We made a decision regarding version numbering:

1) Documentation bugs and fixing type (no new functionality) results in 
NO VERSION NUMBER CHANGE. A comment will be added to the header with a 
change in the version date.

2) Non-invalidating changes that "break peoples code" by adding 
funtionality result in a MINOR VERSION NUMBER CHANGE (plus .1  e.g. 3.0 
to 3.1)

3) Invalidating changes result in a MAJOR VERSION NUMBER CHANGE 
(increment digit to left of decimal by 1. e.g. 3.0 to 4.0)

We need to draft a statement of this to inform users and update the 
instruction manual for revision submission to reflect this and also the 
process definition (when vote is required) approved in May 2008.

We discussed making a working version available to public. We decided to 
do this on a case-by-case basis due to the confusion caused by the CR 
versions (still floating around and in use). We will review our working 
process in terms of introducing version control for development after 3.1 
release.
