The Categorical Ceiling Tax: Interpreting Intervention Outcomes in Educational Research (ICPSR 309013)

Abstract

This position paper formalizes the concept of the Categorical Ceiling Tax (CCT), an interpretive limitation observed in intervention studies that employ quantitative scoring rubrics to classify proficiency levels. The CCT describes a form of structural resistance that occurs when a population mean approaches, but does not cross, a predefined categorical threshold, even when measurable quantitative gains are documented. Using pre–post score data from a one-group design involving the total population of N = 494 Grade 7 students, this paper illustrates how categorical reporting obscured a documented positive mean shift (Δx̅ = +0.20), while the population classification remained at the “Instructional” level. This paper argues that categorical transitions, when interpreted independently, may misrepresent population-level progress in large samples. It further proposes that changes in the deficiency floor—defined as the proportion of learners classified at the Frustration level—be reported as a complementary interpretive indicator alongside categorical outcomes. These observations provide applied insights into the interpretation of outcomes generated through technology-supported assessment and reporting systems commonly used in contemporary educational settings.

AI-Supported Inquiry, AI Literacy, and Authentic Performance Among Preservice Teachers in Central China, 2024 (ICPSR 306435)

This study examined the effects of QUEST+AI, an AI-supported inquiry model, on AI literacy and authentic performance among preservice teachers in Central China. The study used a nonequivalent-groups, quasi-experimental pretest–posttest design with two intact sections of an undergraduate Educational Research Methods course at a public university. Ninety-five preservice teachers participated, including 52 students in the experimental group and 43 students in the comparison group. Both groups received the same face-to-face course instruction over a 10-week period. The experimental group completed two QUEST+AI inquiry cycles with coached use of generative artificial intelligence, while the comparison group completed conventional homework assignments.

The data include participant demographic variables, pretest and posttest responses to a multidimensional AI literacy questionnaire, AI literacy total and subscale scores, final research proposal scores, and group assignment indicators. AI literacy measures cover use and application of AI, knowledge and understanding of AI, AI detection, AI ethics, AI creation, AI-supported problem solving, AI persuasion literacy, and AI emotion regulation. Authentic performance is represented by scores on a final educational research proposal, evaluated with a common rubric by two independent raters. The dataset also includes variables used in the study’s comparative analyses, including group condition, pretest scores, gender, grade level, age, and major.

This collection represents the first stage of a major longitudinal effort to provide trend data about critical transitions experienced by students as they leave elementary school and progress through high school and into college or their careers. The 1988 eighth-grade cohort will be followed at two-year intervals as this group passes through high school and postsecondary education. The longitudinal data collected will yield policy-relevant information about educational processes and outcomes, early and later predictors of dropping out, and students' access to programs and equal opportunity. The study has four types of data files. The Parent Component was designed to collect information about the factors that influence educational attainment and participation, including questions exploring family background and socioeconomic conditions and character of the home educational system. The School Administrator component was designed to gather general descriptive information about the educational settings in which the surveyed students were enrolled in the winter and spring of 1988. These data were collected from the chief administrator of each base-year school and concern school characteristics, grading and testing structure, school culture and academic climate, program and facilities information, parental interactions and involvement, and teaching staff characteristics. The Student Component collected information on school work, aspirations, social relationships, and basic achievement areas such as reading, mathematics, science, and social studies. The Teacher Component provided data that could be used to analyze the behaviors and outcomes of the student sample. Teachers were surveyed about the base-year students' characteristics and performance in the classroom, curriculum and classes for eighth graders, and teacher demographics, professional characteristics, and relationships with other teachers, students, and parents.

The Measures of Effective Teaching Project (MET)

The MET project is based on two premises: First, to a significant extent a teacher's evaluation should depend on his/her students' achievement gains; second, any additional components of the evaluation (e.g., classroom observations) should be valid predictors of student achievement gain.

