This survey was undertaken to obtain information on the attitudes and perceptions of federal employees on a broad range of topics related to their jobs, government personnel programs, and legislation. Questions covered employees' attitudes towards job satisfaction, satisfaction with their organizations, awareness of a new performance appraisal system and opinions on its effectiveness and fairness, the link between performance and reward, merit pay, pay and benefit comparability with the private sector, civil service retirement, health benefits, and relations between career and noncareer executives.

The weighting command, included in the SPSS Control Cards, must be invoked before analyzing the data to ensure that results are representative of the universe (i.e., population).
Sample View help for Sample
This study employed a stratified random sample. Stratification was by agency and pay category. The sample was drawn from the Central Personnel Data File using employee Social Security numbers and excluding employees of the following executive branch agencies: the Smithsonian Institution, the White House Office, the Federal Reserve, the Tennessee Valley Authority, the Central Intelligence Agency, and the National Security Agency. The sample was designed and drawn so that valid comparisons could be made among 6 grade/pay categories on both a government-wide basis and within each of the 16 agency groupings.
