Karl,
The sections of LiteralText has been taken care of as is anything using
DynamicTextType (QuestionText, ResponseText, DisplayText)
If we change Label it will not be done piecemeal. The change would occur
in r:Label. This is the only additional part I will ask TIC to act on at
this point. Changing r:Label to structuredstring would affect Label the
following:
OrganizationScheme
ConceptScheme
UniverseScheme
GeographicStructureScheme
GeographicLocationScheme
InterviewerInstructionScheme
ControlConstructScheme
QuestionScheme
CategoryScheme
PhysicalStructureScheme
RecordLayoutScheme
ConceptGroup

As for Code in controlconstruct, our understanding is that this is a code
part of a programming code. For example IfCondition where Code contains
the processible code of the expression. Under what conditions would this
require XHTML??? Anyway, after we get this version out the door we will be
looking at fine tuning the machine actionability of DDI, this section
being a case in point.