Student achievement was measured in two ways -- through existing state assessments, designed to assess student progress on the state curriculum for accountability purposes, and supplemental assessments, designed to assess higher-order conceptual understanding. The supplemental assessments used were Stanford 9 Open-Ended Reading Assessment in grades 4 through 8, Balanced Assessment in Mathematics (BAM) in grades 4 through 8, and the ACT QualityCore series for Algebra I, English 9, and Biology.

Panoramic digital video of classroom sessions were taken of participating teachers and students, teachers submitted commentary on their lessons (e.g., specifying the learning objective) and then trained raters scored the lesson based on classroom observation protocols using the following five observation protocols:

  • Classroom Assessment Scoring System (CLASS), developed by Robert Pianta, University of Virginia
  • Framework for Teaching, developed by Charlotte Danielson
  • Mathematical Quality of Instruction (MQI), developed by Heather Hill, Harvard University, and Deborah Loewenberg Ball, University of Michigan
  • Protocol for Language Arts Teaching Observations (PLATO), developed by Pam Grossman, Stanford University

The District-Wide Files

The district wide files are comprised of one data file per district for each of the 2008-2009, 2009-2010, 2010-2011, 2011-2012, 2012-2013, and 2013-2014 school years, for a total of thirty-six data files. Each file contains information on each student in the school district including student demographic variables, such as race, age and gender, specialty student status variables such as free lunch, English language learner, and gifted and talented program participation, and student-level test rankings for math and reading. Also included are the aggregate means of those student demographic, specialty status, and test score variables for each teacher.

Two versions of the SAS code used for creating the original value-added measures for teachers in each district are also provided with the data files. The non-aggregated version of the code uses the individual math and reading test rankings for each of a teacher's students to calculate predictive score estimates. The aggregated version of the code uses the mean math and reading test rankings for all of that teacher's students to calculate estimates.

The Study Information Release

Contained in this release are a comprehensive user guide, an observation measures report, a randomization file, a video information file, a subject ID file, a teacher demographics file, a student global ID crosswalk file, and a teacher global ID crosswalk file.

  • User Guide - The user guide provides information on all data releases included in the MET longitudinal database. The report describes: (1) the educational research and policy context for the study; (2) research questions addressed by MET researchers; (3) the core study design and sub-studies; (4) the realized study sample; (5) additional information on study instruments and derived measures; and (6) the data files available for secondary analysis.
  • Observation Measures Report - This report includes a description of the scoring design used for each phase and each year of the video observation measures and final reports of the scoring carried out for each measure.
  • Randomization File - Year two of the MET study included a process for randomizing the classroom to which teachers were assigned. Information found in the randomization file includes district, school, section and student IDs, teacher IDs for the teacher a student was randomly assigned to, the actual teacher the student was recorded as having in May of that year, and the actual teacher the student was recorded as having in October of that year. Also included in the file are variables that indicate the grade of the student, their randomization block and exchange group and section each student was assigned to.
  • Video Information File - This file contains descriptive information about the videos captured for the MET project. Variables found in the file include the ID of the video, as well as IDs for the district, school, teacher and section related to each video, the subject, grade, and year of the video and whether the file is available for users to view.
  • Subject ID Crosswalk - This file contains only ID variables and is included to describe the associations between districts, schools, teachers, sections and students.
  • Teacher Demographics File - This file contains descriptive information about the teachers in the MET project. Variables found in the file include the ID of the teacher, as well as IDs for the district, gender, race, years experience, and level of education.
  • Student Global ID Crosswalk File - Students were given new and unique IDs in each year of data collection. This file matches those Student IDs across the 2008-09, 2009-10, 2010-11, 2011-12, 2012-13, and 2013-14 academic years.
  • Teacher Global ID Crosswalk File - Teachers were given new and unique IDs in each year of data collection. This file matchers those Teachers IDs across the 2008-09, 2009-10, 2010-11, 2011-12, 2012-13, and 2013-14 academic years.

