2015 Local Arts Agency Census, United States (ICPSR 37041)

The purpose of the 2015 Local Arts Agency (LAA) Census was to characterize the different ways that LAAs perform their vital roles in every community. LAAs share the goals of enabling diverse forms of arts and culture to thrive locally, ensuring broad accessibility to the public, and building healthier communities through the arts.

The census provides details about LAA staffing and oversight, services and programs, partnerships and collaborations in the community, grantmaking, diversity within staff/volunteers/board and diversity in programming, marketing and communications practices, arts education, services for the military, and operating revenues and expenditures, and more. For a more detailed listing of question groups, please refer to the Description of Variables below.

This study contains data from the two forms of the surveys (Full and Abbreviated--a subset of the Full survey). These surveys were distributed online to 4,377 individual Local Arts Agencies in the United States which were known to Americans for the Arts in 2015. A total of 1,127 LAAs responded to the census survey. 641 submitted the Full survey; 486 completed the Abbreviated survey. The overall response rate was 26%.

The data is contained in two separate datasets comprising results from the two surveys. The Full Survey (dataset 1) contains data from the 641 respondents who completed the long survey. The Combined Surveys (dataset 2) contains responses from both the 486 respondents of the abbreviated survey as well the corresponding 641 responses from the full survey for a total of 1,127 respondents. The rate of response from large and mid-sized LAAs was very high, while small and volunteer-driven LAAs were underrepresented in the survey respondents.

Anticipating Community Drug Problems in Washington, DC, and Portland, Oregon, 1984-1990 (ICPSR 9924)

This study examined the use of arrestee urinalysis results as a predictor of other community drug problems. A three-stage public health model was developed using drug diffusion and community drug indicators as aggregate measures of individual drug use careers. Monthly data on drug indicators for Washington, DC, and Portland, Oregon, were used to: (1) estimate the correlations of drug problem indicators over time, (2) examine the correlations among indicators at different stages in the spread of new forms of drug abuse, and (3) estimate lagged models in which arrestee urinalysis results were used to predict subsequent community drug problems. Variables included arrestee drug test results, drug-overdose deaths, crimes reported to the local police department, and child maltreatment incidents. Washington variables also included drug-related emergency room episodes. The unit of analysis was months covered by the study. The Washington, DC, data consist of 78 records, one for each month from April 1984 through September 1990. The Portland, Oregon, data contain 33 records, one for each month from January 1988 through September 1990.

The China Family Panel Studies (CFPS) is a nationally representative, annual longitudinal general social survey project designed to document changes in Chinese society, economy, population, education, and health. The CFPS was launched in 2010 by the the Institute of Social Science Survey (ISSS) of Peking University, China. The data were collected at the individual, family, and community levels and are targeted for use in academic research and public policy analysis. All members over age 9 in a sampled household are interviewed. These individuals constitute core members of the CFPS and follow-up of all core members of the CFPS is designed to take place on a yearly basis. CFPS focuses on the economic and non-economic well-being of the Chinese people, and covers topics such as economic activities, educational attainment, family relationships and dynamics, migration, and physical and mental health.

Chinese Household Income Project, 2002 (ICPSR 21741)

The purpose of this project was to measure and estimate the distribution of personal income and related economic factors in both rural and urban areas of the People's Republic of China. The principal investigators based their definition of income on cash payments and on a broad range of additional components. Data were collected through a series of questionnaire-based interviews conducted in rural and urban areas at the end of 2002. There are ten separate datasets. The first four datasets were derived from the urban questionnaire. The first contains data about individuals living in urban areas. The second contains data about urban households. The third contains individual-level economic variables copied from the initial urban interview form. The fourth contains household-level economic variables copied from the initial urban interview form. The fifth dataset contains village-level data, which was obtained by interviewing village leaders. The sixth contains data about individuals living in rural areas. The seventh contains data about rural households, as well as most of the data from a social network questionnaire which was presented to rural households. The eighth contains the rest of the data from the social network questionnaire and is specifically about the activities of rural school-age children. The ninth dataset contains data about individuals who have migrated from rural to urban areas, and the tenth dataset contains data about rural-urban migrant households. Dataset 1 contains 151 variables and 20,632 cases (individual urban household members). Dataset 2 contains 88 variables and 6,835 cases (urban households). Dataset 3 contains 44 variables and 27,818 cases, at least 6,835 of which are empty cases used to separate households in the file. The remaining cases from dataset 3 match those in dataset 1. Dataset 4 contains 212 variables and 6,835 cases, which match those in dataset 2. Dataset 5 contains 259 variables and 961 cases (villages). Dataset 6 contains 84 variables and 37,969 cases (individual rural household members). Dataset 7 contains 449 variables and 9,200 cases (rural households). Dataset 8 contains 38 variables and 8,121 cases (individual school-age children). Dataset 9 contains 76 variables and 5,327 cases (individual rural-urban migrant household members). Dataset 10 contains 129 variables and 2,000 cases (rural-urban migrant households).

