[DDI-SRG] Updated 2.1 to 3.0 mapping ...the file :)

Georgious,

We have the bug in regarding concept hierarchies. Subject and keyword 
hierarchies in 3.0 are done by identifying the external 
controlled vocabulary which may be hierarchical.

Linking subjects and keywords to specific variables is questionable in 
2.1. The labels of universe, analysis unit, etc. allow use of concept 
which seems to be more of a mixed concept/topical heading/keyword in terms 
of intended content rather than the strict definition of concept in DDI 
3.0. it basically provides a means of linking to an external vocabulary. 
In fact all three elements in DDI 2.1 have identical structure.

Those not using this feature searched "keyword" in the 2.1 variable by 
searching the variable label, universe, concept, and category/category 
group labels. The complete data element model in DDI 3.0 is linked through 
the variable through the combination of universe/concept/representation 
content. [this is something that I've got in more detail in the draft 
document mentioned earlier]. I will put this into the bug tracker as an 
issue to be discussed.