Taiwan Education Panel Study (ICPSR 36051)

The Taiwan Education Panel Survey (TEPS) is a national longitudinal project initiated by Academia Sinica and jointly funded by Ministry of Education, the National Science Council, and Academia Sinica. The objective of TEPS is to stimulate more basic research in the fields of education, sociology, economics, and psychology by employing large scale panel data on representative samples of students, and their parents, teachers, and school administrators. In a nutshell, TEPS has five distinguishing features: (1) Theory driven: The focus is on the skills, behavioral, values, and psychological consequences of schooling institutions and family environments of students. Factors that are found in the literature to affect students' learning outcomes are all included. Specifically speaking, an AOE model of learning outcomes, representing learning capabilities (Ability), learning opportunities (Opportunity), and the amount of effort made by the students (Effort), serves as a guiding framework for questionnaire development. Ability and effort are more on students themselves while opportunities covers family, teachers, and school environment, peers, and so forth.

(2) Student centered and multidimensional and multi-levels: Central to the project were questionnaire surveys of students. The data collection extends to cover the most influential actors in their learning environment: parents, teachers, and schools. It covered nested multiple levels of data - individual students, classes, and schools, etc.

(3) Panel surveys covering multiple programs and multiple cohorts: Students in junior high (G7 to G9), senior high (G10 to G12), vocational (G10 to G12), and junior college (G10 to G14) programs were administered for data collection. All students were followed at least twice. A portion of them were followed four times at G7, G9, G11, and G12. In light of the ongoing transformation of the Taiwanese educational system in 1990s, the project started with two cohorts of approximately 40,000 students, making it possible to employ a quasi-experimental design in future analysis.

(4) National representative samples of the students: Students under data collection were representative samples of the 1984/85 and 1988/89 birth cohorts. Weighting is provided according to the probabilistic sampling design.

(5) Public goods: Data are made available to the public as soon as the data collection and data cleaning is completed, thereby providing an important resource for both academic and policy research.

Data File Description
  1. District/School File - This data file contains an ID for the district where MET teachers taught and data on the schools where they taught. All data are from year one of the study. The data included for schools include limited measures of school organization, student composition, and aggregated test score information. The file also includes data collected from school principals about the nature of teacher evaluation processes in a school.
  2. Teacher File - This data file contains data on those MET teachers who participated in year one of the study only or who participated in both years of the study. There is one data record per teacher. Data in the teacher file was collected (or recorded) only once during the study. Among the variables included in the file are: (1) teacher IDs; (2) ID variables for district and school; (3) variables indicating a teacher's grade, subject, and study status; (4) measures of teachers' personal characteristics and professional background; (5) teacher responses to MET teacher working conditions survey [administered in year one of the study]; (6) teacher responses to the MET teacher survey administered [in year two of the study]; (7) teachers' scaled scores as well as multiple choice and constructed response sub-scores for the CKT measures; and (8) principal ratings of a teacher's effectiveness.
  3. Class Section File - This data file contains data on the focal class sections taught by MET teachers. There is one data record per section. In most cases, generalists have one class section per year in the study, so that teachers who participated in both years of the study will have a total of 2 class sections of data per teacher record per year. Specialists generally have 2 class sections in year one and 1 class section in year two year, so that teachers who participated in both years of the study will have a total of up to 3 class sections of data per teacher record. Among the variables included for each class section taught by a teacher are: (1) section IDs; (2) ID variables for teacher, school, and district; (3) variables indicating a teacher's grade, subject, and study status; (4) measures of class composition, including aggregated data on students' prior year test scores, ethnic composition, free lunch status, and special education status; and (5) class size. Also included in this data file are: (6) value-added measures of teaching effectiveness based on student achievement scores [aggregated to the section level]; (7) measures of teaching effectiveness based on classroom observation score data [aggregated to the section level]; and (8) measures of teaching effectiveness based on student survey data [aggregated to the section level].
  4. Student File - These data files contain data on students who were in the focal class sections of MET teachers during either year. Data on each student include: (1) student ID; (2) ID variables for section, teacher, school, and district; (3) measures of current and prior student achievement for all tests/years recorded [e.g., 2010-2011, 2009-2010; and up to three prior years]; (4) measures of student background [sex, ethnicity, lunch status, special education status, program participation]; and (5) student survey responses.
  5. Classroom Observation Scores File - These data files contain data from all classroom observation sessions conducted on each teacher. There will be one file per observation instrument and each file will have one record for each segment scored by a rater. Data on each observation session include: (1) a segment ID, (2) ID variables for video, section, teacher, school, and district; (3) variables indicating the video's grade, and subject; (4) a variable indicating whether score comes from the primary scorer or a secondary scorer; (5) scores on the dimensions of the given observation instrument; (5) a variable indicating if the rater deferred scoring of the video to the scoring leader. Note that each video will generally have multiple rows because scores were given at the segment level. Additionally, instruments with different segment scoring lengths will not be comparable at the segment level.

