regional Integrated model of Climate and the Economy). New projections suggest that substantial future warming will occur if no abatement policies are implemented. The model also calculates the path of carbon prices necessary to keep the increase in global mean temperature to 2 degrees C or less in an efficient manner. The carbon price for 2010 associated with that goal is estimated to be $59 per ton (at 2005 prices), compared with an effective global average price today of around $5 per ton. However, it is unlikely that the Copenhagen temperature goal will be attained even if countries meet their ambitious stated objectives under the Copenhagen Accord. This round of Euro-Barometer surveys queried respondents on standard Euro- Barometer measures such as public awareness of and attitudes toward the Common Market and the European Community (EC), and also focused on problems facing the European Community. Respondents were asked to identify the most important and the second most important problems facing their country's government. In addition, they were asked to state how important or unimportant a list of problems were for the European Community: fighting rising prices, establishment of a common European currency, reduction of differences between developed and less developed regions of the Common Market, introduction of standardized educational qualifications, coordination of social policies regarding employment and job training, modernization of European agriculture, protecting consumers against fraud, and implementation of common policies for dealing with issues such as energy supplies, relations with the United States and the Soviet Union, developing scientific research, protecting nature and fighting pollution, and aid to underdeveloped countries. Other questions asked if these problems were best handled through the European Community or by each country individually. Respondents were also asked how well they thought newspapers, radio, and television covered European problems, if membership in the Common Market was a good or bad thing for their country, and which party they would be inclined to support if a general election were held the next day. The data include information on age, gender, nationality, age when finished full-time education, income, occupation (head of household), size of community, and region of residence.
