[DDI-SRG] URN syntax change from 3.0 to 3.1

When I talked with Wolfgang about this issue, we realized this results 
in a usage problem.

DDI 3.0 URN's violate the URN syntax specification. But when one tries 
to use DDI 3.0 with valid URN's (i.e. round brackets instead of square 
brackets) the instance would be not valid according to the documentation 
(overview).

possible solutions
- When using DDI 3.0, DDI 3.1 URN syntax should be used. The instance 
would validate against the 3.0 schemas, because the syntax of the URN's 
is not checked anyway.
- DDI 3.0 should not be used any more.

The chosen solution should be documented near the download link of DDI 3.0.