The Chinese Household Income Project collected data in 1988, 1995, 2002, and 2007. ICPSR holds data from the first three collections, and information about these can be found on the series description page. Data collected in 2007 are available through the China Institute for Income Distribution.

Crime Incident Data for Selected HOPE VI Sites in Milwaukee, Wisconsin, 2002-2010, and Washington, DC, 2000-2009 (ICPSR 29981)

The purpose of this project was to conduct an evaluation of the impact on crime of the closing, renovation, and subsequent reopening of selected public housing developments under the United States Department of Housing and Urban Development's (HUD) Housing Opportunities for People Everywhere (HOPE VI) initiative. The study examined crime displacement and potential diffusion of benefits in and around five public housing developments that, since 2000, had been redeveloped using funds from HUD's HOPE VI initiative and other sources. In Milwaukee, Wisconsin, three sites were selected for inclusion in the study. However, due to substantial overlap between the various target sites and displacement zones, the research team ultimately decided to aggregate the three sites into a single target area. A comparison area was then chosen based on recommendations from the Housing Authority of the City of Milwaukee (HACM). In Washington, DC, two HOPE VI sites were selected for inclusion in the study. Based on recommendations from the District of Columbia Housing Authority (DCHA), the research team selected a comparison site for each of the two target areas. Displacement areas were then drawn as concentric rings ("buffers") around the target areas in both Milwaukee, Wisconsin and Washington, DC. Address-level incident data were collected for the city of Milwaukee from the Milwaukee Police Department for the period January 2002 through February 2010. Incident data included all "Group A" offenses as classified under National Incident Based Reporting System (NIBRS). The research team classified the offenses into personal and property offenses. The offenses were aggregated into monthly counts, yielding 98 months of data (Part 1: Milwaukee, Wisconsin Data). Address-level data were also collected for Washington, DC from the Metropolitan Police Department for the time period January 2000 through September 2009. Incident data included all Part I offenses as classified under the Uniform Crime Report (UCR) system. The data were classified by researchers into personal and property offenses and aggregated by month, yielding 117 months of data (Part 2: Washington, DC Data). Part 1 contains 15 variables, while Part 2 contains a total of 27 variables. Both datasets include variables on the number of personal offenses reported per month, the number of property offenses reported per month, and the total number of incidents reported per month for each target site, buffer zone area (1000 feet or 2000 feet), and comparison site. Month and year indicators are also included in each dataset.

Displaced New Orleans Residents Pilot Study (DNORPS) (ICPSR 29523)

The Displaced New Orleans Residents Pilot Study was designed to examine the current location, well-being, and plans of people who lived in the city of New Orleans when Hurricane Katrina struck on August 29, 2005. The study is based on a representative sample of pre-Katrina dwellings in New Orleans. Fieldwork focused on tracking respondents wherever they currently resided, including back to New Orleans. Respondents were administered a short paper-and-pencil interview by mail, by telephone, or in person. The pilot study was fielded in the fall of 2006, approximately one year after Hurricane Katrina. The goal of DNORPS was to assess the feasibility of the study design and thereby to lay the groundwork for launching a major longitudinal study of displaced New Orleans residents.

ICPSR only holds the public data for the pilot study. The main study (DNORS) was carried out 2009-2010. These data are not yet publicly available, but for more information, visit the RAND Corporation website.

Ghana Population, Consumption and Environment (PCE) Survey, 2002 (ICPSR 34830)

The Ghana Population, Consumption, and Environment Survey (or Ghana-PCE Survey) was conducted in 2002 in collaboration with investigators at the University of Science and Technology (Kumasi) and the University of Cape Coast. The survey was designed to examine the social and demographic processes that are closely linked to health and environmental health risks, and how these in turn influence local thinking about environmental issues. The 2002 Ghana-PCE Survey collected information on women's birth histories (birth dataset), occupations and events over the respondent's lifetime (men's and women's calendar datasets), and the health of respondents' children who were at or under 6 years of age (children dataset). Additionally, information was collected on the availability of services such as electricity and drinking water, economic conditions, and perceived necessity of developmental programs (community dataset), as well as the availability of services such as waste disposal, the size of households, and the materials used in construction of houses (household dataset). Respondents' were also asked about voting behavior, community organization membership, public health practices, knowledge of illnesses in children, prevention and treatment of diseases, family planning, and environmental attitudes and awareness (individual dataset). Demographic information collected includes age, sex, occupation, birth region, languages spoken, ethnicity, marital status, residence ownership, religion, and education.

