[DDI-SRG] Classification Banks and rcode value epresentation

Pascal,

I can understand the need to state the numeric of text nature of the code 
values, but it should probably be optional and "recommended". In many 
cases it makes no difference and some people actually treat ordinal array 
values as numeric and closer to interval in nature. File the bug and 
supporting arguments. I am assuming this is a 3.1 bug not for 3.1 
publication version. My other question is do you need a full value 
representation? Text with length and regular expression constraints, or 
Numeric with range etc. ValueRepresentation includes the following 
substitutions: Text, DateTime, Numeric, ExternalCategoryRepresentation, 
and CodeRepresentation. Do you really want to allow all of that? Are you 
more concerned with a simple character/numeric choice? What about a 
r:RecommendedDataType (type="CodeValueType")??