The Improving Literacy Instruction for Adults study commenced in 2005 as a project of the University of Kansas Center for Research on Learning. Research for the project was undertaken with three aims: (1) to identify relationships among reading component skills and global literacy outcomes for adults with low literacy; (2) to design adult literacy interventions based on findings from the first aim (1); and (3) to examine the efficacy of these interventions on learner outcomes in authentic settings. This release contains descriptive datasets from the first aim; data related to the second and third aims will be made available in the future.

Initiation of the study involved the collection of reading assessments from volunteer participants at 13 adult education sites throughout Kansas and Kansas City, Missouri. Data were collected using a number of adult literacy evaluation methods, including but not limited to: General Educational Development (GED) tests, the Woodcock Reading Mastery Tests (WRMT), the Test of Silent Word Reading Fluency (TOSWRF), the Wechsler Adult Intelligence Scale (WAIS), the Test of Word Reading Efficiency (TOWRE), the Tests of Adult Basic Education (TABE), the Comprehensive Adult Student Assessment System (CASAS), the Peabody Picture Vocabulary Test (PPVT), the Comprehensive Test of Phonological Processing (CTOPP), the Gray Oral Reading Test (GORT), the Clinical Evaluation of Language Fundamentals (CELF), and the National Assessment of Educational Progress (NAEP).

Study participants also completed a background questionnaire designed to assess students' learning goals, motivations for seeking adult education classes, and any barriers or difficulties faced while pursuing adult education. Background questions also gathered demographic and personal information, including participant age, gender, ethnicity, language, education level, employment status and history, marital status, number of children, religious participation, health issues, and drug and alcohol abuse.

Research on the correlates and consequences of state high school exit examinations (HSEEs) requires annual state-level data. This dataset contains information on every year in which a state mandated HSEEs as part of their general graduation requirements. Archival data on each states' HSEE policy was collected in order to (1) test hypotheses about the factors that have lead to the diffusion of state HSEEs over time and across states, and (2) test hypotheses about the impact of state HSEEs on student academic achievement and high school graduation rates. These variables were derived from a variety of primary source materials, including public records, legal archival resources, newspaper reports, and communications with officials in state education agencies. In order to make these materials available to future users, a separate linked data file was created that (1) provides a full bibliographic reference for each piece of source material, (2) gives the three-digit unique identifier that is associated with it, and (3) provides the name of the file that houses the actual document. The data describe not only which graduating classes in which states faced these requirements, but also the level of difficulty of the HSEEs. This poll, fielded January 6-10, 2010, is a part of a continuing series of monthly surveys that solicits public opinion on the presidency and on a range of other political and social issues. Respondents were asked whether they approved of the way Barack Obama was handling his job as president, the economy, the war in Afghanistan, health care, and the threat of terrorism. Respondents were queried on what they thought was the most important problem facing the United States, how they would rate the condition of the national economy, whether they thought the economy was getting better or worse, and whether they approved of the way that the Democrats and the Republicans in Congress were handling health care. Respondents were also asked whether they thought health care reform was going too far in trying to provide health insurance to as many Americans as possible, in trying to control cost, and in trying to regulate the health insurance industry. Information was collected on whether respondents' thought that Guantanamo Prison should continue to operate, whether they favored or opposed mandatory testing of students in public schools each year to determine how well the school is educating students, whether they thought students should be required to learn a foreign language in order to graduate from high school, and whether they thought that teachers in public schools were paid too much, too little, or just the right amount. Respondents were asked whether they had children that attended school, what type of school their children attended, what grade they would give to the quality of their children's education, whether they thought their children's education was better or worse than the education they received. Information was collected on how much respondents' children studied, whether they thought that it was important for their children's school curriculum to include arts, music and physical education, whether they thought that their children would attend college, and whether they thought that their children's school was properly preparing them for college. Respondents were also asked to rate the United States on its ability to protect the country from terrorist attacks, how likely they thought it was that there would be another terrorist attack in the United States within the next few months, whether they were afraid of flying, whether they thought that it was justified for people of certain racial or ethnic groups to be subjected to additional security checks at airports, and whether they thought that X-ray machines should be used to scan the bodies of travelers at airports. Finally respondents were asked a number of miscellaneous questions including what their New Year's resolution was, what their favorite season was, who they thought was the top athletic role model, who they thought was the most important American contributor to literature, what place and time period they would most like to return to, and how often they fly. Demographic information includes sex, age, race, marital status, education level, household income, military service, religious preference, type of residential area (e.g., urban or rural), political party affiliation, political philosophy, and voter registration status.