International Studies of Values in Politics, 1966 (ICPSR 7006)

The ICPSR version of this study includes samples of community leaders from three nations: the United States, India, and Yugoslavia. Respondents were selected from a total of 30 communities in each country. The study attempted a comparative examination of the impact of leaders' values on social change and development at the community level. The interviews yielded an Individual File for each nation (Parts 1-3). The variables in the Individual Files describe the leaders' social and occupational backgrounds and their views on community goals, as well as the problems facing local communities and possible solutions. The data also include several measures of the leaders' social and political values and aspirations. The Individual File for Yugoslavia (Part 3) does not include background variables, nor a series of open-ended questions probing more deeply into the above-mentioned topics, that are present in the other Individual Files. In addition, a community file was constructed for each nation (Parts 7-9), using aggregate data to describe social and economic conditions. Communities are also the units of analysis in the "activeness" files (Parts 4-6), which attempt an evaluation of the degree of social mobilization present in the communities -- a combination of government initiatives and citizen participation. Part 10, Yugoslavia, Economic Data, contains economic indicators released in 1962 and 1966 for the sampled Yugoslav communities. Finally, the study provides summary statistics computed for the attitudes and values of community leaders in all the nations sampled (Part 11, All, Scales Data).

Measuring Police-Community Interaction Variables in Indianapolis, 1999-2000 (ICPSR 4355)

This study, funded under the Measuring What Matters Program, was conducted to identify general neighborhood strengthening, or community building, processes and police contributions to them. The purpose of the study, also known as the Police-Community Interaction Project (PCIP), was to conceive, identify, or define recognizable patterns of interaction and to find ways to treat these as quantities that vary in amount and can be shown to fluctuate over time or across places. To that end, researchers conducted surveys of block clubs, neighborhood associations, and umbrella groups to gauge the issues that were important to them, steps they were taking to address these issues, and the ways in which they interacted with the police. Researchers also attended the meetings and events held by the Westside Cooperative Organization (WESCO), an umbrella group, and gathered coded data about the meetings, events and issues discussed. Specific variables in the study include demographic variables about the blocks, neighborhoods, and districts represented by the organizations, descriptive variables on the organizations themselves, variables describing issues of importance to the organizations and steps those organizations were taking to address the issues, variables to describe the interaction between the organizations and police, and variables describing police involvement in community activities.

Cultural districts are defined as well-recognized, labeled areas of a city in which a high concentration of cultural facilities and programs serve as the main anchor of attraction. They help strengthen local economies, create an enhanced sense of place, and deepen local cultural capacity. Neighborhood Revitalization and Disorder in Salt Lake City, Utah, 1993-2000 (ICPSR 3261)

This project examined physical incivilities (disorder), social strengths and vulnerabilities, and police reports in a declining first-ring suburb of Salt Lake City. Physical and social conditions were assessed on residential face blocks surrounding a new subdivision that was built as a revitalization effort. Data were collected before and after the completion of the new subdivision to assess the effects of the subdivision and of more proximal social and physical conditions on residents' blocks in order to understand important revitalization outcomes of crime, fear, and housing satisfaction and conditions. The study also highlighted place attachment of residents as a psychological strength that deserved greater attention. The research site consisted of a neighborhood located on the near west side of Salt Lake City that had been experiencing gradual decline. The neighborhood surrounded a new 84-unit single family detached housing subdivision, which was built in 1995 with money from a HUD demonstration grant. The study began in 1993 with a systematic observational assessment of crime and fear-related physical features on 59 blocks of the older neighborhood surrounding the planned housing site and 8 sampled addresses on each block, followed by interviews with surrounding block residents during 1994-1995, interviews with residents in the newly built housing in 1997, and interviews and physical condition assessments on the surrounding blocks in 1998-1999. Police crime report and city building permit data for the periods during and immediately following both waves of data collection were obtained and matched to sample addresses. Variables in Parts 1 and 2, Environmental and Survey Data for Older Subdivision, focus on distance of respondent's home to the subdivision, psychological proximity to the subdivision, if new housing was in the respondent's neighborhood, nonresidential properties on the block, physical incivilities, self-reported past victimization, fear of crime, place attachment, collective efficacy (neighboring, participation, social control, sense of community), rating of neighborhood qualities, whether block neighbors had improved property, community confidence, perceived block crime problems, observed conditions, self-reported home repairs and improvements, building permits, and home satisfaction. Demographic variables for Parts 1 and 2 include income, home ownership, ethnicity, religion, gender, age, marital status, if the resident lived in a house, household size, number of children in the household, and length of residence. Variables in Part 3, Environmental and Survey Data for Intervention Site, include neighborhood qualities and convenience, whether the respondent's children would attend a local school, and variables similar to those in Parts 1 and 2. Demographic variables in Part 3 specify the year the respondent moved in, number of children in the household, race and ethnicity, marital status, religion, sex, and income in 1996.

