21st Century School Study Neighborhood Audit Data, Baltimore, Maryland, 2016 (ICPSR 37515)

Over half of public school buildings across the country fail to provide adequate conditions for students to learn and school staff to work. Prior research has established an evidence base of associations between high-quality school building facilities and student, staff, school, and community health and education outcomes. Recognizing this research and the need for facility improvements, Maryland has approved the 21st Century School Buildings Program, which is paid for by Baltimore City Public Schools (City Schools), the State of Maryland, and the City of Baltimore. The program will invest close to $1 billion to renovate or replace over two dozen school buildings. City Schools, with support from the Fund for Educational Excellence, selected the RAND Corporation to study the impact of new school buildings on student, staff, school, and community outcomes.

The goal of this first phase was to collect data prior to the start of the Baltimore 21st Century Building Program and conduct initial exploratory analyses of data from treatment schools (i.e., schools slated for renovation or rebuilding) and comparison schools (i.e., schools with similar student and school characteristics but not slated for renovation or rebuilding). The data compiled here are audits of the street segments immediately surrounding those target schools. These observations from Spring 2016 were collected in an effort to document the conditions and features of the neighborhoods prior to school building renovations.

The overarching objective of the Adolescent Health and Development in Context (AHDC) Project is to collect multilevel, multi-contextual data on a large sample of 1,405 youth ages 11 to 17 years in Franklin County, Ohio. The study emphasizes the interplay of social, psychological, and biological processes in shaping youth developmental outcomes such as risk behavior and victimization, mental and physical health, and educational outcomes. The study employs a prospective cohort design in which the data on youth and caregivers were collected at two time-points, approximately one year apart. The Wave 1 field period began in spring 2014 and was completed in summer 2016. Wave 2 was conducted between January and December 2016. Within each wave, participant data were collected over a weeklong period. An Entrance Survey with both a focal youth and his or her caregiver was followed by a seven-day smartphone-based Global Positioning System (GPS) tracking and EMA data collection period (EMA Week), and a final Exit Survey at the end of the week.

The purpose of the study was to investigate the relationship between alcohol availability, type of alcohol establishment, distribution policies, and violence and disorder at the block group level in the District of Columbia. This study developed and tested a grounded comprehensive theoretical model of the relationship between alcohol availability and violence and disorder. The study also developed a geographic information system (GIS) containing neighborhood crime and demographic and physical environmental characteristics at the block group level for 431 block groups in the District of Columbia. The principal investigator calculated density measures of alcohol availability and distribution practices and aggregated characteristics of neighborhoods to examine the relationships of those measures to crime and violence. The project used data from various sources to create multiple variables measuring the physical, social, economic, and cultural characteristics of a given area in addition to the density of alcohol-selling establishments by type and incidence of criminal activity. This study examined the influence of alcohol outlets on four outcomes: (1) aggravated assault incidents, (2) calls for service for disorderly conduct, (3) calls for services for social disorder more broadly defined, and (4) calls for service for a domestic incident. The dataset for this study contains a total of 103 variables including crime variables, Census variables, alcohol outlet variables, neighborhood structural constraints variables, motivated offenders variables, and physical environment variables.

Questions concerning quality of housing include condition of walls and floors, adequacy of heat in winter, availability of electrical outlets, basement and roof water leakage, and exterminator service for mice or rats. Data on housing expenses include amount of mortgage or rent payments and costs of utilities, fuel, garbage collection, property insurance, and real estate taxes. Respondents who had moved recently were questioned about characteristics of the previous residence and reasons for moving. Residents were also asked to evaluate the quality of their neighborhoods with respect to such issues as crime, street noise, quality of roads, commercial activities, presence of trash, litter, abandoned structures or offensive odors, and adequacy of services such as police protection, shopping facilities, and schools. In addition to housing characteristics, some demographic information is provided on household members, such as age, sex, race, marital status, income, and relationship to householder. The American Housing Survey (AHS), the most comprehensive housing survey in the U.S., provides up-to-date information on the size and composition of the housing stock in our country. This survey delivers information about the types of homes in which people are now living and the characteristics of these homes, as well as the costs of running and maintaining them. National data are collected every other year and metropolitan area data are collected on a rotating basis. The AHS is sponsored by the Department of Housing and Urban Development (HUD) and conducted by the U.S. Census Bureau.

The AHS Table Creator gives data users the ability to create customized tables from the AHS data without having to use the Public Use File (microdata).

Like the microdata, the AHS Table Creator provides current information on a wide range of housing subjects, including size and composition of the nation's housing inventory, vacancies, fuel usage, physical condition of housing units, characteristics of occupants, equipment breakdowns, home improvements, mortgages and other housing costs, people eligible for and beneficiaries of subsidized housing, home values, and characteristics of recent movers.

For the first time since 1985, the survey selected new national and metropolitan area longitudinal samples. In addition to the "core" data, the AHS collected "topical" data using a series of topical modules. The 2015 AHS includes topical supplements on 1) the presence of arts and cultural opportunities in the community, 2) health and safety hazards in the home, 3) food insecurity, and 4) the use of housing counseling services. Data users can also explore the new national and metropolitan area longitudinal samples as well as the topical supplements using the AHS Table Creator.

Policy analysts, program managers, budget analysts, and Congressional staff use the AHS data and table creator to monitor supply and demand, as well as changes in housing conditions and costs, in order to assess housing needs. Analyses based on the AHS are used to advise the executive and legislative branches in the development of housing policies. HUD uses the AHS to improve efficiency and effectiveness and design housing programs appropriate for different target groups, such as first-time home buyers and the elderly. Academic researchers and private organizations also use AHS data in efforts of specific interest and concern to their respective communities.

The AHS is conducted every two years from May and September in odd-numbered years. HUD sometimes adjusts this schedule and/or sample depending on budget constraints. Public use microdata and reports are released approximately 12 months after data collection.

Data collected include general housing characteristics such as the year the structure was built, type and number of living quarters, occupancy status, presence of commercial establishments on the property, and property value. Data are also provided on kitchen and plumbing facilities, type of heating fuel used, source of water, sewage disposal, and heating and air-conditioning equipment. Questions about housing quality include condition of walls and floors, adequacy of heat in winter, availability of electrical outlets in rooms, basement and roof water leakage, and exterminator service for mice and rats. Data related to housing expenses include mortgage or rent payments, utility costs, fuel costs, property insurance costs, real estate taxes, and garbage collection fees. Questions are also asked about neighborhood conditions such as quality of roads, and presence of crime, trash, litter, street noise, abandoned structures, commercial activity, and odors or smoke, as well as about the adequacy of such services as public transportation, schools, shopping facilities, police protection, recreation facilities, and hospitals or clinics. In addition to housing characteristics, data on age, sex, race, marital status, income, and relationship to householder are provided for each household member. Additional data are supplied for the householder, including years of school completed, Spanish origin, and length of residence.

For quality of neighborhood, variables include existence of boarded-up buildings, noise, lack of street lighting, heavy traffic, objectionable odors, crime, and respondent's overall opinion of neighborhood.
