This study was conducted in 1963 in three cities in Chile: Santiago, Concepcion, and Valparaiso. The questionnaire explored in detail the respondents' positions as personnel managers. Variables ascertained the industry or service in which respondents worked, the number of people they managed, a full definition of their position and the responsibilities it entailed, and their past experience in personnel work. Respondents' positions within the company were also examined, as were their interactions with various other positions and departments within the company. A major part of the study investigated company relations with the workers' union. Variables probed the personnel managers' interactions with the unions, the degree of union participation in certain aspects of company management, and the help that the union provided its members. In addition to specific questions about workers in the respondents' companies, the study asked the respondents to rate the average Chilean worker on a variety of scales.
