Decennial census figures for total population, and population deemed eligible to vote by contemporary age, race, sex, and citizenship criteria, were used to compute estimates of the number of persons deemed qualified to vote in each election year. Inter-censal estimates were computed from the decennial figures, using a linear interpolation method. The resulting inter-censal estimates for total population and "eligible voters" were then used to obtain an estimate of voter turnout in an election by dividing the total votes cast in an election by the estimated population figure.