The Evaluation of Child Care Subsidy Strategies is a multi-site, multi-year effort to determine whether and how different child care subsidy policies and procedures and quality improvement efforts help low-income parents obtain and hold onto jobs and improve outcomes for children. Funding from the Child Care and Development Fund (CCDF) administered by the Child Care Bureau are divided into two purposes. The vast majority are aimed at assisting children of low-income working parents whose eligibility is determined by states within broad federal guidelines, while a much smaller portion (4 percent) work with state matching funds to improve the quality of child care for all children. For this studies series, four experiments were conducted, two test alternative subsidy policies for low-income families and two test approaches to the use of set-aside funds for improving child care quality for all children. The four study sites and focus of evaluation include: (1) effectiveness of three language and literacy curricula on teaching practices and children's language and literacy outcomes (Miami-Dade County, Florida); (2) impact of alternative eligibility and re-determination child care subsidy policies on parental employment outcomes (Illinois); (3) impact of alternative child care co-payment structures on use of child care subsidies and employment outcomes (Washington) and (4) effectiveness of training on Learning Games curriculum in changing care-giving practices in family child care homes and children's developmental outcomes (Massachusetts).

A two-year experiment, Project Upgrade tests the effectiveness of three different language and literacy interventions, Ready, Set, Leap! (RSL!), Breakthrough to Literacy (BTL) and Building Early Language and Literacy (BELL) implemented in child care centers in Miami-Dade County, Florida, that served children from low-income families. One hundred and sixty-two centers were randomly assigned to one of three research-based curricula or to a control group that continued with its existing program. The curricula, while grounded in a common set of research findings, differed in intensity, pedagogic strategies, and use of technology. In each center, one classroom that served four-year-old children was selected for the study. Teachers and aides assigned to the three treatment groups received initial and follow-up training as well as ongoing mentoring over a period of approximately 18 months, from Fall 2003 to Spring 2005. The study tested two kinds of outcomes: teacher behavior and interactions with children, and aspects of the classroom environment that support children's language and literacy development, measured through direct observation; and children's language and pre-literacy skills, measured by their performance on a standardized assessment.

To determine whether the interventions that had produced significant outcomes at the end of preschool had any lasting positive effects on early school performance, mathematics and reading follow-up assessments were done in the spring of the 2007/2008 and 2008/2009 school years. Of the 1,535 children assessed in the original Florida Upgrade study, follow-up measurements were taken on 1,137 children (74 percent). Also obtained were follow-up measurements on 127 children who were in the study centers in the original randomized design, but who were not present at the time of the initial child assessments.

