Summary

This study is a redesign study of the Census of Juveniles in Residential Placement (CJRP) Series and the Juvenile Residential Facility Census (JRFC) Series.

As part of this study's redesign, a pilot test was conducted that included new questions, topics, and methods that were reviewed and approved by a panel of 12 juvenile justice experts. The experts provided feedback about questions and topics that should be removed from the current surveys or added to the questionnaires in future waves. Additionally, two survey methodologists reviewed the questionnaires for wording, visual design, and other survey methodology best practices that should be incorporated. Eight cognitive interviews were conducted to review the recommended additions and changes. See the Office of Management and Budget (OMB) Memo for a detailed list of changes.

  1. On June 24th, any remaining non-responders were sent a final reminder that included an option for filling out a shortened critical items paper form. A few respondents used this form which has an abbreviated list of items.

  2. In order to protect respondent anonymity and prevent disclosure risk, the following variables were modified or masked as described below:

    OJJDP has adopted rules for tabular output from CJRP to maintain the confidentiality of the data. Users approved to access the restricted data files will be asked to conduct analyses consistent with OJJDP's policy for disclosure control in the Census of Juveniles in Residential Placement.

Study Purpose

The purpose of this study is to pilot a redesign of two studies: Census of Juveniles in Residential Placement (CJRP) Series, and the Juvenile Residential Facility Census (JRFC) Series that haven't been updated in over 20 years with the goal of creating a study that is up to date with changes that have happened in the juvenile justice landscape.

Study Design

400 facilities that have already completed the recent, formal 2020 JRFC were selected for the pilot redesign study. Each facility was randomly assigned to either CJRP or JRFC and to a different survey instrument (A or B) within the CJRP and JRFC.

Each survey instrument (A or B), contained varying questions. To make sure multiple forms didn't go to the same facility, facilities with common reporters (e.g, a central group that manages multiple facilities) were put in the same survey group.

Sample

A stratified, simple random sample of 400 facilities was selected - stratified by Census Region and number of beds in the facility based on historic data.

Selected facilities were randomly assigned to 1 of 4 survey forms - CJRP-A, CJRP-B, JRFC-A and JRFC-B. Facilities which had a central reporter were assigned the same form so a reporter did not receive multiple forms for different facilities.

Universe

Public and private residential facilities in the United States intended for juvenile offenders and in operation on the census reference date in 2021.

Individuals under age 21, charged with or court-adjudicated for an offense held in these facilities on the census reference date in 2021 and the last 20 young persons released from these facilities.

Description of Variables

Dataset 1 (DS1) contains variables regarding facility location, facility security, facility resources provided to youth, and number of beds in the facility.

Dataset 2 (DS2) contains variables regarding youth gender, youth race, offense committed, admission and release dates.

Dataset 3 (DS3) contains similar variables as in DS2 while also including variables regarding, serious offenses committed by youth.

Dataset 4 (DS4) contains all variables described in DS1-DS3 while also containing variables regarding types of youth supervision available, mental health status of youth, mental health resources youth have access to, and education resources offered to youth.

Response Rates

Among eligible facilities, the CJRP response rate was 88.0% and the JRFC response rate was 89.5%.

Version History

2022-09-14 ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. In addition to these procedures, ICPSR performed the following processing steps for this data collection:

  • Checked for undocumented or out-of-range codes.
