What about bug 215 on conceptual modeling? This is a major concern for
Canada RDC and other projects we're working on. Providing a flexible way
to combined concepts is necessary to compensate for the fact that you
can only have one concept per variable.

I thought we would have this one addressed in this release. I'll need
some type or resolution, official or not, in the next couple of months.
Was hoping we could use the 3.1 schema but might then need to come up
with extensions or anticipated for 3.2.