This dataset includes test scores for over 40,000 students in 175 Irish primary schools that were selected and randomly assigned to a variety of testing treatments as part of a four-year study. The goal of this research effort was to assess the effects of standardized tests and test results on teachers, students, and parents, as well as on school policy. Northern Ireland was chosen because of its developed educational system (in which the English language is used) and its prior lack of standardized testing. During the course of this study, three main testing treatments were implemented in all classrooms in each primary school: (1) no testing was done, (2) norm referenced ability and attainment testing was done in basic curricular areas (English, Irish, and mathematics), but pupil performance data were not returned to the teachers, and (3) norm referenced ability and attainment testing was done, and pupils' raw scores, percentiles, and standard scores were returned to teachers. This dataset contains the norm referenced test scores gathered over the course of the four-year study for each of eight primary age-group cohorts. Parts 1-6 contain scores from students who were in grades 1-6, respectively, during the first year of the study. Part 7 contains scores from students who were in grade 2 in the fourth (last) year of the study, and Part 8 contains the scores from students who were in grade 3 during the last year of the study. Background variables for each student (e.g., treatment group, school type, sex served by school, location of school, size of school, type of administration of school, school identification number, and student's sex) are also included.

To meet the growing need for high-quality research on whole-school approaches to instructional improvement, researchers at the University of Michigan School of Education, in cooperation with the Consortium for Policy Research in Education (CPRE), conducted a large-scale, mixed method, longitudinal Study of Instructional Improvement to investigate the design, implementation, and effects on student achievement of three of the most widely-adopted whole-school school reform programs in the United States: the Accelerated Schools (ASP), America's Choice (AC), and Success for All (SFA). Each of these school reform programs sought to make "comprehensive" changes in the instructional capacity of schools, and each was being implemented in schools in diverse social environments. Each program, however, also pursued a different design for instructional improvement, and each developed particular strategies for assisting schools in the change process. In order to better understand the process of whole-school reform, Study of Instructional Improvement (SII) developed a program of research to examine how these interventions operated and to investigate their impact on schools' instructional practice and student achievement in reading and mathematics. The research program had 3 components: a longitudinal survey of 115 schools (roughly 30 schools in each of the 3 interventions under study, plus 26 matched control schools), case studies of the 3 interventions under study, and detailed case studies of 9 schools implementing the interventions under study (plus 3 matched control schools). Across all components of the SII study, the research examined alternative designs for instructional improvement, alternative strategies for putting these designs into practice in local schools, and the extent to which alternative designs and support strategies promote substantial changes in instructional capacity and student achievement in reading and mathematics. The most comprehensive component of SII was a large-scale, longitudinal, multisurvey study of schools. The use of survey research methods was intended to track the course of schools' engagement in comprehensive approaches to instructional improvement and to investigate the conditions under which this led to substantive changes in instructional practices and student achievement in reading and mathematics. The study design called for each school to participate in the study for a period of three years, although some schools voluntarily provided a fourth year of teacher, leader, and school-level information (no additional student-level data). In addition, survey researchers conducted interviews, primarily a telephone protocol with a parent or guardian of each cohort student in order to gather information on students' family background and on students' home and community environments. Researchers also gathered data from school leaders and others about the policy environments in which the schools are located. Another component of the research program involved the development of detailed case studies of a small number schools participating in the study. The case studies gathered observational, interview, and documentary evidence to better understand how instructional change processes unfolded in different school settings. Case studies were conducted in 12 schools operating in differently configured state and district policy environments. In each environment, researchers selected schools participating in one of the interventions under study as well as a "matched" control school. Finally, case study data was used to chart key similarities and differences in the design and operations of the interventions under study, to analyze how different design features affect operating strategies, and to better understand the general problem of how intervention programs can work to devise and "bring to scale" a feasible scheme for improving instruction in local schools.

