Summary

The United States Census Bureau conducts a Census of Governments every five years, in years ending in "2" or "7," to collect information about governments in the United States. The Finance Statistics branch of the 1992 Census of Governments describes the revenues, expenditures, debt, and assets of state and local governments. This data collection includes sixteen datasets, including individual unit data, county area data, and summaries by type-of-government (including several state summaries by individual types of governments). This data was collected for the individual government fiscal years that ended between July 1, 1991 and June 30, 1992.

Study Purpose

The purpose of the Finance Statistics branch of the Census of Governments is to provide comprehensive statistical information about state and local government economic activity.

Data Source

The data collection phase for the annual survey made use of two methods to obtain data: mail canvass and central collection from State sources. In 35 states, all or part of the data for local governments was obtained from cooperative arrangements between the Census Bureau and a state government agency. These usually involved a data collection effort carried out to meet the needs of both agencies -- the state agency for purposes of audit, oversight, or information, and the Census Bureau for statistical purposes.

2014-02-21 SPSS, SAS, and Stata setup files, as well as SPSS and Stata system files, a SAS transport (CPORT) file, a tab-delimited data file, and an R data file have been added to the collection. Additionally, a codebook has been created.

2008-01-14 ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data. In addition to these procedures, ICPSR performed the following processing steps for this data collection:

  • Checked for undocumented or out-of-range codes.

Weight

Part 2 (Individual Unit Government Integrated Directory File) and Part 3 (Final Restructured Individual Unit File with Added Identifiers) contain two weight variables, WEIGHT, and RECPWT1, that users may wish to use in analysis.
