[DDI-SRG] schema for DDI 3.1

Sanda,

It is contingent upon getting the URN issue resolved correctly. We are 
hoping by end of August-mid September, but Mary has been good enough not 
to give us a strict deadline on this. We are dealing not only with URN 
issues but with the varying travel and vacation schedules of key people in 
getting this published. As we've seen in the past, rush jobs cause errors. 
We are trying to avoid that.
