[DDI-SRG] Classification Banks and rcode value epresentation

All:
been working with a student on a small UI to manage classifications. One
issue that we came accross is that we can't define a code list value
representation, this is only defined  at the variable level. This means
I can't say this code should be numeric or text. This is an issue for
the publication of standard classification or the management of banks as
we can't essentially restrict the data type of a code list. I would
suggest adding in CodeScheme a valueRepresentation that excludes the
codeRepresentation choice (thought could it be useful?). This would also
allow for consistency checks between a variable and it's code list (in
the current version, I could assign a numeric variable to a text code list).
Thoughts before I file a bug?
