I am in full agreement. If you want to set a default - set it! If you don't,
there is simply no default. At lower levels, the default to "en" is OK, but
not for the high-level default setting.

We decided at our last call that xml:lang would be added to
AbstractMaintainableType but did not discuss if it would be required. My
assumption was that it would be 0..1 however, in changing the Action item
in the bug I noted we had Instance default to 'en'. This seems
problematical as one one of the many maintainables would have a default
and I don't think it is reasonable to default everything to "en" as it
would probably cause massive confusion if uses didn't change it
consistantly. Thoughts????