The National Assessment of Educational Progress (NAEP) is a federally-funded, ongoing, periodic assessment of educational achievement in the various subject areas and disciplines taught in the nation's schools. Since 1969, NAEP has gathered information about levels of educational achievement of 9-, 13-, and 17-year-olds across the country. In the fall of 1987, high school transcripts were collected from 34,140 students attending 433 schools that had previously been sampled for the National Assessment of Educational Progress (NAEP) in 1986. The sample of students for the transcript study included both handicapped and nonhandicapped students who in 1985-1986 were enrolled in the 11th grade and/or were 17 years old. Approximately half of the sampled students had participated in NAEP assessments in 1986. The 1987 High School Transcript Study also collected school-level information such as course lists, graduation requirements, and the definition of units of credit and grades. Student information included sex, grade level, age, graduation status, and race/ethnicity. The following additional information was gathered for handicapped students: handicapping condition, severity of cognitive, psychosocial, and physical limitation, reading and mathematics grade level (teacher estimate), placement in mainstream, resource, and self-contained classes, and receipt of selected services.

The base year of the Education Longitudinal Study (ELS) of 2002 represents the first stage of a major longitudinal effort designed to provide trend data about critical transitions experienced by students as they proceed through high school and into postsecondary education or their careers. The 2002 sophomore cohort will be followed, initially at 2-year intervals, to collect policy-relevant data about educational processes and outcomes, especially as such data pertain to student learning, predictors of dropping out, and high school effects on students' access to, and success in, postsecondary education and the work force. Part 1, Student-Level Data, is comprised of data from assessments of students (achievement tests in mathematics and reading), surveys of students, surveys of parents, and surveys of teachers. The student assessments measured achievement in mathematics and reading, and they provided baseline scores that can serve as a covariate or control variable for later analyses. The student questionnaire gathered information about the student's background, school experiences and activities, plans and goals for the future, employment and out-of-school experiences, language background, and psychological orientation toward learning. One parent of each participating sophomore was asked to respond to a parent survey. The parent questionnaire was designed to gauge parental aspirations for the child, home background and the home education support system, the child's educational history prior to 10th grade, and parental interactions with and opinions about the student's school. For each student enrolled in English or mathematics, a teacher was also selected to participate in a teacher survey. The teacher questionnaire collected the teacher's evaluations of the student and provided information about the teacher's background and activities. Part 2, School-Level Data, is comprised of data from surveys of school administrators, surveys of librarians, and a facilities checklist (completed by survey administrators, based on their observations at the school). The school administrator questionnaire collected information on the school in six areas: school characteristics, student characteristics, teaching staff characteristics, school policies and programs, technology, and school governance and climate. The head librarian or media center director at each school was asked to complete a library media center questionnaire that inquired into the school's library media center facility, its staffing, its technological resources, collection and expenditures, and scheduling and transactions. The facilities checklist was a brief observational form completed for each school. It collected information about the condition of school buildings and facilities.

Further, the study captures the population of early dropouts (those who leave school prior to the end of the tenth grade), while monitoring the transition of the student population into secondary schooling. The student component (Part 1) collected basic background information about students' school and home environments, participation in classes and extracurricular activities, current jobs, and students' goals, aspirations, and opinions about themselves. The student component also measured tenth-grade achievement and cognitive growth between 1988 and 1990 in the subject areas of mathematics, science, reading, and social studies. The school component (Part 3) supplies general descriptive information about the educational setting and environment in which surveyed students were enrolled. These data were collected from the chief administrator of each base-year school and cover school characteristics, grading and testing structure, school culture and academic climate, program and facilities information, parental interactions and involvement, and teaching staff characteristics. The dropout component (Part 5) provides data on the process of dropping out of school as it occurs from eighth grade on. Variables include school attendance, determinants of leaving school, self-perceptions and attitudes, work history, and relationships with school personnel, peers, and family. The teacher component (Part 7) was administered to teachers of follow-up students in four basic subject areas: mathematics, science, English, and history. The questionnaire elicited teacher evaluations of student characteristics and performance in the classroom, curriculum information about the classes taught, teacher demographic and professional characteristics, information about parent-teacher interactions, time spent on various tasks, and perceptions of school climate and culture.