Northwest Area Foundation Horizons Social Indicators Survey, 2004-2005 (ICPSR 21181)

The purpose of the study was to gather information pertinent to community, neighborhood, local government, and community-based activities in order to find ways to reduce poverty throughout the Northwestern states of Idaho, Iowa, Minnesota, Montana, Oregon, North Dakota, South Dakota, and Washington. The survey first asked the respondents to name their place of residence (in terms of state, county, and town), how long they had lived at their residence, and how much longer they planned to reside there. Then a sequence of questions asked respondents for their thoughts about the community, such as how they felt about it, whether they felt they belonged, whether they were fairly treated or excluded from the community, and how safe they felt walking around their community at night. They were also asked about the attitudes of individuals and the relationships between community members. The survey further asked about community involvement, group membership, and social participation, access to outside sources for problem-solving, and how well the members cooperated with one another (in groups and in neighborhoods) when they disagreed. The questionnaire also asked respondents to assess how well people of different ethnic groups interacted with the community as a whole and within groups, organizations, and activities. It asked for respondents' assessment of government services for the community, their trust in government as well as members and leaders of local groups (business, ethnic, and religious), and the cooperation of the community in emergencies. Respondents were asked to evaluate their ability to make a positive impact in their community and the ability of people and groups to provide assistance to the poverty-stricken and to reduce the number of those in poverty. Moreover, the survey asked respondents about the presence of leadership programs in their community and the effects, if any, they had on its members. Switching the focus, respondents were asked to evaluate their personal or financial status, their ability to acquire a loan, credit, or other financial services, and if they ever had difficulty paying for living costs (food, housing, electricity, heating, telephone, or health care). They were also asked to estimate how many people in the community could not afford the basic living costs. Questions were asked of respondents about their interest in staying informed about public affairs, how often they accessed information in newspapers, how often they voted in elections, the frequency in which young people left town in search of better opportunities, and about the possibility of implementing and developing small/local businesses within the community. Finally, the survey collected general demographic information including marital status, age, gender, race, education, religion and religious affiliation, employment status, location of residence (state, county, and town), whether they own or rent their home, household composition, current assets and income, and their access to telephones and the Internet.

Participation in Zambia, 1974 (ICPSR 7589)

This data collection focuses on modes of political participation and social change in Zambia in 1974. It contains data gathered in a survey of 480 residents in the urban Lusaka District and 50 from two rural areas in the Eastern Province of Zambia, measuring political attitudes and participation at both a national and local level. The research builds upon the previous work of Sidney Verba and Norman H. Nie and is directly comparable to that found in the Yugoslav portion of POLITICAL PARTICIPATION AND EQUALITY IN SEVEN NATIONS, 1966-1971 (ICPSR 7768), the cross-national study of the modes of political participation. The Zambian survey included questions dealing with respondents' knowledge of local and national officials and items dealing with the most important problems facing both the nation and local areas. Other questions probed what actions could be taken to effect change in a law or regulation and if respondents had ever engaged in such actions. Other items concerned the respondents' political activity (e.g., contact with ward councillor, community development officials, section chairman, priests, MPs, government party officials, other organization officials, and President Kuanda, as well as participation in area projects) and attitudes about activists, community development, and the responsibilities of citizenship. Respondents were also asked to what extent they used three information sources: newspapers, radio, and television. Standard demographic and personal information, such as sex, age, marital status, tribal affiliation, occupation, income, union membership, education, religion, and residence, is included.

This study was a process evaluation of the Comprehensive Communities Program (CCP) intended to develop insights into how community approaches to crime and drug abuse prevention and control evolved, to track how each site implemented its comprehensive strategy, to determine the influence of preexisting ecological, social, economic, and political factors on implementation, and to monitor the evolution of strategies and projects over time. Intensive evaluations were done at six CCP sites: Baltimore, Maryland; Boston, Massachusetts; Columbia, South Carolina; Fort Worth, Texas; Salt Lake City, Utah; and Seattle, Washington. Less intensive evaluations were done at six other CCP sites: Gary, Indiana; Hartford, Connecticut; Wichita, Kansas; the Denver, Colorado, metropolitan area; the Atlanta, Georgia, metropolitan area; and the East Bay area of northern California. At all 12 sites, 2 waves of a Coalition Survey (Parts 1 and 2) were sent to everyone who participated in CCP. Likewise, 2 waves of the Community Policing Survey (Parts 3 and 4) were sent to the police chiefs of all 12 sites. Finally, all 12 sites were visited by researchers at least once (Parts 5 to 13). Variables found in this data collection include problems facing the communities, the implementation of CCP programs, the use of community policing, and the effectiveness of the CCP programs and community policing efforts.
