This study analyzed public personnel agencies -- executive agencies of the Civil Service Commission that administer the personnel policies of state and local governments. Some special agencies, such as port authorities and some Canadian agencies, were also included. The data cover the structure of the agency, professionalism, specialization, and the agency's performance of its duties.