The 1992 student component collected basic background information about students' school and home environments, participation in classes and extracurricular activities, current jobs, and their goals, aspirations, and opinions about themselves. The student component also gathered data about the family decision-making structure during the critical transition from secondary school to postsecondary education or the work environment. The 1992 school component solicited general descriptive information about the educational setting and environment in which surveyed students were enrolled. These data, which were collected from the chief administrator of each base-year school with sample members still in attendance, cover school, student, and teacher characteristics, school politics and programs, and school governance and climate. The 1992 teacher component was administered to teachers of second follow-up students in one of two basic subject areas: mathematics or science. The questionnaire elicited teacher evaluations of student characteristics and performance in the classroom, curriculum information about the classes taught, teacher demographic and professional characteristics, information about parent-teacher interactions, time spent on various tasks, and perceptions of school climate and culture. The dropout component provides data on the process of dropping out of school as it occurs from eighth grade on. Variables include school attendance, determinants of leaving school, self-perceptions and attitudes, work history, and relationships with school personnel, peers, and family. The parent component provides information about the factors that influence educational attainment and participation, including family background, socioeconomic conditions, and character of the home educational system. This component was present in the base-year survey but not in the first follow-up.

This study includes data collected between 1970-1974 by 21 national centers of the International Association for the Evaluation of Educational Achievement (IEA), from a total of approximately 250,000 students, 50,000 teachers, and 10,000 schools in 19 different countries. Students were tested on their achievement in six subject areas: science, reading comprehension, literature, civic education, and French and English as foreign languages. Between eight and 19 countries participated in each survey by testing students at one or more of the following levels: 10-year-olds (Population I), 14-year-olds (Population II), and students in the last year of pre-university schooling or programs of equivalent length (Population IV). The countries included were Australia, Belgium, Chile, Finland, France, West Germany, Great Britain, Hungary, India, Iran, Ireland, Israel, Italy, Japan, the Netherlands, New Zealand, Romania, Sweden, Thailand, and the United States. In addition to student achievement data, each survey solicited information on the students' home and socioeconomic backgrounds, interests, and attitudes. Information was also gathered on characteristics of the teachers and participating schools. In terms of timing, the survey was broken down in the following stages: (1) Stage 1 (1966-1970), construction and pretesting of instruments. (2) Stage 2 (1970-1973), fieldwork and analysis for science, reading comprehension, and literature. (3) Stage 3 (1971-1974), fieldwork and analysis for civic education, English as a foreign language, and French as a foreign language. (4) Data bank (1973-1975), rebuilding of files and preparation of documentation for archiving and distribution.

This special-topic poll is part of a continuing series of monthly surveys that solicit public opinion on the presidency and on a range of other political and social issues. This data collection focuses on perceptions of education in the United States. The poll consisted of interviews with school principals and the general population. The data are contained in two datasets. Part 1, Principals Survey, contains data on the number and racial mix of students in the respondents' schools. Respondents were also questioned about discipline problems, competency tests, busing to achieve integration, television and homework, parental involvement in school decision-making, budget cutbacks, school performance, and their personal occupational history. Part 2, General Public Survey, contains information on the respondents' confidence levels in public institutions, perceived problems in their local high school, the value of school programs, functions of schools, educational discipline, the education of their children, and their opinions of President Ronald Reagan. Demographic information was collected, including respondents' sex, age, race, occupation, education and income levels, marital status, number of children, political party identification, and voting behavior.

The National Assessment of Educational Progress (NAEP) is a continuing survey of the knowledge, skills, and attitudes of young Americans. Each year during the period 1970-1980, 75,000 to 100,000 persons were assessed in the following learning areas: reading, reading/literature, mathematics, science, and citizenship/social studies. Data are presented for 9-year-olds, 13-year-olds, and 17-year-olds for the academic years 1970-1971, 1972-1973 to 1977-1978, and 1979-1980, in the form of "Booklet" files. At the school level, background variables include the region, census division, type and size of community, occupation mix of attendance area, grade range, racial composition, total enrollment, and Title I eligibility. At the respondent level, items cover age, sex, race, parents' education, and reading materials in the home. From the school year 1972-1973 on, regional migration variables are included for the older age groups. From 1975-1976 on, 17-year-olds were asked a number of additional background questions, including their homework and TV viewing habits, languages spoken in the home, racial/ethnic heritage, and household possessions.
